FIRST STEPS

Washington was UNANIMOUSLY elected president and


INAUGURATED in 1789
Established many PRECEDENTS for how our President should
look and act

PRESIDENT PRECEDENTS

Requested to be called MR. PRESIDENT as opposed to


His EXCELLENCY or Protector of our LIBERTIES
Set up a CABINET of advisers who were in charge of
different DEPARTMENTS to make the country run.

MONEY PROBLEMS

By 1789, The United States owed over $52 MILLION in debts


to France and Spain. They needed more REVENUE to pay it
back.
Washington decided to raise TAXES on WHISKEY, but this
led to another REBELLION in Pennsylvania.

NEUTRALITY WITH FRANCE

INSPIRED by the Americans


declaring their Independence,
FRANCE is now having their own
REVOLUTION against their King.
In 1792 France wants Americas help
as PAYBACK for how they helped in
1776. But this would make the rest
of EUROPE mad at the United
States and not TRADE with them.
Washington decides to stay
NEUTRAL, setting a PRECEDENT
for Americas FOREIGN POLICY.

WASHINGTON RETIRES

Washington was unanimously


elected to a SECOND TERM.
Americans wanted to keep him as
President.
But Washington RETIRED after
only two terms, setting a
PRECEDENT for future
presidents.
