1. Purposes of committees
a. Allow member congress divide work among many smaller groups
b. Committees select bills that are to receive further consideration from the whole lot
c. Committees help the public learn about key problems and issues facing the nation
2. Kinds of committees
a. Standing committee
i. Permanent bill in congress that oversees bills that deal with certain kinds
of issues
b. Select committees
i. Temporary committees that study one specific issue and report findings to
the senate or house
1. Matters of great public concern
2. Overlooked problems such as hunger
3. Problems of interest groups
4. Select intelligence committee- a temporary committee made
permanent
c. Joint committees
i. Made up from members of house and senate may be temporary or
permanent
d. Subcommittees
i. Each one specializes in a subcategory of its standing committee’s
responsibility
e. Conference committee
i. Temporary committee set up when the house and senate have passed
different version of the same bill
f. Conferees-members of conference committee
3. Choosing committee members
a. Rules committee- exert influence over law makers
b. Ways and means and appropriations- key committees
c. Seniority system gave the member of the majority party with the longest
uninterrupted service on a particular committee the leadership of that committee
