SCHOOL IN GENERAL

School Background in Brief


Darla Middle Secondary School is located at the slopes of Darla Geog under Chukha Dzongkhag near BBPL (Bhutan
Board Products Limited). It is about 5.5 kilometers away from Thimphu- Phuentsholing highway. It serves the
educational purpose of Darla and Bongo Geogs and other sectors like BBPL, DGPC, DOR, RNR, RBP and the
surrounding communities based on the immediate needs of their children. The school is categorized as semi-urban
school. Currently the school has a total of 1058 students comprising of 547 boys and 511 girls. There are 40 regular
teachers and 4 trainees from Samtse College of Education. The school also has 19 support staff.

Role of the Principal
The Principal is the chief administrator at the school and therefore is responsible for its overall management and
administration. In addition, he/she is also responsible for the following:

Represent the authorities (MoE/Dzongkhag).
Execute managerial functions.
Build team spirit amongst the staff.
Create a sound management system that is transparent, accountable and efficient.
Develop overall school management policy.
General administration and finance.
Instructional responsibilities/taking teaching responsibilities.
Implement directives, policies and programmes of MoE and Dzongkhag.
Appraise MoE and Dzongkhag on events in the school
Orient staff to the school culture.
Assign responsibilities to the staff.
Monitor the staff, apprise them of their performances and provide support services.
Infrastructure development.
Planning, monitoring and ensuring the smooth implementation of policies and school programmes.
Communicate with the outside agencies.
Identify the staffing needs of the school.

Responsibilities of Vice Principals


Vice-Principal (VP1) for Pastoral Care (PC)
The VP1-PC is responsible for all religious matters pertaining to school. VP-PC is also the over all in-charge of the
Students Support Services. His range of responsibilities could include:

Preservation and promotion of religious and cultural affairs.


Observance and conduct of all religious activities in the school.
Monitor and supervise all Dzongkha language teachers to ensure implementation of curriculum.
Provide assistance to the team of Dzongkha lopens.
All matters pertaining to Dzongkha language development, preservation of Bhutanese traditional values and
etiquettes and the inculcation of religious values in the students.
Ensure the cleanliness of school compound.
Member to school level monitoring team.
Undertake instructional responsibilities.
Assist the principal in the management of the school.
Ensure smooth day to day functioning of the school.
Carryout responsibilities assigned by the principal on need basis.
Undertake to infuse GNH values and principles into the school system.

Vice-Principal (VP2) for Discipline and Co-curricular Activities (DCA)


The VP2-DCA is responsible for the general discipline of the students and is directly responsible for all co and extracurricular activities. Accordingly the range of responsibilities could include:
Over all in-charge for co and extra-curricular activities and student support services such as Scouts, Career,
Value & Health Education and PE.
Work in close conjunction with the various committees for the conduct and organization of activities.
Ensure timely and proper conduct of all co and extra-curricular activities.
Communicate with teachers to identify and set up support services

Supervise and coordinate all co and extracurricular activities in conjunction with the committees and
coordinators.
Member to school level monitoring team.
Undertake instructional responsibilities.
Assist the principal in the management of the school.
Ensure smooth day to day functioning of the school.
Work conscientiously towards instilling good behaviours and ethics in students on a daily basis.
Carryout responsibilities assigned by the principal on need basis.

Vice-Principal (VP3) for Academic Affairs (AA)


The VP3-AA is responsible for student affairs and care subject department and is directly responsible for all matters
pertaining to academics. In addition the following are some of the other responsibilities:

Work conscientiously towards instilling good behaviours and ethics in students on a daily basis.
Work with class teachers and house teachers on student discipline.
Ensure proper utilization of instructional time.
See all matters pertaining to the academic achievements of the school.
Member to school level monitoring team.
Undertake instructional responsibilities.
Preparation of substitution list.
Student leaves (exceeding more than three days and students requiring permission to go out of the
school campus).
Assist the principal in the management of the school.
Ensure smooth day to day functioning of the school.
Carryout responsibilities assigned by the principal on need basis.
Undertake to infuse GNH values and principles into the school system.
Member of SDF committee.

Coordinate SBIP in the school.

Staff Secretary
The staff secretary will act as the spokesperson of the staff as well as the link between the administration and staff and
student body. In addition to this the range of responsibilities could include:
Write and maintain minutes of meeting.
Organize farewells and co-ordinate teachers programmes in conjunction with the refreshment
committee.
Disseminate information from office to teachers.
Help the school administration in the day to day functioning of the school.
Communicate between management team and the teachers.
Organize and arrange for meetings.
Coordinate all staff gathering.
Ensure the cleanliness and safe upkeep of the staffroom and its belongings.
Work towards instilling good behaviors and ethics in students on a daily basis as part of the School
Discipline Management team.
Roles and Responsibilities of In charges
Exam Controller
Prepare the exam timetable and arrange examination halls.
Delegate exam duties/prepare invigilation duty routine.
Print and keep the question papers under safe custody.
Explain the examination rules and regulations to the students.
Observe strict vigilance in the conduct of examinations.
Take necessary action against the use of unfair means in the exam.
Ensure proper and fair conduct of examinations.
Arrange the question papers as per the timetable.
Collect, check and hand over the answer scripts to the subject teacher.
Collect and keep the evaluated answer scripts after the annual exam.
Collect the class results on time.
Maintain Examination Records.
Fill up registration forms of all external exams.
Plan and organize all the exam related activities.

Collect from the teachers concerned question papers, preferably in soft copy, along with test blue print, model
answers and marking scheme.
Make necessary arrangements in the class rooms before the exams and rearrange them thereafter.
Prepare block plan periods and display on the notice board.
Calculate the number of working days at the end of each term so as to help the class teachers to reflect on the
progress cards.
Ensure the safety and proper maintenance of the electronic photocopier preferably by the self management of
it and not allow many hands to operate it unless with specific directives from the administration.

Health In charge
Create awareness about personal hygiene and cleanliness among the students through different activities.
Check personal hygiene of students constantly with the help of class teacher.
Maintain students health records.
Ensure proper sanitation within the school compound.
Study the health records of students.
Obtain the medicines from the BHU for minor illness.
Organize health related activities.
Make arrangements for the supply of iron tablets to the students.

Library In charge
Arranging and maintaining the library.
Registration of new books.
Marking/numbering of registered books.
Keeping records and issuing books.
Providing clear instructions and guidance regarding the use of library.
Maintaining discipline in the library.
Collecting books from the borrowers.
Impose fine for the lost and damaged books.
Maintain record of the collection of fines.
Repair old books.

Provide opportunity for the students to make maximum use of the library.

Agriculture In charge
Proper implementation of agricultural activities (theoretical and practical).
Procurement and distribution of seeds, fertilizer and tools.
Equal distribution of land (patch) to the houses concerned (giving the responsibilities of the patch plots to the
housemasters and house captains).
Preparation of progress reports and accounts.
Store In charge
Prepare and maintain a detailed stock register.
Receiving and issuing stationary and textbooks.
Preparing requisition forms with the help of subject teachers and the games in charges.
Ensure proper distribution of textbooks to the students.
Issue of required items to the teachers as per the approval of principal.
Arrange the books in the store properly and keep the store neat and clean.
Collect back the issued textbooks and other materials from the students at the end of the year.
Consult with principal for any matter regarding the store.
Furniture In charge
Receive and collect new furniture and record it in the register.
Identify needs and prepare and submit requisition.
Repair the old furniture with the help of vocational club.
Ensure proper distribution of furniture to the classes.
Check the stack of furniture monthly.

Laboratory In charge
Prepare and maintain a detailed stock register.
Sort out and enter all stocks and arrival from the suppliers in the stock register.
Arrange all the materials in proper order in appropriate places and label clearly for easy access.
After experiment, clean the equipment and put them in their respective places.
Arrange a dust bin in the lab to dispose wastes and broken glasses.
Arrange a first aid box in order to use in case of accidents.

Keep the lab neat and clean.


Prepare requisition of materials.
Maintain proper discipline in the science lab.
Ensure maximum use of lab facility by the students.

Scouts Master
Introduce scouting programme in the school.
Create awareness about their roles and responsibilities among the scouts.
Plan and initiate activities for the scouts.
Inculcate positive attitude and values in scouts and act as role model.
Ensure the scouts shoulder their responsibilities effectively and play as role models for other students.

Teachers on Duty
Take note of the responsibilities of TOD from the register.
Coordinate the assembly as per the routine and participate actively in making announcements and giving
comments about the speeches.
Record the absence of teachers seriously in the register.
Monitor and evaluate all the activities in the school for the day.
Write a report with necessary feedback about the day.
( In the absence of TOD a vice principal will coordinate the assembly.)

Class Teacher
Maintain up-to-date bio data of students.
Maintain the classrooms neat and clean.
Take care of the classroom properties like windowpanes, furniture and electrical fittings.
Take decisions on replacing and repairing of class property if damaged by a student.
Prepare the class results and maintain the record.
Frame class rules along with the students and display them at a proper place in the class room.
Inform the administration if a student remains absent consecutively for three days without information.
School Bus Driver
Always keep the bus clean.
Take care of all parts of school bus.
Be ready to reach students or staff to a desired destination.
Ensure movement order before departure to any place.
Report to the station on time.
Keep the safety of passengers as the first priority.
Roles and Responsibilities of Captains
School Captains
Ensure proper discipline of the students during all school gathering including morning assembly.
Monitor House captains and Class Captains.
Supervise the morning SUPW and other social works.
Supervise students during the preparation of any special occasions.
Report to the Teachers or Principal in case of any children found misbehaving or getting involved in any anti
social activities.
Report to the Teachers or Principal in case of any children requiring special help.
Be a social animator between teachers and students.
House Captains
Assist House Master/Mistress during all house functions.
Ensure proper discipline at all times in the respective houses.
Motivate house members to participate in house activities.

Nominate students for inter house activities/competitions.


Develop good relationship between the house masters and members.
Ensure that all house members are present during the house activities.
Build team spirit within the house members.
Keep house members united all the times.
Maintain dress code, health and hygiene of their house members.
Ensure proper maintenance of their house garden.

Games and Sports Captains

Assist games and sports in-charges in organizing all the sports competitions/activities in the school.
Be alert while taking part in the inter schools games and sports competition.
Ensure equal opportunity to all the students.

Health Captains
Assist the school health coordinator.
Ensure proper sanitation in the school compound.
Encourage students to clean their toilets.

Prayer Captains
Everyday Initiate and lead morning and evening prayers in the school.
Take attendance of all students during evening prayer daily.
Keep the altar place always neat and clean.
Class Captains
Update the log book regularly.
Maintain the discipline of the class at all times.
Make sure that your class is always neat and clean.
Make sure that their class rooms are opened in time and locked as they leave for home.
If there is no teacher in the class for more than 5 minutes, it is the responsibility of monitor to inform the
concerned teacher.
Keep the chalk board clean well before the arrival of the next subject teacher.

Bell Captain
Ring the bell on time for every activity in the school.
Follow the bell schedule provided by the school administration strictly.
Ringing of bell must be loud enough to be heard by everyone within the school compound.

ROLES AND RESPONSIBILITIES OF COMMITTEES


Committee
School Management Team (SMT) is the highest decision making body of the school. Any serious matter arising in the
school, especially at times of urgency, will be discussed with SMT for the decision. The decision taken by the SMT on
school activities shall be put up to the staff for rectification and approval but certain decisions made by the team shall
be respected by the school. The SMT will purely work for the development of the school with full dedication. The SMT
will have the power to decide any matter in absence of school heads, but the decision shall not be made for the
personal benefit. The members of SMT are Principal, Vice Principals and Staff Secretaries. The roles and
responsibilities of the SMT shall include the following:

Discuss important matters concerning school policies.


Take decision on discipline and administrative problems of students and staff.
Take decision on teachers and parents association agendas.
Work collaboratively with SMB for the development of the school.
Take decision on co-curricular and extracurricular programs to be carried out in the school.
Take decision on any matters in absence of Principal and Vice Principals.
Manage any situational crisis or emergencies in the school.

Literary Committee
Organize literary activities and competitions.
Encourage students to participate in literary activities.
Coordinate inter class wall magazine competitions.
Bring out school magazine/News Letter yearly.
School Discipline Committee
Display and create awareness of rules and regulation of the school in students.
Enhance smooth running of the school by handling disciplinary problems in a proper way.
Ensure that proper guidance and counseling is given to the students.
Involve the parents in discussion about default cases.
Give a fair judgment to the students.

School Management Board (SMB)


The ninth Quarterly Policy Guidelines and instructions, 1992, require every school to form a School Management
Board to facilitate better school governance. The SMB in general however did not function effectively due to lack of
proper guidelines. Therefore the guidelines attempt to improve the efficiency of the SMB.
The SMB, are the main governing bodies of the school will have the head of school as the secretary, while the chair
person and other members of the board will be presented from the local community. The number of members on the
board depends on the sizes of the school.
Roles and Responsibilities of the SMB
The SMB will be accountable to the school, the community and the authorities in the following ways.
Towards the school the SMB will

Plan the development of the school and its proper maintenance.


Guide and support the management of the school for proper implementation of government policy and
guidelines.
Approve the school plans and programme for future improvement to ensure the provision of quality education.
Ensure provision of adequate facilities (maintenance, construction, transportation of supplies).
Assist in mobilizing resources for school development (fund, materials, and manpower).
Provide directives to the management team of the school and monitor its functions.

Towards the Community the SMB will


Expedite the national education policy and guidelines.
Act as an effective link between the school and the community.
Instill in the community the sense of shared responsibility of educating their children.
Convince the community of the importance of its contributions in development and maintenance of the schools.
Towards Authorities the SMB will
Provide feedback on the plans and programmes of the school.
Help estimate budget for development plans and get approval for it.
The SMBs individual members are not expected to interfere in the day-to-day internal administration of the school.
However, the SMB as a body should meet on quarterly basis to provide direction and to review the progress of the
school.

POLICIES
ADMISSION POLICY
Admission is a wide concept, which usually appears in two forms i.e. admission to new candidates and admission to
transfer candidates.
Admission committee consist of the following members
Principal
Vice Principals
One senior teacher
Concerned Class Teacher
Role and Responsibilities of the committee
Study the availability of seats in each class/section.
Forms should be distributed according to the seats available.
Submission of the forms should be done within the mentioned deadline; otherwise the form will be invalid.
Forms are only issued to the ones having complete documents.
Forms should be verified by the committee.
Fix the date of admission and stand by it.
Free child in the school is to be discouraged.
Candidates should be preferred from the catchment area.
Data in the form is to be crosschecked by the committee and screening of candidates to be done.
Forms will be verified by the head of the school at the end.
Announcement for the interview and the selection should be done.
If possible committee should invite Dzongkhag representative (DEO) during the time of admission.
Preparation of admission form
Refer to the previous form and make changes to the need of the school if necessary.
Form should be framed unanimously by the committee.
Admission Criteria for class PP
Citizenship card of any parent (father/mother).
One parent should be a Bhutanese.
Minimum age for admission to PP is Six years as per the international system.

Parents appointment/transfer order for civil servants.


Business license or letter from parents employer,
Certificate from Geog for local employee.
Health card or birth certificate of the child.
Local administration is to be involved in the admission process.

Admission for Transferred Candidates


This refers to enrolment of children whose parents have been transferred to the place. Treat transfer cases as special
cases and admit them. However, the transfer of students seeking better facilities, transfer of students on disciplinary
ground or medical ground, or repeating class or for other reasons would depend on the availability of seats.
Conditions
The child seeking for admission must have a minimum of 50% in aggregate.
(This was suggested by the parents during parents teachers meeting held on March 31, 2012 as an interim
measure to uplift the school academic standard).
Students coming from other schools due to disciplinary issues will not be admitted as such but in cases
which can be considered a letter signed by the class teacher and counter signed by the Principal of the
previous institution is mandatory.

Documents required
Transfer order of parents or letter of recommendations.
School leaving certificates.
Progress report.
Character certificates.
Receipt of fees paid to previous school.
Letter from previous head for disciplinary ground.
SCHOOL DEVELOPMENT FUND POLICY
SDF committee should be transparent.
Respective coordinator should do the purchasing with the prior approval of SDF committee.
Members of the SDF committee should verify all the bills concerning the use of SDF and sign.
Monthly account should be pasted on the notice board
Money should be released at the time of purchase

If any causality occurs with students, the teachers and students should voluntarily contribute to the SDF
coordinator for necessary help.
Utilize SDF on the basis of need of the students and school
Meet the expenses for extra diet especially to the school teams who are participate on behalf of the school.
Coordinator to update monthly accounts both in terms of bank book and register.

LEAVE POLICY FOR TEACHERS & NON-TEACHING STAFF


Teachers on leave should not exceed beyond the CL unless some emergency occurs.
A teacher on leave should inform the authority/administrator beforehand (one day earlier).
CL should be marked on the same day.
In case of medical leave teachers should produce the medical certificate with the leave application and should
be made known to other staff to assure transparency.
All the leave (CL, ML, and EOL) should be reflected properly.
If any teachers have to leave from the middle of the day due to some emergency, principal should keep record
and add to another half day leave if again stayed. That would add up to one day leave.
The leave on Saturday will be considered as half day.
Signing of the attendance register should be done before morning assembly.
Any teacher leaving on official duty should be allowed after receiving office order.
Any teachers who have not availed any leave for the year be awarded certificate.
In case of emergency missing more than 3 periods will be considered one day leave.
LEAVE POLICY FOR STUDENTS
Students staying on leave from morning should write leave letter with the signature of parent/ guardian.
Update the same in your school diary.
Students presence in the classroom should be given foremost priority in the school
Students should have 90% attendance in all the subjects; otherwise they wont be allowed to sit for
examination.
Attendance should be maintained in every period and subject teacher should mark absentee of students. At
the end of the period, class captain should submit the periodical register to the principal or concern class
teacher for verification.
Any students on medical leave should attach all the certificate or recommendation with leave application and
he/she should be considered to sit for examination.
Number of days should be properly mentioned in the leave application. If not recovered on the mentioned
date, he/she should produce new application.
Class teacher should mark only one slash in the eight periods.

During emergency any students wanting to leave from mid of period should get permission from the subject
teacher concerned.
Attendance register should be maintained by the class teachers.
The teachers on substitution should take attendance of the concern period.
If a student is absent for a week continuously without any information, class teacher should inform the
concerned parent. Appropriate action will be taken by the class teacher according to the information received
from the parents.
Students must get permission from the health teacher to visit BHU.
Visit BHU only during lunch time.
CO-CURRICULAR POLICY
Limited activities will be put in the school curriculum.
Activities should cover all areas like sports, games, cultural, literary, etc
Various in charges should be selected or appointed.
The school should have a coach/escort/games teacher to guide the students in games and sports.
School should provide all required materials for the activities.
Experienced teachers should guide the students in developing their talents in various fiends.
Students hidden talents can be flourished by awarding prizes and certificates.
Take into consideration while promoting students based on the performance of the co curricular activities.
Co-curricular activity program should not hamper the academic routine.
School teams (football, basketball, volleyball etc) should be provided with extra diet from the SDF.
In case of any casualty, school should provide all necessary help to such player.
Important occasion like HMs Birthday, Teachers Day, National Day etc. should be marked by celebrating
them in the school.
House masters should ensure maximum participation of students.

EXAMINATION POLICY
In order to create a meaningful teaching learning environment in the school, conducting strict and fair examination is
essential. At the same time follow sound criteria for evaluations.
The responsibilities of the exam committee
Ensure that every subject has a test Blue print.
Design suitable format for continuous Assessment and Consolidated result sheet.
Develop uniform criteria for CA and the evaluation of answer scripts.
Frame the schools criteria for promotions.
Collect question manuscripts and Test Blue print from subject teachers.

Moderate, print and compile the questions.


Keep the questions under safe custody.
Prepare seating plan, examination time table and invigilation duty chart.
Do proper seating and hall arrangements and rearrange them after the examinations.
Display seating plan, examination timetable, invigilation duty chart and code of conduct of the examinations.
Briefing the examinees on the code of conduct of the examinations.
Conduct strict and fair examinations.
Brief the duty invigilators and ensure the smooth conduct of the examinations.
Keep proper and correct timings for the examinations.
Ensure the proper and timely distribution of all examination related materials to the examinees.
Keep proper daily attendance record of the examinees.
Solve minor disciplinary problems related to examinations.
Solve serious problems and take proper action in consultation with the administration.
Carryout daily briefing to the examinees/invigilators on any additional information about the days
examinations.
Ensure the assistance of the support staff for examination related works with the help of the administration.
Pre arrange the questions and related materials for proper and timely distribution.
Maintain proper discipline in and around the exam halls.
Ensure the regular attendance of the duty invigilators.
Maintain proper daily records for the collection of answer scripts from the duty invigilators of various halls.
Collect the answer scripts from the duty invigilators as per the number of examinees in their halls.
Distribute the answer scripts to the subject teachers and maintain records.
Co-ordinate evaluations as per the set criteria.
Collect corrected answer scripts from the subject teachers and keep it under safe custody.
Organize re-checking of the answer scripts if necessary.
Collect the mark sheets from the subject teachers.
Ensure that the class teachers maintain the progress report registers.
Collect all the examination related documents from the subject/class teachers for necessary records and future
reference.
Conduct promotion meeting.
Ensure that the progress report forms are correctly filled in.
Collect the consolidated result sheet and progress report registers from the class teachers.
Ensure that the declarations of results are carried out as per the schools examination policy.
Declare the results.
Carryout result analysis.

Assist the administration in conducting Bhutan Board Examinations in the school.


Maintain all the records related to the examinations and submit it to the office for future reference.

STUDENTS SUPPORT SERVICE POLICY


Action plan must be developed.
Form students support service team.
Form peer counseling team.
Identify the needy children.
Helping, guiding and counseling the needy children.
Raising funds through shows.
Exempting the poor, orphan children from paying fees and providing free stationery with thorough
verification.
Inform parents in case of emergency.
Conduct parent teachers meeting regarding youth issues once in a year.
Tarayana club to be an instrument regarding youth issues and help the children from poor background.

Provide medical support to the sick children.


Extend parental care by the teacher (informing about their health, traffic rules, etc).
Create awareness about social problems among students.
Use health club members to provide first aid.

CARRER & COUNSELING POLICY


Make long and short term action plans.
Create awareness of the job opportunities.
Make lesson plan for each period.
Conduct SBIP regarding counseling.
Give thorough career counseling to the outgoing students (class X).
Keep record of the counseling done and carry out analysis for the same.
Conduct various activities like short skit, debate competition etc regarding drug abuse, AIDS and family
planning. The same can be done by screening movies, slide shows etc.
Elect some counselors from students body for peer counseling.
Maintain career counseling corner. Invite guest speakers to create awareness regarding job opportunities.

DISCIPLINE POLICY
Discipline plays a key role in the school to maintain uniformity. Directly or indirectly all teachers and staff are
involved in making and observing the day to day school discipline. More details you will be able to find under the
heading Positive Discipline Policy. The jest of which is given below:

Discipline committee to be formed.


The committee sees that the school policy be implemented.
Set good habits early to help children in attendance, punctuality, neatness and general behaviours.
Childrens misconduct towards authority/staff/schools rules and regulations should be viewed seriously and
action needs to be taken by the discipline committee.
Well disciplined students should be rewarded timely so as to encourage children to improve the discipline in
the school.
Family support system should be given by the parents to their children.
Parents meeting to be held in the school about improving childrens discipline.
Code of conduct be framed and circulated for necessary implementation at the beginning of the session.
Both teaching and non teaching staff have to work in the school as role models to the students.
Very important school days event like morning Assembly be attended by all the school staff.
Corporal punishment be avoided.
Staff and students need to keep a have safe distance relation i.e neither too close nor too far.
All the teachers should maintain defaulters disciplinary records in detail.

HEALTH POLICY
Maintain health book of every students in the school.
Cleanliness check up to be carried out in the assembly from time to time.
Distribution of Iron tablets to the respective class teacher every week should be under Health in charge.
Sick children (suffering from fever, dysentery (only boarder)) should be given special diet from SDF.
School should observe all the important occasions related to health e.g. No Tobacco Day, Iron day etc.
Speech regarding health in the assembly to be carried out often
Guest speakers (from health department) should be invited to school to speak on current issues regarding
health
Classrooms surrounding cleanliness should be taken care by the respective class teachers & class captains

Class teachers will issue the slip to visit BHU for their respective classes
Students should be aware of adverse effect of substance Abuse, drugs alcohols etc
No shopkeepers should sell cigarettes the substance that affects the health of the students.
School authorities should notify the Bars & shops
Water source must be maintained & fenced properly.
CURRICULUM IMPLEMENTATION POLICY
Every teacher should collect their respective subject text books and manuals from the store in the beginning of
the year.
Yearly block plan must be prepared in the beginning of the year keeping the 180 days/880 hours of instruction
in mind.
Every teacher must prepare daily lesson plan as per the latest practice.
The entire lesson plan for different subjects must have clear cut objectives to be fulfilled after the teaching.
In order to make the aims and objectives of different, subject more realistic, all teachers must refer to the
curriculum hand books for schools titled The purpose of school education in Bhutan which is available in the
library.
If there is any irrelevant or obsolete information or date in the text book, concerned subject teacher must
report in writing to the principal whereby it will be reported to the DCRD for further correction.
Coverage of syllabus must be ensued by following the year/block plan efficiently and effectively
After the syllabus has been covered, revision and remedial classes should be done especially for weaker
students
Different subject faculty must meet together every month to discuss and improve teaching and learning in their
respective subjects
Subject teachers must update on any changes in textbooks/syllabus or get new information on different
teaching strategies in their respective subjects and contribute relevant articles.
READING POLICY
Organize school level reading week annually.
Those teachers who are going for substitution can engage the children for reading.
All language teachers should conduct reading period at least once in a week in their class/period.
Literary committee should organize different program and observe national reading week effectively.
Reading competition should be conducted among classes/houses.
For the promotion of reading, certificates should be awarded for the regular readers.
Class teachers of primary classes can conduct reading competition within their own classroom.
In order to encourage the children, school should select a best reader and declare best reader of the year
award for that child

Library should be decorated and displayed with attractive books, posters and proverbs to attract the children
to the library
Teachers have the responsibility to suggest for the purchase of books required for the students
Librarians should select appropriate books according to the standard of the students and keep ready for them
before their arrival. Teacher in charge and librarian should guide and supervise them during readings
All teachers and students should contribute for thought for the day and it should be maintained daily.
Teachers should check and correct students morning speech at least one day in advance.
Students should bring out wall magazines of their own class with their literary works.

STORE ISSUE POLICY (Stationeries and Games)


At the end of the year all the class teachers should check the textbooks, which can be used for the following
year and put up the requisition.
The store in charge should collect fines for the lost textbooks from the students and submit to the office for
further submission to the Dzongkhag.
Respective class teachers and teacher conducting physical education classes must maintain issue register for
both textbooks and games items for their respective class.

Once the textbooks are issued the respective class teacher must ensure the proper condition of the textbooks.
The books with missing pages should be changed within the first month of the issue (February).
Teachers copy of textbooks should be returned at the end of the year without fail.
Textbooks must be issued well before the classes begin.
Sports uniform must be returned after washing and drying immediately after the game.
In order to dispose the unusable books and sports items, committee must be formed.

GENERAL RULES AND REGULATIONS FOR STUDENTS


For the smooth and proper functioning of the school the following norms are formulated. All people concerned
with the school should strictly observe the rules and regulations enshrined here under.
All students must be punctual in all the activities of the school like Assembly, prayer, classes, social work etc.
All should try to participate in the school activities and contribute to the school in the best possible manners.
Disturbing activities like yelling, quarrelling fighting, stealing, abusing friends or any other members of the
school are strictly prohibited.
Chewing doma, smoking, consuming any intoxicating substances is totally banned.
All school properties must be well taken care of, doors and windows must be closed after the classes.
No students should play with chalk or write on the path, wall and floor.

All should come to school in proper national dress.


The students should wear school uniform properly. On Saturdays wearing of school uniform is exempted.
Nails and hair should be properly cut.
The students should not bring any valuable things to school. In case of damage or loss, the school wont be
responsible.
All are required to speak in Dzongkha and English when they are in the school premises.
Stepping in the flower garden or playing with the flowers is prohibited.
All should use the toilet for urination and passing stool.
The school campus must be maintained tidy. Therefore, nobody is allowed to litter the school campus.
No students should be involved in forming groups.
Jumping over the veranda and squeezing through the fence is prohibited.
No student is allowed to stay back in the school after 6 pm.

PROPERTY MANAGEMENT POLICY


Form property management committee.
Maintain stock register.
In case of loss or damage of any article, it should be reported to the concerned authority.
Various in charges should take care of their respective property, things as assigned by the committee.
Procured item list to be put up on the notice board.
School property should not be taken away from the school without prior permission from the concerned
authority or in charges.
Maintain record of the items borrowed by the staff, by the respective in charges.
No item should be borrowed or used by others other than the staff and students.
School property should be brought to the notice of all the teachers.
All the teachers and staff should collectively decide upon the things to be purchased for the school based on
priority.
Class teachers should be responsible for the classroom furniture, window, electrical fittings etc.

BOOK USAGE POLICY


The Royal Government of Bhutan is spending a huge amount of money every year in purchasing school stationeries.
Therefore, it is imperative for all the staff of the school to educate our children on the importance of taking care of
textbooks and the library books. The class teachers and the subject teachers must make sure that the textbooks are
taken care for future use. In case of lost books, the children must pay the cost of the books as per the price mentioned
in the bill and the receipt shall be issued.
Life Expectancy of the Text Books
Textbooks issued to the students must serve for a minimum period of three years.
Textbooks and teachers manual issued to the subject teacher must serve for a minimum period of five years.
VACATION POLICY
The Midterm break is meant for students and not for teachers. The 15 days break is meant for the teachers to correct
the exam papers and to prepare result. The result must be ready when the students come back from the break. The
non-teaching staff should continue their work during the midterm break as well as winter vacation. The office should
remain open during the term and winter breaks to continue the normal administrative work. The teachers must make
sure that they hand over all the documents/items to the Office Assistants before they leave for winter vacation.
