PETITION FOR A WRIT OF CERTIORARI

QUESTION PRESENTED
Who has the power to choose or select members of
committees? Including standing committees and ad-hoc
committees?

LEGAL ARGUMENT
Article I, Section 2, Subsection 2 of the Charter states, The
Speaker shall supervise all committees as may be appointed
from time - to - time by the Association, shall assign members
to such committees, and shall maintain all files and other
records of the Association. (Emphasis added.)
Article II, Section 5, 2.5.2 of the Bylaws states that, The
President may create ad-hoc committees.
Because the Charter supercedes the Bylaws, does this
mean that the President has the power to establish ad-hoc
committees, but that the Speaker has the power to select the
members thereof?

CONCLUSION
The petition should be granted.
