The New Earthquake-prone Buildings Regime and

the Revised Engineering Assessment Guidelines:


BRIEFING FOR ENGINEERS
The Building (Earthquake-prone Buildings)
Amendment Bill has completed the parliamentary
process and is now the Building (Earthquake-prone
Buildings) Amendment Act 2016 (the Amendment
Act). The new provisions are anticipated to come
into effect in April 2017. The new arrangements
involve some significant changes to the current
processes and procedures for managing
earthquake-prone buildings. The current seismic
assessment guidelines are also in the final stages of
a full revision.
A series of regional briefings will take place during
June to provide engineers with an overview of the
key elements of the new arrangements and the
revised seismic assessment guidelines.

T he Seismic Assessment Guidelines have


been fully revised to take account of technical
developments, including lessons from the
Canterbury Earthquakes. One of the requirements
of the Building (Earthquake-prone Buildings)
Amendment Act 2016 is that the Guidelines must
be used as the basis for seismic assessments
to determine whether or not a building is
earthquake-prone.

John Gardiner is Manager Determinations


and Assurance in the Building Systems
Performance Branch in MBIE. In this
role he has responsibility for a number
of activities including determinations
under the Building Act, building products
compliance and the implementation of
the new Earthquake-prone Buildings
regime. In addition to leading the
implementation programme he is also
leading the work-stream relating to the
development of the Chief Executives
methodology which is the technical
engine-room of the new regime.

Dave Brunsdon is a Director of Kestrel


Group Ltd, and chairs the Project
Steering Group which oversees the
revision of the seismic assessment
guidelines. He has been involved in the
seismic assessment of existing buildings
and the production of guidelines since
the 1980s, including undertaking New
Zealands first post-graduate research
into non-ductile concrete buildings.
He provides engineering advice to
MBIE, the Ministry of Education and
infrastructure providers.

Rob is a Senior Technical Director


Structural Engineering in Becas
Wellington Office. He has been involved
in the development of the New Zealand
loadings standard (including earthquake)
for new buildings and the development
of guidance for the seismic assessment
of existing buildings for over 25 years. He
is currently editor of the revision of the
seismic assessment guidelines, and chairs
the Project Technical Group comprising
key industry contributors from the three
technical societies. He has carried out,
or reviewed, the seismic assessments
of thousands of buildings throughout
New Zealand using both the ISA and DSA
procedures set out in the Red Book.
