On behalfof our constituentsin Maryland's16thlegislativedistrict,we arewriting to express

our frustrationwith Pepco'sinadequate response to the recentwinter storm. ln our districtin
MontgomeryCounty,powerwas out for tensof thousands of residentsfor severaldaysbeginninglast
Frida!, andin ,or" cul"r hasnot yet beenrestored. This is particularlydifficult for elderlyresidents
who maynot be ableto leavetheir homeswhenthe power is out. With anotherstonnbearingdownon
the area,someresidentsfacethe prospectof continuedandrepeatedpoweroutagesoverthe next
severaldays. More frustratingstill, manycannotgetup-to-dateinformationon when serviceis
expectedto be restored.

We understand that this winter,andthe recentstormin particular,havebeenespeciallyharsh

andhavestrainedthe resourcesof manypublic serviceproviders.HoweverPepcohasa special
eventslike this storm,which was forecast
responsibilityto the public to be preparedfor foreseeable
daysin advance,undto haveplansin placeto respondeffectively. This meanscarefulcontingency
planning,increasedmanpower,a quickerresponseto at-riskcustomers,andbettercustomer
communications. No ouito*"r shouldhaveto wait for daysto havepowerrestoredandbe unableto
geta straightanswerfrom a serviceproviderlike Pepco.
