Dear Minister Rousselle,

Re: Herbicide spraying within the Turtle Creek Protected Watershed

As you are aware, the Turtle Creek Watershed is a designated watershed and protected under the New
Brunswick Clean Water Act. Water from the Turtle Creek reservoir is delivered to over 100,000 people in
the Greater Moncton area. Protecting this water source is extremely important to the City of Moncton and
to our citizens.

In light of the controversy around the use of herbicides such as glyphosate, the City of Moncton would like
to express its concerns with its application within the designated Turtle Creek Watershed boundary.
Current regulation restricts aerial herbicide application within 3.2 km from the point of extraction of any
municipal surface water drinking supply. Although they appear to be located within the minimum set back
distances, we have been informed that aerial herbicide application will be completed on several properties
located within the Turtle Creek designated watershed boundary this summer. As a major stakeholder, it is
our opinion that areal herbicide spraying should be considered a restricted activity under the Watershed
Protected Area Designation and should therefore not be permitted. It is also our opinion that Aerial Forest
Herbicide Permits should not be granted for properties located within the designated watershed boundary.
A map showing the proposed 2017 spray areas within the protected watershed boundary is attached.

We trust that you understand the importance of a safe and viable drinking water supply. Protecting the
health and safety of our community and our environment is of the utmost importance to us.

Sincerely,

Dawn Arnold,
Mayor
