***Interfraternity Council Recognition Policy Implementation Plan***

Overarching Vision
Create a 18-24 month plan that will lead to the creation of a safe and sustainable
Greek system at Cornell as outlined in the administration’s proposed changes to
the University Recognition Policy. The plan will take into account the best
interests of the students, alumni, administration and the university as a whole
given the non-negotiable elements of the proposal. It will strive to create the
safest and most enriching environment for its members ensuring that their
academic and social experiences are advanced.

The plan will focus on changes in three areas of fraternity recruitment and intake:
fall recruitment, spring rush week, and new member education.

Definitions
Values: defined as the characteristics, traits and qualities in which each
respective fraternity bases itself upon as the tenets of their brotherhood on the
inter/national level.
Substance- free: no use of alcohol and other drugs during the 24- hour period in
question at any location by IFC brothers in the company of first- year or transfer
students.

Fall Recruitment

Fall Goal: Create a recruitment process in the fall that focuses on values and
recruiting the right people.

Methods:
1. First year students and transfer students will not be permitted to attend
social events with alcohol and/or other drugs during the fall semester.
First-year students are permitted to attend social events with alcohol after
the spring recruitment week.
2. A substance- free fall recruitment weekend will be held annually
3. Greek Week will include substance- free events with a greater
emphasis on recruitment.
4. Additional dry programming (see below)

Timeline:
1. Fall 2010: the first annual dry fall recruitment weekend will be held
November 5th - 7th (see the IFC’s Spring 2010 Fall Recruitment
Resolution); IFC social chairs will be required to attend a post- Fall Break
meeting with Panhellenic sorority chairs in order to discuss new
regulations that will come into effect (see below). A permanent ban on
alcohol-centered Thanksgiving dinners and any other recruitment-
centered events involving alcohol will be put into effect
2. Fall 2011: The second annual dry fall recruitment weekend will be held
at a date determined by the 2011 IFC executive board. After that date,
first-year students and transfer students will no longer be permitted to
attend open fraternity parties that fall; IFC will begin to work with a
recruiting consultancy on Council- wide events; Greek Week will include
more specific events devoted to recruitment
3. Fall 2012: first- year students and transfer students will no longer be
permitted to attend any open fraternity parties and the third annual fall
recruitment weekend will be held; A partnership with a recruiting
consultancy will be maintained; Greek Week will continue to include more
specific events devoted to recruitment

Chapter Responsibilities:
1. Enforce regulations barring first-year students and transfer students f
rom open fraternity parties according to the timeline
2. Eliminate alcohol-centered Thanksgiving dinners and similar events
3. Participate and respect regulations pertaining to the substance- free fall
recruitment weekend
4. Participate in Greek Week recruitment events

IFC Responsibilities:
1. Provide ID scanners or similar technology to chapters registering open
parties
2. Enforce the ban on alcohol-centered Thanksgiving dinners and similar
events
3. Facilitate the annual fall recruitment weekend
4. Publicize to incoming first- year students and transfer students that they
will not be permitted to attend fraternity social events (through the new
student manual, etc.)
5. Facilitate and plan Greek Week recruitment events

Programming
What it Means to Be Greek: A seminar for freshmen, including day long meet-
and-greets with a panel of diverse Greek members discuss their experiences and
do a Q&A, followed by food.

Enforcement and Financing:


SRC will take the bulk of these responsibilities. Collaboration between CUPD,
IPD and SRC will also be necessary.

Measurable Outcomes:
1. First-year student and transfer student medical transports from/related to
fraternities
a) Fall 2010: 15 or fewer individuals
b) Fall 2011: 8 or fewer individuals
c) Fall 2012: 3 or fewer individuals
2. Fall recruitment weekend numbers:
a) 400 first-year men attend the fall recruitment weekend in 2010
b) 600 first-year men attend the fall recruitment weekend in 2011
c) 800 first-year men attend the fall recruitment weekend in 2012

Spring Rush Week

Goal: Eliminate the emphasis on alcohol and other drugs during spring rush
week.

Methods:
1. The entire rush week will be substance- free
2. Mandatory IFC- wide events will be held to aid in values- based
recruitment
3. GPA requirement to join a fraternity will be enforced and the appeals
process will be made more rigid and transparent

Timeline:
January 2011: The first day (Tuesday) of rush week will be substance free and
will include an IFC event in which all chapters are represented. Attendance will
be mandatory and the focus will be on values.
January 2012: The first day (Tuesday) of rush week will be substance- free and
the first day will include the second annual IFC- wide recruitment event. The last
day of rush week (bid night) will be substance- free. A middle day somewhere
during the week will also be substance-free as determined by the 2011 IFC
executive board.
January 2013: The entire rush week will be substance- free and will include IFC-
wide recruitment events.

Chapter Responsibilities:
1. Adhere to substance- free recruitment regulations
2. Participate in IFC- wide events

IFC Responsibilities:
1. Create and plan the substance free IFC- wide events
2. Communicate and enforce the substance-free days

Enforcement and Financing:


SRC will take the bulk of these responsibilities. Collaboration between CUPD,
IPD and SRC will also be necessary.

Measurable Outcomes:
1. Medical Transports from/related to fraternities during Rush week
a) 2011: 3 or fewer individuals
b) 2012: 2 or fewer individuals
c) 2013: 0 individuals
2. Spring Rush week numbers:
a) 650 first-year men attend rush week in 2011
b) 750 first-year men attend rush week in 2012
c) 850 first-year men attend rush week in 2013

New Member Education

Goal: Create a holistic, substance-free new member education process focused


on educating gentlemen of character and adding to new members’ personal
development.

Methods:
1. Eliminate the use of alcohol and other drugs during new member
education events.
2. Reduce the emphasis on social events in new member education in
conjunction with reforms being made by the Panhellenic Council.
3. Facilitate a more active and engaging New Member IFC program in
which new members can learn about their place in the larger scheme of
Greek life.
4. Expand the Greek101 seminar to include better education and
awareness for new members of the Greek community.
5. Create a philanthropy event to include all IFC new members during the
month of March.
6. Hazing: Refer to 2009 eboard’s document
7. Encourage dry programming with Panhellenic sororities.
8. Additional dry programming (see below)

Timeline:

1) Spring 2011:
a. Stricter penalties will be levied against chapters found using alcohol
and other drugs during new member education events.
a. Incidents that result in medical transports will result in an even
stricter penalty.
b. Incidents where substance abuse and hazing are involved will
result in significantly more severe penalties as well.
c. Social events with alcohol involving Panhellenic sororities will be
prohibited during the first three weeks of the new-member
education process and will be limited to three per week during
weeks four through eight.
d. Social events without alcohol or drug use involving Panhellenic
sororities are allowed and encouraged during all points of the new
member period.
e. No social events are to be held from Sunday to Wednesday
f. IFC men will not be permitted to participate in any aspect of a
Panhellenic sorority’s new member education process.
g. IFC fraternities will not be permitted to hold limited non-catered
invite events with Panhellenic sororities that have already had two
of such events the same week during the new member process
h. New Member IFC meetings will meet at least once during the first
three weeks of the semester.

2) Spring 2012:
a. Even stricter penalties will be levied against chapters found using
alcohol and other drugs during new member education events.
b. Social events with Panhellenic sororities and involving alcohol will
be prohibited during the first six weeks of the new-member
education process and will be limited to three week during weeks
five through eight.
a. Social events without alcohol or drug use involving Panhellenic
sororities are allowed and encouraged during all points of the new
member period.
b. IFC men will not be permitted to participate in any aspect of a
Panhellenic sorority’s new member education process.
c. IFC fraternities will not be permitted to mix with Panhellenic
sororities that have already had two mixers the same week during
the new member process.
d. New Member IFC will meet at least twice during the first five weeks
of the semester.

3) Spring 2013:
a. Even stricter penalties will be levied against chapters found using
alcohol and other drugs during new member education events.
b. Social events with Panhellenic sororities will be prohibited during all
eight weeks of the new-member education process.
c. Social events without alcohol or drug use involving Panhellenic
sororities are allowed and encouraged during all points of the new
member period.
d. IFC men will not be permitted to participate in any aspect of a
Panhellenic sorority’s new member education process.
e. IFC fraternities will not be permitted to mix with Panhellenic sororities
that have already had two mixers the same week during the new member
process;
f. New Member IFC will meet at least four times during the eight weeks of
the semester.

Chapter Responsibilities:
1. Eliminate the use of alcohol and other drugs during new member
education events
2. Adhere to regulations involving social events with Panhellenic sororities
3. Send delegates to New Member IFC for every meeting
4. Send new members to the annual new member day of service

IFC Responsibilities:
1. Create a curriculum for the expanded New Member IFC
2. Communicate and enforce the restrictions on social events
3. Enforce the restrictions put into place for violations
4. Plan a drastically redesigned and revamped Greek101 seminar that
features a more comprehensive guide for new members in the Greek
system.
5. Seek out the best and most effective consultants to help brainstorm
new member education ideas and events for individual chapters to utilize.

Additional Programming
Tri-Council Greek Appreciation Events: A Tri-Council Coffee Tab and discounts
at the Cornell store for showing your letters; work with Collegetown
restaurants/bars to do something similar.
Revamped Greek New Member Appreciation Day: Tri-council wide programming
event, right after the initiation deadline with required participation for newly
inducted members as well as current ones; Could include a guest speaker.

Enforcement and Financing:


SRC will take the bulk of these responsibilities. Collaboration between CUPD,
IPD and SRC will also be necessary.

Measurable Outcomes:
1. Total Medical Transports directly relating to the New Member Process
a) Spring 2011: 4 or fewer individuals
b) Spring 2012: 2 or fewer individuals
c) Spring 2013: 0 individuals
2. Median New Member GPA drops
a) Spring 2011: 0.15 or less
b) Spring 2012: 0.1 or less
c) Spring 2013: 0.05 or less
