Strategic Plan 2009-2013 (IACACP)

Overall Goal: To eradicate child pornography.

Key Strategic Area 1: Advocacy

Goal 1: To increase public awareness of the problem of child pornography and educate the public on the
anti-child pornography law.

Objective 1.1. To enhance the knowledge base on the phenomenon of child pornography in the
Philippines.

Strategies:

1.1.1. Gather data from existing agencies and partners to determine high risk communities and sectors
by 1st quarter of 2012.

1.1.2. Conduct research in the identified communities and sectors on the phenomenon of child
pornography, including the prevalence of child pornography, profile of victims and offenders, and
factors that contribute to the proliferation of child pornography beginning 2nd quarter of 2012.

1.1.3. Publish results of research by 1st quarter of 2013.

Objective 1.2. To develop and implement a systematic information dissemination campaign on the issue
of child pornography and Republic Act No. 9775.

Strategies:

1.2.1. Develop a communication plan by the 4th quarter of 2011.

1.2.2. Create and organize campaign teams composed of members of IACACP and strategic partners by
the 4th quarter of 2011.

1.2.3. Conduct awareness campaigns in 39 provinces in 2012 and 40 provinces in 2013.

1.2.4. Conduct online safety campaigns for schools and other institutions in 39 provinces in 2012 and 40
provinces in 2013.

Objective 1.3. To develop information, education, and communication (IEC) materials on child
pornography and Republic Act No. 9775.

Strategies:

1.3.1. Conduct a survey of existing IEC materials and prepare a catalogue of these materials by 1st
quarter of 2012.

1.3.2. Conceptualize and produce IEC materials by 2nd quarter of 2012.

Objective 1.4. To conduct massive advocacy campaigns in high risk communities on online pornography
and cyber sex involving children, including parent education on supervising children in the use of the
internet.

Strategies:
1.4.1. Distribute IEC materials in 80% of the barangays in identified high risk communities by 4th quarter
of 2012.

1.4.2. Conduct five multi-stakeholder dialogues in 2012 and five dialogues in 2013 in identified high risk
communities and sectors resulting in a specific plan of action with the community/sector.

Key Strategic Area 2: Enforcement, Investigation and Prosecution

Goal 2: To strengthen the enforcement of the law and effectively investigate and prosecute offenders.

Objective 2.1. Appointment of the special prosecutors by the Department of Justice to handle child
pornography cases

Strategies:

2.1.1. Identify and appoint, through the Department of Justice, state prosecutors to specialize in
handling child pornography cases by 1st quarter of 2012.

2.1.2. Identify and appoint, through the Department of Justice, provincial/city prosecutors to specialize
in handling child pornography cases by 1st quarter of 2012.

Objective 2.2. Enhance the capacity of law enforcers to investigate and prosecute child pornography
cases through continuing education and case build up.

Strategies:

2.2.1. Conduct orientation seminars on Republic Act No. 9775 and the issue of child pornography, one
seminar each in Luzon, Visayas, and Mindanao by 2nd quarter of 2012, participated in by a total of at
least 150 prosecutors (including the designated special prosecutors) and 150 law enforcers.

2.2.2. Develop guidelines for law enforcers in the investigation and prosecution of child pornography by
3rd quarter of 2012.

2.2.3. Conduct joint training seminars for law enforcers and prosecutors on the guidelines by 4th quarter
of 2012, one seminar each in Luzon, Visayas, and Mindanao, participated in by a total of at least 60
prosecutors (including the designated special prosecutors) and 60 law enforcers.

2.2.4. Identify, train, and equip with the necessary tools and technology at least two special law
enforcement units to investigate syndicated cyber crimes involving child pornography by 1st quarter of
2013.

2.2.5. Conduct continuing education seminars for law enforcers and prosecutors on emerging areas of
concern, as may be needed.

2.5.6. Initiate investigation of child pornography cases, through the appropriate law enforcement
agencies, that result in the filing of at least 30 cases of violation of Republic Act No. 9775 by the end of
2013.

2.5.7. Obtain convictions for violation of Republic Act No. 9775 in at least ten cases by the end of 2013.

2.5.8.. Regularly coordinate with the Anti-Money Laundering Council in investigating and prosecuting
cases involving money laundering activities of syndicates and persons engaged in child pornography.
Objective 2.3. Strengthen the regulation of Internet Content Hosts (ICH), Internet Service Providers (ISP),
and Internet Cafes or Kiosks.

Strategies:

2.3.1. Issue rules and regulations, through the National Telecommunications Commission (NTC), to
institutionalize the monitoring of ISPs and ICHs and establish periodic reporting mechanisms by 1st
quarter of 2012.

2.3.2. Provide a model ordinance for the regulation by local government units of internet cafes or kiosks
by 1st quarter of 2012.

2.3.3. Advocate with local government units for the adoption of the ordinance resulting in the passing of
the same in at least five cities in 2011 and ten cities in 2012.

Objective 2.4. Advocate and coordinate with the Philippine Judicial Academy (PHILJA) to conduct
training seminars for judges and court personnel on Republic Act No. 9775 and the issue of child
pornography.

Strategies:

2.4.1. Conduct meetings with PHILJA by 1st quarter of 2011 to advocate for the training of judges and
court personnel on child pornography and Republic Act No. 9775.

2.4.2. Support PHILJA in the conduct of training seminars for judges and court personnel as may be
necessary.

Objective 2.5. Initiate, through the Department of Justice in coordination with the Department of
Foreign Affairs, strategies for negotiations with other countries on mutual legal assistance and
extradition treaties to address cases of child pornography and related crimes.

Strategies:

2.5.1. Identify by 1st quarter of 2013 high risk countries that should be prioritized for negotiations.

2.5.2. Conduct meetings with the Department of Justice and Department of Foreign Affairs to explore
strategies for negotiating with other countries by 2nd quarter of 2013.

Key Strategic Area 3: Victim Assistance & Support

Goal 3: To effectively provide assistance and support to victims of child pornography and their families.

Objective 3.1. To conduct a baseline study on the effects of child pornography on the victims, their
families, and their community.

Strategies:

3.1.1. Identify and commission the appropriate researcher(s) to conduct the baseline study in high risk
communities and gather data from existing reported cases by 3rd quarter of 2012 (see Objective 1.1).

3.1.2. Complete the baseline study by 1st quarter of 2013.

Objective 3.2. To formulate polices and/or program standards specific to child pornography.
Strategies:

3.2.1. Conduct one consultation each in Luzon, Visayas, and Mindanao by 3rd quarter of 2013
participated in by a total of at least 60 representatives from concerned government agencies and at
least 60 representatives from civil society, including children, their families, and community.

3.2.2. Formulate the policies and/or program standards specific to child pornography by 4th quarter of
2012.

3.2.3. Develop a comprehensive program for the recovery, healing and reintegration of child victims
based on the standards formulated by 4th quarter of 2012.

Objective 3.3. To enhance the capacity of service providers and local social welfare offices in the delivery
of mandatory services and support to victims, their families, and their communities.

Strategies:

3.3.1. Develop and conduct capacity building seminars to at least 80% of the service providers by 4th
quarter of 2013.

3.3.2. Develop and conduct capacity building seminars to 80% of the local social welfare offices of
identified high risk communities by 4th quarter of 2013.

3.3.3. Monitor the delivery of services by the service providers and local social welfare offices at least
twice a year.

Objective 3.4. To establish a referral system that will coordinate the immediate response to the needs of
the victims and their families.

Strategies:

3.4.1. Distribute copies of a directory of service providers to key stakeholders in high risk communities
by 3rd quarter of 2012 (see Objective 5.1).

3.4.2. Establish and implement by 3rd quarter of 2012 a protocol for referring victims and their families
to the appropriate government agencies/civil society organizations for provision of mandatory services
(see Objective 4.1).

Key Strategic Area 4: Monitoring and Management Information System

Goal 4: To coordinate complaints processing, facilitate information-sharing among stakeholders, and


effectively monitor the progress of cases through an institutionalized case monitoring and data
management system.

Objective 4.1. To establish a complaints system that is accessible to the public and will ensure the
immediate response of government agencies and other key actors.

Strategies:

4.1.1. Establish and maintain by 3rd quarter of 2012 hotlines that will allow the public to report (with
the option to report anonymously) via on-line reporting, text messaging, and/or landline suspected
cases of child pornography.
4.1.2. Establish and implement by 3rd quarter of 2012 a protocol for responding to complaints or
reports of child pornography cases that will allow immediate coordination among and action by the
concerned government agencies and other key actors.

Objective 4.2. To establish a centralized database on child pornography activities and cases, including
case status and provision of mandatory services to victims, to be shared among the concerned
government agencies.

Strategies:

4.2.1. Develop a uniform format for gathering data on child pornography (e.g. intake sheets, case status
reports, booking sheets, etc.) and for generating reports (e.g. profile and modus operandi of
perpetrators, sex disaggregated data, and other relevant information) by 3rd quarter of 2012.

4.2.2. Set clear objectives and standards for data sharing by 3rd quarter of 2012, including but not
limited to policy and program development, monitoring the status of cases and provision of mandatory
services, implementation of the law, evaluation of the effectivity of programs and services, and
identification of key result indicators.

4.2.3. Establish a centralized database system for monitoring of child pornography cases and activities
by 1st quarter of 2013.

Key Strategic Area 5: Partnership & Resource Management

Goal 5: To develop strategic partnerships with key stakeholders in addressing the issue of child
pornography and ensure sufficient resources for the effective implementation of Republic Act No. 9775.

Objective 5.1. To conduct research on and inventory of the existing programs and services offered by
government structures and civil society organizations that address child pornography and/or have the
capacity to assist in the provision of mandatory services.

Strategies:

5.1.1. Conduct by 2nd quarter of 2012 a mapping of government structures and civil society
organizations that have existing programs and services that address child pornography and/or have the
capacity to assist in the provision of mandatory services to victims.

5.1.2. Publish by 3rd quarter of 2012 a directory of service providers that address child pornography
and/or have the capacity to assist in the provision of mandatory services to victims.

Objective 5.2. To collaborate with key civil society organizations in the implementation of Republic Act
No. 9775.

Strategies:

5.2.1. Identify key civil society organizations that have the capacity to assist in addressing child
pornography and providing mandatory services by 2nd quarter of 2012.

5.2.2. Enter into memoranda of agreement with strategic partners from civil society by 3rd quarter of
2012.
Objective 5.3. To collaborate with local government units of high risk communities in the
implementation of Republic Act No. 9775.

Strategies:

5.3.1. Enter into memoranda of agreement with the local government units of the identified high risk
communities, five in 2012 and ten in 2013, for the implementation of Republic Act No. 9775 at the local
level, with emphasis on the allocation of resources for and delivery of the mandatory services for child
victims (see Objectives 1.1 and 2.4).

Objective 5.4. To ensure sufficient appropriations by concerned government agencies to fund the
effective implementation of Republic Act No. 9775.

Strategies:

5.4.1. Identify by 1st quarter of 2012 existing budgetary allocations of government agencies (e.g. Gender
and Development Fund) that may be tapped to fund the effective implementation of Republic Act No.
9775.

5.4.2. Develop mechanisms/agreements with government agencies by 2nd quarter of 2012 on the
allocation of funds for the effective implementation of Republic Act No. 9775.

Objective 5.5. To generate financial assistance and support from funding agencies and the private sector
for the effective implementation of IACACP’s programs and projects.

Strategies:

5.5.1. Identify and network with potential funders that may have an interest in funding specific projects
and programs of IACACP beginning 4th quarter of 2011.

5.5.2. Enter into contracts with funders to finance the programs and projects of IACACP by 1st quarter of
2012.
