2. Election of Chair and Vice-Chair

Chair

Member Matsumoto moved to close the recommendation of Tom Kasten as the Chair of the Committee.
Member Groom seconded the motion. Motion carried with 18 yes votes while East Palo Alto and
Brisbane opposed.

Vice-Chair

David Woods was nominated as the Vice-Chair. Member Pierce moved to close the nominations.
Member Janz seconded the motion and the motion carried unanimously.

3. RHNA Methodology

c. RHNA PAC Approval


The vote was for either the RHNA 3 Scaled up formula or the ABAG RHNA 4 formula. Millbrae,
Colma, and Belmont voted for RHNA 3 scaled up while the rest of the PAC voted for the ABAG
RHNA 4 formula. The ABAG RHNA 4 formula was approved with the 17 to 3 vote.
Committee Comments

Nametags should include both the name and jurisdiction at the next meeting.

Member Kasten – We should give some examples of technical errors. Are they assumption errors or are they
mathematical errors? Clarify what technical errors actually mean.

Public Commment

Jim Bigelow – Great opportunity where hopefully everybody can stay together and work toward what is a
“goal” for housing. This is an opportunity to be a good example in the State to show how we made this
new process work.

Carlos DeMelo – City of Belmont appreciates coming up with numbers and working with the group for fair
shares of housing. We have concerns on numbers that are being provided since we have physical land
constraints.

Andrea Ouse – Concerned that ABAG methodology is not good planning since it assumes that areas near transit
can accommodate the housing. There have been no assessments of land impacts as well as
environmental review. The near transit option pushes housing away from transit, which is not the
intent.
