The Intergovernmental Panel on Climate Change (IPCC) and the United Nations
Environmental Programme (UNEP) has both confirmed that global warming exists, and is the student 1/28/11 9:54 AM

result of the emissions in the past century. It is proven that carbon dioxide is also the largest
greenhouse gas (GHG); carbon dioxide is 76% out of all of the other GHGs put together (not
including water vapor). There are other substances in the atmosphere that can trap more heat
than carbon dioxide, but there’s not as much as carbon dioxide. According to the IPCC,
carbon dioxide holds the highest radioactive force compared to any other climate driver (such
as methane). Studies have also proven that around half of the carbon dioxide in the
atmosphere dissolves in the ocean; this causes the ocean to grow more and more acidic. student 1/28/11 9:55 AM

Development
The development of CCS is therefore required to help prevent global warming. Oil-refinery
technology is used to reform the substances emitted by burning fossil fuels into hydrogen and
carbon dioxide. Then the carbon dioxide is trapped into a membrane, compressed, and then is
sent off through a pipe to a “container.” The carbon dioxide is then stored underground there.
The carbon dioxide can now be stored safely underground, rather than being released into the
atmosphere.
The United Nations Framework Convention on Climate Change (UNFCCC) has already

Every year, the United Kingdom of Great Britain and Northern Ireland (UK) produces more
than 500 million tons of carbon dioxide; this marks it on the top ten carbon dioxide producers.
The UK also has many available gas and oil fields that are drained of hydrocarbon; as much
as thirty years worth of carbon dioxide emissions in the UK can be stored in those fields
alone.
The UK believes that the technology of CCS should be developed. Coal, a widely-used fossil
fuel, can be turned “green” with the help of the new CCS technology. With the help of CCS,
there can now be “clean” pollution; the disastrous effects of carbon dioxide can now be
absorbed, and not go into the atmosphere. CCS allows people to continue burning fossil fuels,
but helps mitigate the amount of carbon dioxide in the atmosphere. Other options, such as
replacing these fossil fuels with other substances, may also work, but research for this is slow
and is taking too long; thus, CCS is the only option left as of now.
Although the results of CCS may not be seen immediately, the results will most-assuredly
impact the future. The IPCC predicts that by 2030, costs for fossil fuels such as gas and coal
per megawatt hour will be cheaper with the help of CCS than it would be without it. With
enough CCS plants, the IPCC also forecasted that CCS technology can help reduce as much
as 55 percent of the levels needed to stabilize carbon dioxide reductions. The cost of carbon
will keep rising, while the cost of CCS will decline. Not only that, but the International
Energy Agency (IEA) estimates that over 200 power plants worldwide will need CCS
technology by 2030. This to prevent the average temperature of the world from going up student 1/28/11 9:57 AM

three degrees Celsius; a small change in temperature can already (as it already is) upset
ecosystems globally. At the moment, CCS is one of our only ways to prevent global warming.
Finance
The UK is confident that with time, money, and effort, CCS can be developed to be efficient
enough by 2020. If CCS technology starts to become popular worldwide and spreads, then
eventually it will become cheap enough to be available to even developing countries. If need
be, those countries listed in Article Five of the Montreal Protocol World Bank or other
appropriate agencies can be used to help fund the research. After all, such organizations are student 1/28/11 9:58 AM
Comment: Take out
The cooperation of many more nations is also required to help make CCS become efficient.
As of now, only thirteen countries are actively participating in the Carbon Capture Use and
Storage Action Group, consisting of Australia, Canada, China, France, Germany, Japan,
South Korea, Mexico, Norway, South Africa, the United Arab Emirates, the United States,
and the UK. With the help of more nations, more and more research on CCS technology can
occur. The more research there is, the faster the technology will develop—or at least, should
develop. If CCS becomes a widely known form of carbon dioxide prevention around the
world, then not only will it get cheaper, but it will also get more used. With more CCS usage,
carbon dioxide levels in the atmosphere will significantly go down, thus keeping the world
from overheating.
Conclusion
Carbon capture storage technology is necessary for a better future, but so is the cooperation
of many nations. The United Kingdom of Great Britain and Northern Ireland will attempt to
