As the leader of the ALP you may be aware that the ALP on its website refers to the pensions
10 and other payments being linked to the CPI (Consumer Price Index).

As a CONSTITUTIONALIST I not only recognise the validity in the application of the CPI for
pensioners and other welfare recipients but that where this is a Commonwealth policy (legal
principle) then this binds the States and also municipal/shire councils.
15 What I therefore seek to make clear is that the Commonwealth is bound to ensure that the States
do not increase State housing rent above the CPI and neither so driving licences, motor
registration, etc, for pensioners and other welfare recipients. And likewise the municipal/shire
councils are bound not to increase its rates to ratepayers who are pensioners or welfare recipients
above the CPI.

You are also a “sentry” and by this I urge you to forthwith ensure that State governments and
30 municipal/shire councils recalculate their charges to reflect the CPI as from the time the
Commonwealth applied this to pensions and other welfare recipients. People are struggling
financially and surely you can take immediate appropriate action to ensure that Commonwealth
policy is without further delay charges are calculated from when the CPI was applied
