*Yale has twice voluntarily increased its voluntary payment formula since 1990. Just this
year, Yale University increased its annual voluntary payment over last year representing
an annual increase of 54%. It is by far the largest voluntary payment made by any
university anywhere to its hometown, even though there are many universities with larger
budgets, student bodies, and campuses than Yale.

No city in America receives more direct revenue for its budget because it is home to a
nontaxable university than New Haven does because it is home of Yale University. Each
of these categories of revenue has risen dramatically since 1990. *Most states do not have
State PILOT programs and most cities in America receive neither voluntary payments
from their universities nor State payments in recognition of university property.

New Haven Promise

Yale is the primary donor for scholarships offered by New Haven Promise, providing up
to $4 million per year for New Haven students who are admitted to and enroll in a
Connecticut in-state public 2 or 4-year college or university and who meet residency,
civic behavior and academic performance criteria. New Haven Promise collected a total
of 2,021 Promise pledges from New Haven high school students who have signaled their
commitment to strive for academic success. More than 360 high school seniors have
completed the formal scholarship application.

Yale Homebuyer Program

The Yale University Homebuyer Program, initiated in 1994, strengthens the tax base and
has committed $24 million in funds to assist over 970 employees in their purchase of
homes in New Haven with a total value of approximately $170 million.
