Letter to Governor Cuomo on Marcellus Shale Horizontal Hydrofracturing

Dear Governor Cuomo:

We, the undersigned signatories, are deeply concerned about the inherent hazards of such an intense industrial activity as horizontal hydraulic
fracturing or hydrofracking in the Marcellus and other low permeable shale. Unfortunately, Department of Environmental Conservation’s (DEC)
draft Supplemental Generic Environmental Impact Statement for hydrofracking (dSGEIS) was fatally flawed and neither provided the needed regulatory
framework nor had sufficient environmental safeguards in place to assure New Yorkers that their environment, especially their water supply, will be safe.

Through Executive Order, the public will have another opportunity to comment; however, BEFORE the dSGEIS is sent back to the public, the state must:
• broaden the scope of study;
• make regulations rather than permit conditions;
• address cumulative impacts;
• ensure the protection of groundwater and surface water;
• address where the enormous amount of water will come from;
• fully disclose all chemicals;
• ensure proper disposal of wastewater now laden with toxic chemicals and radioactive material, and
• have adequate staffing and resources at DEC.
Once the dSGEIS is updated with the above and released to the public then we urge the state to hold new public hearings and give the public 90 days to
comment.
This is the one of the most important issues facing New York. Please make sure all New Yorkers are protected from the dangers of horizontal hydrofracking.
