AGENDA Opening Plenary “May 2011 National General Meeting 3 4 10, ATTENDANCE ROLL CALL ‘The Federation's Bylaws require that no less than one-half of the voting members of the Federation having voting rights be present in-person or by-proxy at the general meeting for business to be conducted. A roll call of the voting members willbe taken to determine altendance and to confirm that a quorum of voting members is present. ANNOUNCEMENT OF PROXIES ‘The Federation's Bylaws enable a voting member that is unable to attend all or portions of a general meeting o appoint another member to act as its proxy forall or portions of the meeting. Notification of proxy appointments received in accordance with Bylaw Il, Section §-b, will be ‘announced at this time. RATIFICATION OF PLENARY SPEAKER ‘The plenary is the formal decision-making assembly at the general meeting. in order to facilitate the decision-making process, a Plenary Speaker is appointed to chair general meeting plenary sessions. WELCOMING REMARKS AND INTRODUCTIONS. ADOPTION OF THE PLENARY AGENDA The plenary will consider the plenary agenda prepared by the National Executive, Any changes to the agenda may be proposed at ths time. ADOPTION OF THE NATIONAL GENERAL MEETING AGENDA. ‘The plenary wil consider the proposed schedule for the four days of the general meeting. Any changes to the agenda may be proposed at this time. ADOPTION OF STANDING PLENARY SUB-COMMITTEE AND FORUM AGENDA ‘As per Standing Resolution 1, Section 1, the following plenary sub-committees and forum are automatically struck: + Budget Committee; + Campaigns and Government Relations Forum; ~ Organisational and Services Development Committee; and - Policy Review and Development Committee. ‘Tho plenary will consider the plenary sub-committee and forum agendas prepared by the "National Executive. Any changes or additions to the agendas may be proposed at this time. 12. CONSIDERATION OF MOTIONS SERVED WITH DUE NOTICE ‘The Federation Bylaws require that all motions except those of an emergency or procedural ature be submitted no fewer than sx weeks prior to the general meeting at which they are to be considered, ‘a. Motion Served with Notice by the Previous General Meeting The following motion was referred to the National Executive by the November 2010 National General Meeting: 2010/11:069 MOTION Local 37/Local 100 Whereas the Federation's Bulk Purchasing of Orientation Materials Service faciltates the delivery of sweatshop-free materials on campuses across Canada; and Whereas the Federation's Buk Purchasing of Orientation Materials Service works with the Single Mothers’ Cooperative of El Salvador, and ‘Whereas the Service furthers Federation policies to support workers’ rights, ethical purchasing, and university and college codes of conduct; and. Whereas the Bulk Purchasing of Orientation Materials Service has been expanded to ‘open purchasing throughout the year, therefore Be it resolved thatthe Bulk Purchasing of Orientation Materials Service be renamed the ‘Sweatshop-free Materials Service. ‘The National Executive recommends the adoption of Motion 2010/1 1:069 with subsequent amendment: 2011/05:NO1_ MOTION TO AMEND Be it resolved that Motion-2010/11:089 be amended to read: “Be it resolved that the Bulk Purchasing of Orientation Materials Service be renamed the Ethical Purchasing Network: Sweatshop-free and sustainable materials” b. New Motions Served with Notice ‘The following motions were served with notice and shall be considered at the meeting, 2011105:NO2 MOTION Local 1/ Whereas student debt in Canada has reached unsustainable levels; and ‘Whereas non-repayable student financial aid (grants) has not kept pace with repayable student financial assistance (loans); and \Wnereas in September 2010, student debt owed to the federal government reached ‘surpassed $15 billion for the fst time in Canadian history; and OPENING PLENARY AGENDA ~ PAGE 3 ‘59 Semi-Annual National General Meeting of the Canadian Federation of Students(-Services) 2011/05:No4 Tuesday, May 31 to Friday, June 3, 2011 Whereas the Canada Student Loans Program is govemed by the Canada Student Financial Assistance Act and manages a mixture of direct student loans and risk-shared loans; and \Whereas the Canada Student Financial Assistance Act has a loan coiling of $15 billion; and ‘Whereas in August 2010, the Minister of Human Resources and Skils Development Canada made regulatory changes to the Canada Student Financial Assistance Act to exclude risk-shared loans from the Act allowing the govemment to allow federal student debt to go beyond the $15 bilion cling by redefining the CSLP loans to hide $2 billon; and. \Wnerees Human Resources and Skis Development Canada estimates calculated that total student debt would not exceed the $15 billion ceiling until 2014-15, the year transfer payments to provinces are to be re-negotiated; and Whereas the Canada Student Loans Program further underestimated thelr annual lending in 2010-11 by over $300 milion; and Whereas itis estimated that the recalculated $15 billion ceiling on student debt may be breached again in fall 2011 or winter 2012 necessialing further regulatory changes, ‘amendments, or other changes to the Canada Student Financial Assistance Act, therefore ‘Be it resolved that ful pubic consultations in advance of any further changes to the Canada Student Financlal Assistance Act be called for, and Be it further resolved that al political parties be called upon to maintain the debt ceiling on student debt provided In the Canada Student Financial Assistance Act; and Be it further resolved that a national strategy for the progressive elimination of student debt in Canada be introduced beginning with the immediate redirection ofall education- related tax credits and savings schemes in to up-front, needs-based grants through the Canada Student Grants Program. MOTION Local 108/ ‘Whereas governments from across the globe have implemented austerity measures wich have included widespread funding cuts to post-secondary education and significant tuition fee increases; and Whereas students and student organisations from the Americas, Europe, Asia, Africa and ‘Oceania have been actively engaged inthe struggle for accessible education; and Whereas the Federation strives towards supporting “student organisations that are generally in keeping with the aims and principles of the Federation’; therefore Be it resolved that work be undertaken in solidarity with students and student ‘organisations from across the globe to denounce austely measures and promote ‘accessible education for all; and Be it further resolved that reations be actively developed with continental and national student organisations and movements. MOTION Local 108/ Wnereas La charte de fa langue frangaise, also known as Bit 101, isa aw inthe province ‘of Québec that defines French, the language of the majorly of the population, as the only official language of Québec and designates specif language rights for everyone in the province; and Whereas the Parti Québécois has approved a proposal to extend Bill 101 to CEGEPs, that ‘would prevent Francophone and Allophone students to attend an English CEGEP; and Whereas research conducted by the Conseil supérieure de la ‘angue francaise finds that attending English CEGEPs has hardly any impact on linguistic transfers, and in no way Jeopardises the protection of the French language, whichis the ostensible purpose of Bill 101; and ‘Whereas many Francophone and Alophone students choose to study at English CEGEPs, including 20 percent of Dawson College's student population, in an attempt to
