INTRODUCTION

The “Fecha Copa Nacional – Paraiso” is a Class 2 UCI XCO event. This
Technical Guide covers the procedures for the race scheduled for Sunday June
12, 2011

The purpose of the event is to develop Costa Rica Mountain Bike riders and
revitalize cycling and expand the mountain bike cycling population in Costa Rica
as a whole

GENERAL INFORMATION

Category of event

The event is Cross Country Olympic format (XCO) Class 2 (C2) for Elite
Men, Elite Women, Under 23 Men, Junior Men and Junior Women

Points are awarded in conformity with the UCI rules

International Commissaire

The International Commissaire appointed by the UCI as President of the


Commissaires’ Panel is Jurgen Heise, he will be assisted by a team of
National Commissaries appointed by Costa Rica National Federation,
according to the UCI Rules

Venue

The event will take place in Orosi de Paraiso. Paraiso is located on the
province of Cartago at a height of 1.336 meters above sea level

Paraiso is located at 8 kilometers southeast from Cartago and 32


kilometer from San Jose

Orosi is located 5 kilometers from Paraíso

First Aid (Cruz Roja)

The Organization will provide first aid on the venue during official period
training and during competition. Participants will be responsible for any
further treatment after the event

Laps and start time will be decided and confirmed by the President of
Commissaries Panel and information given at team manager meeting on
Saturday 11 at 15:15 in the venue

ENTRY PROCEDURE

Valid 2011 UCI license issued by a National Federation are required for all
categories. Racing may not be permitted to riders not showing their Racing
License at registration.

Registration fees for different categories is as follows:

Elite Men, Elite Women and Under 23 Men : 10,000 colones


Junior Men and Junior Women : 8,000 colones

After June 9 at 17:00 registration fees will have an over payment of 100%

All participants, national riders and foreigners riders, must have a license
adequately insured against accidents and civil responsibility insurance.

The organizer will not compensate for any accidents and injuries that may
occur.

LICENSE CONTROL / NUMBER PICK UP

Racers must complete license control and number pick up by Saturday June 11
at 15:00 otherwise they will not be able to race.

TRAINING PERIOD

Saturday June 11 Practice 09:00 – 15:00

Racers must display their bike plate during training. First Aid and Marshals will
be available on official training period.

No training is allowed on the course whilst racing is in progress

TEAM MANAGERS MEETING

The meeting is scheduled for June 11, at 15:15 in the registration marquee.

CALL-UPS PROCEDURE

Racer call-ups will be based on current XCO UCI ranking and national serie
ranking for non-UCI ranked riders. Random for riders that are not in rankings.
Start lists will be available at the venue in the registration marquee.

Current XCO National Champions must wear their Champion Jersey

FEED / TECHNICAL ASSISTANT

One double zone is going to be set up and it will be clearly identified

The Organization is not going to have neutral mechanic

80% RULE IN EFFECT

The 80% rule is going to be in effect and those riders that are pulled out by this
rule are listed in the results in the order in which they are pulled out of the race
showing the number of laps down

This rule allows to withdraw from the course very slow riders, the one that have
a time geater than 80% from the leader’s time. The primary reason for
withdrawing riders at the 80% zone is that it decreases the potential for
confusion both for the public and the media in the finish zone area. With the

80% rule, lapped riders (or riders that are just about to be lapped) are prevented
from crossing the finish line along with the winner of the race.

DESCRIPTION OF THE RULE


“In cross-country Olympic format (XCO), any rider whose time being 80% slower of that
of the race leader's first lap is pulled out of the race. He is required to leave the race at
the end of his lap in the zone provided for the purpose (the "80% zone") except when
the rider is on his final lap.”

AWARD CEREMONIES

The award ceremonies will be 15 minutes after race conclusion and medals will
be awarded to the top 3 finishers in all categories. In addition Prize money to
UCI Guidelines will be issued to riders on race day.

The three first rider must attend the awards ceremonies and be present on the
podium wearing their rider clothe. Failure to do so will result in a fine and loss of
award (including prize money). Riders who cannot attend the awards ceremony
must advise the President of the Commissaires’ Panel with a valid reason.

EVENT RULES

UCI Regulations shall be enforced and UCI Scale of Penalties shall apply

ANTI-DOPING

Anti-Doping Procedures are in effect and anti-doping control is expected.


Doping control facilities will be made available.

ANNEX #1
NON UCI RACERS

This annex apply only for non UCI Racers or categories different from Elite, U23
and Juniors

In addition to UCI Event there is going to be National categories races


according to the following schedule:

These Categories or non UCI racers don´t have to attend to the team manager
meeting on June 11th and they can control their license till one hour before their
races

Registration fees for non UCI Categories is as follows:

MTB Kids : 2,000 colones


Infantiles and Prejuveniles : 6,000 colones
Master and Open : 8,000 colones

After June 9 at 17:00 registration fees will have an over payment of 100%
