Director-General
ver the past three years, the Crown

Property Bureau (CPB) has strived to


accomplish its mission and policies.
Projects, big or small, have been implemented within
the sphere of sustainable development; in this
context we have focused on conservation and
balanced development in order to optimize equitable
benefits for all stakeholders and to enhance the
quality of life in Thai society. In 2010, four major
tasks witnessed significant progress:

1. Community development on CPB land

2. Real estate development that underscored

3. Social development activities and projects at

local and national levels

4. Conservation of historic sites that have royal

social and environmental improvement

and religious significance.

This annual report overviews the achievements

and progress of CPBs policies and activities in the


past year. It is part of our attempt to further
cooperation and awareness among stakeholders who
have common interests in these policies and activities.

environment. Via accumulated
experience

constant

evaluations, policies, guidelines


and regulations have been
improved and refined, although
the CPB is fully aware that its
personnel must remain fully
alert regarding changes in
conditions that occur in their
fields of responsibility.

The CPB seeks to establish a

learning organization atmosphere


that will set a standard of
excellence for the CPB under
both national and international
media attention. CPB staff must
become more aware about the
social implications of their
actions.

effective operations, sound risk


management and transparency
as well as responsibility towards
their employees, the public,

governance and corporate social
responsibility (CSR) practices.

Community
Development

empowerment of the community
leaders and volunteers to help
solve their own problems which
could include substantial and
difficult issues such as drug
abuse and exploitative tendencies
by some community members.
Successful empowerment has
proved that these communities,
with the sustained support of
informed and committed allies,
can lead to enhanced physical
well-being, better life security
and happiness in their homes.
The CPB believes that it is

on

the

right

track

in

due to time, these old markets
still retain the appearance of a

DIVERSE CSR ACTIVITIES


he CPB is glad that throughout the last decade it has been
able to expand its social projects initially on a small scale
among its tenants and now encompassing society at large.
The year 2010 witnessed many projects that addressed, inter
alia, temple restorations, community water research (with Dr. Royol
Chitradon of the Hydro and Agro Informatics Institute), rice research
and development with the Rice Department of the Ministry of
Agriculture and Cooperatives.

Within this diversity, a main theme which has emerged, however, is

clearly youth development promoted with our core allies at the SCB
and the SCG. The projects under this main theme are characterized by
support given to the Ministry of Education for inculcating His Majesty
the Kings Sufficiency Economy Philosophy in the Thai school system,
the establishment of the Rattanakosin Exhibition Hall on
Ratchadamnoen Road for Thai youngsters (interactive cultural learning)
and numerous other projects for Thai youths (scholarships, national
community-conscious project competitions, the SCGs badminton
academy, etc.)

In 2011 the CPB looks forward to further expanding its role in this

regard as well as improving its effectiveness in selecting and carrying


out these social projects with its partners and allies. For our other
stakeholders contemplating expansion of their CSR activities, we would

the

conservation and promotion of


precious Thai cultural and
national heritages such as the
Rattanakosin Exhibition Hall,
the Khon Masked Dance for
Youth project, and many more.

he CPB strives for the

stakeholders based
upon the virtuosity
and wisdom contained in His
Majesty the Kings Sufficiency
Economy Philosophy.

The 1948 Crown Property

Bureau
legal

Act

provides

framework

for

the

clearly

differentiating the CPBs assets


from the personal properties of the
reigning monarch. It is the duty of
the CPB under this Act to
administer the assets under its
Board of Directors chaired by the
Minister of Finance.

The CPB wishes to report a

satisfactory year in 2010 in which


there was good balance between
the financial and social outcomes
of its activities. Looking at 2011
and beyond, the CPB feels that it is
financially secure to meet any
changes and challenges that might
affect its stakeholders.

Regarding future non-financial

challenges, the CPB is particularly


focusing on globalization factors
and the internal problems that
Thailand may encounter. In this
context, the CPB must not become
complacent in its own financial
security

but

remain

fully

committed to improving the


performance of its staff to benefit
stakeholders further. How to
enhance this performance will be
our main question and task in
2011. Hopefully the answer will be
found so that implementation can
be carried out as soon as possible.
