Article 5 EXECUTIVE BOARD


Section 1. Definition The Executive Board is the governing body of the organization, occupying the highest administrative function of decision-making and policy-implementation. Section 2. Composition Said Executive Board is composed of ten (10) members the President, Executive Vice President, Secretary-General, Treasurer, Director for Fundraising, Vice President for Advocacy, Vice President for Social Concerns, Director for Human Resources, Director for Advertising, and Director for Logistics. Section 3. Powers and obligations The Executive Board shall control and supervise the affairs and properties of the organization, and exercise the authority provided for by this Constitution, including the following specific powers and obligations: 1. To keep the good name and prestige of the organization; 2. To draw up year-round goals and a program of action for ensuing term; 3. To coordinate the activities undertaken by the various committees; 4. To approve or disapprove application for membership; 5. To fix and regulate membership assemblies and meetings; 6. To appoint members of the Executive Unit, as guided by the Code of Appointments; 7. To bestow functional authority and duties on the organizations officers and members, as it deems necessary; 8. To institute disciplinary actions or sanctions to erring members; 9. To institute an ad-hoc committee when deemed necessary; 10.To pass resolutions setting forth rules and regulations consistent with the provisions of this Constitution; 11.To appraise and resolve all matters submitted to it in accordance with this Constitution.

Article 6 ORGANIZATIONAL CHART

Prison Service Organization Section 1. Office of the President The Office of the President is the office which houses the top four officers of the organization, namely the President, Executive Vice President, Secretary General, and Treasurer. Section 2. Departments Department is what shall be called an operational unit of the organization, which includes the Department for Fundraising, Department for Advocacy, and Department of Social Concerns. Such shall be chaired by a Vice President and, being projectbased, shall house the respective project managers. Section 3. Committees Committee is what shall be called a support unit of the organization, which includes the Committee on Membership, Committee on Advertising, and Committee on Logistics. Such units, being not project-based, shall maintain a core team only which shall be known as administrators.

Article 8 OFFICERS
Section 1. Definition Officer is the membership status of all members of the Executive Board. Section 2. Officer category A Vice President is he who chairs a particular department, whereas a Director is he who chairs a particular department. In the hierarchy, they are equals in position. Section 3. Tenure Officers shall begin their official function on the first day of April each year and shall serve for a full term of one (1) academic school year. Otherwise, said term covers the period after the preceding officers vacate their position and until the succeeding officers are qualified and sworn into office. Section 4. Duties and functions The officers shall have the following duties and functions: President 1. To assume the highest office of the organization and its general supervision; 2. To act as chairperson of the Executive Board; 3. To preside at all meetings of the Executive Board and general membership, and prepare the agenda for such, but to not vote in policymaking decisions except to break a tie; 4. To recommend and establish organizational goals for the year, subject to the consensus of the Executive Board; 5. To represent the organization in an official capacity in external ceremonies and other such activities, or to otherwise designate a representative in his behalf when such representation is needed; 6. To be the organizations official spokesperson in public affairs; 7. To guarantee and monitor the implementation of the provisions of the Constitution and all policies of the Executive Board;

8. To sign and execute all contracts with the endorsement of the Executive Board; 9. To furnish to the general membership a report covering the organizations activities during his term of office; 10.To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Executive Vice President 1. To supervise, direct, and coordinate the work of the organization towards the effective implementation of its purpose; 2. To make certain all executive decisions are implemented by the departments concerned; 3. To supply progress reports to the President on all developments affecting the operations of the committees and other units under his supervision; 4. To assist the President in the performance of his duties; 5. To oversee the Executive Unit; 6. To perform the duties and functions of the President upon his direction, absence, or incapacity; 7. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Secretary-General 1. To maintain a record of all the official proceedings, operations, and activities of the organization; 2. To record the minutes of all Executive Board meetings and make appropriate distribution thereof; 3. To be the custodian of the official roll of membership, keeping a similar record of members in good standing, and other related documents of the organization; 4. To issue such notices as shall be officially required; 5. To act as the organizations conduit to the accreditationapproving/monitoring body of the Ateneo, the Office of Student Affairs (OSA), by: a. Preparing and accomplishing documents of relevance which includes, but is not limited to, surveys for new and old members, evaluation surveys for projects, and year-end self survey report, and b. Notifying and forwarding to the same changes in this Constitution, or in the systems and codes that the organization submits itself to; 6. To observe and present an overall evaluation of organizational performance;

To perform the duties and functions of the President upon his direction, or absence or incapacity of the same and his immediate subordinate, the Executive Vice President; 8. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Treasurer 1. To maintain good financial status of the organization; 2. To oversee transactions of financial nature of the organization with both financial and non-financial entities, particularly those involving cash proceeds, disbursements, and the like; 3. To prepare an annual budget, subject to the approval of the Executive Board; 4. To determine the proper allocation of finances to the different endeavors of the organization, and to release such funds accordingly; 5. To provide for proper safekeeping of all the organizations funds, which may involve maintaining deposits in banks or other depositories; 6. To maintain basic and subsidiary accounting records and books of accounts which accurately reflects the organizations current financial standing; 7. To render a periodic financial report to the Executive Board and general membership; 8. To enact the Code of Financial Procedure (herein appended), and recommend change and improvement as he may deem fit; 9. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Vice President for Advocacy 1. To act as Chairperson of the Advocacy department, and assume general supervision of such; 2. To represent his department in the Executive Board;

3. To exercise with due prudence his freehand in selecting and appointing his project managers, and to equally guarantee their apt performance; 4. To oversee and make certain the proper execution of all advocacyoriented projects; 5. To handle reputation management, and see to it that the organizational image is projected and effectively capitalized on;

6. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Prison Service Organization Vice President for Social Concerns 1. To act as Chairperson of the Social Concerns Department, and assume general supervision of such; 2. To represent his department in the Executive Board; 3. To exercise with due prudence his freehand in selecting and appointing his project managers, and to equally guarantee their apt performance; 4. To oversee and make certain the proper execution of all prison-based projects; 5. To accordingly coordinate with concerned institution, and manage external correspondence; 6. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Vice President for Fundraising 1. To act as Chairperson of the Fundraising department, and assume general supervision of such; 2. To represent his department in the Executive Board; 3. To exercise with due prudence his freehand in selecting and appointing his project managers, and to equally guarantee their apt performance; 4. To oversee and make certain the proper execution of all fund-generating activities, and similar fundraising efforts; 5. To head marketing activities; 6. To report to his immediate superior, the Treasurer; 7. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Director for Membership 1. To act as Chairperson of the Membership committee, and assume general supervision of such; 2. To represent his committee in the Executive Board; 3. To exercise with due prudence his freehand in pooling his core team, and to equally guarantee their apt performance; 4. To oversee and make certain the proper execution of all membership activities that responsibly advances the duties and welfare of members; 5. To ensure the achievement of the organizations objectives on membership;*** 6. To organize and staff ad-hoc committees functionally-relevant, including that for elections, membership, impeachment, expulsion*** 7. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Director for Advertising 1. To act as Chairperson of the Advertising committee, and assume general supervision of such; 2. To represent his committee in the Executive Board; 3. To exercise with due prudence his freehand in pooling his core team, and to equally guarantee their apt performance;

4. To oversee and make certain the proper execution of all advertising activities; 5. To assume and perform other such powers andOrganization Prison Service functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board. Director for Logistics 1. To act as Chairperson of the Logistics committee, and assume general supervision of such; 2. To represent his committee in the Executive Board; 3. To exercise with due prudence his freehand in pooling his core team, and to equally guarantee their apt performance; 4. To oversee and make certain the proper execution of all logistical activities; 5. To assume and perform other such powers and functions inherent or incident to his office, or that may be bestowed upon him by the Executive Board.
