S lng NH hin nay Qui m cc khi NH
Nhiu ngn hng vi qui m nh v tn dng tng trng nng: Tnh n cui nm 2010, th
trng Vit Nam c 101 Ngn hng v chi nhnh NH nc ngoi, bao gm ngn hng thng mi
(NHTM) trong nc, ngn hng nc ngoi (NHNNg) v chi nhnh ngn hng nc ngoi. C th,
c 5 NHTM quc doanh (bao gm c VCB v CTG), 38 NHTM c phn, 53 NH 100% vn nc ngoi
v chi nhnh NHNNg v 5 NH lin doanh. Trong , ch c 11/43 (25,6%) NHTM trong nc c vn
iu l trn 5.000 t ng. Theo nh gi ca Ngn hng Th gii (WB), Vit Nam hin c qu nhiu
ngn hng c qui m nh, xut pht im l cc NHTM nng thn nhng li vn ra hot ng ti
thnh th, do c tc tng trng ti sn v danh mc cho vay pht trin qu nng. Km theo
l h thng qun l ri ro v k nng qun l hot ng ngn hng cn tng i km, gy tc ng
khng tt n s lnh mnh ca h thng ngn hng.

Mng li hot ng: Khng ch pht trin v s lng, qui m mng li ca cc NHTM cng
tng ln nhanh chng. Tuy nhin, s lng chi nhnh, phng giao dch (CN, PGD) v ATM ca cc
NH cn kh chnh lch nhau do chin lc pht trin v c trng ca tng ngn hng. Ring 4
NHTMQD chim 35,7% tng s lng ATM ca ton h thng. VBARD gi vai tr ch o trong
pht trin u t cho nng nghip, nng thn nn c mng li hot ng rng khp vi 2.300 CN,
PGD v 1.704 ATM trong nm 2010. Tuy nhin, hiu qu hot ng ATM ca Agribank cha cao
tng ng vi qui m. Trong khi , cc NH nh VCB v SEAB vi th mnh l hot ng th c
mng li ATM ln th 3 v 4 trong khi qui m v CN, PGD thp hn nhiu.

Khi NHTMCP c hot ng linh hot v dn chim lnh th phn ca khi NHTMQD: Cc
NHTMCP c c cu c ng a dng hn cc NHTMQD, tp trung vo hot ng cho vay cc DN
va v nh v hot ng ngn hng bn l. Th phn ca khi ny tng nhanh trong nhng nm gn
y do chim lnh c t khi NHTMQD, chim 37,1% th phn tn dng ca ton ngnh trong nm
2010 vi tng s vn iu l ln ti 151.590 t ng.
Tuy nhin, qui m ca nhm NH ny vn nh hn nhiu so vi cc NHTM quc doanh. Dn u v
vn iu l trong nhm ny l Eximbank (EIB) vi 10.560 t ng, theo sau l ACB vi 9.377 t
ng v Sacombank (STB) vi 9.179 t ng. Mt s NHTMCP khc cng c vn iu l trn 5.000
t ng bao gm NH Qun i (MB), NH K thng (TCB), NH Hng Hi Vit Nam (MSB) v NH
ng Nam (SEAB). Hu ht cc NHTMCP cn li u c vn iu l quanh mc 2.000 - 3.000 t
ng. Trong iu kin lm pht tng cao ca nm 2011, nhiu NH yu v thanh khon bt buc phi
huy ng bng mi gi m bo hot ng, dn n tnh trng chy ua li sut nh thi gian
va qua.

Khi NHNNg v lin doanh c nhng ng thi tch cc nhm thm nhp su hn vo th
trng Vit Nam: Th mnh ca khi NH ny l mng ngn hng bn l vi cht lng dch v
vt tri v sn phm cung cp a dng hn so vi cc NHTM trong nc. y cng l mng th
trng cn nhiu tim nng pht trin m cc NH trong nc cha khai thc c. Trong thi gian
va qua, cc NH ln nh HSBC, Citibank (Citi), ANZ, Standard Chartered (S.C) v Deutsche Bank
u khng ngng m rng hot ng ca mnh. Citi v S.C chnh thc trin khai hot ng ngn
hng bn l ti H Ni vo thng 10/2010, trong khi HSBC khai trng 2 chi nhnh mi ti Nng
v Cn Th trong T9.2010. Mt lot cc chi nhnh NHNN khc nh Huanan, Chinatrust v Mizuho
cng tng mnh vn c cp vo thi im cui nm 2010. Ngoi ra, mt vi NHNNg vn ang
nm gi c phn ti cc NHTM trong nc.
Th phn ca khi NHNNg v lin doanh khng c nhiu bin ng, c bit l th phn huy ng do
cc NHNNg b hn ch v huy ng vn trn mc vn c cp. Th phn huy ng v cho vay ca
nhm NH ny trong 2010 ln lt l 8,9% v 13,6%. Mc d bt u t nm 2011, hn ch v huy
ng tin gi c xa b nhng khi NH ny s cn mt thi gian nht nh c th thay i
ming bnh th phn do v tng quan qui m mng li ca cc NHNNg vn cn rt nh so vi cc
NHTM trong nc.

Tng ti sn ngnh NH tng gp i trong giai on 2007 2010. Quy m ngnh Ngn hng Vit
Nam m rng ng k trong nhng nm gn y. Theo s liu ca IMF, tng ti sn ca ngnh
tng gp 2 ln trong giai on 2007 2010, t 1.097 nghn t ng (52,4 t USD) ln 2.690 nghn
t ng (128,7 t USD). Con s ny c d bo s tng ln 3.667 nghn t ng (175,4 t USD) vo
thi im cui nm 2012. Vit Nam cng nm trong danh sch 10 quc gia c tc tng trng ti
sn ngnh NH nhanh nht trn th gii theo thng k ca The Banker, ng v tr th 2 (ch sau
Trung Quc). Trong , Eximbank l NH duy nht ca Vit Nam nm trong tp 25 NH tng trng
nhanh nht v ti sn trong 2010, ng v tr th 13.

Duy tr tng trng li nhun v kh nng sinh li tt bt chp khng hong ti chnh
Bt u t nm 2008, th trng ti chnh th gii ni chung v Vit Nam ni ring bt u gp kh
khn do nh hng ca khng hong ti chnh ton cu. Tuy nhin, cc NHTM Vit Nam vn duy tr
c mc tng trng li nhun tt trong giai on ny vi trung bnh tng trng ca 8 NHTM
hng u l 46% trong 2008, 59% trong 2009 v 31% trong 2010. Trong cc ngn hng ni bt
vi mc tng trng tt nh EIB, MB, TCB v MSB u l i din ca khi NHTMCP. CTG l i
din duy nht ca khi NHTMQD c c mc tng trng ni bt trong giai on ny. Kt qu kinh
doanh ca khi NH nc ngoi khng c cng b rng ri, tuy nhin i din ca khi ny l
HSBC Vit Nam t mc tng trng 40% li nhun sau thu trong nm 2010. Nm 2011 tip tc
l mt nm kh khn vi ngnh ngn hng vi nhng din bin kinh t v m phc tp trong 8 thng
u nm. Li nhun ca cc NH c d bo s tng trng chm hn so vi 2010, tuy nhin mc
trung bnh vn c duy tr trn 20%.

Tc tng trng tn dng ca Vit Nam cao hn nhiu so vi tc tng trng huy ng
v GDP lm tng ri ro thanh khon. Tn dng tng trung bnh 32% trong giai on 2000-2010, huy
ng tng 29% trong khi GDP ch tng trung bnh 7,15% trong giai on ny. Theo kin ca mt s
chuyn gia kinh t, vi tc tng trng GDP khong 7%, mc tng trng tn dng c th t
mc 14-20% m khng gy ra bong bng tn dng. Tuy nhin, khi t l ny vt qu mc nu trn
s nh hng khng tt n sc khe ca nn kinh t. Vic tn dng tng trng nhanh hn huy
ng trong hu ht cc nm cng lm tng ri ro thanh khon ca h thng ngn hng. y cng

NHNN s tip tc thn trng vi chnh sch tn dng chung ca ton ngnh v khng xy ra tnh
trng tng trng nng nh trong nhng nm va qua.
S tng trng mnh ca khi ngn hng nc ngoi: 2011 s l nm nh du mt giai on
pht trin mi ca khi NH nc ngoi khi c i x bnh ng nh cc NHTM trong nc. Mc

Cnh tranh gay gt t khi NH nc ngoi s buc cc NH trong nc phi tip tc ci thin

cc NH nc ngoi cung cp c cc sn phm, dch v tinh vi v hu dng hn, t pht

do s u t cha ng mc ca cc NHTM trong nc vo h thng ATM v POS. Tuy nhin, cui
nm 2010, Banknet v Smartlink, hai lin minh th ln nht ti Vit Nam kt ni lin thng mng
ATM v POS cho cc NH thuc 2 h thng, ng thi Banknet v VNBC (CTCP Th thng minh
Vina) cng kt ni lin thng h thng POS vo thng 11/2010. Chng ti cho rng y l mt
bng chng cho thy cc NHTM trong nc ang n lc ci tin h thng cng ngh ca mnh,
nhm p ng nhu cu thanh ton th v giao dch trc tuyn ca khch hng di sc p cnh
tranh ca cc NH nc ngoi.
Thng qua vic ban hnh Lut TCTD 2010, NHNN cng th hin quyt tm ci thin tnh minh
bch v kh nng qun tr ca cc NH trong nc, tp trung vo vic y mnh t chc qun l cc
TCTD nhm tin gn hn vi chun quc t. ng thi, Thng t 09 quy nh v vic cng b thng

tin hin ti ang c ly kin hon chnh v thay th theo hng m rng phm vi v phn lp

Cc NH nim yt c chia thnh 3 nhm vi t trng vn ha ln: Tnh n thi im hin ti,
th trng c 8 Ngn hng nim yt, bao gm: ACB, CTG, EIB, HBB, NVB, SHB, STB v VCB. Trong
c th chia thnh 3 nhm:
(1) Cc NHTMQD c c phn ha, c ng Nh nc vn chim t trng ln (CTG v VCB
(2) Cc NHTMCP c qui m ti chnh mnh v kh nng sinh li tt (ACB, STB, EIB)
(3) Cc NHTMCP c qui m vn nh (SHB, HBB v NVB).
Cc c phiu ngnh NH chim t trng vn ha rt ln trn th trng do c th v yu cu vn

trong Q4.2011 v tng trng tn dng c nm c th t 18%, do d on
VCB t 6.247 t ng LNTT cho c nm 2011 (4.685 t ng LNST), tng 14% so
vi 2010 v vt k hoch 10,6%. Mc EPS tng ng (sau khi pht hnh cho
Mizuho) l 2.533 ng/cp. Vi mc gi ngy 13/09 l 27.600 ng, P/E forward
ca VCB mc 10,9x.

Ngh nh s 141/2006/N-CP ban hnh ngy 21/11/2006 quy nh mc vn php nh ca cc t
chc tn dng ty theo cc loi hnh khc nhau, trong cc ngn hng thng mi phi c mc vn
php nh t nht l 3.000 t ng ti thi im cui nm 2010. Mc yu cu ny tng ln t 1.100 t
cho cc NHTMQD v 70 t cho cc NHTMCP quy nh ti Ngh nh s 82/1998/N-CP trc .

dng chm li v l ng c thc y cc NH mua tri phiu chnh ph nhiu hn.
T l ti thiu bng 1 gia tng ti sn C n hn thanh ton trong 7 ngy v tng ti sn
N n hn thanh ton trong 7 ngy. Cc NH phi duy tr t l ny hng ngy thay v 7 ngy
nh trc y.
Lut cc TCTD 2010
Theo Lut tn dng mi, ch c ngn hng thng mi c php tin hnh y hot cc hot
ng ngn hng nh nhn tin gi, pht hnh chng ch tin gi, k phiu, tri phiu huy ng
vn, cp tn dng, m ti khon v cung ng cc dch v thanh ton. Cc t chc tn dng phi ngn
hng nh cng ty ti chnh ch c php nhn tin gi ca t chc v khng c cung ng cc
dch v thanh ton qua ti khon ca khch hng. Nh vy, phm vi hot ng ca cc t chc tn
dng phi ngn hng c thu hp.
Lut TCTD 2010 cng yu cu cc NHTM phi thnh lp hoc mua li cng ty con, cng ty lin kt
nu mun thc hin cc hot ng khc nh cc nghip v lin quan n chng khon, cho thu ti
chnh hay bo him. Trong khi , theo Thng t 13, cc khon u t vo cc t chc tn dng khc
v cng ty lin kt di hnh thc gp vn hoc mua c phn khng c tnh vo vn cp I ca NH.
Nh vy, vic tun th c 2 vn bn quy nh ny s khin NHTM kh khn hn trong vic m rng
hot ng kinh doanh khc hoc nng cao mc an ton vn ca mnh.

Ngoi ra, Lut TCTD 2010 cn b sung cc quy nh v iu kin ca c ng sng lp, thnh vin
sng lp ca TCTD, iu kin tiu chun i vi ngi qun l, iu hnh, yu cu cng khai li ch
c lin quan n TCTD, ng thi gii hn t l s hu c phn. Nhng quy nh ny c nh gi
l qu cht ch v s kh c t chc tn dng no c thnh lp trong thi gian ti do khng th
p ng c nhng iu kin ni trn. Vic hn ch thnh lp mi cc TCTD l nht qun vi ch
trng ca Chnh ph hin nay khi c qu nhiu TCTD c thnh lp trong giai on 1998 2009
vi iu kin tng i d dng nhng cha nng lc v ti chnh, t nh hng n sc
khe chung ca ngnh Ngn hng.

hnh.
Bo co ny v cc nhn nh, phn tch trong bo co th hin quan im ring, c lp ca phng
Phn tch. Do , VCBS v/hoc cc b phn khc ca VCBS c th c cc hot ng mua/bn chng
khon thun chiu hoc ngc chiu vi nhng khuyn ngh trong bo co ny.
Bo co ny thuc bn quyn ca VCBS. Mi hnh ng sao chp mt phn hoc ton b ni dung bo
co v/hoc xut bn m khng c s cho php bng vn bn ca VCBS u b nghim cm.
