The Central Vigilance Commission's (CVC) 'VigEye' project, which allows people to submit corruption complaints online will be popularised by the Indira Gandhi National Open University (IGNOU) through its 67 regional centres spread across the country. "The VigEye (Vigilance Eye) is a platform for submitting corruption complaints through mobile phones and internet. JAMMU,DEC 9: Asserting itself as a "historic necessity", the opposition Peoples Democratic Party (PDP) on Sunday said the Jammu and Kashmir was poised for a genuine democratic contest, which would enable its people to choose their representatives on the basis of their performance. Govt issues recovery notices for Rs 505 crore towards VAT


NEW DELHI: Many private firms and government departments have been slapped with notices for recovery of over Rs 500 crore tax allegedly evaded by them while executing Commonwealth Games-related projects here. Official sources said recovery notices for Rs 505 crore towards valueadded tax (VAT) have been issued by the central government revenue department and trade and taxes authorities of the Delhi government. The demand was raised after a multijurisdiction investigation team working under the Central Vigilance Commission detected Rs 1,000 crore tax evasion by the companies and government departments. Following detection of huge tax evasion, tax departments of both Delhi and central governments have also affected recovery of Rs 94.71 crore from private firms and government bodies involved in the CWG-related works, the sources said. The CVC team, which went into alleged irregularities in Commonwealth Games-related civic and construction projects, has found tax evasion of Rs 1,014.6 crore. Sources said show cause notices have been issued to the firms and government departments for payment of Rs 702 crore of VAT on work contracts (TDS), Rs 228.1 crore of service tax and Rs 84.5 crore of workers welfare cess. "The scrutiny of works or contracts related to the CWG by the CVC revealed instances of non-payment or detection of statutory taxes or cess etc. By some private companies as well as by government departments or organisation. The team is still working and efforts were on to recover the money," a CVC official said. JODHPUR: Australian air chief Air Marshal Geoffrey Brown Friday tried his hand on India's frontline fighter plane Su-30 during his twoday visit here. Jodhpur air base has one squadron of Sukhoi deployed last year, and is to receive one more squadron soon. "He (Brown) flew it over the base as a small sortie and landed on the base expressing his pleasure with the experience," a source said. Army planning trial units in Indian Navy demonstrates commands to expedite acquisition operational capabilities
KOCHI: The Southern Naval Command conducted an awe inspiring demonstration of its operational capabilities here, with a broad range of operations displaying its flexibility and versatility. The operations were included in the display within the limitations of shallow depths of the channel and high rise structures in the area, a Naval press release said. Kerala Chief Minister Oommen Chandy was the chief guest at the event, where Kochi residents turned out in huge numbers. Chandy was received at the venue by Vice-Admiral Satish Soni, Flag Officer Commanding in Chief, Southern Naval Command. The function, organised as part of Navy Day celebrations, began with marine Commandos carrying out a simulated beach assault with the team leader coming ashore in combat rig to deliver the programme brochure to the Chief Guest. Thereafter there was a fly past by Navy and Coast Guard aircraft, including the giant TU- 142 aircraft and IL-38. Demonstration of water sports, including waterskiing and jet skiing, and VBSS (Visit, Board, Search and Seize) operation were other displays which gave spectators a closer look at the versatility and dare devilry of the two maritime forces. Helicopter demonstrations included the Seaking helicopter flying past the crowd with a Maruti Gypsy under slung, and STIE (Small Team Insertion and Extraction) operation where commandos were dropped and withdrawn from a hostile area and helobatics by two Chetak helicopters. A Chetak helicopter demonstrated landing on the helicopter deck of a ship INS Sutlej - which was underway. The demonstration by Marine Commandos of a clandestine takeover of an enemy offshore installation and its destruction provided the viewers an explosive spectacle. INS Kabra, INS Kalpeni and two Indian Coast Guard Fast Patrol Vessels demonstrated manoeuvring skills by turning on the spot several times in restricted waters of Kochi channel.The final fly past was by all participating aircraft of the naval air station INS Garuda in ANCHOR formation. After the 'sunset ceremony,' which brought to an end the demonstration, Navy ships steamed past with their illumination lights switched on. NEW DELHI: Against the backdrop of delays in procurement of weapon systems, Army Chief Gen Bikram Singh is planning to set up trials cell in each of the six army commands to fasten up the process of field evaluations of arms and equipment. The step will help the Army to save the time take taken to carry out these trials and will also help in ensuring more transparency and accountability in the trials process, Army sources told. IAF corporal commits suicide in Jodhpur


JAIPUR: An Indian Air Force (IAF) corporal Sunday committed suicide by hanging himself from a ceiling fan in the barracks in Jodhpur air base in Rajasthan, police said. Corporal Rahul Singh, 24, committed suicide in Jodhpur, over 340 km from here, said a police official. "He was found hanging from a ceiling fan in the barracks of air force station, Jodhpur, in the afternoon," he said. Rahul Singh joined the IAF six years ago. "A court of inquiry has been ordered into the incident and we have assured police of full cooperation," Colonel S.D. Goswami, spokesperson for the defence ministry posted in Jodhpur, told media. On Nov 28, Squadron Leader Anandita Das, 29, a native of West Bengal, was found hanging from a ceiling fan in Jodhpur.

NEW DELHI: Discipline in Armed Forces is of "paramount" importance and acts of indiscipline should not be forgiven as it would set a bad example for others, the Delhi High Court has said. "We would highlight that issues of discipline are of paramount importance in the Armed Forces and repeated deviant behaviour, if condoned, is likely to set a bad example for others," a bench of justices Pradeep Nandrajog and Manmohan Singh said. The observation came in a judgement by which the court rejected a plea of Satyaveer Singh, a former grenadier with the Army, against his removal from service. Singh had been sacked following a 'Summary Court Martial Trial' on November 14, 1994 after he confessed to overstaying by 40 days beyond the granted annual leave. "I was granted leave from August 6 to September 6, 1994, however on expiry of leave, I did not feel like rejoining duty so I overstayed leave granted to me. Thereafter when I felt guilty I decided to rejoin the unit. I thus returned to the unit...," Singh had said in his confession during court martial trial. Relying on the statement of Singh, the court upheld the decision of 'Court Martial Trial' and said, "Record would reveal that the petitioner was a habitual deserter, in that (he) had a habit of over staying leave. Timber trader fined Rs 7000/- by Legal Metrology Deptt


PULWAMA, DEC 09: Acting upon the strict directions of Joint Controller, Legal Metrology, Kashmir Province, Mr. Ehsan Ali Khan in connection with intensive checking of different trades particularly timber trade, a team of officials from Legal Metrology Unit, Pulwama headed by Assistant Controller, Mr. Kewal Krishan inspected different establishments including timber depots, provisional stores of Lassipora and Arihal area of the district and slapped a fine of Rs. 9700 upon various offenders for violations of some of the sections of Jammu and Kashmir Standard of Weight and Measures (Enforcement) Act, 1997. During the drive, Inspector Legal Metrology, Pulwama, Mr. Mohammad Yasin Shah booked 10 traders and shopkeepers under various sections of the Act and the Assistant Controller compounded five cases on spot and realized Rs. 9700/- as composition sum. In one such instance, a timber trader along with Manager of a timber depot was fined Rs. 7000/- for selling under sized-timber. Meanwhile, the Assistant Controller directed all the traders particularly timber traders to use correct and verified weight and measure instruments, deliver exact quantity of commodity for which consumer is paying and to sell packaged commodities with adequate levelling clearly displaying rate (MRP), weight (net content), date of manufacturing, expiry date and complete address of the manufacturer and packer along with the consumer help line number.

For improving the drinking water facilities in Shanker Nagar, Channi Rama, Sunjwan, Bathindi, Narwal, Karayani Talab, Mattoo Colony, Rajiv Nagar, Raika and Channi Himmat and its adjoining areas, the Government has prepared a detailed project involving Rs. 49 lakh for installation of special feeder in Boria Intake filtration plant at Bahu Fort. He said soon after installation of special feeder transformer, the adequate drinking water facilities in above said areas would be provided. Responding to the demand of locals, the Minister said Government has released Rs. 49.90 lakh under RAMSA for upgrading the educational infrastructure in new upgraded High School in Channi Rama, adding that the project is under progress on warfooting and would be completed within stipulated time frame. He said Rs. 3 crore estimate has been submitted by the ERA to modernise the Channi Rama nallah including slab work. He said the work on the project would be started after releasing of funds from Planning Department. Later, Mr. Bhalla also visited Model Town in Gangyal and inaugurated Rs. 60 lakh mecademisation work of the area link roads. He asked the R&B engineers to complete the project within prescribed time frame for the benefit of general masses. He asked them to set the specification of blacktopping during ongoing work.

How Syria is Being Ravaged


By: Debasish Chakraborty HAT is being witnessed in Syria today is not only a great tragedy for the land of ancient civilisation and a heritage of secularism, but also an impending threat of a violence of the international scale. The so-called civil war in Syria has already gained broader international ramification, spilling over boundaries and with very evident involvement of foreign powers. Even the possibility of a fullfledged military intervention is not so distant. Syrian people, like those of every other nation, have the inherent right to enjoy democracy, civil rights and a fuller humane society to live in. They have every right to engage in extension of these rights, to demand political reforms if they want so. There were dissensions within Syrian society and it was being reflected through demonstrations and political opposition, calling for broader democratic reforms. The position of Syrian communists is important to be noted here. They supported the reforms which have democratic nature. The most important, according to them, were the lifting of martial law and the democratic revision of press and publications law to enhance exercise of opinion and expression of freedom. Initially, the Syrian government was responding to the demands and it initiated reform measures. But these internal questions are sought to be utilized for not only a 'regime change' but to destroy every advancement achieved by the people of Syria. And, what made the entire episode dreadful is the involvement of the foreign forces. Whether one agrees with their position or not, there were opposition forces who tried to advance their demands in a political way and independently. These forces, like National Coordination Committee for Democratic Change or Popular Front for Liberation and Change were quickly undermined and Islamist, foreign-sponsored forces started the mayhem. US ambassador in Syria Robert Ford has personally monitored and organised socalled 'rebel' groups and encouraged demonstrations by personally attending them. CIA operatives are active in training and supply of arms since long. According to reports in western media, US administration abetted forming 'provincial military councils' and supplied arms through them. According to NBC News, the Free Syrian Army has received American Stinger missiles via Turkey. The most interesting part of the Syria story is that US, France, NATO allies and Islamist terrorists are on the same team. The most ferocious of them is Jabhat al-Nusra, an alQaeda affiliate. They have become the strongest force among the 'rebels' now. The first attack for which Jabhat al-Nusra claimed responsibility came on January 6 this year when a suicide bomber blew up buses in Damascus. Since then the use of suicide bombings or remotelydetonated car bombs has spectacularly increased. Such attacks

have become an everyday reality in Syria. They have killed hundreds of citizens. A gruesome example is the attack on a school in al-Wafeen camp near Damascus in which 29 students were killed in a class. 'Collective violence and selective assassination' are their methods of operation. According to reports in western press, the key to Jabhat alNusra's extreme violence is its recruitment of radical fighters from abroad who include mercenaries from Libya,Afghanistan, Pakistan, Saudi Arabia, Iraq, Lebanon, Turkmenistan and Chechnya. They have not only declared their goal of 'regime change' but also establishment of an Islamist government replacing the secular political system in Syria. The same terrorists who are thought to be "hounded" by USA in Libya are actually in Syria now, assisting NATO efforts to terrorise people. The faade of expressing 'concern' for the presence of such forces by top officials of US while channelising arms and logistics for them exposes the utter hypocrisy of the Obama administration. Judging by these attacks Syria is now facing international terrorism. But the western media and NATO countries are understandably silent on this. To them, the 'rebels' in Syriahave an undivided identity. On the contrary, the Syrian government's response to such terrorist attacks is being branded as an 'attack on people'. The yardstick in fighting terrorism has changed in Syria. The USA and its allies are trying to replicate the successful strategy it used to break up Yugoslavia in 1999 and in Libya. In Kosovo and Libya, western trained and financed proxies staged grave provocations against the State. When the governments responded, their actions were described as "genocide" and international public opinion was sought to be moulded by barrage of misinformation. SAME OLD STRATEGY In Iraq, the strategy was to mobilise even the UN, though USA was desperate enough to declare that they would attack Iraq with or without the sanction of UN security council. For more than two years, media was used to construct the fear of so-called

"Weapons of Mass Destruction", allegedly built by Baghdad, or Iraq's "involvement" in 9/11 attacks etc. It has been proved beyond doubt that nothing of that sort of weapons ever existed there and the 9/11 commission in USA never produced any evidence of Iraqi government's contribution. In Libya too, the specter of an "impending massacre" was trumpeted to justify blatant NATO bombing. In the case of Syria, the socalled 'humanitarian intervention' is being sought after. For last few days, the specter of 'Chemical Weapons' is being widely used. Western media started reporting that there are some "extra ordinary activities in the areas where Syria keeps its chemical weapons''. Following this were 'warnings' from western powers that Syria would have to face 'immediate' response if such things occur. Despite Syria's repeated denial, this atmosphere is being created to mould public opinion and justifying intervention by NATO. In their design of disintegration and devastation, the imperialist forces always stir up sectarian strife and narrow identities. This has happened in many parts of the world, includingIraq. This is now being done in Syria, which traditionally has been one of the most composite formations of religious and ethnic identities in the Middle East. The victims at this juncture are the Shiites and Alawites, who have faced brutal attacks from Islamists with Sunni and Salafi identities. This sectarian division has destroyed the potential of any movement with democratic aspiration from below. The battle for control of the Middle East, part of which is being fought today in Syria, is obviously related with control over oil, as it was in Iraq and Libya. Crisis-ridden international finance capital is intensifying its pernicious expropriation of natural resources all over the world. One should not disconnect this hunt and the politicalmilitary adventures of USA and its friends. The struggle in solidarity with the Syrian people therefore is a part of the wider struggle to resist predatory finance capital, imperialist strategic designs.

nce a politician, always a politician this catchphrase best suits BJP's mercurial leader, who embarks on a new political journey by floating his 'Karnataka Janata Party' (KJP) on December 9, after snapping his 40-year-old ties with BJP. BS Yeddyurappa, a hardboiled politician from the RSS stable, was till recently the BJP`s biggest face in Karnataka and served the party on almost all positions - as state unit president, MLC, Leader of Opposition in the state Assembly, Deputy Chief Minister and eventually as CM. However, he developed serious differences with the BJP high command after it asked him to quit as the Chief Minister in the wake of allegations of abetting illegal mining in Karnataka and later refused to reinstate him on the coveted post. Since then, the Lingayat leader made several attempts to become the chief minister and even bargained for the post of the state unit president. However, his concerted attempts to regain power were stonewalled by the BJP top brass and he finally decided to end his four-decade-old association with the party. Yeddyurappa himself gave an indication in this regard after the failure of Arun Jaitley's highly secretive trouble-shooting mission aimed at persuading the Lingayat strongman to reconsider his decision to bid adieu to BJP. BSY, as he is popularly known, accuses BJP of backstabbing him and not rewarding him for decades of his service to the saffron party. He claims that he has not quit BJP out of vengeance but to pursue his dream of making Karnataka a progressive state. The grand style launch of KJP proves his undisputable political weight in the Karnataka politics and his stature as the tallest leader of the powerful Lingayat community here. Though BSY has assured that he will not topple the current Jagadish Shettar government in Karnataka and allow it to complete its remaining term, KJP's launch has made the BJP central leadership worried about the party's future in

Karnataka. BJP top brass has attempted to downplay that Yeddyurappa's departure will have an impact on its poll prospects; it is also aware that it would be a difficult task for the party to retain power in Karnataka without its tallest leader. For BJP, which is already grappling with controversies surrounding its beleaguered president Nitin Gadkari and his reported faceoff with Gujarat's hardline Chief Minister Narendra Modi and its failing anti-UPA campaign, the KJP can disturb the caste-equations in its southern bastion. The biggest challenge for the BJP central leadership will be to keep the party intact and prevent further defection since several party legislators owe allegiance to Yeddyurappa and may eventually join the KJP. Yeddyurappa virtually shut the doors of negotiations after the party high command expelled his close aide and former Union minister V Dhananjay Kumar on grounds of his anti-party activities. BSY later rewarded Kumar by giving him a plum post in the newly-floated KJP, in a further jolt to the BJP leadership. Trained in the RSS ideology, Yeddyurappa is a master politician, who slowly rose through the ranks to become Chief Minister in 2008 - a year that saw the installation of the first ever BJP government in the South. The 70-year-old temperamental leader began his political career as Shikaripura Taluk president in 1972 as a member of the Jan Sangh - BJP's earlier avatar. BSY's influence on the powerful Lingayat community, his political acumen, down to earth approach, leadership skills and his equation with the party's central leadership helped him in his elevation to the Chief Minister's post in 2008.

These traits will be again put to the test after his bitter spilt with BJP since the state has never been hospitable to regional parties. Yeddyurappa exhibited his manipulative political skills when he joined hands with Janata Dal-Secular in 2006 and toppled its coalition government with Congress. With BJP`s support, JD-S leader HD Kumarasamy was then appointed Chief Minister, but when he refused to respect the power-sharing deal, the BJP withdrew its support and his government collapsed. The betrayal from JD-S earned people's sympathy for Yeddyurappa and eventually helped him become the Chief Minister in the 2008 Assembly Elections. As the chief minister of Karnataka, Yeddyurappa`s term was turbulent as he faced many internal revolts, including the one by the powerful Reddy brothers, the mining barons from Bellary district, who nearly brought down his government. However, BSY managed to stabilise the shaky BJP government by launching `Operation Lotus` to wean away opposition MLAs who quit their membership and sought reelection on a BJP ticket. Yeddyurappa is strongly backed by the mutts and pontiffs of the Lingayat community and its members spread across the state. The Lingayats had identified themselves with the BJP because of Yeddyurappa. The party has decided to contest the upcoming Assembly Elections under the collective leadership involving Jagdish Shettar (Lingayat), K Eshwarappa (Kuruba), HN Ananth Kumar (Brahmin), R Ashoka (Vokkaliga) and Govind M Karjol (Dalit). But with Yeddyurappa`s exit from the party, the BJP`s prospects in the next elections have certainly weakened. After splitting from BJP, Yeddyurappa too faces a daunting task of preparing the ground for his newly launched political outfit and win popular support to become Chief Minister of Karnataka again - a dream which remains unfulfilled even after his name was cleared of corruption charge.

'Tripura to be educational hub for northeast, adjoining countries': CM


AGARTALA: Tripura will soon be an 'educational hub' for the northeastern states and neighbouring countries, including Bangladesh, with the setting up of several technical, medical and educational institutions, Chief Minister Manik Sarkar said here Sunday. "Tripura has achieved the remarkable distinction of being the only capital city in the northeastern region to have two medical colleges," Sarkar said. He said, "The state government has taken up an ambitious plan to set up more technical institutions and degree colleges in each sub-divisions. The educational facilities available in Tripura do not exist in other states." While addressing an inaugural function of a school here, he said Tripura University has been upgraded into a Central University. "Under its ambitious plan, the state government has set up a 240-seat Tripura Institute of Technology (TIT) and ITIs (Industrial Training Institutes) in each block and sub-division." According to the chief minister, the state government has decided to set up three more professional colleges -dental, ayurvedic and homeopathic -- under the public-private partnership (PPP) model. The Ayurvedic College will be established at Udaipur, the homeopathic college at Kailasahar in northern Tripura and the dental college in Agartala. "Besides, one each of agricultural, veterinary and fishery colleges are functioning in the state."Sarkar said: "Private institutions are also being encouraged to supplement government efforts for setting up higher educational institutions in this northeastern state." "Students from neighbouring countries, including Bangladesh, are attracted with this increasing number of educational institutions in the bordering state," he stated. Addressing the function, state Education Minister Tapan Chakraborty said that when the state became a fullfledged state in 1972, the literacy rate was 31 percent while now it had risen to 90 percent. "Within the next one year, Tripura would achieve 100 percent literacy," Chakraborty said, adding that the Left Front government has been spending more than 20 percent of its total annual budget in the education sector, while the central government's funding in this sector was less than 10 percent. Tripura will set up an Indian Institute of Information Technology (IIIT) in Bodhjungnagar, one of the northeastern region's biggest industrial zones, a state official said. "State-owned ONGC (Oil and Natural Gas Corporation), NEEPCO (Northeastern Electric Power Corporation) and six private industrial houses from West Bengal have expressed willingness to be a partner of the Tripura IIIT," said higher education department secretary Kishore Ambuly.

PUNJAB Badal asks PM to expedite MoEF clearance to mining projects


CHANDIGARH: Seeking personal intervention of the Prime Minister Dr. Manmohan Singh, the Punjab CM Parkash Singh Badal urged him to impress upon the Ministry of Environment & Forest (MoEF) to get all the pending issues examined expeditiously for early nod to the mining projects, as the non-clearance by the Ministry has not only led to alarming scarcity of construction material but could also cause law and order problems in the state. In a letter to the Prime Minister, Badal apprised him that Punjab had been facing critical situation regarding availability of construction material viz. Sand, Gravel, Bajri, Bricks etc. which had adversely impacted the construction activity in the state due to pending issues with MoEF. The Chief Minister reiterated that an Expert Appraisal Committee of MoEF be directed to consider the case for granting environmental clearance regarding 95 mining projects under category 'A' which were submitted to the ministry more than four months back in the month of June, 2012. Badal further requested the Prime Minister to advise the MoEF to empower the state authority for considering the environment clearance of the minor mineral projects irrespective of its area by amending the schedule to the Ministry's notification dated September 14, 2006 besides all the mineral projects of an area less than 5 hectares be considered in the B2 category projects so that their environmental clearances could be obtained in minimum possible time schedule. Badal also recommended exemption from obtaining environmental clearance for minor mineral projects of ordinary earth and brick earth etc. wherein depth of mining does not exceed 6 feet, apart from the general condition in schedule of the EIA Notification, 2006 that any project or activity specified in category 'B' would be treated as category 'A' if located in whole or in part within the 10 Km from the interstate and international boundaries be reduced to 1 Km. Meanwhile, the Chief Minister also wrote to the Union Minister of State Environment & Forests Jayanthi Natarajan in light of his meeting with her on December 3, 2012. "Needless to say, delay of every single day is adding to the distress nearly halting all major infrastructural projects, said Badal.

UP tops in the communal clashes list 2012


LUCKNOW: Uttar Pradesh has earned the dubious distinction of witnessing over 100 communal clashes this year that left 34 people dead. The towns where incidents of such violence took place are Kosi Kalan in Mathura, Faizabad, Pratapgarh, Sitapur, Ghaziabad and Bareilly. More than 450 people were also injured in these clashes which took place from January till October 31, Union home ministry officials said. There were 84 incidents of communal clashes in the state in 2011 in which 12 people lost their lives. The country witnessed 560 incidents of violence this year till October end, which claimed 89 lives, while in 2011, 580 clashes took place that left 91 people dead. UP was followed by Maharashtra where 83 incidents were reported so far this year in which 13 people were killed and 88 incidents in 2011 which claimed 15 lives. Madhya Pradesh saw 78 incidents of communal violence so far this year in which 11 people were killed and in 2011, 81 incidents of communal clashes were reported that left 15 dead. In Karnataka, there were 54 incidents of communal clashes in 2012 and 70 incidents in 2011 in which three and four people lost their lives respectively. Rajasthan had witnessed 42 incidents of communal clashes in 2011 leading to death of 16 people while this year the state has witnessed 30 incidents of such violence and six dead. There were 47 incidents of communal clashes in Gujarat in 2011, in which three persons lost their lives, and 50 incidents so far this year in which five were killed. Andhra Pradesh saw 33 communal clashes in 2011 in which one died and so far this year, 45 clashes took place in which two were killed. There were 30 incidents of communal clashes in Kerala in 2011, in which one died, and 46 incidents in this year in which one was killed. Bihar witnessed 26 incidents with four deaths last year and 17 incidents this year in which three persons were killed. Tamil Nadu saw 21 incidents of communal violence and two deaths in 2011 and 11 incidents with two deaths this year so far. There were 15 incidents in West Bengal in 2011 in which three persons were killed, and 22 incidents in this year, in which eight persons were killed.

Annie Besant Born: October 1, 1847 Died: September 20, 1933 Achievements: President of Theosophical Society of India; founded Home Rule League in 1916 and demand self rule in India; became first woman president of Indian National Congress. nnie Besant was a prominent Theosophist, social reformer, political leader, women's rights activist, writer and orator. She was of Irish origin and made India her second home. She fought for the rights of Indian and was the first woman president of Indian National Congress. Annie Besant was born as Annie Wood on October 1, 1847 in a middle-class family in London. She was of Irish origin. Her father died when she was only five. Annie's mother supported the family by running a boarding house for boys at Harrow. As a young woman she traveled widely in Europe and this widened her outlook. Annie Besant was married in 1867 to a clergyman called Frank Besant. But the marriage did not supreme goal. It was as a member of Theosophical Society of India that she arrived in India in 1893. She toured the entire country of India. It gave her first hand information about India and middle-class Indians who were affected more by British rule and its system of education. Her longtime interest in education resulted in the founding of the Central Hindu College at Benares (1898). She also became involved in Indian freedom movement. In 1916, she founded Home Rule League which advocated self rule by Indians. She became the President of Indian National Congress in 1917. She was the first woman to hold that post. She started a newspaper, "New India", criticized British rule and was jailed for sedition. After the arrival of Gandhiji on Indian national scene, differences arose between Mahatma Gandhi and Annie Besant. Gradually, she withdrew from active politics. Annie Besant died on September 20, 1933 at Adyar (Madras). As per her wish her ashes were immersed in Ganga in Benares.

HISTORICAL MONUMENTS: Hampi Ruins


Hampi Ruins Location: Karnataka Status: World Heritage Center he city Hampi served as the capital city of the Vijayanagar Empire of India in the 14th century. It is situated in the Deccan state of Karnataka and is spread over an area of more than 26 sq km. Hampi stands surrounded by River Thungabhadra in the northern side and by rocky granite on the other three sides. The site where Hampi now stands is believed to have housed the monkey kingdom of Kishkindha (associated with Ramayana). The city is believed to be the abode of Lord Virupaksha and His consort Pampadevi. It was when the Mughal invaders destroyed the Vijayanagar Empire that the city of Hampi was reduced to ruins. Savage massacre and horrors describe the carnage inflicted upon the city during that time. However, the remains of palaces and gateways of the broken city stand as a testimony to its erstwhile grandeur as well as its senseless destruction. Hampi Ruins have been listed as a World Heritage Center. In March 2002, the Government of India announced that Hampi would be developed as an international destination center. Then comes the Hampi Bazaar, a beautiful street that is 35 yards wide and nearly 800 yards long. On the western end of the Bazaar lies the Virupaksha Temple. Virupaksha temple, which has a 120 feet tall tower, has some structures that date back to 11th or 12th century i.e., before the emergence of Vijayanagar kingdom. Situated close by is the

Vithala Temple Complex One of the most magnificent monuments amongst Hampi ruins is the Vithala Temple Complex, which stands adorned with 56 musical pillars. The famous Stone Chariot is situated to the east of the main hall and houses numerous revolving stone wheels. Right in the front of the sanctum sanctorum is the great mandapa. Huge pillars of granite, about 15 feet in height, support the roof of the temple. Each of the pillars has been cut from one single block of stone.

Situated near the temple is the 'Purandra Dasara Mantapa', a protected monument. House of Victory The House of Victory was constructed when Krishnadeva Raya came back after launching a successful assault over the King of Orissa. The house is ornamented with rows of beautiful plinths, which have elaborately and elegantly carved. It was here that the kings of Vijayanagar used to sit on a grand throne and enjoy the nine-day Dasara festival celebrations. Hazara Ramaswami Temple To the west of the House of Victory lies the Hazara Ramaswami temple. It is reached through a path that is entered through two ruined gates. It is said that the Hazara Ramaswami temple served as the private place of worship of the royal family. The main attraction of the temple comprises of a series of scenes from the Ramayana, which have been carved on two of the inner walls of the mandapa. King's Balance King's Balance was the weighing scale where kings weighed themselves against grain, gold or money. The weighed items were then distributed amongst the poor. Queen's Bath Queen's Bath is a swimming pool

that was used by the queen of the palace. It is 50 ft long and 6 ft deep, adorned with arched corridors, projecting balconies and lotus-shaped fountains that used to sprout perfumed water. Mahanavami Dibba Mahanavami Dibba is a wooden structure, from which the royalty used to watch the celebrations of the Mahanadu festival. The platform is adorned with beautiful carvings. Mustard Ganesha Mustard Ganesha is a 9 feet tall statue of Lord Ganesha, carved out of a single stone. It is also known as Sasivikalu Ganesha. 6 India plans treaty with Oman, Azerbaijan on criminal matters


NEW DELHI: India plans to sign a mutual cooperation treaty with Oman and Azerbaijan among other countries to pursue criminal investigation and confiscation of money or property involved therein. "India plans to sign Mutual Legal Assistance Treaty (MLAT) in criminal matters with Israel, Oman, Azerbaijan and Nepal," the Ministry of Home Affairs said. The MLAT facilitates mutual assistance in prevention, investigation and prosecution of crime, service of summons and other judicial documents, execution of warrants and other judicial commissions and tracing, restraint, forfeiture and confiscation of proceeds and instruments of crimes. At present, India has the treaty in criminal matters with 32 countries including Iran, Kuwait, Mauritius, Switzerland, Mexico, Thailand, Vietnam and Kazakhstan. Besides, there is a mutual legal assistance treaty with Australia, Bahrain, Bangladesh, Belarus, Bosnia and Herzegovina, Bulgaria, Canada, Egypt, France, Mongolia, Myanmar, Russia, Singapore, South Africa, South Korea, Spain, Sri Lanka, Turkey, Ukraine, United Arab Emirates, United Kingdom, United States of America and Uzbekistan. "MLAT in criminal matters has also been signed by India with Kyrgyz Republic, Hong Kong, Indonesia and Malaysia. However, the treaties with the aforesaid countries would enter into force only after the process of exchange of instruments of ratification or issue of ratification notification of the treaty is completed by these countries," the reply added.

KOLLAM (KER): CPI-M General Secretary Prakash Karat on Sunday said "identity politics" would not help eradication of the oppression of Dalits and other depressed sections and what was important was to bring them to the mainstream politics. Inaugurating the state convention of the Scheduled Caste Colony association, launched by the CPI(M), Karat said here that pursuing identity politics would only help perpetuation of caste system. The task of Communists and their Left allies was to root out caste system that dominated the country's social and political order for centuries. This could be achieved only by bringing the depressed sections to the mainstream social and political through an organised movement, Karat said. "Narrow identity and caste politics would only end up in perpetuating the present caste system. This barrier has to duty of the Communists to break the oppressive and pernicious caste system entirely." Holding that the socially and economically under privileged were the worst victims of the neo-liberal policies being implemented in the country, Karat said it was due to pressures from the corporate sector that the government was unwilling to introduce job quota in private sector. Bihar liquor tragedy toll rises to 26


PATNA: The death toll in a hooch tragedy in Bihar has risen to 26 with eight more people losing their lives, police said Sunday. "Eight more people have died since Saturday after consuming spurious liquor," a police official said. The tragedy occurred Thursday night in Anitha village in Bhojpur district, some 60 km from here, where villagers complained of stomach pain and threw up after consuming locally made liquor. Nine people, including four woman, died Thursday, three Friday and six Saturday, police said. Bhojpur Superintendent of Police M.R. Nayak said over two dozen people had been arrested in this connection. "More arrests are likely," he said. District Magistrate Pratima S. Verma said a six-member committee had been set up to probe the incident. The deaths sparked widespread protests in Bhojpur. Hundreds of students blocked roads Sunday while BJP legislator Amrendra Pratap blamed the state government for the incident. Rashtriya Janata Dal leaders said the government's policy to promote sale of country liquor was responsible for the deaths.

NEW DELHI: Undeterred by the defeat of the Opposition motion against FDI in retail in Parliament, CPI(M) on Sunday warned that the government would have to continue to "manage and manufacture" its majority as the Left parties move for annulment and amendments to the related FEMA rules. "The government will be hard-pressed now to go on managing and manufacturing their own majority," senior CPI (M) leader Sitaram Yechury said. Yechury said the Left parties would move for annulment of and changes to the RBI amendments to the Foreign Exchange Management Act (FEMA) rules to allow FDI in multibrand retail in both Lok Sabha and Rajya Sabha. DMK was in the government with BJP for full five years. This was only a cover for them to take the position they have taken." Asked why the Left did not support the no-confidence motion brought by the Trinamool Congress, the CPI (M) leader said the motion had less chances of getting support as most parties did not want early elections. "Therefore, the noconfidence motion was a way out for the government, an escape route. And that is exactly what the Trinamool Congress did on the FEMA amendments (in Lok Sabha)." When told that the government's victory over FDI in retail had led to a rise in investors' confidence, Yechury said, "Investors' confidence has in fact fallen. It has fallen because they also know that this vote was managed. They also know how precarious and fragile this whole situation is." "Fragility (of the government) lies in the fact that these (victory) margins crucially depend on these two parties -- SP and BSP. That is why this confidence has fallen and not risen," he said.

Parliamentary panel orders probe into 'unreasonable' airfare hike


NEW DELHI: Charging most Indian carriers with "unreasonably" hiking airfares, a Parliamentary panel has sought a probe against them and recommended that any increase in ticket prices should be approved by aviation regulator DGCA in the future. Noting that "most of the airlines operating in the country had been overcharging the passengers by increasing the airfares unreasonably", the panel sought an investigation into the fare hikes by all airlines and said those found guilty may be penalised. It also said the excess amount the airlines have collected "by way of exorbitant passenger fares may be identified". In its report tabled in Parliament last week, the Standing Committee on Transport, Tourism and Culture recommended that "in future all the airlines may be asked to increase their fares only with the approval of DGCA." It said a "transparent formula" for pricing of air tickets should be evolved and "implemented within three months." In response to Civil Aviation Ministry's comments that the DGCA plays a monitoring role and ensures that airlines display the fares of various categories, the Committee, headed by senior CPI(M) leader Sitaram Yechury, said the recent initiatives by DGCA in this regard "has not received much response from the travelling public". It also asked DGCA to ensure that airline operators "do not indulge in unfair trade practices in fixing airfares during festival and other peak seasons much to the discomfort of the travelling public". This winter peak season, airfares have risen by almost 25-30 per cent, primarily to due to high jet fuel prices, with the Ministry asking airlines to make public the pricing system of various fare slabs under which airlines bunch tickets for sale. The aviation regulator has a cell which regularly monitors the airfare rates of all airlines on the basis of the lowest and highest fare brackets submitted by the carriers themselves.

ISLAMABAD: Close on the heels of Afghan President Hamid Karzai claiming that a suicide bomber who targeted his spy chief had come from Pakistan, Islamabad has said his government should share any information it has on the "cowardly attack" to back up the allegation. "Before levelling charges, the Afghan government would do well if they shared information or evidence with the government of Pakistan that they might have with regard to the cowardly attack on the head of the NDS (National Directorate of Security)," Foreign Office spokesman Moazzam Khan said on Saturday. Khan further said Afghan authorities should also probe possible lapses in the security for Afghan spy chief Assadullah Khalid, who was attacked in Kabul on Thursday by a Taliban suicide bomber posing as a peace envoy. He said Afghan officials were certain the suicide bomber came from Pakistan. "The fascinating thing about this course is that it creates a debate about how significant each of these famous events really was. People really enjoy arguing the case for their own view," he added. This would have military cooperation spilling over or providing a spinoff in civilian areas, he says, noting that the Israelis were keen on going to India, shopping for partners there as long as the Americans don't mind. Currently India is the largest customer of Israeli military equipment and Israel is the second-largest military partner of India after the Russian Federation. The military business between the two nations is worth around $9 billion. NTPC wants divestment to go through before March 2013


KOLKATA DEC 09: "There will be a meeting in Department of Disinvestment (DoD) on Dec 15 for taking presentations," National Thermal Power Corporation (NTPC) chairman Arup Roy Choudhury told reporters on the sidelines of PanIIT here. Asked when the divestment process is expected to be concluded, he said: "It is DOD's decision. However, we want it to go through before March." The central government initiated the disinvestment process in NTPC in November by inviting bids from merchant bankers for a 9.5 percent stake sale. With the proposed disinvestment, the government expects to mop up about Rs.13,100 crore. The government currently holds 84.50 percent stake in NTPC. Post disinvestment, its stake would come down to 75 percent. NTPC became public with its initial public offering hitting the market in 2004. Thereafter in 2009, the government further diluted its stake through Followon Public Offer (FPO). The market capitalisation of the power firm stood at Rs.134,194.93 crore at the end of March 2012.

India's seed industry to grow by 53% by 2015: Assocham


NEW DELHI,DEC 9: The country's seed industry is expected to grow by 53 per cent to Rs 10,700 crore by 2015 on increased demand for high-yielding varieties to ensure food security, according to industry body Assocham. Awareness about high-yielding varieties among farmers and public private partnership (PPP) with a strong regulatory framework and collaborative research would be key measures to ensure smooth growth of the seed industry, it said. Presenty, size of the domestic seed industry is about Rs 7,000 crore with a production of 40 million quintals of various kinds of seeds, it said in a statement. "Limited availability of agricultural land, subsidies by the government to use high-yielding varieties to increase yields and other factors are driving growth of Indian seed industry," Assocham Secretary D S Rawat said. Better quality seeds with vitality to raise crop yields from limited area is the need of the hour to ensure the country's food security, he said. Stating that the domestic seed market has been growing at a compounded annual growth rate of about 15 per cent, Assocham said its analysis showed the country has the potential to increase total seed production to 63 million quintals by 2015 from the current level of 40 million quintals. Suggesting seed firms to enhance awareness among farmers about hybrid seeds, Rawat said, "Seed companies are required to convince farmers to abandon conventional seeds in favour of highyielding hybrid seeds as the switch can help the farmers get high yields, fetch better prices for their produce and almost triple their income." The analysis revealed that farmers are gradually shedding their inhibitions about hybrids and shifting to use them, Assocham said, adding that farmers are still reluctant because hybrids are expensive and cannot be reused. The industry body said PPP initiative, development and adoption of new technologies would ensure the sector's growth. Hybrids have about 20 per cent share in the total seed market, of which cotton has the biggest share followed by rice (15 per cent), wheat and vegetables (over 10 per cent each), it said. While there are a handful of state seed corporations engaged in production, distribution and marketing of high volume low value public varieties, there are about 350 seed companies in private sector, it added. The leading commercial seeds producing states in India include Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu, Uttar Pradesh and West Bengal.

KOLKATA: A listless India succumbed to their second successive humiliating defeat on home soil has England overcame a few hiccups to clinch the third cricket Test with an emphatic seven-wicket victory and take an unassailable 2-1 lead in the four match series on Sunday. KOLKATA: Stung by two successive defeats on home soil, the national selectors on Sunday cracked the whip by axing veteran pace spearhead Zaheer Khan and batsman Yuvraj Singh from the squad for the fourth and final Test against England starting on Thursday. Off-spinner Harbhajan Singh, who did not play the last match, also found himself in casualty list as the selectors opted for a leg-spinner in Piyush Chawla and infused young blood by picking Delhi paceman Parvinder Awana and Saurashtra allrounder Ravindra Jadeja. DOHA. Poland has been officially named the host of the next round of UN climate talks in 2013. The decision was adopted on Friday by negotiators from over 190 countries who gathered two weeks ago in the capital of Qatar, Doha, for the current round of talks. Deeply divided on funding for poor countries and the fate of unused carbon emission permits, the participants of the Doha conference failed to yield a global climate pact to curb emissions of greenhouse gases. Poland, which heavily relies on coal production, was chosen on the basis of geographical rotation as next year marks the turn of East European countries to host the annual event. The country has been struggling to sell its unused emission quotas as there are only a few potential buyers and developing countries want the emission permits scrapped altogether.

LUCKNOW: Chitla - the state fish of Uttar Pradesh is now critically endangered. The fact comes from National Bureau of Fish Genetics Resources (NBFGR), Lucknow. Till a few month ago, the fish belonged to the endangered category. The list of endangered species in the world prepared by International Union for conservation of nature and natural resources also says that Chitla is endangered. Chief scientist at NBFGR, Dr AK Singh informed that earlier the general visibility of Chitla in it home was about 100 times (occasions) which has reduced to about two sites now. This suggests that their population has come down to 2-5% of what it was in the previous occasion. Taking a serious note of the matter, the NBFGR has formed a team of experts comprising Dr Uttam Kumar, Dr Sudhir Raizada and Dr JK Jena to hold elaborate researches in this regard and suggest ways for its conservation. Experts say that the population of Chitla has come down mainly because of encroachment of water bodies and pollution of rivers. This has restricted the area and opportunity needed for Chitla to reproduce. At the same time, the demand for the fish for eating purposes has gone up. It is believed that the fish is very tasty and extremely nutritious. Fishermen also find it easy to catch Chitla because it is heavier in comparison to other fishes of the same size. They reveal that a Chitla weighing about five kilos fetches at least Rs 1500 with ease. Deep waters of Gomti, Ganga, Yamuna, Ghaghara and Sharda rivers are the home of Chitla. Experts suggest that Chitla can be conserved if its professional breeding is promoted. Since it takes five years for the chitla fish to be ready to reproduce. So for that period, the government should ban the catching of Chitla.
