Technical Assistance Services Manager Job Announcement POSITION DESCRIPTION:

Child Care Aware of Washington is responsible for the Improvement efforts in the development and implementation of Early Achievers, the statewide Quality Rating and Improvement System (QRIS), an initiative of the Department of Early Learning (DEL). This work entails partnering with local communities to ensure that we offer consistent high quality supports to providers including, but not limited to, technical assistance, professional development, on-site consultation, and coaching. There are seven regions that make up the statewide system of child care resource and referral programs, also known as Child Care Aware of Washington (CCA of WA). The Technical Assistance Services Manager is responsible for the development, implementation and ongoing support of statewide Technical Assistance services. This position is responsible to provide oversight and guidance as the primary content expert in the areas of Early Achievers technical assistance, and to represent CCA of WA at local, statewide and national meetings and conferences. The Technical Assistance Services Manager reports to the Quality Improvement and Professional Development Director.

DUTIES AND RESPONSIBILITIES:


Duties include, but may not be limited to the following: 1. Develop and maintain a high quality set of technical assistance services and resources within the Early Achievers Technical Assistance (TA) Framework. 2. Develop materials and tools for use as part of a statewide TA toolkit by regional staff working in a TA setting with a diverse array of child care providers. 3. Provide technical assistance to regional staff to ensure effective implementation of the Early Achievers TA Framework. 4. Develop and offer professional development opportunities for Child Care Aware regional TA Staff, including orientation of new regional TA staff, periodic skill building trainings, and ongoing communities of practice. 5. Support regional Child Care Aware agencies to ensure that there is effective oversight of TA services, and offer skill building support at the local level. 6. Engage with regional TA representatives to gather input on the Early Achievers TA Framework and services being offered, with the goal of strengthening overall TA services. 7. Partner with CCA of WA, DEL and UW staff to ensure that there is a seamless transition from TA to coaching, as well as to other relevant services for those who are not eligible for coaching. 8. Work in partnership with other CCA of WA staff and regional representatives to ensure seamless and complementary alignment between TA and other EA services including professional development and training. 9. Maintain a knowledge base of innovative best practices and related research that may TA 10. Represent CCA of WA in meetings nationally, statewide and in local communities as assigned. 11. Prepare and summarize data and reports on TA and Early Achievers, as requested. 12. Present to external stakeholders on Early Achievers progress and TA as requested. 13. Participate as an active team member of the CCA of WA staff to support continued integration of CCA of WA core services, especially TA services. 14. Other duties, as assigned.

REQUIRED QUALIFICATIONS:
1. A Bachelors Degree in Early Childhood Education or related field. 2. Strong content knowledge regarding critical Early Achievers (or other QRIS program) elements including: Early Achievers Technical Assistance Framework, Early Achievers Quality Standards, Environment Rating Scales, and Classroom Assessment Scoring System, Child Assessment, and Early Learning curricula. 3. Experience developing professional development strategies for a culturally, linguistically, and/or geographically diverse array of customers. 4. Working knowledge of adult learning principles. 5. Experience with overseeing outcomes-based direct services and performance management. 6. Ability to build positive working relationships with stakeholder and external partner organizations. 7. Demonstrated knowledge of child care licensing policies and the state early childhood education professional development system. 8. Ability to work independently, exercise sound judgment and assume responsibility for completion of tasks. 9. Ability to travel both in- and out-of-state, and attend evening or weekend meetings up to 25% of time; valid Washington drivers license, insurance and a reliable vehicle at his/her disposal (some travel required). 10. Excellent verbal, written and interpersonal communication skills, including excellent telephone skills and demonstrated experience working with the public. Possess a collaborative style with respect for diversity. 11. Intermediate level skills in Word, Excel and Outlook. Experience with database entry and/or management.

PREFERRED QUALIFICATIONS:
1. A Masters Degree in Early Childhood Education or related field. 2. Demonstrated working knowledge of Early Achievers content including Early Achievers Technical Assistance Framework, Early Achievers Quality Standards, Environment Rating Scales, and Classroom Assessment Scoring System, child assessment, and early learning curricula. 3. Experience working closely with professionals who provide technical assistance as their occupation. 4. Experience in data collection and evaluation processes. 5. One year of work experience in the child care profession or knowledge of child, early learning and/or out-of-school care.

This is a benefit-eligible, salaried, exempt, full-time position with a benefit package established and approved by the Child Care Aware of WA Board of Trustees. Salary: DOQ.
