Immediately crews from the Millennium Challenge Corp. and from the Promeda Construction arrived to help the DPWH- Eastern Samar Engineering District to clear the area. But the road remain impassable as of press time due to the felled coconut trees that strewn along the road reason they are seeking help from those who have chainsaws to help them clear the road. Barangay chair Santo Tapalla of Del Remegio, the incident happened at 10:30 in the evening, last February 20. He said that the incident did not cause any damage or cause injury among residents of the village. As this developed, Odita advised commuters

from Tacloban and Samar using the Wright-Taft route going to Borongan City, to use instead the South Coastal Road via Lawa-an because they will be stranded in Del Remedio. Meanwhile, hundreds of stranded commuters from northern municipalities going to Borongan City and Southern towns have to walk over tons of mud to the other side to take rides going to this city and vice versa.

Fun run winners bared


TACLOBAN CITY- Winners of the recently held fun run initiated by the Philippine Health Insurance Corp. (PhilHealth) said that they joined the activity not just for fun but also to serve as inspiration to others. The fun run, held last Feb.17, was divided into four categories: 18 kilometers; 10 kilometers; 5 kilometers and 3 kilometers. For the 18 k, the winner was Francis Kakui, 28 years old and a resident of Talamban, Cebu. He received P10, 000 cash prize and a gold medal. Jordan Bacong, 26 yrs old from Carigara, Leyte, was adjudged as the winner in the 10 k. He received P8, 000 and a gold medal as part of his prizes. Bacong started his career when he was just 20 yrs old citing his constant training and discipline as the attributes for his winning his category. P148-M in SSS educational loans PhilHealths Z benefit package granted to 12,000 students includes various illness coverage
More than 12,000 college and vocationaltechnical (voc-tech) students across the country have so far benefitted from the Social Security Systems (SSS) educational loan facility that released a total of P148.64 million in 2012. SSS Assistant Vice President for Lending and Asset Management Ma. Luz C. Generoso said the SSS expects more members to borrow this year under the SSS Educational Assistance Loan (EducAssist) Program, which has nearly P7 billion in funds still waiting to be tapped. The billions of pesos alloted for the program reflect the governments firm commitment to bring education within reach of present and future workers. To a wider extent, the Educ-Assist program helps boost national economic growth through increased worker productivity, she noted. The pension fund earmarked a total of P3.5 billion for the SSS EducAssist program, which was launched during the Labor Day celebration last year. The national government chipped in P3.5 billion more as counterpart funding, for a total Educ-Assist allotment of P7 billion. Generoso said EducAssist loan disbursements last year for 11,790 college enrollees totaled P145.84 million, while another P2.8 million was released for 398 students taking up voc-tech programs. Recent adjustments in Educ-Assist guidelines have widened the field of eligible borrowers, although the loan program remains intended for those earning low or minimum wages. Initially, only active SSS members with a monthly income of P10,000 or below may borrow. Now, members earning up to P15,000 per month may qualify for SSS Educ-Assist loans, as long as they have up-todate payments to other SSS loans and at least 36 monthly contributions, three of which must be posted within the 12-month period prior to application date, Generoso said. Beneficiaries of EducAssist loans may be the printing. Aside from acquiring skills, they were also being taught on values formation. Similar to a Study Now-Pay Later scheme, loan payment will only start one year after graduation or from the date of the last loan release, at an interest rate of about three percent per annum. Walter Bacareza, PhilHealth-8 regional vice-president, said the expanded Z benefit package will cover five catastrophic diseases that will give substantial financial risk protection and total care for the treatment of members and qualified dependents. Bacareza added the expanded Z benefit package include coronary artery bypass graft surgery (standard risk), 550,000; surgery of tetralogy of fallot (congenital heart disease characterized by low oxygen level in the blood) in children, 320,000; surgery for ventricular septal defect (one or more holes in the wall separating the right and left ventricles of the heart) in children, 250,000;cervical cancer, 120,000 (early stage) and 175,000 (late stage); and external lower limb prostheses, 15,000. The Z benefit package, launched last year, initially covered the following: breast cancer, 100,000; standard risk childhood acute lymphocytic leukemia, 210,000; prostate cancer, 100,000; and renal transplantation, 600,000. Diseases under the Z benefit package are described as life or limbthreatening and require prolonged hospitalization and extremely expensive therapies, Bacareza said. It was learned that funding for the additional benefits will come from the premium payments of all members. Higher contributions to the insurance fund starting last month have allowed PhilHealth to expand the benefits to its members. PhilHealth also expects additional funding from the proceeds of the Sin Tax Law, Bacareza added. Workers earning 35,000 are now contributing 437.50 per month, from 375/ month, while the minimum monthly contribution for self-employed workers has been raised to 150 from 100. Self-employed professionals with an average monthly income of more than 25,000 will now pay an annual premium contribution of 3,600 under the new rates. Meanwhile, those earning 8,000 and below will pay 87.50 from 50. Members whose salaries range from 8,001 to 34,999 are paying the same contribution rate of 1.25% of their respective salaries. (REYAN

4,000 Nula-Tula residents avail barangayan services


TACLOBAN CITYDespite of the bad weather, about 4,000 people coming from Barangays 72 and 74, both in Nula-Tula, attended the barangayan, a regular activity of the administration of Mayor Alfred Romualdez. This was revealed by Camilo Romo, barangayan program coordinator, who said that the residents of the two barangays were able to avail of the various free services offered during the whole-day activity held last Tuesday. Major departments and offices of the City Hall are involved on this activity. These includes the City Health Office, which offered free medical consultation, dental services, dispensing of medicines and gave reading eyeglasses; the City Social Welfare Development Office which distributed Phil Health cards and issuance of application forms for senior citizens and certificate of indigency to solo parent; the City Veterinary Office which administered an antirabies and cholera vaccination, cat and dog castration and registration of livestock animals and deworming. We cannot aord to ignore our right over the territory by dismissing the claim being raised by our Muslim brothers who have raised valid grounds to support their sojourn in that territory which they call as part of Philippine territory and is for all intents and purposes, their home

Urgency in resolving the stando in Sabbah must be aorded utmost attention by the Philippine government in order to prevent undue escalation of the conflict. The assertion by Filipinos living in that territory deserve the protection of government. We cannot aord the stando to go offhand as it would put the lives of our countrymen in danger. The issue aecting Sabbah had caught attention in the international community mainly because the occupants from the sultanate of Sulu had been reported as armed. The sojourners in that territory are asserting their claim that the territory is part of the Philippines by legal and historic title. The claimants are in possession of documents showing that rentals had been paid by Malaysians occupying the territory. While there are opinions being raised that the stando unduly aected the peace process, there still is a need to take the issues with serious concern from the Philippine government. We cannot

Judicial Afdavit Rule


The court is to be decongested with the new rule. It will hasten the trial all parties welcome.

The new rule may not be easy at first for counsels and litigants like in some situations the onset always encounter problems. The fact that the Prosecutors League of the Philippines was able to secure the deferment for the implementation of the rule manifest it is not easy to switch to new procedures. The requirement for question and answer affidavit may be additional work for lawyers, but it will be beneficial for judges. It is better than the direct and cross examination of witnesses in the witness stand. Why?

It will not need for a stenographer to take note and sometimes the transcription contains mistakes. With Judicial Affidavit, the judge needs only to read it to come into conclusion the weight of facts presented and the conclusion of

law. It will save time for the judge to preside and hear the arguments between counsels and/or litigants. It will also save the judge from misjudging the case, because it is in black and white. However, the prepara-

tion of the question and answer affidavit will give extra work for the counsels. The preparation needed good research because the supporting documents are already attached as Exhibits. Even Justice Secretary Leila de Lima admitted that prosecutors needed extensive training first on the Judicial Affidavit Rule. Today we celebrate the Chair of St. Peter. Chair means office. We, then, celebrate Peters office. Today we call to mind Peters pre-eminent position in the Church. Today we praise God for having given us the Apostle Peter as the teacher and guide of our Christian faith, and for having made him the center of unity. In the New Testament, Peter appears as the first of the Apostles. Peter was given authority to rule as a representative of the Master. The metaphor of binding and loosing means to exclude someone from the community and to re-admit, also to impose an obligation and to release from it, to declare something lawful or prohibit something. Christ gave him the care of the whole flock. Among the Apostles, Peter appears as the head of the young Church, conscious of his responsibility and full of the power of the Holy Spirit. Down the ages, the Popes have been Peters successors playing his role. The Pope is the symbol of the unity of the Church throughout the world, and it is his call and duty to be an effective principle of unity for everyone. In the history of the Church, this unity has been broken, and for many people the Pope is a stumbling block to unity. PRO8 scores against wanted men, loose weapons in Samar


CAMP RUPERTO KANGLEON, PALO, LeyteThe Special Operations Task Group Samar (SOTG - Samar) Tracker Team of the Police Regional Office 8 (PRO8) arrested four persons and confiscated assorted weapons in an almost weeklong police operations in the hinterlands of the first district of Samar recently. The SOTG-Samar was activated to initiate focused police operations targeting wanted persons, accounting of loose firearms and dismantling private armed groups in Samar, said Police Chief Superintendent Elmer Ragadio Soria, Eastern Visayas police regional director. He added that the arrested wanted persons could be tapped by unscrupulous politicians to advance their political interests in the coming polls while the confiscated weapons could be used in terroristic and other criminal activities. Captain Gene Orense, spokesperson of the 8th Infantry Division of the Philippine Army based in Catbalogan City, said that the Eastern Visayas Regional Party Committee and its armed group the New Peoples Army are currently intensifying their extortion activities not only to ordinary businessmen, farmers but also to candidates for elective positions. Based on a NPA documents reportedly recovered by the military troops, the NPA in the region is allegedly collecting PTC fees ranging from P50, 000 to P5 million, depending on the post a candidate is seeking in this years midterm elections. A candidate for congressman is asked P500,000; while governor and vice governor are supposed to pay P5 million and P500,000, respectively. A board member and a mayoralty aspirant is asked P100,000; vice mayor, P75,000; and councilor, P50,000. Sexual abuse among kids remain high, says officials


TACLOBAN CITYThe two social centers of the Department of Social Welfare and Development(DSWD,the Home for Girls and the Reception and Study Center for Children (RSCC) said that child sexual abuse still ranks among the highest in the region. Alicia Bolante, officerin-charge of the Home for Girls, she said that there of the 43 cases of sexual abuse, 22 of them were rape victims, 13 were incest cases, 6 were cases of trafficking, 1 neglected and 1 child witness. The two centers serves as a halfway home for children who are abused, neglected, exploited, orphaned, surrendered and abandoned children aged 8-17 years old. They are provided with protective services while they are at the center and preparing for their eventual return to their families and communities to build a new life where they are safe in other environment. On the other hand, the officer- in-charge of the RSCC, Nida Jusay, reported that as of now, there is only one child sexual abuse case from among the 35 minors staying at the center. She also added that even three to five years old children are victimized by their own father, grandfather, uncle, stepfather or neighbor which is very alarming. The RSCC caters to children aged 7 years old and below, are surrendered, abused, exploited, orphaned, and neglected. Jusay said that these minors are ready for foster care or adoption because the family is still the best place for a child. Meanwhile, the DSWD Field Office Region 8 Director, Remia Tapispisan, calls on the local councils for the protection of children, down to the barangay level, to be vigilant of the children in their communities, especially child trafficking is becoming a social phenomenon in the country. TACLOBAN CITY Cases of diarrhea and other skin diseases were noted to have increase in Motiong, Samar with a contaminated water source as the possible cause. Municipal Health Officer Dr. Perlie Langi said that since February 1, they have monitored 22 cases of diarrhea with children among the most affected. She said that four barangays located in the town proper were among those with cases of water-borne disease.

Langi said that last year, they only had 120 diarrhea cases. And the current number of persons affected by the ailment is already a cause for alarm to them, she said. The health official said that the burst water pipeline from their source could be attributed to the sudden surge of the water-borne disease on their town. She also revealed that some residents chose to get their drinking water from open wells and even from rains.

According to her, the water pipeline was damaged by a company working a road construction along Barangay Tenani and Lokilokon, both in Paranas town in Samar. The road project is part of the Millennium Challenge Corporation (MCC). Langi said that Mayor Francisco Langi had already talked with the contractor to repair the damage pipeline.
