MDG target for EV impossible to achieve, o cial says


TACLOBAN CITY With still unchanged regional poverty data for the past two decades, the National Statistical Coordination Board (NSCB) concluded that the region would not be able to attain reduction targets by 2015 under the Millennium Development Goals (MDGs). NSCB Regional Head Evangeline Paran said that it is impossible to bring down poverty incidence to 22.6% in 2015 from 45.4% as of rst semester of 2012. To achieve that, the region has to lower down the poverty incidence by 23% in two years, she said. For more than two decades now, poverty incidence of the region has remained in the 40% level. It was 45.1% poverty incidence in 1991, the baseline year for MDG target setting. When we talk of poverty, our basis is income. Most of the people in the region are employed in agriculture, which is a non-productive sector. People, most of them are tenants and laborers, just work for survival and not for entrepreneurship, Paran said. She noted that poverty incidence has worsened in the past three surveys. In 2006, 41.4% of the regions population are poor; it increased to 43.8% in 2009 and ballooned further to 45.4% last year. Among the six provinces of the region, Eastern Samar had the worst situation with 67% of the population are economically depressed. Other provinces also registered high poverty incidence Northern Samar (53%), Samar (44%), Southern Leyte (43%), Leyte (40%) and Biliran (28%). Paran expressed concern that the inability to reduce poverty incidence will a ect other MDG indicators nutrition, education, gender equality and women empowerment, reducing child mortality, improve maternal health, combating diseases, and environmental sustainability. Although a third of the regions 4.10 million population are dependent on farming, the sector only contributed 22.6% to the regional economy last year. Couple arrested for tra cking a minor


ORMOC CITY- Following hours of surveillance, a couple was arrested by the police for alleged trading a 13-year old girl while waiting for male customer beside Gaisano Capital along Real St., this city at 10:30 p.m. August 14. Arrested was Irish Ybaez, 33 who was with the minor when the police together with personnel of the City Social Welfare and Development O ce apprehended her. Her live-in partner Pedro B orlaza, also known with as Lalang, 28, was also arrested when he tried to rescue his live-in partner. e two are residents of Sitio Dao, Lilo-an, Ormoc. Both denied the allegations and said it was the minor who kept on texting them asking for a customer. Ybaez claimed that she only gave in to the childs request that night of assisting her to buy shabu for her sister - an alibi used by the minor to prolong the deal while waiting for the conduct of the arrest. e minor, said added, had started to burst anger when a customer le as she refused to go for the P500 deal. At their meeting place, the almost two- hours surveillance revealed that Borlaza from time to time would appear to talk with Ybaez and le . Borlaza said he occasionally works as errand boy in one of the lodging houses in the city and do some laundry of the linens while Ybaez is jobless and is five month pregnant of their rst baby. Ybaez and the minor agreed to meet that night through text messages. It turned out that it was the minors aunt whom she was exchanging the text messages. In an interview, the couple revealed a group of six or seven minors at times go to their house and request for a banker in exchange of money but said they would refuse and instead gave them money for fare back home. Now that the court had issued the warrant for her arrest, it would do well for her to come out and face the charges. Any attempt to run from the law would place her in greater trouble. The call is for her to come out in the open and extricate herself from the charges. With her tale before the editors and reporters of the Philippine Daily Inquirer, she must have the courage to prove herself against all the accusations which she branded as unfair. On the other hand, government authorities need to implement the arrest warrant issued by the court in order to preserve public trust in our justice system. This is one proverbial big sh that government needs to demonstrate its political will and show the people that it is serious is stopping the alleged perpetrator of a big time scam from further doing her nefarious trade to steal more from government.

The notorious lady had been roaming freely enjoying her liberty as she mounts her defense against the charges leveled against her. She even had the gall to attempt to gain a reversal of the news stories that saw print in prestigious national broadsheets, chief of them the Philippine Daily Inquirer where the suspect sought for an audience allegedly with the editor-in-chief but turned-out as a roundtable discussion. She portrayed herself as a victim of unfair accusations. She, however, could not pinpoint the alleged unfair aspects of the published reports. She begged for a stop to what she branded as unfair and unjust reporting by the national broadsheet. In my 77 years existence in this beautiful planet, I have never been humiliated, till recently on August 10. For all you know the person who has disgraced me in front of many passengers is a woman. I have deep respect to woman, because my mother is of the same gender. But, the conductress may not have a father to respect to; hence her arrogant attitude to senior citizens. How it happened? The incident on August 10 is not the rst time. Some three months ago, I boarded the Velmar Transportation bus with the subject conductress issued me a ticket fare for P17.00. I protested and showed her a ticket in the amount of P15.00 isback the ticket punched with P17.00 and replaced with a ticket P15.00 worth of fare. For several occasion since then she was collecting the correct fare of P15.00, until August 10, 3pm, she collected P17.00. When I protested, she berated me. Ikaw ang magbuot nga ako ang conductor! The egg-laying sink


Voila! Easy, free and Godgiven meal. If you own my sink, what would you do? Drive the hen away? Sanitize your kitchen sink? Stew Gallena? Truly, reecting on it may seem meaningless. Indeed, we have so many blessings that come in little packages but hardly notice them. My hen has been laying eggs for months and it took some time for me to discover it. In my resolve then to thank the Lord, I always keep the kitchen sink door wide open to admit Gracious Gallena. While feeding him with rice automatically adds up to my daily rice consumption, I come to discern that God is really good. I think He wants all his creatures to depend and complement with one another. Was it not Simba, the Lion King who thought that we all belong to one circle of life? I could not but be moved at how Manila Archbishop Luis Antonio Cardinal Tagle expressed his dismay over the current mishap that our Congress has gotten itself into with a citizen who became richer by some of our solons indiscretions. No, he did not hurled slights and invectives on those involved in it, although I should admit they deserve it. He did not because he is not one to vilify. He cried. I could just imagine how he felt while calling on the culprits to repent, to live the life of a squatter even for a day and feel how it is to be poor. That emotion, emotion so intense you cannot help but be on the verge of tears, isnt something you can fabricate with air, like the tears shed by our actors and actresses behind the spectacle of lights. You could see the emotion as nothing but genuine, one that comes from someone who feels for the poor because he knows how it is to be poor, one who isnt just pretending to know the plight of the poor because he feels impelled to preach about poverty. That is one more reason to admire Tagle, having deed the conventional notion that it is not likely for a man to cry. But those tears were not tears shed for no reason. Those were tears shed for every reason. For all its worth though, those tears may as well be futile tears, or tears shed in vain, tears which, if decoded to echoing words, fell only on deaf ears. While may be louder than the loudest words ever bellowed, those tears may as well be the faintest murmur whispered to the deaf. While it conveyed more meaning than a thousand words combined, those tears were nothing to those who could hear but refuse to listen. Which is to say that those tears actually meant a lot, to the poor that is, but not to those who should supposedly be struck by it. Making these scoundrels wander in a poverty stricken alley is not so much a dilemma as making them realize that they have taken from them one dime too many. Making them see the magnitude and degree of paucity in these parts is not so much a hurdle as making them see that it is beyond greediness to take more than what one ought to receive. Budget Secretary Florencio Abad bared that there will be no salary increase for government workers next year as there are no funds in the proposed 2.26 Trillion 2014 national budget for new round of salary increase. The government has just completed the 4 year salary adjustment under the Salary Standardization Law (SSL) III. Salaries already comprise a large part of the national budget. SSL III was the third part of the multi-year salary adjustment program for government workers whose pay rates have doubled. For instance, President Aquinos basic pay now is 120,000 a month. It used to be 60,000. The monthly salary of members of Congress is 90,000 a month. It use to be P 40,000. Supreme Court Justices now have a takehome pay of 130,000 a month. Eastern Samar has 23 towns and one city, Borongan. e two local operations o cers said that the demand of Naquila put them into quandary as to how they could liquidate the fund. Balase, for one, said that he had to use the papers of his travel to Legaspi City to justify the lacking P3,000 he gave to Naquila. His January, 2013 travel to Legaspi was also related to the NAPC training, he said. e other local operations o cer said that he just used the allocation of his o ce on supply and materials as a way to ll the P3,000. But Naquila dismissed the allegation against him. I am denying their allegation against me. I never asked money from any one of them, Naquila, who was appointed to his post November, 2012, said. Naquila said that the complaint against him could be traced to what he claimed personal grudge by the complainants. He said that they were not doing their work as local operations o cers as he had issued several memoranda addressed to them for their poor quality of work. ey are taking my action against me. is are all work; nothing personal, Naquila. The regional office of the DILG is now conducting an investigation on this matter upon the order of Director Pedro Noval, Jr. Noval said that he tasked the regional legal o cer, Cyril Blanco, to conduct a fact- nding investigation on the matter. PALO, Leyte- In its continuing effort to professionalize procurement in the government, the Government Procurement Policy Board (GPPB), through the Department of Budget and Management Regional Office (DMB-8), conducted a 3-day fulllength training on RA 9184 and its revised implementing rules and regulations (IRR) at the DepEd Leyte Division Gym, Government Center, Candahug on August 14-16, 2013. RA 9184 or the Government Procurement Reform Act provides modernization, standardization and regulation of the procurement activities of the government and for other purposes. The training was well-attended by the bids and awards committee (BAC) members, secretariat, and technical working groups of the different national government agencies and state universities and colleges (SUCs) here in the region. Additionally, the training aims to provide a better apprehension on the processes of procurement by means of presenting the dos and donts to avoid incidence of committing liabilities and administrative sanctions, and more importantly, to attain transparency, competitiveness, system of accountability, streamlined and publicly monitored procurement process. Imelda Laceras, DBM regional director, gave a detailed presentation on the common forms of fraud on procurement. She also presented during the first day the revised IRR of the reform act and its standard of ethics. Government officials, bidders, manufacturers, suppliers, distributors, contractors, and consultants should observed highest standard of ethics during the procurement and execution of the contract, Laceras said. She said violation of the said law would mean a punishment of imprisonment of not more than 15 years.
