Noval said that should the group recommend for SK reforms, these should be identified; and if the recommendation is for postponement of the SK, then an alternate schedule should be proposed. Several bills have already been filed in Congress calling for either the reform or abolition of the SK, citing its allegedly being a breeding ground for corruption, political maneuvering, low turnout of voters, to name a few. Anti-greed campaign

Yes, why not? Why not launch an anti-greed campaign and keep it going like some lifelong maintenance mechanism in a world that has become rickety with all sorts of moral sicknesses, with greed among the prominent ones? We just have to look around, and see greed and avarice and their many faces proliferating like anything, from the individual level to the farthest global ends. Many people are trapped in an almost invincible grip of selfishness, pursuing nothing other than their own self-interest and
throwing any consideration for the common good to the wind. This is not to mention that many have forgotten to relate their earthly business to God, to consider it as a prayer and even an act of worship that is not only pleasing to God but also most beneficial to everybody else. We have been reminded in the gospel about this aspect of our life. Take care to guard against all greed, Christ said, for though one may be rich, ones life does not consist of possession. (Lk 12,14) We have been
warned against storing up treasure for oneself but not being rich in what matters to God. Nowadays, many, in fact, do not even know the idea of common good. And if there is anything they do that would contribute one way or another to the common good, its by sheer coincidence that it happens. Any deliberate effort to do things for the common good is practically absent, if not openly avoided. The world is drowning in a sea of materialism and consumerism, with the spiritual values and the supernatural destination of human life all but forgotten. Its still working under an increasing infusion of deceptive economic tricks, but the illusion is also getting so increasingly untenable that things now are approaching breaking point. It seems that we are being set up higher and higher in our materialistic and consumeristic ways for a deeper and more painful
crash sooner or later. The signs are already there, and many of our leaders in politics, business, media and even in the church are hesitant to give the bad news. The predicament is practically left unattended. Productivity is dropping, even in an accelerated rate in some places, mainly because without the support of the spiritual and supernatural elements of our life, people have no way but to tend to become lazy, and simply wanting to be comfortable, rich and continually entertained, and with narrow and shallow understanding of things. In the corridors of power and influence, graft and corruption have practically become the SOP. Just read the papers, and thats just the tip of the iceberg. The banking and financial sector continues to blow bubbles in the hope of stimulating productive economic activity. But

Wind of change
Reader reactions to our columns Geography As Destiny ( Aug 10 ) and Teflon Pope ( Aug 13 ) have been insightful. Sorry. But a 5,700 character cap on columns limit printing more feedback. Here are excerpts: Philippine Human Development Report 2013 probed how hazard-studded geography cripple peoples access to health clinics, schools and jobs. Is geography destiny?, the column asked. Life expectancies, in top 10 provinces, were almost two decades longer than those in conflict-ridden provinces. In the bottom five, kids dropped out of school after six yearscompared to almost 11 years for the top five. There is need to change the current city-centric emphasis, that column said.. Provinces need elbow room, in law and budget allocations, to plan and implement programs with the democratic accountability that autonomy entails. ( That ) struck a cord with me, given my meager two years of experience in one of the poorest regions, emailed Dr. Kristine Mae Magtubo, 26. She serves in Mayorga, a 5th income class in Leyte , .with the Department of Healths. Doctors to the Barrios program. IIndeed, geographic inequality impacts economic growth and interlock basins of attraction like cities and mass markets. But social and political barriers can frustrate peoples efforts to better their own lot. Daily, I see this inequity borne out of geography. And it is most evident in peoples health in these geographically isolated and depressed areas. We have a special term for hinterlands, mountains and islands:: GIDA. That translates into geographically isolated and depressed areas. They have their own dynamic, their own rules, their own problems, far from what the eye in the sky ( the central government ) can see. We should stop trying to apply interventions coming from above to these unique systems. For a field health worker like me, national government policy can sometimes be incredibly frustrating to implement. Dealing with local governments, from barangay to provinces, to catalyze local ingenuity and resolve problems plaguing these areas can likewise be draining. n I hope policy makers read the PHDR report. I hope this begins a mind shift which produces better health for people down in the ground
Will Senate Bill No. 425 (SBN 425) of Senator Chiz Escudero resolve the increasing corruption in the government? Will having whistleblowers protected and rewarded a guarantee for the corrupt to land in jail? The Bill is great encouragement and protection for whistleblowers to denounce corrupt government officials and employees. However, some whistleblowers were disappointed not only to the uncertainty of those who will protect them, but to the lackadaisical court processes. Foremost of the motivating factor is to see the court moves speedily in hearing cases. Taking too long a time to decide on cases lost the enthusiasm of whistleblowers. A whistleblower has to be a witness on the case that takes years before being resolved. It ruins the expectation that justice is only around. There should be a law that will stop judges or justices to dismiss cases by technicality. It is the practice of some lazy or bias judge to render decisions based on technicality, leaving the real aggrieved party to pain and heartache with no other recourse left, except to raise the head up towards heaven and wish for Armageddon falls. Something more might be learned by carefully perusing the 1987 Constitution in relation to the mandate to the judiciary. In Article VIII we read: Section 14. No decision shall be rendered by any court without expressing therein clearly and distinctly the facts and the law on which it is based. No petition for review or motion for reconsideration of a decision of the court shall be refused due course or denied without stating the legal basis therefor. From a laymans understanding the Constitution mandated any court to render decision expressing therein clearly and distinctly the facts and the law on which it is based. However, several decisions from lower to higher courts, merely dismissed cases because of failure to follow the Rules of Procedure. Some decisions have not resolved the controversy or issue; some
did not declare categorically what the rights and obligations of either party. Aggrieved party seeks the intervention of the court because they want justice, but dismissing the case based on technicalities is not justice at all. Parties to a case spend their hard earned money just at end of it no fair judgment is received. By dismissing a case through technicality, the Supreme Courts backlogs increased. Either of the litigants could accept the decision believing their cause have not been resolved. If the Supreme Court will only stop the lower court from rendering decisions based on technicality, cases will be speedily decided. They have to decide the case on the merit. However, if technicality is based on not filing or answering on time, it is enough justification for courts to dismiss the case. Only, the period should be at least one month to reply. The fifteenday period is not sufficient to gather the documents, especially securing certified copies that needs time to travel. Like, decisions from the Court of Appeals will need travel time from Leyte to Cebu or even filing of petitions to the Supreme Court have to be brought personally to Manila. Several lawyers have aired their disgust to the procedures like the preparation of judicial affidavit and the efficient use of paper rule. I have talked with lawyers regarding the judicial affidavit. It is additional work for them, they said. As for me it may be additional work for them, but additional income, because of additional time and effort they have to collect more than the usual fee. It may not be too much for the lawyers to prepare the judicial affidavit, because it is similar to a policemans question and answer method of taking statements. Once getting used of it will be easy to do. Only it is cumbersome for the client and the lawyer to spend extra time in preparing the judicial affidavit. The thing I dislike in the judicial affidavit is the requirement that it should be done under the supervision of a lawyer. The lawyer who
within my lifetime. Was Warren Buffet right in calling this Ovarian Lottery?, asked Bruno Giordano .But Susanah Joy enquired: So how do you compare island p r o v i n c e s like Cebu , Palawan etc. with inland provinces: Ilocos, Bicol or Mindanao . Should there be a difference in approach towards geographical a areas that are islands?, she adds. What is the strategy/ Pope Francis lifestyle from lodging in spare Casa Santa Marta quarters to spurning limousineshas rippled out, the column Teflon Pope said. How will this affect the Philippine church? Eight out of 10 Filipinos are baptized Catholics.but are poorly educated in their faith, Split-level Christianity, is widespread. Leaders trot without fail to hear Mass on Sunday. From Monday to Saturday, they wheel and deal in scams like there was no tomorrow. The authority of establishment must give way to the authority of witness... worte CryFreedom You preach that to the likes of Bishops Antonio Fortich, Miguel Purugganan, and Julio X Labayen, it will bear much fruit, like sowing mustard seeds on fertile soil. You preach that to the likes of Bishops Juan De Dios Pueblo, Fernando Capalla, and Paciano Aniceto, that will be gone with the wind, like sowing mustard seeds among the rocks where the birds came and picked them away. This Pope Francis could be a prelude to the papacy of Cardinal Luis Chito. Tagle, says 444Mangyan. Not because I am a Pinoy. or a big fan. Id rather see his and Christs ways to con-
tinue. Their being of the same breed will assure that the church will stay along that line. The Church must not pretend to have easy answers, VirgoYap recalled Cardinal Tagle as saying: Instead, it must be an attentive and listening Church less preoccupied by power, prestige and position in society. But the Philippine church of today is precisely preoccupied with that, It even blocked t implementation of the Reproductive Health bill, approved by Congress and signed into law. The Church is an organization made up of people, Soulspeak ph emailed.. People are not perfect. Pope Francis Teflon reputation stems from the good he is doing in the eyes of the people. Many feel he is a breath of fresh air in a stale environment. There is a saying that all politics is local. The same goes for the church because local people run the local church. It is good they are taking their cue from Francis. However, the greater mass of people are clueless and, therefore, prone to be misled or misguided. Pope Francis can not dictate what happens. But he has pointed in the right direction. Be part of the solution, Mang Teban added. iDo not leave the work of revitalizing the hurch to the clergy. Note that the clergy represents only an iota of 0.01% of the entire church here. We need more saints who go to eat pizza and drink beer pray every day., Thus, the pope speaks about the ordinary person. Your hands can help to lighten the load. Why dont you pitch in.?

to do business, taking us away from the tendency to be swallowed up by the logic of the flesh and the world that cannot help but lead us to greed and its ilk. God and economics are not two mutually exclusive realities. Gods eternal law includes the economic laws proper to us as image and likeness of his, and children of his. At the moment, we seem to do economics by practically ignoring God, or even openly opposing his laws. The supreme law of charity is often considered as impractical and impracticable. In short, that it is inhuman, antibusiness and all that. We need to change that mindset. God and charity should be the be-all and end-all of our economic affairs. We just cannot stop at the level of profitability or practicality, making them the supreme goal of our businesses. Without discarding them, we need to go beyond them and aim at what really is the goal for us-God and charity, which is the very essence of God and also the essence meant for us precisely because we are Gods image and likeness, and Gods children. Doing business with God as the origin, way and end in no way harms our economic activities. On the contrary, it will broaden our perspective, sharpen our creativity, foster our productivity, and increase our capacity to tackle whatever challenges, burden or trials we may meet along the way. Doing business with God in mind and heart melts away the fears and doubts that often lead us to be greedy and to pursue only our self-interests at the expense of the common good.

rana Jr. corporate security officer of Mt. Sinai, reported that the mining personnel went to Brgy. Canawayon for filling of their mineral stocks, but they could not pass because of the barricade.
