Summit rounds up future leaders

TO CONTINUE its thrust of equipping the Filipino youth with leadership skills required in the corporate world, the Aboitiz Foundation held its eighth Future Leaders Business Summit yesterday in the Marco Polo Plaza Hotel. Ninety studentleaders from at least 35 universities nationwide are attending this years two-day summit, with more than half of them coming from Luzon and the remaining participants coming from the Visayas and Mindanao. The delegates are a mix of university scholars, varsity athletes, deans listers and organization leaders taking up courses in communications, information technology, engineering, history, food technology, social sciences, accountancy and business courses. Aboitiz Equity Ventures senior vice president and chief human resources officer Xavier Aboitiz said the company holds the summit because it believes it will bring out the best of the countrys brightest student leaders. Eye on talent The summit is also an opportunity for the company to look out for competent and fit individuals who may be eventually recruited for the companys operations. The delegates were chosen based on their academic achievements, extra-curricular activities, community involvement work and interview results. Aboitiz added that around 50 percent of the summit graduates since 2006 have become part of the company, while others have ventured into other areas where they have also shown excellence. MANILA -- President Benigno Aquino III has decided to abolish the priority development assistance fund (PDAF) amid the planned huge rally on Monday against pork barrel. Aquino in a televised message on Friday said that despite the reforms that his administration has implemented on the use of PDAF, the events of the past weeks have shown that greater change is necessary to fight against those who are determined to abuse the system. The President was apparently referring to the Commission on Audit (COA) findings wherein multi-billion pork barrel funds were allegedly misused from 2007 to 2009 by diverting the funds to questionable non-government organizations (NGO), such as those linked to fugitive businesswoman Janet Napoles. It is time to abolish the PDAF. Now, we will create a new mechanism to address the needs of your constituents and sectors, in a manner that is transparent, methodical and rational, and not susceptible to abuse or corruption, Aquino said while Senate President Franklin Drilon and House Speaker Feliciano Belmonte were standing beside him. Together with Senate President Frank Drilon and Speaker Sonny Belmonte, I will make sure that every citizen and sector will get a fair and equitable share of the national budget for health services, scholarships, livelihood generating projects, and local infrastructure, he said. Your legislators can identify and suggest projects for your districts, but these will have to go through the budgetary process. If approved, these projects will be earmarked as line items, under the programs of your National Government. In this way, they will be enacted into law as part of our National Budgetevery line, every peso, and every project open to scrutiny, as with all other programs of your government, he added. He said results and impact of those projects could not conclusively be identified, and may only be ghost projects, used only as a source of income by the corrupt. The President said that the projects could not also be temporary infrastructure, and neither could they be dredging, desilting, regravelling, or asphalt overlay projects. The funds could not be disbursed to NGOs and certain government-owned and controlled corporations (GOCCs) such as ZNAC Rubber Estate Corp. (ZREC) and National Agribusiness Corp. (Nabcor). Aquino said these two GOCCs will be abolished, along with others of their kind that have become notorious for anomalies, and which seem to serve no other purpose aside from being instruments of corruption. He said that the funds must be limited to the district or sector of the legislator who sponsored it. He also required that all items should be subject to open and competitive bidding, with all bid notices and awards posted in the Philippine Government Electronic Procurement System or PhilGEPS. To ensure that the public may monitor the implementation of the projects, he said the government will make sure that each item will be disclosed in the Department of Budget and Management (DBM) and related agency websites and the National Data Portal of the government. The Chief Executive tasked Budget Secretary Florencio Abad to consult with Belmonte and Drilon to craft the mechanism and to submit it for his approval as soon as possible. We are all committed to putting this in place so that, moving forward, allocations per district will be included in the National Budget, starting with the proposed budget of 2014, he said. Senator Alan Peter Cayetano said he filed the resolution as his personal crusade, while Senator Francis Escudero called the abolition of the PDAF since it has already mutated into a multi-billion racket allegedly perpetrated by syndicates in both the public and private sectors. Cayetano called Aquino a true reformist for creating reforms and for listening to the peoples clamors. Akbayan party-list lauded Aquinos decision to heed the call of the public to abolish the pork barrel system, but it urged the Chief Executive to ensure it will not be resurrected in other forms. Earlier this week we urged the President that his decision to suspend pork barrel must lead to its complete and unconditional abolition. The people have spoken. Thank you, Mr. President, for listening said Akbayan party-list Representative Walden Bello. The pork barrel must not be resurrected under other names or forms. We must ensure this important victory does not go in vain but that real change is felt by the people, Akbayan national chairperson Risa Hontiveros said in a statement. Akbayan, however, said that the march at the Luneta Park in Manila against the pork barrel on Monday must proceed as scheduled. While the Presidents statement is widely appreciated it must not dampen our vigilance to fight corruption. Other groups expected to join the protest were skeptical. Aquino expectedly did not move to abolish presidential pork which much larger than PDAF, at least P450 billion by some estimates. Under the bill, the Bureau of Internal Revenue (BIR) shall establish the mechanism that would enable individual taxpayers to select beneficiaries upon filing of their annual income tax returns. An inter-agency committee led by the Department of Budget and Management (DBM) shall determine the eligibility of organizations and initiatives, and set the conditions, guidelines, and reporting requirements for the receipt and use of the funds by the benefitting organizations. Meanwhile, House Speaker Belmonte admitted Friday that deliberation on the proposed P2.3-trillion budget for 2014 could be delayed following the Presidents decision to scrap the PDAF of lawmakers. In an interview in Malacanang after the Presidents announcement to abolish PDAF, Belmonte said that he would ask the congressmen to prepare their own list of projects to be implemented in their respective districts or sectors so that when the budget hearing resumes, they would be ready. Under the present PDAF system, senator and congressmen were allotted P200 million and P70 million each, respectively.

Scrapping the Pork Barrel would make P-Noy greater than any of his predecessors
try. But instead of being used for the purpose, large amounts of it go to the pockets of legislators and executives, their families and friends. Can you still sleep? Majority of the Filipinos are wallowing in extreme hardships to the point of not being able to eat three square meals a day; most of the members of these families below 15 years old are engaged in hard labor to complement the earning capacity of the parents. Even the poor congressmen who first enter the august halls of both Congresses leave with some millions in the bank; the rest are stashed under dummy names. It is high time the pork barrel is scrapped not only among the congressmen and senators but also that of the President whom I believe also receives a large portion of the fat. As the proponent of the matuwid na daan, he can make a very big difference if he will actually walk his talk when he said, he will scrap the pork barrel. Do it, Mr. President and you will be doing a great service to the Filipino people, an act that will make you greater than your parents and predecessors.

No more pork barrel and NGOs

Nongovernment organizations (NGOs) should not be allowed to participate in government projects. NGOs should be used only by private companies to support and assist government funded projects for the benefit and welfare of the people. These NGOs are being used by corrupt politicians for their personal ends by siphoning money from this pork barrel into their personal accounts. President Aquino finally declared his decision to abolish the controversial pork barrel. A report from the COA special audit showed that from 20072009, 12 senators and 180 congressmen channeled P6.1 billion in pork through 82 NGOs. In 2014, P25.24 billion is allocated for the pork

There is actually greater options to the pork barrel, options that will readily make people see and experience where their taxes go. Yes, these projects are priority development programs that the government is aware of, but could not address right away because of the way it handles these Priority Development Assistance Funds (PDAF). Instead of going directly to the agency concerned with the matter, the fund is siphoned first to the senators or congressmen. Without such funds, would they run for the position in the first place? The public is aghast why every school year, the problem on lack of classrooms, books and teachers are always felt. Education is a top priority concern. Why is it a perennial problem? If all the congress-

men in all districts and the party-lists on the education sector are working on this in their areas, why the big gap on classrooms, books and teachers every school year? Mr. President, why dont you give your pork barrel to the education department? Mr. Speaker of both Houses, who knows better the conditions of the roads, bridges, flood control needs and other infrastructures in an area than the local officials themselves? Why dont you give in favor of the local officials in coordination with the Department of Public Works and Highways, the pork that your congressmen control? The vast funds controlled by congressmen and senators could be used to increase the prime pumping capacity of cities and municipalities in the coun-

mation needs is prevalent in the area. The result was the basis for whom to invite to join the infocars. The pork barrel in an almost daily exposes in media has effectively shattered the image of all legislatures now. This happened especially after the Commission on Audit Report on the pork barrel misuse and abuse hit the media outlets and got known by the Filipino nation. Up to now however, we only read/hear few legislators reacting to this shameless sin of corruption of the century. Majority of these lawmakers are turning deaf and dumb and may be wishing it passes away, but it would not. We suggest to Speaker Sonny Belmonte that he orders all congressmen to conduct information caravans in their respective districts. The team should be composed of a COA representative, his point persons in the PDAP operations, media men to cover the event, with him/her as the Team Leader. The advantage of INFOCARS is that the taxpayers will have the opportunity to ask and react to the congressmens declaration before his constituents, their reports on how their PDAF was spent right there and then. Certainly honest, credible and well-meaning legislators would welcome this suggestion. They will be confident facing his constituents and their political future secured. The guilty ones of course will surely not do this. What crowds their minds now is just to appropriate more funds from their stolen wealth from the PDAF to double the price of a vote on the next elections for which voters are vulnerable to. Grrrrrrrr!!!

day morning (August 22), the main faucet at my in-laws home had been regurgitating or exgurgitating sandy water. The blue tank in which cooking and drinking water is stored directly from the line to the main faucet revealed the night before a thick deposit of blackish sand. That tank had to be emptied and re-cleaned. Of course, refilled with LMWD water for another period of tolerated use. Yes, tolerated, because one is left without a choice but tolerate the kind of water served by LMWD. Yes, too, the electric boiler pot, before or after boiling LMWD water, shows sand deposits at its inside bottom. That, too, had to be tolerated if one needs to drink coffee or milk any time of the day or night. Meanwhile, for sometime, the leaking pipeline which produced a fountain of water at near corner Sen. Enage and T. Claudio streets reaped remarks of disgust from passersby and riders of vehicles passing by. Who would not? The leak location was only about 25 meters away from the back door of LMWD Tacloban downtown main office. Weeks after the much bragged about completion of the high-tech treatment or filtration plant and the nearing completion of the big pipe installations or underlays, water pressure retreaded its usual course. Some noticed that the water pressure had become low for hours last week or that it would become low at times between 5 a.m. and 10 a.m. in some days earlier and last Saturday and Sunday. Did that mean what?

If sand in LMWD water is not dirt to LMWD, what is it? Is it part of what water concessionaires pay for? Why cant LMWD remove it? What is taking long for LMWD to remove the sand from the water that goes out of faucets (and settles in your containers, especially motor-powered tanks)? If those other particles found in the water are not dirt, what are they? Every intelligent Taclobanon would declare it is hugaw. Whether or not that hugaw still carries kagaw, who will declare it without question. While still tolerable is the idea that 1 part per million application of chlorine on very dirty riverine water would kill germs, it is still another thing seeing those sand particles and other floaters. These given, dont talk against the LMWD or its kind of management. You already know, at least, that these contemplate of their kind of complete quality service. Understand that that is the best that their level best can achieve despite continuing complaints and plain murmurs. Maybe the public utility isnt affected, for after all, the men and women behind it are the ones presently in power and that is why they cannot readily and immediately show concern and act. Or, they seem not to realize the other concerns which their water and pipelines need looking into. They seem to always need longer than one month to cure the small and big defects in the total water distribution system, if they already know about those defects. This column had been revealing much earlier similar

defective attributes of the old and continuing water system in the highly urbanized city. Sadly, we note, hardly have those defects been visibly removed or cured. Thus, QN repeats the call of several water users (a call since many, many years ago), that the distribution lines at which LMWD makes inter- or multi-connections leading to several homes be replaced, including the old pipelines that long ago already needed total replacement. QN also adopts here its earlier other suggestions for LMWD. *** My strong hunch is that the pork barrel, or priority development assistance fund (PDAF), will be abolished, and never revived after its abolition. The pulse of the nation says so. The world around the Philippines is watching. With the pork abolished, other nations which similarly provide for that source of corruption will drastically follow. The result will be good. In the Philippine Senate, the nation could only be thankful to senator Chiz Escudero and ex-senate prexy Juan Ponce Enrile, among other senators. There are also members of the House of Representatives who are going for the abolition. We are very thankful as of today that President Noynoy Aquino has temporarily suspended the grant of pork barrels, but we will be most thankful to him if he will finally give the pretentious congressional and senators development funds their burial. For now, the Philippine Legislature will first speedily craft a law that will enable that total stop. In a media briefing this

mid-week, Enrile said he was among the very first in the senate to have called for the abolition of the pork barrel. Meanwhile, Senator Chiz Escudero has formally asked the senate to abolish the priority development assistance fund (PDAF) by filing Senate Resolution No. 193 (PSR No.193) on August 22, 2013. Escudero, chairman of the senate committee on finance. is coming in from the heels of his resolution, PSR No. 41 asking the senate to probe the pork barrel scam when it first hit the public through a series of investigative reports on a major broadsheet. He was the first in the senate to make such call. The senators PSR 193 calls the Upper Chamber to express its sense to abolish the PDAF and its allied congressional initiative allocation collectively known as pork barrel. The people have spoken and it is necessary to draw the line further between public accountability and patronage politics by being truthful to the constitutional allocation of powers and prerogatives Escudero said in the resolution. The PDAF, whose precursor is the Countrywide Development Fund (CDF) established in 1990, is supposed to fund the needs of every Filipino on a priority basis as identified by the national government. Now, it has already mutated into a multi-billion racket allegedly perpetrated by syndicates in both the public and private sectors. Despite proper use and disbursement by well-meaning public officials and despite its statutory

laudable purpose, the misconception that the pork barrel has become a form of horse trading and a major source of corruption in the government is apparently starting to become real in the eyes of the Filipino people. Escudero said with the Commission on Audit (COA) confirming the gravity and extent of the pork barrel abuse and the strong calls of the people to scrap the source of the public outrage, it is now time to totally scrap the pork barrel. The PDAF should now be abolished in general. He says Congress should limit itself to the enactment of the national budget and the Executive to its implementation. As this developed, Escudero throws his support to the anti-pork barrel protest tomorrow (August 26) at the Luneta Park in Manila (initiated via the social network media by youth individuals and groups, sans being formally organized but fast-generating wide support), saying everyone is equally responsible to guard the public coffers. But while he supports the move, he will stay away from the event so as not to politicize it. That is the peoples event; its their voices that must be heard. Following is a personal account from a citizen of Region VIII on her experience when the frightening night of strong tremor occurred. At that time, I was in (a shopping mall in Tacloban City) with my family, the nanny, my sister and my brother-in-law. We got sur-

prised. We were having our dinner at that time in a restaurant in (the mall). It was a very strong earthquake. We heard cracking sound created by the quake that never thought could happen. ose billeted in (nearby hotel) rushed out of the building regardless of how they looked. Everyone was cram-

ming (sic). I heard almost everyone saying Ginoo! (Lord!) while looking up. e mall rang the signal for everybody to abandon the mall. So we also rushed to go out of the mall but we could barely stand and could not walk towards the door. e cars at outside the mall were likewise shaking. What we, including my children, did was to sit at the hallway. We saw all of the people looking up to heaven. We were watching of what could happen to the glass panes at the second oor of the mall. We were so thankful that despite of the fact that the mall sustained some damage, all of the people there were safe. It was good that no one su ered injuries or accident on the road because of that earthquake. With a magnitude of an earthquake- 7.6-, we are really thankful to God Almighty that no one was hurt in Leyte and may be also

My family also o ered thanksgiving Mass at Our Lady of Guadalupe Church in Tacloban on the Sunday that came a er August 31.
