A white male described as being in his late 20s to ear-
ly 30s, about 5 feet 8 inches tall, about 110 pounds with
short brown hair wear-
ing a baseball cap, dark
polo shirt and washed
blue jeans is being
sought in connection
with armed robberies
in St. Clair Shores and
Clinton Township.
The St. Clair Shores
robbery took place at
8:18 p.m. Saturday,
Sept. 7, at the Shell gas
station on 10 Mile road.
The suspect entered the
store carrying a plastic
bag, went to the cooler, chose a Mountain Dew and
headed for the register operated by a 41-year-old St.
Clair Shores woman. The man produced a knife from
the plastic bag and demanded the woman open the
cash register.
The woman later told police she was so nervous she
had a hard time opening the drawer. The man came
around the corner to the register and eventually the
woman got the drawer open and handed over about
$250 in cash.
The suspect left the plastic bag and Mountain Dew on
the counter, left the store and fled westbound on 10
Mile.
St. Clair Shores officer Chris Periatt and K-9 Hondo
tracked westbound from the station to a nearby apart-
ment complex parking lot where Hondo lost the scent.
Police processed both the plastic bag and pop bottle.
No evidentiary results were noted.
The store owner said the surveillance camera was not
working and no video is available.
Det. Sgt. Dave Centela said the suspect is also be-
lieved responsible for a robbery at a 7-Eleven in Clinton
Township.

The Cool City
Committee entrusted
the decoration of the of-
ficial lighthouse sculp-
ture to the Cultural
Committee back in July.
Since then, the group
has been working on
design and decoration
of the sculpture. The
finished product was of-
ficially unveiled to the
public last week.
The citys estimated
three-year water meter
replacement program,
started about 9 months
ago, is apt to finish
ahead of schedule,
Department of Public
Works Director Bryan
Babcock told city coun-
cil last week.
Babcock provided a
quarterly report on the
replacement program,
saying work is now tak-
ing place between 10
Mile and Frazho and es-
timates installation to
be completed in 20
months.
Babcock said there
are 25,000 water ac-
counts city-wide, last
year about 7,000 meters
were replaced, more
than 5,000 installed so
far this year with about
11,000 more to go.
It is going much
quicker than I anticipat-
ed, Babcock said, add-
ing the work is being
done by four installers.
Things are going
very well, he said.
Babcock began his re-
port by reminding resi-
dents how the program
works and explained
residents in the next tar-
geted areas will first re-
ceive a brochure from
the city explaining the
program about one to
three weeks before in-
stallers will be in the ar-
ea. At that time, resi-
dents are asked to
schedule an appoint-
ment to have the work
done.
In preparation, he
asked residents to clear
a space in their base-
ments to allow installers
access to the meters.

ment, just give enough
room for installer to
kneel next to your water
meter, Babcock said,
adding the installation
process takes about 20
minutes or less.
To make it easier, he
asks residents to exer-
cise the water valves lo-
cated on both sides of
meter and valves
around the house. If the
valves seize, he said the
meters cannot be
changed until the neces-
sary repair is made.
Its a good idea to get
in the habit of using
them. If theres an emer-
gency and you need to
shut off your water, its
cleaner if you can shut
them off from inside
your house, he said,
adding its also impor-
tant someone at least 18
years old be home at the
time or the installers
cannot legally enter.

er, a red door hanger
and if necessary, a final
notice will be mailed,
alerting property own-
ers a penalty will be as-
sessed for nonconfor-
mance. That will hope-
fully trigger your atten-
tion, Babcock said,
adding appointment
calls are returned with-
in 24 hours.
Mayor Kip Walby re-
minded residents in-
stallers will be wearing
an identification tag
and have a logo on their
clothing for identifica-
tion. Those that are still
unsure can call (586)
447-3305 to confirm the
person at the door is
working for the city.
Once at the appoint-
ment, Babcock said in-
stallers check the num-
bers on the outside me-
ter device which is later
removed. Holes left be-
hind are filled with put-
ty or the device is left to
avoid a gap in siding.
Next the installer goes
inside, writes down the
numbers on the interior
meter and installs the
new one which sends a
signal daily to city hall
for meter reads.

ed with paperwork ex-
plaining what took
place and are notified if
there is a discrepancy
between the inside and
outside water meter
City meter replacement

With every success
comes a drawback.
Within this city of
12,000 or so houses,
5,000 residents have re-
quested the larger recy-
cling bins offered free
from the citys new con-
tracted trash hauler,
Rizzo Disposal.
They are very popular,
much more so than I
think any other commu-
nity has had in participa-
tion, Department of
Public Works Director
Bryan Babcock told city
council last week. Rizzo
or the city did not antici-
pate this many orders.
Also in much demand
are large refuse carts on
wheels the city has spe-
cial ordered and many
residents are awaiting de-
livery. Shipments are ex-
pected Sept. 20 and Oct.
11, Babcock said, adding
when they arrive, em-
ployees in his department
will start delivery based
on when orders were

Part of the reason for
delay, according to
Councilman John Caron,
is the citys Solid Waste
Committee decided the
recycling bins and trash
carts should be of the
same color, thus prompt-
ing a special order. Rizzo
offered red cans with its
name etched on the exte-
rior.
The exterior of the
citys carts designate
which is for trash and re-
cycling. The recycling
carts also have a label ex-
plaining what type of
products can be recycled.
The new $22 million,
8-year contract with Rizzo
Disposal is not only lower
than previously paid to
Waste Management, but
includes free 64-gallon re-
cycle bins with attached
lids for residents who re-
quest them.
The company also
agreed to pick up larger
cart-type receptacles at no
additional charge unless
more than 10 percent of
residents take advantage
of the system. Should that
happen, the annual fee in-
creases by about $60,000
annually, which is still less
than what was being paid
under the old contract,
city officials said.
The carts, which are not
mandatory, can be pur-
chased through the city
for $37.09 for a 64-gallon
and $43 for a 96-gallon
and come with a 10-year
warranty. The larger carts
are now in stock at city
hall.
Rizzo will continue to
pick up refuse bagged or
in traditional type con-
tainers and recycling in
bins already in use. Large
brush pickup remains in
the contract and leaf pick-
up extends into the sec-
ond week of December.
In addition, the compa-
ny agreed to host an an-
nual hazardous waste re-
cycling program previ-
ously sponsored by
Macomb County through
a grant that is no longer
available.
City officials said in pri-
or years, refuse collection
averaged between $2.8
and $2.9 million annually.
The eight-year contract
with Rizzo is about $2.7
million per year.

are very infrequent.
Thus far he said there
was no difference in 76
percent of the meters
and of the remaining 24
percent, 95 percent have
been $100 or less.
I wasnt sure how
that was going to go, he
said when the program
first began.
Residents, some of
whom reported receiv-
ing bills exceeding
$1,000 are not required
to pay the bill all at once
and can enter into a pay-
ment plan with the city.
Residents uncomfort-
able with the radio
transmitter can choose
to opt out of the device
for a $10 quarterly ser-
vice fee which Babcock
said is to cover the cost
of the city sending me-
ter readers to individual
houses. Thus far, 46 res-
idents selected the opt-
out plan.
Babcock said another
advantage to the anten-
na readouts is it alerts
the city to high water
use from one of its cus-
tomers. Once a quarter,
he said, the water de-
partment reviews the
data in search of red
flags which can indi-
cate the presence of bro-
ken water pipes or other
equipment malfunc-
tions.
He said several have
been found since the
program was imple-
mented.
At the request of
Counci l man John
Caron, Babcock will
provide current pro-
gram costs to determine
if the program fits with-
in the budget.

Elementary parents
may want to keep an
eye out for new signage
when dropping their
children off for school.
The city, in conjunc-
tion with the police de-
partment, is changing
the parking rules
around the school to
prevent back-ups and
potential accidents.
A traffic study con-
ducted during the 2004-
05 school year indicated
the traffic volume in the
area did not indicate a
need for change.
However, according to
City Manager Phil
Ludos, things have
changed and news
signs are warranted.
When I went to
school, when a lot of the
residents went to
school, they walked,
Ludos said, adding that
has changed and a
number of parents now
drive their students to
and from school daily.
Ludos said hes talked
with police chief Mike
Walleman and the pair
determined existing
signs will be removed
and no parking, stop-
ping or standing signs
will take their place.

explaining the changes.
Once the new signs
are in place, Ludos said
the police department
will give parents a two-
week grace period to
conform. After that,

newsletter and comply
and the other 90 per-
cent wont and will get
traffi c vi ol ati ons,
Ludos said.
Walleman is provid-
ing a diagram of where
the new signs will be
posted, some of which
will not allow parents to
drop their children off
on the opposite side of
the street, discouraging
students from crossing
the street.
City attorney Robert
Ihrie is slowly making
headway on cleaning up a
pair of eyesores in the city.
Ihrie told council at its
Aug. 19 meeting hes try-
ing to swing a deal with
the owner of a boarded up
house on Broadway be-
hind the Jimmy Johns on
Harper.
Councilman Chris
Vitale brought up the lo-
cation earlier last month,
hoping the city could in-
fluence the property own-
er to, at minimum, paint
the oriented strand board
used to cover the broken
windows in an attempt to
make the sight a bit more
attractive.
Ihrie reported the
homeowner lives in
Australia and is working
on a deal to sell the house
to the business owners
fronting Harper who in-
tend to demolish the
house and use the proper-
ty as a parking lot.
If the owner fails to re-
spond, Ihrie said he will
continue to seek an order
of demolition through the
courts.
The second property is
on Detour of which Vitale
previously asked if the
city could condemn the
house but maintain the
newer garage on the
property. Ihrie reported
he sent a list of extensive
repairs needed to the
house which must be
completed in 60 days to
the property owner, PNC
Bank. Ihrie also offered
another option, demo the
house, keep the garage
and give the bank 18
months to construct a
new house on the proper-
ty.

Senior Center for Active
Adults earlier this week
with one purpose in mind
making apple pies.
The centers annual
apple pie fundraiser is in
full swing and, according
to volunteer Marilyn
McClure, this years
batch of pies and pie kits
shows great promise for
the taste buds.
The apples are great
this year, she said.
Theyre going to make
the best pies weve ever
had here.
McClures job during
her volunteer session
last Monday afternoon
was to fill empty pie
crusts with a heap of sea-
soned apples.
Its great to see all
these volunteers coming
out like this, Senior
Center Director Sue
Fickau said. Weve had
everything from our
members to city leaders
and state representa-
tives. Its great to see ev-
eryone rallying around
this for us.
Fickau said these vol-
unteers will peel more
than 90 cases of apples,
prepare and bake more
than 1,000 pies and as-
semble a multitude of pie
kits to sell to the hungry
public all within a weeks
time.
We started the peeling
on a Sunday this year,
she said. And we got a
good turnout for that,
too.
The pies are $10 each
and available at the se-
nior center located on
Pleasant west of Little
Mack.
The apple pie fundrais-
er continues through the
weekend, although
Fickau said the pies go
fast.
I think if someone is
waiting until Saturday to
get one they might not be
able to, she said. They
go fast.
From 1 to 8 p.m.
Friday, Sept. 19, and con-
tinuing from 10 a.m. to 8
p.m. Saturday, Sept. 20,
during the centers first
annual Made in
Michigan Market on the
grounds of the senior
center.
We have over two
dozen vendors, Fickau
said. Were very excited
about it.
Pies will be available
for purchase during the
Made in Michigan
Market until the last pie
and pie kit is sold.
We also want to make
sure people dont forget
about the hockey game
Saturday (Sept. 21)
night, Fickau said.
Thats going to be fun
too.
The hockey game, pre-
sented by GTJ
Foundation, is slated for
7:30 p.m. Saturday, Sept.
21, at Civic Arena and
pits the citys police and
fire departments against
one another on the ice.
Tickets are $10 and
can be purchased at the
senior center offices or
at the gate the night of
the game.
All the money raised
at these events goes di-
rectly to the center,
Fickau said. So you can
see how important these
things are to us and what
we offer.

A balanced $631 mil-
lion county budget ap-
proved by the Macomb
County Board of
Commissioners includes
enhanced county servic-
es in areas such as veter-
ans and senior services
and services at the clerk
and prosecutors offices.
The budget includes a
$49,546 surplus.
Commissioners dedi-
cated more than 25
hours and 17 public
meetings to discussion
of the proposed budget,
sai d Boar d of
Commissioners Chair
David Flynn. We talked
with department heads
to determine their needs
and worked together to
find the best possible al-
location of taxpayer dol-
lars.
As a result, we ended
up with an improved
budget which will posi-
tively impact more resi-
dents.
During its budget re-
view process, which be-
gan in July, the board
determined that a num-
ber of amendments
were necessary to the
proposed budget to
maintain key county
services and better
streamline operations.
The following im-
provements have been
made:
Shorter lines at the
clerks office, as addi-
tional staff implement
E-filing services and ad-
dress a backlog in pro-
cessing court matters
caused by previous bud-
get cuts.
A change in
Veterans Services ex-
penditures ensures
more funds from the
dedicated veterans mill-
age are channeled to di-
rectly serving veterans
and less on subsidizing
county internal costs.
Some of the most
impactful changes are to
be experienced by the
countys senior popula-
tion.
Budget amendments
replace funding lost by
the federal sequestra-
tion cuts and restore se-
nior services to 2012
funding levels. This
means about 20,000
meals will return to the
tables of eligible seniors
and meal services are
restored to five days a
week.
An allocation of
funds for independent
audits create heightened
levels of accountability.
This gives the boards
Audit Committee the re-
sources to conduct au-
dits on unfunded liabili-
ties, pension and health-
care costs and major
construction projects.
Critical needs in the
countys Prosecuting
Attorneys office are be-
ing addressed. The of-
fice is currently operat-
ing at the lowest staffing
level in 20 years, when
the office handled 5,000
cases a year. It currently
handles 22,000 cases a
year.

Commissioner Fred
Miller, who serves as
chair of the Finance
Committee, said the
budget process pro-
duced a document with
a focus on providing
useful county services to
those who need it the
most.

which truly serves the
people of Macomb
County, said Miller. I

lessly toward an out-
come we can be proud
of.
This year marks the
first time the budget is
being reviewed by the
B o a r d o f
Commissioners as a
consolidated document
which includes both the
September (Special
Revenue and Enterprise
Funds) and December
(General Fund) year-end
budgets as a single
package.
The Boards budget
review process included
departmental reviews,
the evaluation of yearly
trends for each depart-
ments revenue and ex-
penditures, and the in-
troduction of perfor-
mance-based budget re-
view methods.

Woman assaulted
with unknown
aerosol
A 35-year-old St. Clair
Shores woman was walk-
ing her dog about 7 p.m.
Sunday, Sept. 8, on
Waterloo near Hoffman
when an unknown man
drove near her and
sprayed an unknown
aerosol substance into her
face.
The woman told police
she saw the arm of a white
male outside a blue vehi-
cle with an aerosol can in
his hand. She looked to-
ward the vehicle and was
sprayed in the face. The
vehicle turned toward 13
Mile. The woman walked
home, called police and
two squad cars were dis-
patched to look for the ve-
hicle. No suspects were
found.
The woman went to an
area hospital where she
was treated and released.
Bike stolen
A 57-year-old man liv-
ing on Bon Heur reported
Monday, Sept. 9, his 2013
giant cyprus bicycle with
light blue pin striping and
black trim he purchased
one month ago for $535
was stolen from his ga-
rage.
The man told police he
last saw the bike the day
before. He also does not
know if the garage door
was open, but it was un-
locked.

The reconstruction
and renovation project
expanded the facility
from about 6,000 to
26,000 square feet, a
fourfold increase in
workspace and a tre-
mendous increase in
building capacity. The
projects completion al-
so marks the beginning
of a far-ranging oppor-
tunity for more than 250
military intelligence
professionals to support
a wide array of missions
and projects buttress-
ing requirements and
objectives around the
world.

is currently home to
more than 250 active-
duty, reserve, National
Guard, and civilian in-
telligence professionals

Nearly 100 artists from all over the area joined thou-
sands of patrons last weekend at Veterans Memorial
Park for the 26th Annual Lac Ste. Claire Art Fair.
I just love the variety, said DeAnna Russo, an event
patron. Theres a little bit of everything at this fair. I like
to see as much variety as possible and this has it.
Russo was one of thousands who attended the two-
day event and entrants chairwoman Sara-rose Melby
said this years installment was a success despite hav-
ing to compete with art fairs in other communities
Were competing with Funky Ferndale and DIY Mart
this year, Melby said. Our attendance has been good
considering those other two fairs going on though.
Ninety-four artists set up displays this year, paying a
booth fee that goes directly to the scholarship program
for the Miss St. Clair Shores pageant.
We try to be as accommodating as we can to the art-
ists, Melby said. Thats very important. If the artists
are happy,
then thats a
good thing.
They do a
wonderful
job of pro-
moting the
event them-
selves and
making
sure we can
do every-
thing we
can for
them is a
high priori-
ty for us.
Shirl
Hathaway
has been an exhibitor at the event since its very first and
says shes seen the show change over the years.
I love the scenery of this show with the beautiful
park and the lake and everything, Hathaway said.
And theyre very accommodating to the artists. I have
seen the show change and grow over the years though,
artists have come and gone, but overall I cant complain.
Its been a very good show.

ry of American naval war-
fare.

a British squadron on
Sept. 10, 1813, in the
Battle of Lake Erie a
victory historians rate as
the turning point in the
War of 1812 is over-
shadowed by lesser victo-
ries in greater wars.
Likewise, Perrys action
report, while known gen-
erally, is known indistinct-
ly.
Its due to the War of
1812s identity problem.

The Battle of Lake Erie,
on loan from the
Philadelphia Academy of
Fine Arts.
Birch, born in London,
England, spent his adult-
hood in Philadelphia and
belonged to the academy.
His Battle painting,
measuring 5 1/2-by-8 feet,
is more relevant as a snap-
shot of history than as art
for the ages.
He began the work less
than a month following
Perrys victory.
Right after the battle,
there was great demand
from the public for images
of Perry and the scene it-
self, Hill said.
While some artists pur-
sued drama, Birch sought
accuracy.
He wrote Perry a cou-
ple of letters, one of which
approved of the arrange-
ment of the ships, Hill
said. Its an accurate de-
piction of the battle.
Hill rendered the oppos-
ing fleets nine
American and six English
ships, brigs, schooners
and sloops in a pyrami-
dal composition.
Perrys ravaged flag-
ship, the 20-gun brig
Lawrence, is front and
center. Although its hull
and rigging are riddled
and sprung from repeated
enemy broadsides, the
American flag flies from
the stern.
Action in the painting
takes place in the middle
ground.
Perry has shifted his
command to the undam-
aged brig, Niagara, and
breaks the English line.
Imminent capitulation is
partially obscured by
flashes of gunpowder and
clouds of cannon smoke.
Perry insisted the sur-
render take place on the
Lawrence so people could
see the cost of the battle,
Hill said. The decks were
awash with blood and
body parts.
Images in the center of
the canvas are sharper
and more detailed than
those on the wings. As the
scene fans out, ships lose
specific features.
Birchs imagines a per-
spective from the deck of a
ship a few hundred yards
away from the battle.
Hill reinforced the effect
by displaying the painting
so the bottom edge is
about three feet off the
ground. The horizon
comes to waist level.
It makes you feel like
youre part of the battle,
Hill said.
Some 40 works com-
prise the exhibition, in-
cluding Toledos portrait
of Perry by Gilbert Stuart.
Stuart was slow on the
commission of his paint-
ings, Hill said. At his
death, all he finished of
Perry was the head. His
(16-year-old) daughter,
Jane, finished the figure.
She filled in the back-
ground and painted a uni-
form on it.
There are drawings,
prints, manuscripts, maps
and a copy of the Treaty of
Ghent, ending the war.
Treaty signatories in-
clude John Quincy Adams
and Henry Clay.
Perrys Victory: The
Battle of Lake Erie runs
through Nov. 10, at the
Toledo Museum of Art.
Admission to the museum
and exhibition are free.
The museum is located at

Scottwood Ave., west of

block off I-75 with exit
