INTRODUCTION
With an increased demand on the timekeeper personnel in the Human Resources Department and
with the long range goal of automating communication between the department and Cook
County Sheriff Employees it has become necessary to create a web portal to begin the process of
automation. The project management plan will outline the first phase in achieving this long range
goal to provide a means to communicate with CCSO employees by first creating a central
location to keep them informed of their available benefit time.
PROJECT MANAGEMENT APPROACH
The Information Technology Unit Project Manager has the overall authority and responsibility
for managing and executing this project according to this Project Plan and it Subsidiary
Management Plans. The project team will consist of personnel from the CCSO Information
Technology Unit and the CCSO Human Resources Department. For the purpose of this project
each department shall be managed by its Director and the tasks delegated through the formal
chain of command. Final authority and approval of the project plan and final deliverables rests
with the Cook County Sheriffs Chief of Staff, followed by the Director of Human Resources.
PROJECT SCOPE
Objective:
Provide secure and centralized location for CCSO employees to view benefit time data from the
Time-tracker application database. Employee users of this website will be connected to the Cook
County Wide Area Network or a Direct Access Device.

PROJECT DELIVERABLES
A secure Active Directory single Cook County Sheriff LE domain credential sign on internal
web site with a CCSO wide published URL to display the following Time-tracker data:
All available balances as of last completed pay period including hours deducted (benefit time
deductions) to date without the accrual. If exceptions cannot be date stamped can display
negative hours next to the corresponding category. The page will include the following fields;
Comp
Medical
Vacation
Personal
Floating Holiday
Regular Holiday
FMLA hours used, start date, and end date.
Full name and JDE should display. Include accrual date and vacation rate.
Display location, shift, and regular days off (RDO).
The display page shall contain a simple user print out capability that will capture the computer IP
address, time, date, and user information when printed. Both on the screen and on the print out,
the disclaimer should state "This information is subject to verification. If you believe
discrepancies exists, please notify Personnel, through your chain of Command, in writing. In
your detailed, written communication, please include a screen print(s)"

The display page shall also create a link clearly visible and obviously noticeable at the top ofthe
page that will direct the user to a special notice and announcement page that shall be used for
current and timely notifications from the Cook County Sheriffs Office Human Resources
Department
Back end administration of website shall include a log of all user logins. The administration of
the website will allow reporting capabilities of login activity and website analytics. The format
and delivery of reports to be determined at a future date.

The Project Team shall perform the following:
Determine the best approach to achieve projected milestone dates using only the
Cook County Sheriffs existing Microsoft computer network systems, human
resources, and regular work hour schedules.
Control the access of sensitive personnel data and Cook County Sheriffs LE Domain
network access using basic security practices for web applications as outlined in the
Microsoft best practices for web applications.

PROJECT CHANGE CONTROL PROCESS
Changes to the proposed work breakdown and schedule shall be categorized by level of impact
of change on the project's scope, schedule, and cost. The range shall consist oflow, medium or
high.
Low impact change decisions shall be handled by the Project Manager. Medium impact change
decisions will be mitigated by the Project Manager, the Application Development Manager and
the Human Resources Director. High impact change decisions shall be brought before the
steering committee. The steering committee will consist of the Chief of Staff, the Human
Resources Director, and the Information Technology Director.
Project changes will be made using the Project Change Form located in the document section of
the Teamwork PM Project Management portal. All change forms shall be completed and
forwarded to the Project Manager. Medium and high impact change forms will be forwarded by
the Project Manager to the Application Development Manager and the Human Resources
Director.
COMMUNICATIONS MANAGEMENT PLAN
All communications for the Benefit Time Website Project will be conducted using the
Teamwork PM Project Management portal. No other form of communication will be used to
document the communications of the project. It will be the responsibility of the Project Manager

to ensure that all project team members have access to the portal and know how to use the portal
for all project communications.
Routine project task communications between the Information Technology Unit team
members shall be copied to the Project Manager.
Routine project task communications between the Human Resource Department team
members shall be copied to the Project Manager.
Routine project task communications between the Information Technology Unit team
members and the Human Resource Department team members and all replies to those
communications shall be copied to the Project Manager, The Application
Development Manager, and the Human Resource Manager.
Milestone completion meetings will be scheduled, conducted, and documented by the
Project Manager and copied to all project team members.
All Project Change Form communications will be sent to the Project Manager, copied
to the Application Development Manager, and the Human Resource Manager

The Project Manager will be responsible for managing and reporting on the project's cost

QUALITY MANAGEMENT PLAN
The Project Manager will be responsible for managing and reporting on the project' s quality
throughout the duration of the project. During the milestone completion meetings, the Project
Manager will meet with management to present and review the project's quality performance for
the preceding completed milestones. Quality will be measured using Microsoft Development
Network Library- ASP.NET Web Application Security- Basic Security Practices for Web
Applications as a guide to ensure that best practices are being followed to accomplish each
milestone. The Project Manager is responsible for accounting for quality deviations and
presenting the Project steering committee with options for mitigating quality concerns.
RISK MANAGEMENT PLAN
The approach taken to manage risks for this project will include a methodical process by which
the project team identify, score, and rank the various risks. The Project Manager will provide
status updates on assigned risks in the milestone completion meetings. Upon the completion of
the project, during the closing process, the project manager will analyze each risk as well as the
risk management process. Based on this analysis, the project manager will identify any
improvements that can be made to the risk management process for future projects. These
improvements will be captured as part of the lessons learned knowledge base.

CONTINGENCY PLANS
In the event that risks become certain it will be the responsibility of the Project Manager to meet
with the steering committee to recommend corrective action. Staffloss or reassignment of the
application development staff may temporarily require outside staff augmentation. Finding and
recommending qualified temporary staff augmentation for application development will be the
responsibility of the Project Manager. Qualified staff augmentation sources will be identified
before the start of the project and documented in the Teamwork PM Project Management portal.
