Best practices in e-governance
e-governance refers to the use of Information and
Communication Technology (ICT) by government
departments or offices.
ICT enabled e-governance and Best Practices enable
integration of government process, services with inter-
operable standards with convergence across
departments and reducing duplication of data.

State Wide Attention on Grievances by Application of Technology
The grievance redressel mechanism in a state gives an idea on the
effectiveness of its governance.
Grievances should be addressed through formal channels, with unresolved
grievances being dealt with at progressively higher levels.
To bring about a revolutionary change in the way grievances were being
addressed in Gujarat, the SWAGAT on line program was used since 24th April
2003 by the Honble Chief Minister.
From February, 2011 GRAM SWAGAT has started for village level grievances.

Public Distribution System
Scope of the computerization
New Bar-coded Ration Cards, Allocation of commodities, PDS Coupon, Issuing Permits to FPS shops,
Licensing of FPS shops, GodownManagement and Controller & Legal Metrology modules.
New Bar-coded Ration Card with 2D Bar-code are being issued to the
beneficiaries. The bio-metric data of at least 1 member/cardis captured.
Establishing the identity of a person
thorough Convergence of Ration Card data with EPIC, BPL, GAS, Electricity and Khedutkhatedar databases;
online.
PDS coupon to the beneficiary to avail the commodity covered in PDS
through e-Grams/Cyber Caf/TalukaOffice.
PDS Coupon is generated only after finger-print verification of beneficiary with central repository
Coupon is printed commodity wise having 2D Bar-code.
Total 1,24,783new bar-coded ration card generated.
Total 5,60,570coupons have been generated and
46,606beneficiaries are covered in 180pilot FPS

A complete mutation process ; integrated to gARVI (eRegistration)
for auto mutation at present; will link all offices which uses/shares

Automation of Administration of Registration, Valuation &
Indexing in Gujarat
The objective is to improve the services of the Sub Registrar office to
the public by providing speedy Registration Process and return the
registered document on the same day.
Registration Process covers
Land ownership verification using bio-metric authentication
Pre-valuation and market value calculation based on ready
reckoner.
All registered document details stored at Centralised Data server .
Photo and Thumb Impression of all parties are captured.
Scanning the ordered document
Auto Mutation Generation on final order.
Status
Implemented in all 225 talukas in Gujarat.
Daily around 3000 documents are registered in all over Gujarat.
All Sub Registrar offices are connected with GSWAN network.

G2C form is generated by this system.

Online Job Application system
With an objective to expedite the recruitment process at the application level and
bring transparency at each stage of recruitment, OJ AS was developed.
Primary recruitment system, recruiting agencies had cut down timing of recruitment
process drastically.
Provided the freedom to the applicants to file application without manual hurdles
OJ AS becomes great tool for recruitment in terms of G2G and G2C
Users: Gujarat Public Service Commission (GPSC), Gujarat Subordinate Service
Selection Board (GSSSB), Gujarat Panchayat Service Selection Board (GPSSB),
Gujarat State Road Transport Corporation (GSRTC), State Examination Board (SEB)
and so on.
Status: Implemented first in Feb.2010 for GPSC and then with some customization
same has been implemented for others.
Approx. 20 lacs applications have been processed for different vacancies in
government and conducted various exams and tests for candidates.
Approx. 20,000+vacancies have been published on OJ AS of around 90 categories.
Application filing on OJ AS with photo and sign upload facility
Chief Secretary of Government of Gujarat has directed all departments to adopt
OJ AS for transparent, speedy and easy recruitment without any legal battle.

Gujarat Judiciary
THE objective of Computerisation of Judiciary is to enhance judicial productivity both
qualitatively and quantitatively as also to make the justice delivery systemaffordable,
accessible, cost effective, transparent and accountable with a telescopic viewto reach at
the litigants' door steps up to village level by bringing the Indian Judiciary under one
umbrella.
Reduced Total Cost of Ownership (TCO):
TCO reduced considerably due to adaptation of FOSS, as costs towards Office
Suite and Antivirus solution were saved. Linux based clients with Open Office as
office application suite was provided to clients.
Daily Cause lists Online: Both judge wise and advocate wise are available
online for the benefit of the litigants and advocates.
Case Status Search:is facilitated online by name of litigant or advocate and case
number. Full case summary along withhistory of hearing and transfer details are
made available online.
Inquiry Counters are operated in every computerisedcourt for dissemination
of simple copy of orders, case status etc. directly to the litigants
