SECTION 101 GENERAL Replace Chapter 1 in its entirety with the following: 101.1 Title The 2009 International Fire Code (IFC), as amended by the 2011 OBO International Codes Supplement, shall be known as the 2011 Fire Code of Overseas Buildings Operations. This code shall apply to the design and construction of all overseas projects by the U.S. Department of State. 101.2 General Administration provisions in Chapter 1 of the Building Code of Overseas Buildings Operations, apply to this code.

SECTION 503 FIRE APPARATUS ACCESS ROADS Add the following sentence to the end of Subparagraph 503.1.1 New buildings shall be sited on the property so that the fire department has unobstructed access under all weather conditions, on at least two sides, by way of permanent designated routes. Add the following Subparagraph 503.1.1.1 Designated compound fire apparatus entrance. 1. Designated compound fire apparatus entrance shall be through the Main CAC. Exception. Other CAC may be used as the designated fire apparatus entrance only upon written approval of both of the following: A. OBO/OPS/FIR/FPE. Delete Subparagraph 503.2.1 and replace with the following: 503.2.1 Dimensions. 1. Compound fire apparatus access roads: A. Minimum unobstructed width: 6.1 m. B. Minimum unobstructed vertical clearance: 4.0 m 2. CAC sally ports: A. Horizontal clearance at the CAC sallyport traffic lanes: 4.0 m maximum, 3.7 m minimum. B. Minimum unobstructed vertical clearance: 4.0 m or the height of fire vehicles expected to respond to the site, whichever is greater. Add the following sentence to the end of Subparagraph 503.2.3 Surface: Fire department vehicular access may be constructed of soft landscape elements such as stone, sod over gravel base, as well as grass and unit pavers. Designated routes shall be capable of supporting fire department apparatus weighing 20,000 kilograms or as determined in the Initial Planning Survey (IPS) or in a contract attachment. Delete Paragraph 503.2.4 and replace with the following: 503.2.4 Turning radius. All curve or turn radii from the public right of way to the designated compound fire apparatus entrance CAC must be sufficient to accommodate the turning profile of the local responders largest emergency apparatus.

SECTION 805 UPHOLSTERED FURNITURE AND MATTRESSES IN NEW AND EXISTING BUILDINGS Delete Subsection 805.4 and replace with the following Subsection: 805.4 Upholstered Furniture. All upholstered furniture shall bear the Upholstered Furniture Action Council (UFAC) label with certification that the furniture is constructed in accordance with UFAC methods to provide cigarette ignition resistance. 805.4.1 Furniture purchased in the U.S. shall meet the requirements of the California Bureau of Home Furnishings and Thermal Insulation, Technical Bulletin No. 117: Requirements, Test Procedure and Apparatus for Testing the Flame Retardance of Resilient Filling Materials Used in Upholstered Furniture as referenced in NFPA Standard 260. 805.4.2 Non-U.S. Furniture. When non-U.S. furniture purchase is necessary, standards compatible with U.S. testing procedures shall be followed to maintain the fire protection features of the building. 805.4.3 Existing Furniture. Existing furniture to be re-upholstered shall meet the requirements of NFPA 260: 1. Welt cord, filling/padding components, decking material, and barrier materials classifications are to be Class I. 2. Class I cover fabrics are permitted to be used in contact with other Class I materials. 3. Class II cover fabrics should only be used when used in conjunction with Class I barriers. 4. The requirements of Subsection 12.2.8.1.5.1 shall apply when using U.S. manufactured components. 5. The requirements of Subsection 12.2.8.1.5.2 shall apply when non- U.S. materials are used. Add the following Subsection: 805.5 Residential Facilities. The following requirements shall apply to residential facilities. 805.5.1 Mattress and Bedding. Comply with DOC FF 4-72, flammability standard.

SECTION 903 AUTOMATIC SPRINKLER SYSTEMS Delete the subsection in its entirety and replace with the following: 903.2 Where Required. Approved automatic sprinkler systems shall be installed in all new buildings per NFPA #13, standard DOS specifications and when required by the IBC and the IFC. The sprinkler systems shall be installed throughout the entire facility, floor, or area. The automatic sprinkler systems shall be hydraulically and seismically designed in accordance with NFPA 13, 14, 20, 24, 25, 37, 70, 72, 96, and 231C where applicable. 903.2.1 Hazard Classification. Automatic sprinkler systems shall be designed to Light Hazard Group 1 except when a higher hazard exists. See NFPA 13 Appendix A for hazard classification of typical occupancies Delete the subsection in its entirety and replace with the following: 903.3.5 Water Supplies. Integrated water supply may be used for multiple Department of State owned buildings on a compound. This integrated water supply may be in one tank provided that the required water remains dedicated for the purpose of fire service. The supply shall be sized for the largest demand presented by any one building. Add the following subsection: 903.3.5.3 Hazard Classifications higher than ordinary hazard shall have the water supply requirements that meet the higher demand as specified by NFPA 13 and approved, on a case-by-case basis, by OBO. Add the following subsection: 903.3.8 Fire Hydrants shall be provided in sufficient quantity to enable local fire-fighting forces to deliver the water flow required to sustain fire-fighting operations. 1. External Source: Fire hydrants shall be supplied from an external source, i.e. city water main. 2. Location: Fire hydrants shall be located within 12.192 m of residential buildings and within 91.440 m of business and warehouse facilities. 3. Spacing: Fire hydrants shall be spaced so that hose laid by the responding fire vehicles does not exceed 15.24 m from the vehicle to the nearest hydrant. 4. Compatibility: Fire hydrants shall be compatible with host nation use. Add the following subsection: 903.3.9 Fire Pumps (electric or diesel driven) where required, shall be connected to an emergency power source. When an electric driven fire pump is utilized it shall be equipped with an automatic transfer switch to change the power source from domestic to emergency power per NFPA #20. The emergency power must be sized for the in-rush requirements of the motor. Jockey pump controllers shall be provided with emergency backup power.

1. Split Case Horizontal Fire Pump: The fire pump package shall be a modular, skid-mounted pump, diesel or electric driven, rated at a minimum of 1893 liters at 690 kilopascal or larger based upon the hazard/demand of the system. The package shall be factory tested as a complete working system with the controller, jockey pump, day tank (568 Liter capacity), and batteries for diesel driven pumps, flow meter line and associated piping. For additional information refer to OBO Specification 13921, "Fire Pump Assemblies." 2. Fire Pump Installation shall conform to NFPA 20. 3. Vortex Plate: Installation of the vortex plate within the water tank shall be a 1219 mm x 1219 mm plate installed 152 mm above bottom of tank. This will only be necessary for horizontal split case fire pumps. 4. Size: Fire pumps shall be sized to provide the necessary pressure and flow at the hydraulically most remote point. 5. Diesel Driven Pumps shall have a fuel supply sufficient to equal 3.78 liters per 1 hp plus 10% and shall be provided with an automatic weekly test run for 30 minutes. SECTION 905 STANDPIPE SYSTEMS Add the following sentence to the end of the paragraph: 905.3 Required Installations. Sprinkler and standpipe systems shall be supplied by common risers. Add the following sentence to the end of the paragraph: 905.6 Location of Class III Standpipe Hose Connection. Standpipes shall be designed in accordance with NFPA 14, except as herein modified. For combined systems, standpipe system risers shall serve as the water sprinkler system risers in buildings having both systems SECTION 906 PORTABLE FIRE EXTINGUISHERS Delete Subparagraph 906.1 and replace with the following: 906.1 Where required. 1. General. A. B. Portable fire extinguishers shall be external cartridge type. Travel distance to a portable fire extinguisher shall be measured from the most remote point to the extinguisher along the natural and unobstructed path

Provide additional fire extinguishers for specific hazards including, but not limited to electrical rooms, and storage. b. Provide additional extinguishers where hardlines and any special locking devices limit access to fire fighting appliances, when locating portable fire extinguishers. Exception: extinguishers shall not be located in consular waiting areas or in paths of egress leading from these areas. B. Flammable Liquid Storage/Commercial Cooking/Woodworking Areas. 1) Required rating: 10A60BC 2) Maximum travel distance: 9.144 m from any flammable storage/commercial cooking/woodworking area. 3) Additional requirements: a. Typical locations: snack bars, generator rooms, paint shops, fuel-dispensing areas, and fuel-fired equipment. b. Additional extinguishers should be provided for specific hazards (e.g., electrical rooms, storage). C. Electronic Areas and Classified Computer Rooms (CCR). 1) Required rating: 4A40BC 2) Additional requirements: a. A minimum of one (1) shall be installed in or just outside the door of communications centers, computer rooms and other essential electronic areas. Warehouse/Storage Buildings. 1) Required rating: 10A60BC 2) Maximum travel distance: 15.24m. 3) Additional requirements: a. Provide additional fire extinguishers for specific hazards including, but not limited to electrical rooms, and storage. Residential Units. 1) Required rating: 4A40BC 2) Minimum one (1) per dwelling Residential Parking, Multi-vehicle: 1) Required rating: 10A60BC 2) Minimum one for every ten- (10) vehicle spaces.

Delete the subsection in its entirety and replace with the following: 907.2.2 Group B. Automatic Fire Detection System shall be installed in all buildings. When an automatic sprinkler system is installed the fire alarm system shall be designed/installed as a partial system per NFPA #72 and the standard OBO-SPEC Fire Alarm Specification. Delete the subsection in its entirety and replace with the following: 907.2.9 Group R Occupancies (Residential). buildings: 1. Marine Security Guard Residences 2. Apartment Houses three or more stories in height or having sixteen or more dwelling units. 3. Throughout the Common Areas 4. Group R, Division 1: Fire alarm systems shall be installed in accordance with the International Fire Code, Section 907.2.8. When the entire building is protected by a completely automatic fire suppression system, a limited fire detection system incorporating the features described in Subsection 12.4.1.11 is required. 5. Single Station Smoke Detectors: Each dwelling unit shall be protected by single station smoke detectors with audible bases properly installed in accordance with the manufacturers recommendations. Install the single station smoke detectors in each sleeping room and at a point centrally located in the corridor or area giving access to each separate sleeping area, and on each level if more than one level. SECTION 912 FIRE DEPARTMENT CONNECTIONS Delete the subsection in its entirety and replace with the following: 912.1 Fire Department Connections. A siamese connection shall be provided outside the compound adjacent to a main street in accordance with NFPA 13 and 14. The location of the fire department hose connections shall be approved by OBO. The connection size and threads shall be compatible with the local fire department and conspicuously marked with bi-lingual signs. See Section 11.8 for signage requirements.
