i. Yes Neg. Speech: Drew Harger i. Special events that Alt. Breaks is not something student senate can fund. There is a huge difference between Alt. Breaks and groups like Mock Trial. Mock Trial does not cost participants anything and Alt. Breaks does. Scholarships cannot be funded. Student Senate would not be able to provide a significant decrease in trip costs. Weekend breaks are such a small part of Alt. Breaks and that is the only thing we might be able to fund in the future. Neg. Speech: Brandon Woodard Neg. Speech: Kristina Maude i. This would be opening a door to a blurry line for travel exemptions Neg. Speech: Ryan Moulder i. Engineers without Boarders was just denied this same travel exemption Motion to extend speakers time Positive Speech: Mark Savoy and Alex Kinkead i. Travel is essential to the Alt. Breaks experience and Alt. Breaks is open to all students. Senators are supposed to advocate for student growth and Alt. Breaks does this. If you like the Preamble in Rules & Regulations a vote against this is a vote denying students the opportunity to grow outside of the classroom. If we are to hold ourselves to that standard we should fund groups like Alt. Breaks. 1. Thomas Plummer are there associated costs for weekend breaks? a. Yes, because as a group we do not have the means to reimburse the driver. 2. Jeffery Durbin Do you think the lack of funding is there because of funding issues? a. Yes. There is always a limit and we have to weigh our costs and benefits. There has to be an application process because of this. 3. Seyool Oh How much money was spent in the past year? a. $275 for participants and $225 for site leaders b. $20,000 was secured last year 4. Sara Anees How many weeklong breaks are offered this year? a. 34 5. Mitch Rucker How many students are denied a break? a. 50% due to capacity

i.

6. Shelby Webb Do the scholarships that are given encourage students to apply? a. Yes 7. Eric Hurtt How do you determine who should go on Alt. Breaks? a. Look at group dynamics b. Diverse thinking c. Interests in the issues and interest in the educational experience 8. Thomas Plummer would you consider weekend breaks in the Lawrence area travel? a. Yes. There are some destinations that we have to carpool to. 9. Sara Anees do you have academic criteria for choosing students for breaks? a. No, but we do ask for a GPA above a 2.0, but we have still let in students with GPAs that are lower. 10. Neg. Speech: Drew Harger a. Language of the bill this exempts all Ku Alt. Breaks. This gives the entire organization an exemption. Student senates in the future are going to look at tolls and travel for exemption in the future. 11. Move to call to question 12. Fails 13. 2014-080 A Bill To Amend Student Rules And Regulations Article III, Section 5.3: To Require Multicultural Education Fund Bills To Be Referred To Multicultural Affairs Committee i. Alek Joyce If a bill contradicts rules & regulations can this even occur? ii. Neg. Speech: Bahar Barani 1. Explaining amendment iii. Move to amend 1. Seconded iv. Neg. Speech Drew Harger 1. The amendment takes away from a bill needing to go to the appropriate committee. a. Mitchell Cota Would you be okay with allowing us to table this until next cycle? i. Yes

b. Qi Chen could we get rid of the part that says that the bill can only go to Rights or MA? v. Positive Speech: Alek Joyce 1. Always going to finance would be good, but we should table this indefinitely. The bill could be brought back to full senate by the authors at a different time. vi. Move to table vii. Seconded viii. Bill is postponed indefinitely j. 2014-084 A Bill To Remove Rules And Regulations Appendix M Section E: Student Senate Legislative Requirement i. Luke Maxfield two problems mandate undermines the liability as student leaders; this change would not limit senate in any way. Each time the legislative deadline comes senators are rushed and bills are superfluous. ii. Neg. Speech: Sara Anees 1. Two bills a semester is a minimal amount of work and it is good practice for senators. One bill as a minimum is insane. Every group and the student body deserve to be heard and represented within senate. iii. Positive Speech: Shelby Webb 1. This might be an example of superfluous bills. a. Alek Joyce Do you think people can be engaged in the legislative process without being required to write a lot of bills. i. Absolutely. You can be an educated senator without have ever authored a piece of legislation. iv. Neg. Speech: Alek Joyce 1. Friendly amendment a. Seconded v. Move to amend vi. Passed vii. Move to call to question viii. Passed k. 2014-086 A Bill To Amend Student Senate Rules & Regulations Article VI Section 6.3.10.1 Membership Of The Student Environmental Advisory Board i. Sara Anees Feels there is someone else would be able to chair this better.

ii. Move to call to question iii. Passed l. 2014-087 A Bill To Amend Student Senate Rules & Regulations Article 1 Section 1.2 i. Move to call to question ii. Passed m. 2014-088 A Bill To Amend Student Senate Rules & Regulations Appendix N Section 1.6 i. Friendly Sponsors ii. Hannah Sitz This is already in place? 1. Yes, it would not change the amount of money a group is able to receive. iii. Neg. Speech: Alek Joyce, Mitchell Cota, and Kristina Maude 1. Confusion on who the primary funder should be. We should take more time to find a good way to go about this. Sometimes MEF will have more funding, but we just need a bit more discussion before this bill goes forward. a. Mitchell Cota Motion to send back to MA b. Move to suspend rule 3.5.3 i. Neg. Speech: Alek Joyce 1. Should be sent back to all initial participating committees a. Drew Harger You dont want the bill to go to MA? i. I dont want to suspend a rule. b. Sara Anees Would you be willing to see this bill later? c. Hannah Sitz What do you see as a detriment to suspending this rule? d. Tyler Childress was this already sent to Finance? i. Yes e. Sara Anees did Finance have quorum when this was passed? i. Had it by 1. 2. Positive Speech: Ashlie Kohen 3. Move to call to question on the suspension of the rule

4. Passed 5. Motion to refer bill to MA 6. Passed n. 2014-304 A Resolution To Eliminate Student Senate Coalitions From The Student Senate Elections Process i. Motion to take a roll call vote ii. Seconded iii. Authors: Marcus Tetwiler and Tyler Childress 1. There is drama and stigma that exists in the coalition system. There are already teams being formed and exclusivity happening in this body. I hope that you chose to run on the ideas that you support, not a group that is the most popular. Students should inspire debate and creativity. That does not happen in a coalition system. We should be fighting for the democratic process that we perform here. The goal is 2/3 and the bigger picture tonight. We need continuity going into the future. Each and every one of you should aspire to make the election process better than it is today. iv. Move to extend speakers time. v. Seconded 1. The coalition system itself does not present a higher voter turnout. It does not allow for competition. If individuals run, there will be more competition and more ideas presented to represent the student body as a whole. The coalition system is exclusive, and it does not let people in easily. We cant even bet two coalitions to fill every seat in senate. We are not getting enough people involved. Many people run in the spring that are not interested in serving the student body, they are more interested in supporting their presidential and vice-presidential candidate. The argument that the coalition system is tradition is not enough reason to keep it around. Coalition systems cost a lot of money, and it is easier to cloak how much money is actually being spent. vi. Motion to extend speakers time by number of questions 1. Jeffery Durbin How many people ran for freshman elections and how do those people prove that people can run without a coalition? a. 27 candidates, there were over 3,000 votes b. We want to work with IT to work on improving voting processes

c. Freshman elections are an imperfect science and that is going to be part of future legislation. MacKenzie Oatman - Why do we have replacement seats if you say there are people who would want to be involved in student senate? a. When a coalition is forming they dont necessarily look for people who are going to stay late at night at full senate or work to inspire others. Coalitions look for popular kids to get more votes. Alek Joyce Why do you think there is a demand in student senate to fill vacancies if there are not coalitions in action then? a. Slate, number counting, votes Mark Savoy a. There will not be a straight vote for one coalition if they are done away with. b. You wouldnt be using mottos, posters, and promotional material. You would just be your name and ideas. c. The election commissioner has to be bought through a certain protocol. In terms of knowing what is out there. Danica Hoose - Would groups be able to run together? a. Mini groups would be coalitions without looking like a coalition. You wouldnt be able to publically give the impression that you were running with other people. JQui was that a choice you made to beat a coalition? a. Yes Mark Savoy What do coalitions do, can you describe what a coalition is in its present form? a. Groups that help maintain power structures. Coalitions system has morphed into allowing past exec keep their hand in the pot. Kristina Maude What should senators do if they are in the CLAS? a. Change url for one. Make it to where a candidate can present why they are running and information about themselves posted within the School of Liberal Arts and Sciences. The election commission should educate voters so they are educated on the issues.

b. CLAS debate, only CLAS senators can debate with each other and learn how to represent their constituencies. 9. Alex Montgomery would a stronger definition of coalitions be drawn up if this passes? a. Yes, but there is still a lot of stuff we cant anticipate. This would be up to the election commission. b. It is critical to allow the election commissioner the right to do what they need to do. 10. Marissa Rittof Whats the point of the bill if you cant police how students are grouping up during elections? a. There would be a hearing process. People are going to be policing each other and checking the processes in which they are running. 11. Anthony Bradley How would students be informed about how to run without a coalition system? a. Because you wouldnt be gathering 80 some people you would have less regulations. There would be workshops and communicated deadlines for candidates. It would be much easier than the process we have in place right now. 12. Ryan Moulder do you think that using Garret Marlers popularity slighted business students getting involved? a. We took what KUnited did, and we did it better. b. It is not a good environment to be in. We had to be in the position in power to create change for the future. 13. Garrett Farlow what is the comparison to freshman election voter turnout compared to spring elections? a. You have a broader voter turnout in the spring elections because it is campus wide rather than the smaller pool presented in freshman elections. 14. MacKenzie Oatman could debates within schools happen in a coalition system? a. The ideas would be more specific if they were not tied to bigger coalition agendas. 15. Alek Joyce Would you think that word of mouth is how students would hear about senate if we removed coalitions? a. Most people dont know what we do within student senate because persons in this body have not been cycled through in the past.

16. Alek Joyce What would encourage incumbents to speak to their peers about running in elections? a. I dont see how the coalition system would be different. 17. Amanda Boyle Is the 25% voting turnout from last years election bigger in the big 12? a. Yes 18. Amanda Boyle does the election poll have any info about voters? a. No, but we should look into that. 19. Move to restrict speaking time to number of questions on the floor. 20. Anthony Bradley does election commission have money to do outreach to candidates? a. Yes. Relying on senate to do outreach is not the point of the election commission. Jake Rapp knows how to target people and get them involved. 21. Garrett Farlow How would individuals not be annoying during campaigning? a. It would be more about personal connections. 22. Blane Bengtson Can you describe what made you switch to drastic and overzealous ideas about coalitions? a. I wanted to give everyone the broadest spectrum. Now we can trim away at the tree. 23. Ryan Moulder how would a candidate promote their platforms by word of mouth? a. We went to student groups and presented them our ideas. As indidviduals we put in groundwork. We knocked on doors and talked to individuals. The definition of coalitions needs to be changed. Individuals will be able to prove his or her merit by the work that they do. 24. Hannah Reinhart will candidates have to fund their own campaigns? a. A cap will be set so that the election commissioner can keep tabs on expenses. This would create a more level playing field during campaigns. 25. Mark Savoy would it be desirable to have primaries? Why or why not?

a. I am in favor of that. That is something I would be okay in doing. o. Neg. Speech: Alek Joyce i. I have spent many years in student senate. This year is the year I see the most potential for change. This energy is in the form of redefining what senate can do. Our platforms and initiatives we have been working on are outstanding. There is one difference: our mentality as a body to make decisions. At this point in time we do not have anything we need to act on. We need more discussion on this topic. We are not at a point to make an action. We cant come to a conclusion on what this resolution should be. We have succeeded at this point in created a great conversation. We should help author bills, add to discussions, and actively ask the student body what they want within student senate. What would a coalition look like in the future? p. Move to extend speakers time by five minutes. i. Continued ii. How do we get the student body engaged in this process? We can drive away the notion that there is one supreme group and what keeps a handful of students from running or to what financial extent groups are allowed to run. 1. Cody Christiansen what percentage of the student body would you like to consult? a. of our student body is brand new to campus this year b. 51% 2. Cody Christiansen Why is it necessary to consult 51% of KU? a. We just need to talk to more people. A survey did go out but it was a little bias. iii. Motion to call to question on the bill iv. Failed v. Moved to extend speakers time by five minutes 1. Questions continued 2. Darby Evans Do you think the student body is educated about student senate enough to understand what coalitions are and what they look like? 3. Morgan Said does nobody showing up for a student senate forum prove that the student body is not aware of student senates presence?

a. I think we should table, go to classes, poll, and do individual conversations. 4. Eric Hurtt was the forum in the UDK yesterday? 5. Qi Chen do you propose that we table this resolution? a. I dont think we are at a point where we can make those decisions. Tonight we could table it, but I dont know what that would do. I think we should fail this resolution, not because we want to fail this idea but because we are not at the point of decision-making. 6. Kristina Maude What is the timeline for this discussion then? a. We cannot make this decision currently. vi. Extend speakers time. 1. Cody Christensen Assuming that 25% of the student body is in favor of election reform in the last election do you think that that is an accurate representation of support? vii. Positive Speech: Hannah Sitz 1. 158 respondents of survey sent out within 24 hours a. Average response 3.12 b. It is polarizing 2. Postponing this tonight would be a copout because this decision will need to be made. Coalitions have been tried and failed. 3. Justin Kelly What were some of the comments made on the survey? a. Polarized results 4. Mark Savoy do you think that Greek students would have an easier time getting elected under a coalition system or not? a. It is very case-by-case basis. b. If coalitions are here it is their own decision who they slate or who they dont slate. 5. Mark Savoy Wouldnt that be unwise? a. Absolutely, but that is what happens sometimes. viii. Neg. Speech: Mitchell Cota and MacKenzie Oatman 1. Elections will be based on popularity. Multicultural diversity within Ad Astra last year. Diversity would be an issue without a coalition system. 2. Coalitions in an economic sense have an incentive to be inclusive. Why are you here, how did you get here?

ix. Motion to extend speakers time 1. Continued 2. We have elected experienced senators and students to the table. I think voter turnout will be the same because coalitions have the incentive to get others involved. a. Clay Cosby how is it fair to compare freshman and spring elections? i. We were just trying to compare two systems. x. Extend speakers time by five minutes a. Hannah Sitz How do you define diversity? i. There are other ways to create diversity, not just black and white. b. Alex Montgomery What happens if there is only one firm in the market (economic example)? i. If there is only one coalition then that isnt a fault of student senate. c. Patrick Jacquinot do you think that students from small towns, or out of state are at a disadvantage? d. Alek Joyce Do you think there is election reform that could take place that would fix diversity? xi. Motion to extend speakers time a. Questions continued b. Jeffery Durbin do you think that this resolution is about the nature of candidates? i. Yes c. Marcus Tetwiler Can you provide the statistics on the voter turnouts of other big 12 schools? i. I couldnt give you hard data, I only have the information from talking to other schools. d. Marcus Tetwiler How can you compare that to the low turnouts from years past? e. Eric Hurtt Is it true that we would lose power if we lose coalitions? i. Coalitions do not equal more power xii. Motion to extend speakers time by number of questions a. Questions continued b. Gabrielle Frawley What do you mean in your statement that coalitions package platforms? i. It is important to inform voters no matter what. xiii. Call to question

xiv. Motion to table motion 1. Neg. Speech: Jeffery Durbin a. No one has discussed the things said in this resolution. In the 3rd whereas clause it says that coalitions foster an uninviting atmosphere. Ad Astra succeeded in defeating a political machine. It is important to put this idea of coalitions into perspective. Overall issues: stating that the majority of the student body doesnt want coalitions is a generalization. One student running by himself or herself is too much work. Appointments arent being filled and if we move to a no coalition system how are people without the help of a coalition supposed to appoint replacement. xv. Motion to extend speakers time 1. Continued a. Hannah Sitz are you comparing local and national governments to our student senate? b. Eric Hurtt are you aware of how we appoint replacement senators? c. Tyler Childress How is what I'm proposing anarchy? i. Instead of fixing things we are throwing them out d. Tyler Childress How are we completely throwing anything out when we are just reforming elections? i. Instead of regulating elections you are saying, scratch this. e. Patrick Jacquinot do you think the system is flawed or that the people are flawed? i. The system can be better if we operate better as senators. xvi. Motion to extend speakers time 1. Positive Speech: Kristina Maude a. The coalition system breads resentment towards other coalitions. The election commission will be working to get the word out. The senators will be able to talk about issues together rather than against each other. Try this for a year to see what happens. 2. Positive Speech: Clay Cosby a. Health care analogy

b. Pragmatic approach we shouldnt miss this opportunity for change. It might not be the ideal form, but we have to reform this. I dont want another 20 years go by before something changes. VII. Announcements
