On Jan. 7, the Voorhees Town-
ship Board of Education held its
annual reorganizational meeting.
While the meeting agenda was
brief and succinct, all ground re-
garding public school policies, up-
coming plans and procedures was
covered.
One of the first orders of busi-
ness included addressing the re-
sults of the recent election. A gen-
eral election held on Nov. 5 yield-
ed new and returning members
the opportunity to join the
Voorhees Township Board of Ed-
ucation. Voters elected three
members to serve full, three-year
terms on the board. These mem-
bers include John Schmus, with
3,489 votes, Nancy Seigle, with
3,446 votes, and Richard Wojdon,
with 3,391 votes.

officially appointed, members
continued addressing all school-
related topics, in accordance with
the New Jersey code of ethics.
The board made its choices for
2014-2015 auditor, solicitor, labor
counsel and health benefits con-
sultant, as based upon qualifica-
tions, merit and cost effectiveness
through accessible advertising.
Todd Saler, of Bowman and
Company, was appointed auditor.
Named official solicitor was
Howard Mendleson, of the firm
Davis and Mendleson. Until the
next reorganization meeting,
Parker McCay was set to be the
Board of Education labor coun-
cil. The appointed health benefits
consultant is Greg Grimaldi, of
Conner Strong Companies, Inc.
The next meeting is set to take
place Wednesday, Jan. 29.
Matthew Ratti, a Voorhees resi-
dent, has been awarded a presti-
gious New Jersey Space Grant
Consortium scholarship for re-
search he is performing as a jun-
ior biology major at
RutgersCamden.
The consortium was estab-
lished in 1991 by a grant from
NASA to foster research develop-
ment in New Jersey and advance
education in the STEM fields: sci-
ence, technology, engineering, and
mathematics. It awards one-year
fellowships to undergraduate stu-
dents enrolled at state universities
to conduct research in STEM and
space science related fields.
Ratti, a 2007 graduate of Penns-
bury High School in Fairless
Hills, Pa., was awarded a $2,000
stipend to support research in-
volving the anti-microbial effects
of nanoparticles.
Last summer, Ratti participat-
ed in the exclusive Summer in
Biomedical Sciences Undergrad-
uate Research Program at Univer-
sity of Alabama-Birmingham. As
one of only 10 students from
across the country selected to per-
form research under the supervi-
sion of UAB faculty, he studied
experimental stem cell therapies
for thalassemia, otherwise
known as Cooley s anemia.

As we welcome 2014, we should take one
last moment to reflect on 2013:
The Voorhees Town Center continues
to evolve into our downtown. Town Cen-
ter Boulevard is thriving with Its A Doggie
Dog World, The Sporting Club and Rizzieri
AVEDA School for Beauty. This year, Elena
Wu, Burger 21 and Iron Hill Brewery joined
Catelli Duo and Rodizio Grill to form our
own Restaurant Row. The Town Center
also hosted such popular events as the
weekly Farmers Market, the Holiday Pa-
rade, the Italian Festival and a carnival.
The Virtua Medical Campus contin-
ues to grow and draw related businesses.
This year saw the opening of Power Back
Genesis Rehabilitation Facility and the $28
million Brandywine Senior Living Facility.
Construction has begun on a new hotel on
Route 73. The area has
come to be known as our
Medical Mile.
On Oct. 18, the Tri
County Economic Summit
presented Voorhees with
an award recognizing the
Voorhees Town Center
and Medical Mile proj-
ects as prime examples of
developments that occur
when local government,
the residents and devel-
opers work together.
Voorhees five-year road program
continued with the repaving of Bradford
Way, Lippincott Avenue, Bryce Road, Poplar
Avenue, Bergen Avenue, Passaic Avenue
and Adam Lane. Another stretch of Route
561 was upgraded and repaved, resulting in
a smoother, more efficient flow of traffic.
Improvements were made to our
parks, playgrounds and athletic fields. We
used a $25,000 grant to install a new play-
ground and fencing at the Rabinowitz Base-
ball Complex. Synthetic turf was installed
there on the majors field. We used another
$25,000 grant to repave the walking path at
Kirkwood Park. A permanent cricket pitch
was installed at Connolly Park, home of the
South Jersey Cricket Club. Improvements
were also made to the nine-hole disc golf
course at Stafford Woods.
Voorhees continues to work to pro-
tect our environment. Our residents recy-
cled 66 percent of all municipal waste. We

verall, New Jerseys schools
are excellent. Thats not in
question. A recent study
ranked New Jersey second in the na-
tion in student achievement and
chance for success.
Thats impressive.
The Garden State ranked second on
The Quality Counts report, which the
publisher of Education Week con-
ducts. Only Massachusetts ranked
higher than New Jersey in the Chance
for Success Index, which measures the
role of education in an individuals
life.
The states B+ grade was much high-
er than the national average of C+, and
also bested the grade for nearby states
Maryland (B), Pennsylvania (B),
Delaware (B-) and New York (B-).
Yay for us.
With every positive seems to come a
negative, though, or, in this case, an
area in need of improvement.
The same Quality Counts report
ranked New Jersey below average in
the categories of standards, assess-
ments and accountability (C 44th
overall) and teaching profession (D+ -
38th).
It has been widely reported, both
here and elsewhere, that our school
districts are actively working to im-
prove their accountability and assess-
ments, so lets leave that one alone for
now. The concerning aspect of this
study is, without a doubt, the teaching
profession.
According to the report, New Jersey
has no incentives for teachers or prin-
cipals working in hard-to-staff disci-
plines or schools, no salary parity with
other occupations, and no financial in-
centives for teachers to earn national
certifications.
This needs to change.
As we wrote some time ago, our stu-
dents and, therefore, our schools are
only as good as the teachers and ad-
ministrators we hire; ergo, we need to
ensure that our teachers and adminis-
trators are not only well qualified at
the time of hiring but are also incen-
tivized to grow professionally within
our system as well.
Our schools are great now, but lets
make sure they continue to be great.
Lets find a way to incentivize our
teachers and administrators to work in
difficult subjects, in difficult schools
and earn bigger and better certifica-
tions.
Our students are the ones who will
benefit the most.

cited by the new
initiatives that will
be presented by the
Board of Freehold-
ers in 2014. For the
first time in his-
tory, Camden
Countys bond rat-
ing has been up-
graded to AA. This
upgrade was the result of smart
fiscal practices utilized by the
Freeholder Board and our man-
agement team over the past sev-
eral years. It is also a reflection
of Wall Streets economic opti-
mism for our county.
We will view 2014 as the year
that economic recovery took hold
in Camden County. The Eco-
nomic Opportunity Act provides
unprecedented mechanisms for
economic development in our re-
gion. The Freeholder Board will
work closely with our partners to
attract new businesses and in-
vestment to Camden County. It
will take a cohesive and coordi-
nated team effort to accomplish
the goals of this legislation. We
are committed to making these
goals a reality and the creation
of jobs will be our priority.
In addition, we will identify
sources of redevelopment funds
for municipalities throughout
our 228-square miles. We will
partner with our municipalities
on projects that will revitalize
underutilized or vacant proper-
ties. In addition, we will meet
with representatives of the top
100 employers in Camden County
to thank them for their invest-
ment in Camden County and to
offer our assistance to them in
maintaining and creating jobs.
The message has to be clear;
Camden County is open for busi-
ness.
The new year will also be a wa-
tershed period of time for the
Camden County Parks System.
We will improve
Pyne Poynt Park
and continue to en-
hance Cooper
River Park. In addi-
tion, Gateway Park
and Farnham Park
will be made acces-
sible to all resi-
dents of our
county. It is impor-
tant to note that all of these park
plans, and the implementation of
the plans, have been made possi-
ble by the engagement and input
of the communities that sur-
round them.
Moving ahead, 33 of our police
departments utilize our new 700
MHz Emergency Communica-
tion radio system. This year, we
will be welcoming Pennsauken
and Winslow to the system and
begin planning for the accept-
ance of Camden County Metro
Division which will grow to 411
officers. By the end of this year,
our 911 system will be hailed as
one of the most successful
shared service projects in the
state of New Jersey.
Finally, we will begin a new
initiative to direct much more at-
tention to the recognition, pre-
vention and treatment of
substance abuse in Camden
County. Lets face it, most of the
crime that we see in our commu-
nities is drug related. It is a prob-
lem that we cannot ignore. A task
force will be formed of experts at
all levels to identify the specific
issues that need to be addressed
to attack this major health issue.

State of the County

were the first Township in the
area to begin using Compressed
Natural Gas Trash Trucks
through a grant from the Clean
Cities Coalition. These trucks
produce only 5 percent to 10 per-
cent of allowable emissions and
emit 20 percent to 30 percent less
gases. They also make 90 percent
less noise than traditional trucks.
The township continued a part-
nership with the residents along
Kirkwood Lake to meet regularly
with county, state and federal offi-
cials to monitor and hasten the
cleanup by the EPA and DEP and
improve the quality of life in and
around the lake. Our partnership
with VECEF and Rutgers Univer-
sity continues as the Voorhees
Environmental Park evolves
along Centennial Boulevard.
This year in April, we hosted our
first Earth Day at the Park.
On Nov. 19, I was joined by
members of our Green Team at
the New Jersey League of Munic-
ipalities in Atlantic City to re-
ceive an award for the Bronze
Certification from Sustainable
Jersey.
The Township Committee
worked hard to reduce spending
and control costs. There are 26
fewer full-time employees of
Voorhees Township than in 2008.
Voorhees engaged in shared serv-
ices programs with the county,
Eastern Regional High School,
Gibbsboro and Laurel Springs.
We again partnered with an ener-
gy company to buy utilities di-
rectly from the provider, saving
approximately $125,000 per year.
The three CNG trucks will save
the township approximately
$35,000 in fuel costs per year. We
also converted the Lions Lake
Community Center from propane
to natural gas, making its opera-
tion more cost efficient.
Steps were taken to pro-
mote the safety and health of our
residents. Township Committee
passed an ordinance prohibiting
smoking on all township proper-
ty. We partnered with the schools
to place a police officer in every
public school to make sure our
children are safe. A program
known as Project Medicine
Drop was initiated to allow resi-
dents to safely dispose of unused
prescription drugs at our police
station.
We continue to upgrade our
website to be more user friendly
with additional content and ex-
panded links. Check it out at

improved our Facebook page,
which allows another means of
direct and immediate communi-
cation with our residents. More
residents than ever make use of
our Nixle program, Kidz I.D. Pro-
gram and Anonymous Crime
Tipline.
In cooperation with the
Economic Development Commit-
tee, we were the first municipali-
ty in South Jersey to introduce
the Shop Voorhees! Property Tax
Reward Program! The program
allows a portion of your normal
purchasing dollars spent on
goods and services in Voorhees to
be applied toward your property
tax bill, thereby reducing your
taxes at the end of the tax year. If
you reside in an apartment, you
can also participate and receive a
check at the end of the year. So
far, 41 Voorhees businesses have
joined and more than 4,500 resi-
dents have registered. Sign up at

We worked hard to generate
new business in Voorhees and
help existing businesses thrive.
We continued our membership in
www.voorheesprospector.com
which allows available commer-
cial property to be advertised on
the internet all over the world.
Over the last four years, the site
has had more than 425,000 hits.
Voorhees maintained our com-
mitment to the state program
Live Where You Work to en-
courage those who work in
Voorhees to live here. Our Busi-
ness Retention Task Force helped
in promoting the success of exist-
ing businesses.
Due to the efforts of Town-
ship Committee, the Economic
Development Committee, the
Voorhees Business Association
and the Business Retention Task
Force, 88 new businesses opened
in Voorhees in 2013 and 869 new
jobs were created in our commu-
nity.
The Annual Summer
Series at Connolly Park was big-
ger and better than ever. Our
concerts included tributes to the
Beatles, Four Seasons and Mo-
town.
On the evening of May 31,
hundreds gathered at the football
stadium at Eastern for the 2nd
Annual Voorhees Relay for Life,
an emotional event to raise
money to fight cancer, honor
those who have survived cancer
and remember those who lost
their battle with cancer.
On Oct. 12, the Voorhees
Township Citizens Cultural and
Diversity Advisory Committee
sponsored International Day
2013. The event included inter-
national foods and multicultural
displays to celebrate and embrace
our communitys diversity. On
Dec. 6, the Diversity Committee
and its Foundation held an event
at Lions Lake that raised thou-
sands of dollars to help the vic-
tims of Typhoon Haiyan.
On Oct. 27, thousands gath-
ered at Connolly Park for our An-
nual Halloween in the Park that
included a hayride and the
Voorhees Business Associations
Pumpkin Patch.
Leta Strain was recognized
by the Voorhees Breakfast Rotary
Club as the Citizen of the Year.
Dr. Joseph Perno was honored as
the Voorhees Business Person of
the Year and Heidi Cullen was
honored as the Voorhees First Re-
sponder of the Year.
On Sept. 19, the Camden
County freeholders presented
Community Service Awards to
Ed Hale for his work with the En-
vironmental Commission and the
Ashland Residential Coalition.
They also honored Alice John-
ston for her efforts in organizing
the Kirkwood Lake Clean-Up
Committee.
On Oct. 21, I was honored to
perform the first same sex mar-
riage in Voorhees.
Thank you for allowing me the
privilege of serving as your
Mayor in 2013 and I will again em-
brace the honor in 2014. On be-
half of the Voorhees Township
Committee, we look forward to
another successful year.
