TO : The Xavier University-Ateneo de Cagayan Community RE : AFARM XU-CSG Task Force DATE : 15 April 2014

The scheduled expiration of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) on 30 June 2014 is quite alarming to the countrys agrarian sector. Amidst its twenty-five years of implementation, CARPER is currently way off from its target. As of February 2014, the implementing agencies of the said agrarian program failed to redistribute around 800,000 hectares of land. With the issues surfacing the near expiration of CARPER, the Ateneans for Agrarian Reform Movement (AFARM), in partnership with the Save Agrarian Reform Alliance (SARA), is an Ateneo de Manila University-based advocacy group which pushes the government to completely and effectively implement the agrarian reform system in the country, and to defend, respect and protect the human right to land and resources of farmers, rural women, indigenous people and the rural poor. In order to accomplish such goals, AFARM is asking for the support of the whole Ateneo system in this noble endeavor. In response to the call of support from AFARM on the issue of our countrys agrarian reform policy, I hereby create AFARM XU-CSG Task Force. This special group will closely coordinate all efforts and initiatives organized in the locality that are aligned to the goals of AFARM.
