INTRODUCTION

About UAE:
The United Arab Emirates (Arabic: Dawlat Al-Imrt Al-Arabiyyah Al-Muttaidah), Sometimes Simply Called The Emirates Or The UAE, Is An Arab Country In The Southeast Of The Arabian Peninsula On The Persian Gulf, Bordering Oman To The East And Saudi Arabia To The South, As Well As Sharing Sea Borders With Qatar And Iran.

The UAE Is A Federation Of Seven Emirates (Equivalent To Principalities). Each Emirate Is Governed By A Hereditary Emir, One Of Whom Selected As The President Of The Federation Of Seven Emirates. The Constituent Emirates Are Abu Dhabi, Ajman, Dubai, Fujairah, Ras Al-Khaimah, Sharjah, and Umm Al-Quwain. The Capital Is Abu Dhabi, Which Is One Of The Two Centers Of Commercial And Cultural Activities, Together With Dubai. Islam Is the Official Religion of the UAE, And Arabic Is the Official Language. Since 1962, When Abu Dhabi Became The First Of The Emirates To Begin Exporting Oil, The Country's Society And Economy Have Been Transformed. The Late Sheikh Zayed, Ruler Of Abu Dhabi And President Of The UAE At Its Inception, Oversaw The Development Of The Emirates And Steered Oil Revenues Into Healthcare, Education And National Infrastructure. UAE Oil Reserves Are Ranked as the Worlds Seventh-Largest. It Also Possesses The World's Seventeenth-Largest Natural Gas Reserves. The UAE Has One Of The Most Developed Economies In Western Asia. The Birth Of The United Arab Emirates Soon After Assuming Power On 6th August 1966 As The Ruler Of Abu Dhabi, Sheikh Zayed Underscored The Importance Of Union And Remarked: In Harmony, In Some Sort Of Federation, We Could Follow The Example Of Other Developing Countries. The Significance Of Unity And The Need To Work In Co-Operation With The Other Emirates Was Thus Ingrained In Sheikh Zayed Thinking Very Early In His Career. Although He Was Fully Aware That Federation Was A Novel Concept In The Region, Yet He Had A Firm Conviction That It Could Be Implemented On The Basis Of Common Ties That Bound The Different Emirates And The History And Heritage That They Shared Together For Centuries. To Translate His Ideals of Union, Co-Operation and Mutual Support into Practice, Sheikh Zayed Began To Devote A Large Part Of His Emirates Income From Oil To The Trucial States Development Fund Long Before The Inception Of The UAE As A Federal State. In 1968 The British Government, Under The Pressure Of Adverse Economic Conditions, Announced The Termination Of All Its Treaties Protecting The Trucial States And Its Intention To Withdraw From The Gulf By The End Of 1971. This Sudden Decision While Threatening To Create A Military And Political Vacuum In The Area, Also Helped To Reduce The Obstacles And Difficulties That Had Hindered The Earlier Attempts At Union Of The Emirates. The Very Prospect Of Ending The Special Relationship That Had Existed Between Britain And The Trucial States For One Hundred And Fifty Years, Clearly Sounded The Signal For Some Form Of Association More Formal And More Binding Than Was Represented By The Trucial States Council. As A Result Of These New Forces Set In Motion, Sheikh Zayed Bin Sultan Al Nahyan, Ruler Of Abu Dhabi, Along With Sheikh Rashid Bin Saeed Al Maktoum, Ruler Of Dubai, Promptly Initiated The Move Towards Establishing A Federation. This Federation Was Meant To Be The Nucleus Of Arab Unity And To Protect The Potentially Oil-Rich Coast From The Ambitions Of The More Powerful Neighboring Countries. The Initiative Taken By The Rulers Of The Two Leading Emirates Resulted In A Meeting On 18th February 1968, At Al Semha On The Border Between Abu Dhabi And Dubai. This Was A Historic Meeting Where Sheikh Zayed And Sheikh Rashid Agreed To Merge Their Respective Emirates In A Union And

Jointly Conduct Foreign Affairs, Defense, Security And Social Services And Adopt A Common Immigration Policy. Other Administrative Matters Were Left To The Jurisdiction Of The Local Government Of Each Emirate. This Momentous Agreement Came To Be Known As The Union Accord And May Be Considered As The First Step Towards Uniting The Trucial Coast As A Whole. In Order To Further Strengthen The Federation, Sheikh Zayed And Sheikh Rashid Also Invited The Rulers Of The Five Other Trucial States And Bahrain And Qatar To Join In The Negotiations For The Formation Of The Union. From 25th To 27th February 1968, The Rulers Of These Nine States Convened A Constitutional Conference In Dubai. For Over Three Years The Eleven-Point Agreement, Conceived In Dubai, Served As The Basis For Intensive Efforts To Shape The Constitutional And Legal Framework For This Union Of Arab Emirates, Comprising These Nine Member States. There Were Countless Meetings On Many Levels Of Authority. The Key Issues Were Agreed In The Meetings Of The Supreme Council Of Rulers, Formed By The Nine Heads Of State. There Were Formal Discussions By The Deputy Rulers And By Various Committees, Involving Civil Servants From These Emirates As Well As External Advisers. In The Summer Of 1971, It Became Clear That Iran No Longer Lay Claim To Bahrain And The Ruler Of Bahrain, Sheikh Isa Bin Salman Al Khalifah, Declared The Island States Independence On 14th August 1971. Qatar Followed Suit on 1st September 1971. The Authorities In The Seven Trucial States Next Worked On An Alternative To The Union Of Arab Emirates. Already The Rulers Of The Six Trucial States Viz., Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Qaiwain And Fujairah, (With Ras Al Khaimah Still Hesitating) Had Decided To Form The United Arab Emirates In A Meeting Held In Dubai On 18th July 1971. The Foundation Of An Independent, Sovereign State Was Formally Proclaimed On 2nd December 1971, And After Ras Al Khaimah Joined On 10th February 1972, The Federation Was Complete With The Inclusion Of All The Seven Former Trucial States. This Newly Founded Federal State Became Officially Known As Dawlat Al Imarat Al Arabiyya Al Muttahida Or The United Arab Emirates (UAE). A Provisional Constitution, Based On An Amended Version Of The Earlier Draft Constitution

Of The Nine Gulf States, Was Agreed Upon As Its Formal Basis. It Defined As Its Highest Objective, the Common Good of the UAE as A Whole. The Provisional Constitution Consisting Of 152 Articles, Divided Into A Preamble And 10 Parts, Specified The Powers Which Were To Be Allocated To The New Federal Institutions, While All Others Were To Remain The Prerogative Of The Local Governments Of The Individual Emirates. The Five Central Authorities Outlined In The Constitution Are: The Supreme Council Constituted By The Seven Rulers; It Is The Highest Policy-Making Body Of The State And Is Vested With The Ultimate Legislative And Executive Powers. The President And Vice President Of The Federal State The Council Of Ministers Or Cabinet. The Federal National Council (FNC); It Is A Consultative Council Comprising Forty Members Drawn From The Emirates On The Basis Of Their Population With Eight Deputies Each From Abu Dhabi And Dubai, Six Each From Sharjah And Ras Al Khaimah, And Four Each From Fujairah, Ajman And Umm Al Qaiwain. The Judiciary; It Is Structured Into A Hierarchy Of Courts At The Apex Of Which Is The Federal Supreme Court. The Ruler Of Abu Dhabi, Sheikh Zayed Bin Sultan Al Nahyan, Was Elected By His Fellow Rulers As The First President Of The UAE, A Post To Which He Has Been Successively Re-Elected At Five-Year Intervals. The Then Ruler Of Dubai, Sheikh Rashid Bin Saeed Al Maktoum, Was Elected As Vice-President, A Post Which He Held Until His Death In 1990, When His Eldest Son Sheikh Maktoum Bin Rashid Was Elected To Succeed Him. In A Historic Meeting On 20th May 1996, The Federal Supreme Council Approved a Draft Amendment That Made the Countrys Provisional Constitution the Permanent Constitution of the UAE, And Named Abu Dhabi as the Capital of the State. The UAE Embarked On Its Political Career As A Federation Of Seven Regional States Of Very Different Sizes, Natural Resources, Population And Wealth, But With A Common History And Heritage. Abu Dhabi, Is The Largest In Terms Of Area, And Is Also Blessed With The Richest Oil Reserves. The Federal

Institutions Are Very Largely Financed By Abu Dhabi. Dubai Was Even In 1971, The Best Connected of the City-States and Continues to Grow as the Hub of the Regions Trade and Business. Some Of The Other Emirates Have Always Been Endowed With Relative Wealth Of Water And Arable Land. But Despite These Disparities, The UAEs Impressive Record Of Progress Has Been Possible Because Of The Success Of The Federation And Its Leaders Working In A Spirit Of Harmony And Co-Operation For The Achievement Of Common Goals. The Central Authorities Undertook as Their Primary Duty, The Utilization of the Wealth of the Countrys Natural Resources For The Benefit Of The UAE as A Whole. This Contributed In A Large Measure To The Success And Permanence Of The Federation. The Rulers Of The UAE, Which Today Ranks Among The Top Oil And Gas Producers Worldwide, Used Its Oil Wealth With Remarkable Vision And Foresight To Improve The Lives Of Its People, And Create An Infrastructure That Supports A Growing List Of Non-Oil Industries And Activities. From The Very Outset, It Has Been The Firm Conviction Of Sheikh Zayed That Money Is Of No Value Unless It Is Used For The Benefit Of The People. The Social Services Provided By The Federal Ministries, Especially Free Education, Housing, Healthcare And Social Aid For The Emiratis, Paved The Way For A Rapid And Phenomenal Growth And Development Throughout The Country. And Finally With The Advent Of Modern Technology, The UAE Has Been Transformed From One Of The Least Developed Countries To A Modern Nation State Within Less Than Three Decades. Another Important Factor Contributing To The Political Stability Enjoyed By The UAE Since Its Formal Inception Is The Carefully Planned And Successfully Implemented Foreign Policy Of Its Leaders Which Is Primarily Aimed At ?Promoting Conciliation And Defusing Confrontation And Conflict?. The Cornerstone Of The UAEs Foreign Policy Is To Protect The Sovereignty Of The Country And The Independence Of Its Citizens Within The Broader Framework Of Gulf Security. Another Key Component of This Policy Has Been to Gradually Expand the Countrys Political Horizons and Develop Relations with International Powers and Work in Co-Operation with International Organizations. Thus Soon After Its Emergence as A Full-Fledged State, The UAE Joined The Arab League And The United Nations. It Was One Of The Driving Forces Behind The Foundation Of The Islamic Conference Organization (ICO) In The 1970s. The Establishment Of The Gulf Co-Operation Council (GCC), Comprising The UAE, Oman, Qatar, Bahrain Kuwait And Saudi Arabia, At A Summit Held In Abu Dhabi In 1981, And The Promotion Of Relations With

Other Arab Countries, Are Reflections Of The UAEs Determination To Bolster Solidarity With The Rest Of The Arab World. The Role Of The President Of The UAE, Sheikh Zayed Bin Sultan, Needs To Be Particularly Emphasized In This Connection As His Stature Has Grown Internationally In Tandem With The Status Of The Country On The World Stage. Over The Years, He Has Emerged As The Mentor And Mediator For The Younger Statesmen Not Only In The GCC, But Also Within The Arab World And For Many A Developing Country. It Is Also Largely Due To His Humanitarian Approach Derived From His Firm Faith In Islam, That A Host Of Poor Countries And Communities Worldwide Have Benefited From The Financial And Material Assistance Given In The Name Of The UAE By The Ruler Of Abu Dhabi. Furthermore, The UAEs Military Organization Is the Only Non-Nato Force Helping with Peacekeeping in Kosovo. It Is Not Surprising Therefore, That The Spectacular Generosity Of This Small Country Has Drawn The Attention Of The World By Helping To Alleviate The Misery Of The Victims Of Natural Or ManMade Calamities At Home And Abroad. Even Individually, All The Emirates And Notably Abu Dhabi, Dubai And Sharjah, Are Drawing International Attention By Offering Wide-Ranging Economic Opportunities, Sports And Leisure Facilities, Cultural Activities And Also By Creating Awareness For The Protection Of The Environment And Wildlife, And By Promoting Tourism. The Remarkable Advancement Of The Emirati Women In Every Sphere Of Life Constitutes Another Important Yardstick For Measuring The Progress Of The Country As A Whole. Accorded Equal Status And Opportunities By The Constitution, Women Of The UAE Today Are Making Their Presence Felt In Society In A Pronounced Way. The UAE Womens Federation Established In Abu Dhabi in 1975 By Sheikha Fatima Bint Mubarak, Wife of the President, Along With Its Branches In All The Other Emirates, Deserves Credit For Playing A Major Role In The Emancipation Of Women. However, What Is Even More Noteworthy Is That despite Overall Modernization, The Architects of UAEs Development Consider the Preservation and Continuation of Their Traditional Culture and Time-Honored Heritage to Be of Utmost Importance. The Success Of The UAEs Political System Lies In The Fact That It Represents A Unique Combination Of The Traditional And Modern With An Inherent Commitment To Consensus, Discussion And Direct Democracy. The Sacrifices And Achievements Of Its Founding Fathers, Contributed To The Emergence Of This Modern Nation In Place Of The Erstwhile Independent And

Backward Emirates. The UAE Is The Only Federal State In The Arab World That Has Not Only Survived, But Has Succeeded In Evolving A Distinct National Identity Through The Passage Of Time. On The Occasion Of The Celebration Of Twenty-Five Years Of Success Of The Federation, Sheikh Zayed Had Remarked With Satisfaction, That Which Has Been Accomplished Has Exceeded All Our Expectations, And That, With The Help Of God And A Sincere Will, Confirms That There Is Nothing That Cannot Be Achieved In The Service Of The People If Determination Is Firm And Intentions Are Sincere?. The Federation Of The UAE Is, And Will Continue To Be, A Source Of Pride For The Present And Future Generations Of Emiratis.

Bani Yas Tribe:


The Bani Yas Is One Of The Most Highly Regarded Tribes Of Southern Arabia. Its Origin Can Be Traced Back To Yas Bin Amer, Whose Tribe Came From The Tribe Of Nizar Bin Mayid Bin Adnan. Partly Because Of Its Numerical Superiority, But Mainly Because Of Its Military Prowess And Proven Loyalty To Allies, Many Other Tribes Sought To Join The Bani Yas For Protection And Security. The Most Numerous And Significant Tribe Of The UAE, The Bani Yas Is Made Up Of Approximately 20 Subsections. Originally Centered In The Liwa Oasis, The Al Bu Falah Subsection Resettled In 1793 In Abu Dhabi; From This Subsection Come The Al Nahyan Family, Who Are The Present-Day Rulers Of Abu Dhabi. Traditionally The Members Of The Al Bu Falah Tribe "Spent The Winter With Their Camels In The Desert, And Many Of Them Went Pearling During The Summer In The Boats Of Other Bani Yas. The Al Bu Falah Was The First To Acquire Property In The Buraimi Oasis, And The Members Of The Ruling Family Have Systematically Continued This Policy Until Now." In 1833, A Large, Influential Group Of The Bani Yas Moved To Dubai Under The Leadership Of Maktoum Bin Buti Al Maktoum. The Al Maktoum Family, A Part Of The Highly Regarded Al Bu Falasah Section Of The Bani Yas,

Continues To Rule Dubai To This Day. One Of The Historical Striking Characteristics Of The Maktoums Has Been Their Accessibility To Locals, And Their Openness To Trading With The Outside World. Other Sections Of The Bani Yas Tribe Include The Rumaithat, Which Depended Largely On Fishing And Pearling, As Did The Al Bu Mahair. The Qubaisat Section Was One Of The Largest Tribes Settled In The Communities Of The Liwa Oasis. Members Of The Mazrui, The Main Bedouin Section Of The Bani Yas, Also Lived In The Settlements Of The Liwa. Their Livelihood Depended On Camels, Pearling Boats, And In The First Half Of The 20th Century, When The Breeding Of Camels Declined, Date Plantations. Making Up Much Of The Permanent Or Semi-Settled Population Of The Villages Of The Liwa Oasis Was The Hawamil Section. Many Of Its Members Owned Goats Or Sheep, Which Kept Them, Close To Home. They Also Owned Boats and Had A Share in the Pearling Industry. The Maharibah Section, Like The Hawamil, Comprised Both Nomadic And Settled Members And Many Of Its Families Were Involved In The Pearling Industry. They Owned A Small Fleet Of 40 Pearling Boats. The Al Mishaghin, A Sub-Section Of The Al Bu Muhair Section, Was Prevalent In Dubai. It Was A Small Group Of Predominately Bedouin Families. The Sudan, On The Other Hand, Was A Large Section Spread Out Along The Entire Coast. Dependent On The Sea For Their Livelihood, The Members Of The Sudan Took An Active Role In Pearling, Fishing And Trading. "This Tribal Confederation Was The Basis For The Creation Of A Nation-State Within A Large And Geographically Very Varied Territory. The Coherence Of The Confederation Was Due To Certain Characteristics Of The Bani Yas. First Of All, The Subsections And Allied Groups Did Not Live Separate Existences; They Shared, Mingled And Intermarried In The Villages Of The Liwa, They Had Arrangements By Which The Nomads Of One Section Cared For The Camels Of Another Section, And Those Who Had No Pearling Boats Of Their Own Went On The Boats Of Others. Secondly, Most Families Of The Bani Yas Had Some Members Living Permanently In Abu Dhabi Town, So That All The Sections Mixed There Easily At All Times."

As Befits A Tribe From Which So Many Noble Families Have Come, The Members Of The Bani Yas Tribe Are Well Known For Their Patronage Of, And Involvement In, The Literary Arts. They Are Also Renowned For Their Generosity, Hospitality And Chivalry, As Were Their Bedouin Forefathers. Old Dubai

Where Does The Name Dubai Come From? There Are Several Theories As To How Dubai Was Named. One Theory Is That The Word Dubai Is A Combination Of The Farsi Words For Two And Brothers, The Latter Referring To Deira And Bur Dubai. Others Believe That Dubai Was So Named By People Who Considered Its Souk A Smaller Version Of A Thriving Market Named Daba.

Another Possibility Is That The Name Came From A Word Meaning Money -People From Dubai Were Commonly Believed To Have Money Because It Was A Prosperous Trading Centre.

1833-1958 In The 18th Century, Dubai Was A Small Fishing And Trading Village Inhabited By Members Of The Bani Yas. The Al Maktoum Family Settled In Dubai In 1833 When Members Of The Al Bu Falasah Seceded From Abu Dhabi. Although He Was Young, Sheikh Maktoum Bin Buti Ruled Dubai Effectively And It Grew Into A Flourishing Coastal Town. As The Population Grew, Dubai Branched Into Three Distinct Areas: Deira Was The Largest And The Main Commercial Centre. On The Western Bank, Bur Dubai And Shindagha Were Separated By A Wide Stretch Of Sand Called Ghubaiba, Which Would Flood During High Tide. Shindagha, Situated On A Narrow Strip Of Land Separating The Sea From The Creek, Was The Smallest Area And The Main Residential District. The Ruling Sheikhs Traditionally Lived Here And The Late Sheikh Saeed's House Is Still Standing. Shindagha Was Probably The Site Of The Original Bani Yas Village. Donkeys And Camels Provided Transportation On Land. Crossing The Creek Meant A Long And Arduous Journey Around The End Of The Creek Or A Ride In An Abra, A Small Wooden Boat That Ferries Passengers To This Day. Abras Were Also Used To Transport People To Ships. The Abras Have Become A Huge Tourist Attraction. DUBAI CREEK

Deira's Souk, The Town's Public Market, Was Lined With Narrow, Covered Passageways. With 350 Shops Of Commodities From Around The World, It Was The Largest Market In The Region. Many Of The Craftsmen In The Souk Had No Shop, But Worked On A Vacant Piece Of Ground As Close As Possible To Their Clients. They Were Known By Name, and the Cry Would Go Round the Souk, Where Is Hassan the MattressMaker Until It Reached Him And He Was Able To Make Contact With The Potential Client. A Mattress-Maker's Creation Was Vulnerable To Visits From Passers-By, Who Might Stop To Pray On It Or Simply To Rest And Chat.

Prior To The Introduction Of Electricity In 1952, Kerosene Lamps Or Candles Were Used For Lighting And Charcoal, Imported From The Interior Of Oman, Was Used For Cooking And Making Coffee. Sweet Water Came From Wells Around Dubai.

EXAMPLES OF DUBAI'S TRADITIONAL ARCHITECTURE

The Majority Of The Inhabitants Lived In Barastis, Huts Constructed From Palm Fronds. Extended Families Dwelled In Compounds Amid The Compounds Of Relatives. Houses Were Constructed Of Gypsum From The Salt Marshes At The End Of The Creek And Coral Stone. The Town's Highest Points Were The Wind Towers Of The Coral Stone Houses, The Watchtowers And Al Fahidi Fort. Wind Towers Were Used For Ventilation -- A House Would Cool As Water On The Floor Beneath The Tower Evaporated. Built In 1799, The Fort Is Dubai's Oldest Surviving Structure And It Has Served As The Seat Of Government, The Ruler's Residence And As A Jail. The Al Maktoum Family Descends From The Al Bu Falasah Section Of The Bani Yas; A Highly Respected And Authoritative Tribal Federation That Was The Dominant Power Throughout Most Of What Is Now The UAE. Sheikh Maktoum Was Very Young When He Came To Power. From The Little Documented History Of Dubai At That Time, Though, It Is Clear That He Was A Courageous, Capable Leader, Who Confidently Overcame The Political And Economic Challenges He Faced Whilst Establishing The New Principality. By The Time Of His Death In 1852, He Had Become A Respected, Influential Authority On The Trucial Coast. Sheikh Maktoum's Brother, Sheikh Saeed Bin Buti Al Maktoum, Succeeded Him. He Wanted To Follow His Brother's Example Of Making Dubai A Safe Haven For All People. To This End, He Took The Wise Decision To Form Alliances With The Sheikhs Of Abu Dhabi And Umm Al Qaiwain, Consolidating His Ability To Face Any Future Disputes. Upon The Death Of Sheikh Saeed, In 1859, Sheikh Hasher Bin Maktoum Al Maktoum Took Over The Leadership Of Dubai. He Proved Himself To Be A Brave Leader With A Strong Sense Of Justice, And Was Firmly Committed To The Truces Signed By Dubai With The British And The Other Trucial Sheikhdoms. When Sheikh Hasher Passed Away, The Elders Of The Tribe Elected Sheikh Rashid Bin Maktoum As Their Leader. In 1892, He Formed An Alliance, Through Marriage, With The Al Bu Shamis Tribe, Who Were Based In Buraimi, A Strategically Important Area At That Time, As It Was One Of The Few Fertile Oases In The Country. In The Same Year, However, He Fell Ill, Eventually Dying In 1894. Sheikh Maktoum Bin Hasher Then Took Power. His Economic Policy Is Described In British Government Papers As "Liberal And Enlightened"1. He Abolished Commercial Taxes And Dubai's Port Saw A Rapid Increase In Development And Business During His Reign. Dubai Became A Regular Stopping Point For Steamers And Established Itself As The Principal Commercial Port On The Coast.

Sheikh Maktoum Died In 1906. As His Sons Were Too Young To Take Power, He Was Succeeded By His Cousin, Sheikh Buti Bin Suhail. Sheikh Buti Was Already Elderly By The Time He Became Ruler, And His Reign Lasted Only 6 Years Until His Death In 1912, When He Was Succeeded By Sheikh Saeed Bin Maktoum Al Maktoum.

Sheikh Saeed Bin Maktoum Al Maktoum Was Born In 1878. An Unimposing Man, Sheikh Saeed Began His Rule In 1912, A Time When The Pearling Industry Was Thriving And Dubai Was Establishing Itself As The Leading Port In The Gulf. He Would Continue To Rule For 46 Years Until His Death In 1958. A Deeply Religious Man, Sheikh Saeed Based His Decisions On The Teachings Of Islam. "And He Practiced What He Preached. An Occasion Is Recalled When He Rose Early One Morning, Even Before The Guards Of His Modest House In Shindagha, And Surprised A Foreign Craftsman Attached To The Household In The Act Of Stealing An Expensive Persian Carpet From The Ruler's Majlis. 'Put It Back,' Saeed Advised The Thief. 'The Guards Will Certainly Catch You.' The Man Took Sheikh Saeed's Advice, And Continued His Employment For Many Years As Though Nothing Had Happened."1 Sheikh Saeed Was An Uncomplicated Man Who Relished The Simple Pleasures Of Life. A Favorite Pastime Was The Traditional Arab Sport, Falconry. He Would Travel To The Outskirts Of Dubai To Where The Houbara, His Favorite Prey, Were Abundant. As Soon As His Sons, Sheikh Rashid And Sheikh Khalifa, Were Able, They Would Accompany Him On His Hunting Expeditions. In Addition To His Hunting Trips, Sheikh Saeed And His Family Would Retreat From The Hustle And Bustle Of City Life To Ras Al Khaimah, A

Neighboring Sheikhdom Where The Al Maktoum Family Owned Several Date Plantations. Free From The Pressures Of Political Life, Sheikh Saeed Enjoyed The Quiet Joys Of Life As A Family Man. In The 1930's, The Pearling Industry Went Into Sharp Decline. European And American Demand For Pearls Had Decreased Due To A Depressed Economy And The Creation Of Cultured Pearls In Japan. The World's Leading Jewelers Turned To The Asian Market For Cultured Pearls Because They Were Cheaper Than Natural Pearls And It Was Possible To Mass-Produce Them. Had It Not Been For The Ruler's Farsightedness In Diversifying Dubai's Economy And Developing The Port And The Market, Dubai Would Certainly Have Suffered Greater Repercussions. "Both Sheikh Saeed And Sheikh Rashid Had Long Been Regarded As The Most Forward Thinking Leaders Along The Trucial Coast. Dubai Was The Major Trading Entrept On The Gulf, And Despite The Recession, Its Diverse Souk Retained A Level Of Wealth That Was The Envy Of Neighboring Sheikhdoms."2 Over The Course Of His Lifetime, Sheikh Saeed Witnessed Remarkable Transformations In His City-State In Terms Of The Burgeoning Population That Trebled During His Rule And The Emergence Of A Modern City. In Addition, The Al Maktoum Family Consolidated Its Position As The Ruling Family Of Dubai. Deeply Loved And Respected By His Fellow Men, Sheikh Saeed Played An Invaluable Role In Establishing The Foundation Of Dubai.

Sheikh Rashid, Ruler Of Dubai From 1958 To1990, Was The Eighth Ruler From The Al Maktoum Family. Well Loved And Greatly Respected By The Residents Of Dubai, Sheikh Rashid Ruled The Emirate With Compassion And With A Clear Vision Of What Was Required In Order To Transform Dubai Into A Modern City. Driven By This Vision, Sheikh Rashid Accomplished What Many Believed To Be Impossible. As The First-Born Son Of Sheikh Saeed, He Involved Himself At An Early Age In The Politics Of The Emirate. He Frequently Attended His Father's Majlis; Ever Curious, He Would Listen Intently To Each Man's Dilemma Or Opinion. Eager To Comprehend The Minutiae Of Governing A State, He Would Spend Long Hours Questioning His Parents About The Events Of The Day. As A Child He Received The Finest Education Available In The Region. Attending The Al Ahmadiya School, Sheikh Rashid's Studies Included Islamic Studies, Arabic, And Arithmetic. Although He Was A Good Student, The True Focus Of His Enthusiasm Was Reserved For Falconry And Hunting. "From An Early Age, He Was An Excellent Shot With The Rifle And, While His Mother Took A Leading Role In His Upbringing, Falconry Was A Passion Which Brought Together Sheikh Saeed And Sheikh Rashid, Father And Son, Throughout Their Lives." These Hunting Expeditions, Which Were Taken Twice A Year, Led The Ruler And His Hunting Entourage To Iran And Later, On Occasion, To Pakistan. Providing Sheikh Rashid With A Brief, Welcome Respite From The Responsibilities Of His Position, He Was Free To Be Just A Normal Man. Houbara, Gazelle, Rabbit, And Grouse Were The Game Of Choice.

Sheikh Rashid's Hands-On Approach Called For A Disciplined Daily Schedule. Twice Daily He Would Tour Dubai To See For Himself How Projects Were Progressing. Sheikh Rashid Was Never Satisfied With A Simple Explanation; Instead He Wanted To Have A Detailed Understanding Of Every Project Undertaken In Dubai. Furthermore, These Inspections Provided Him With The Opportunity To Meet With The Man On The Street. "After Returning Home I The Evening, It Was Time To Take On More Official Business In The Traditional Evening Majlis, An Occasion Where The Ruler Gives His People The Opportunity To Meet Him And Share Problems Or Grievances; This Duty As One Which Sheikh Rashid Took Very Seriously." Sheikh Rashid Was Famed And Admired For His Patience On These Occasions; He Thoughtfully Considered Each Man's Complaint Or Opinion, Ensuring That Proper Assistance Was Given To Each Individual. The Majlis, A Mix Of Nationals, Also Provided A Vibrant Forum For Debate. Surrounded by Men whose Opinions He Valued, Projects Were Dissected, Molded Together, And Often Implemented By Members Of The Majlis. Determined In His Unfaltering Belief That A Modernized Dubai Could Be Achieved, Sheikh Rashid Initiated Numerous Remarkable Developments In His City-State. Projects Viewed As Impossible By Many Members Of Society (Including Foreign Nationals), Were Seen As Challenges By The Ruler. Examples Of Such Projects Include The Al Maktoum Hospital, The First Modern Hospital In What Was Then The Trucial States; The Al Maktoum Bridge, Which Spanned The Creek, Joining Dubai With Deira And Eliminating The Long Trip Around The Head Of The Creek; And Dubai Airport, Which Bore Immediate Reward As Demand For Air Travel Grew Much Faster Than Anticipated. "These Projects, The Airport And The Bridge, Showed Clearly That Dubai Infrastructure Planning Was Hardly Ever Just A Response To The Immediate Needs Of The Community: It Was Clearly Linked To The Ambitious Ideas About The Future Development Of Dubai."3 On October 7, 1990, Sheikh Rashid Passed Away. He Left Behind A Legacy Visible In The Town Planning Of Dubai. News Of His Death Travelled Far And Wide. Heads Of States Throughout The World Sent Their Condolences. "Most Extraordinarily, However, Was The Reaction Across The Atlantic In New York, At The United Nations. The General Assembly Was Debating A Motion On Palestine When Invited To Mark The Passing Of Dubai's Leader. Both General Assembly And Security Council Observed A Minute's Silence, After Which Representatives Of Kuwait, Poland And The US Paid Tribute To Sheikh Rashid. Though Scarcely A Whisper Marked His Birth In 1912 In A Place Which Few Outsiders At The Time Had Even Heard Of, Sheikh Rashid Had Labored To Develop Dubai And Later The United Arab Emirates Into A Lasting And Sustainable Entity. Seventy-Eight Years Later, His Death Drew The World Community To Its Feet In The UN General Assembly, A Remarkable Tribute To A Remarkable Man And His Undoubtedly Remarkable Achievements."4

The Achievements Of The UAE In The Past Three Decades Are Evidence Of The Abilities Of The People Who Worked Diligently Alongside The First UAE President, His Highness Sheikh Zayed Bin Sultan Al Nahyan. The Achievements Of The Late His Highness Sheikh Maktoum Bin Rashid Al Maktoum, UAE Vice President And Prime Minister And Ruler Of Dubai, Marked Him As A Leader Who Enjoyed A Close Bond With His People And Shared Their Dreams. Sheikh Maktoum Ruled Dubai between November 1990 and January 2006. Early Years: Sheikh Maktoum Was Born In 1943, At The Large Al Maktoum Home In The Shindagha Area Of Dubai, Which Is Close To The Mouth Of Dubai Creek. He Was The First Son Of Sheikh Rashid Bin Saeed Al Maktoum. His Early Education Consisted Of Private Tuition In Mathematics, English, Arabic And Islamic Studies, To Prepare Him For The Important Role That Awaited Him. On The 4th Of October 1958 A Ceremony To Mark The Formal Accession Of Sheikh Rashid Bin Saeed Al Maktoum As Ruler Of Dubai Was Held. Sheikh Maktoum Addressed The People Of Dubai On Behalf Of His Father, A Clear Sign Of Sheikh Rashid's Faith In His Eldest Son. Throughout The Late 1950s And Early 1960s, Sheikh Rashid And Sheikh Maktoum Worked Around The Clock To Realize The Dream Of Developing The Emirate. Their Projects Included Dubai Airport And The Construction Of Dubai's First Hotel, Numerous Schools And Modern Residential Districts. During The Early 1960s, Sheikh Maktoum Completed His Domestic Schooling And His Father Sent Him To Pursue His Education In Britain. There, He Mixed

with Students from Different Nationalities, Many of Them Were Sibling of Worlds Leaders and Politicians. His Role in Establishing the UAE: British Records Show That, From The Early Sixties, Sheikh Maktoum Regularly Accompanied His Father To Meetings Of The Trucial States Council, A Body Comprising The Rulers Of All Seven Sheikhdoms. In 1966, Sheikh Zayed Became Leader Of Abu Dhabi; And Began To Enter Into Serious Negotiations As To The Long-Term Future Of The Trucial States. On 16th Of January 1968, Britain Announced That By 1971 It Would Withdraw Completely From The Gulf, So The Governments Of Dubai And Abu Dhabi Decided To Press Ahead With The Proposed Union. Over The Six Weeks Following Britain's Announcement, The Two Sheikhdoms Worked On Solving Outstanding Issues Between Them To Reach The Basis Of The Union. This Was A Time In Which Sheikh Rashid Relied Heavily On His Eldest Son. The 25-Year-Old Sheikh Maktoum Became One Of The Leading Political Figures On The Trucial Coast, Travelling Repeatedly To Abu Dhabi For Consultations With Sheikh Zayed And Senior Officials Of His Government. The Fact That So Much Was Achieved In Just Six Weeks Stands As Testimony To The Abilities Of Sheikh Maktoum. On February 18, 1968, Accompanied By His Brother Sheikh Mohammed, He Travelled With His Father To A Desert Site On The Abu Dhabi- Dubai Border To Witness One Of The Most Remarkable Events In The History Of The Coast, The Signing Of The Union Accord Between Sheikh Zayed And Sheikh Rashid. This Accord Formed The Nucleus Of The Future Federation. On July 10, 1971, Sheikh Rashid and Sheikh Maktoum Received Delegations from the Six Other Sheikhdoms at the Trucial States Council. The Mediation Role Sheikh Maktoum Played Was, Without Doubt, A Significant Factor In The Development Of The Federation. On December 2, 1971, The UAE Was Formally Established. The Federation Process Had Seen Sheikh Maktoum Emerge As A Leader Of High Standing, And This Was Reflected By Subsequent Events. First UAE Prime Minister: His Highness Sheikh Zayed Was Elected President Of The UAE, With Sheikh Rashid As Vice-President. Sheikh Maktoum Was Appointed The First Prime Minister Of The UAE And Given The Task Of Forming The Fledgling State's First Cabinet. On April 2, 1972 Sheikh Maktoum Chaired The First Meeting Of The UAE Cabinet. Sheikh Maktoum Remained Prime Minister Until 1979, When He Stood Down In Favor Of His Father. Four Years Later, Sheikh Maktoum Returned To the Cabinet as Deputy Prime Minister.

The 1980s: In May 1981, Sheikh Rashid Fell Ill And The Onus Fell Firmly On His Four Sons (Sheikh Maktoum, Sheikh Mohammed, Sheikh Hamdan And Sheikh Ahmed). Although He Recovered, He Still Needed Much Rest, Leaving The Practical Management Of Day-To-Day Affairs To Sheikh Maktoum, Who Was Ably Supported By His Brothers, Sheikh Mohammed Bin Rashid, Sheikh Hamdan And Sheikh Ahmed. The Three Brothers Formed An Effective Leadership Team That Has Maintained And Expanded Their Father's Legacy. Sheikh Maktoum Worked Hard To Develop Dubai, And Paid Particular Attention To The Promotion Of Law And Order, And Education. Throughout The 1980s, Sheikh Maktoum Assumed Greater Responsibilities. He Also Gained A Reputation As A Philanthropist. His Generosity Was Legendary In Dubai And The UAE. He Funded A Number of Humanitarian Projects Such As A Handicapped Centre; Orphanages Homes in Developing Countries; And the Construction Of Schools Inside And Outside The UAE. UAE Vice President: Following The Death Of Sheikh Rashid In October 1990, Sheikh Maktoum Became Ruler Of Dubai And Vice President And Prime Minister Of The UAE, Positions He Held Until He Passed Away In January 2006 During A Visit To Australia. Sheikh Maktoum's Return As Prime Minister Coincided With One of the Most Astonishing Bursts of National Development in the 30-Year History of the UAE. With An Eye On Less Affluent Citizens, Sheikh Maktoum Spearheaded A Programme To Construct Thousands Of New Homes In Projects Throughout Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah And Fujairah. He And His Brothers Were Also Responsible For Transforming Dubai Into One Of The Most Modern Cities In The World. Development: Between 1990 And 2006, Sheikh Maktoum's Leadership Led To Nationwide Development That Has Transformed Lives. In Dubai, His Leadership Has Resulted In Major Infrastructure Projects, Including Internationally Renowned Sporting Facilities, An Impressive Road Network, Modern Parks And Gardens, And Public Libraries. Dubai International Airport Has Also Been Expanded And Improved To Reflect The Emirate's Status As The Regional Aviation Hub.
