DARSBERG ACCORD

During the combined meetings of the two GC Councils (full committees) held at Darsberg and Hofheim,
Germany, September 29 & 30, 1991, the Unification Committee was entrusted with the responsibility of
preparing a plan to unify the people of God. This committee was enlarged and is now made up of the
following brethren: Antonio Di Franca, Gerhard Hunger, Arturo Alva, Branko Cholic and Gabriel
Cabrera of the IMS of the SDA Reform Movement General Conference, Mosbach, Germany, and Daniel
Dumitru, Davi Paes Silva, Benjamin Burec, Wilheim Volp and Alfons Balbach representing the SDA
Reform Movment General Conference, Roanoke, USA. These brethren worked together from October 2
through 16, 1991, and present the following points to both Councils (full committee) for theiur
consideration and eventual modification or approval:

1. Whereas the Principles of Faith as re-written and put into a clearer light were read and substantially
accepted with minor corrections by the Unification Committee in their combined meetings, it was agreed
that these principles be submitted to the GC Council of the Roanoke brethren and finally the combined
GC delegation in session, for their approval.

2. We believe and practice the same principles; nevertheless, the practical application of the principles,
tests of fellowship, questions on church discipline, qualifications for the ministry, as well as the
understanding of some of the doctrinal points are still to be analyzed. If there are questions that cannot be
settled by the Unification Committee, these will be left for the combined GC Councils (Full Committees),
and those that cannot be ironed out in the combined meeting of the GC Councils (Full Committees) will
be brought up before the combined GC delegation for a final solution.

3. The following areas are still open for deeper analysis: organization and administration (including
structures of GC, Union Conferences, fields and churches), guides and manuals, GC resolutions, as well
as financial matters. The information that is interchanged in these areas will be kept confidentially, for
the exclusive use of the members of the Councils (Full Committees), and will not be reproduced.

4. We recommend to both Councils (Full Committees) that more specific bilateral corporate confessions
be made.

5. We agreed to submit to the Councils (Full Committees) the circular letters that have been prepared for
the members, as well as for the ministers and workers.

6. We recommend that the following GC departments should do a coordinated work in cooperation with
their peers:

Sabbath School (see plan attached hereby)
Doctrinal (theological)
Educational (including missionary schools)
Medical Missionary (Evangelism)
Publications (SW, RH, YM)
Canvassing
Health (Medical missionary work)
Youth

Those that are responsible for the departments will coordinate their working plan and will submit
it to the respective committees.

7. The Unification Committee will keep both GC Councils (Full Committees) informed about the
progress of its work and, when necessary, will recommend combined meetings of the GC Executive
Committees and/or Councils (Full Committees).

8. We proposed that the next series of dialogues of the united committee will be held either in the
USA or Canada, the very latest during the early part of April 1992. That meeting will finish their work
with the integration of the Executive Committees and/or Councils for an eventual ratification of the work
accomplished.

9. For the spiritual preparation of the people, so that they may understand the steps to be
followed in the process of reunification in the light of the gospel, we propose that regional meetings for
ministers, workers and officers be held under the supervision of both GCs, with the presence of
representatives of the Unification Committee from both sides, whenever necessary and possible. In such
meeting, the need for a more thorough self-surrender to God, among ministers and members, will be
emphasized.

10. For the definite unification of the general leadership of Gods people we recommend that a
combined extraordinary GC session of delegates from all parts of the world be convened. This session is
to be held before the end of 1993. The exact time and place will be studied in due time, when estimates
from different places are available. As soon as the GC administration is united, the State Conferences,
Unions, fields, and finally the churches, will also be organized. Brethren from both sides will be taken
into consideration and, as far as possible, rules similar to those proposed under point 12 will be followed.
For the election of delegates, the same criteria will be adopted in each place.

11. The delegation of this extraordinary session will comprise:

a) The members of the GC Councils (Full Committees).

b) The secretaries of the GC Departments who are on the GC Council (Full committee) (the
same number from both sides).

c) Regular delegates: Each Union, field and Mission under direct administration of the GC will
send one delegate for each 250 members or fraction above 10% of this figure. The
membership on December 31 of the year prior to the session will be considered for choosing
of the delegates to the GC. The Fields and missions with over 25 members will be entitled to
send one delegate. Union presidents should be elected as regular delegates, integrating the
elected delegation, according to the previous rule.

d) In the case of North America, as the two sides there have different types of organization, each
country will be handled as an individual field. Both Councils (Full Committees) will decide
together what is to be done in case a change of this rule becomes necessary, to bring
additional delegates in equal number.

e) Concerning the financial assistance that is to be sent to the countries which are not in a
position to send their delegates, both GC Executive Committees will decide, together, what
balanced number of delegates from each side should be helped with a ticket.

12. For the election of GC officers at the first combined GC session, the following procedure will
be followed:
a) We proposed that, as soon as the reports have been presented and the outgoing officers have
laid down their responsibilities, two temporary chairman be elected from among the members of the
Unification Committee, since these brethren are aware of the needs and problems of both sides, and these
chairmen to act alternately. We further propose that three temporary report secretaries be elected for the
session one for English, one for German, and one for Spanish and that these should not be taken from
among the delegates.

b) The nominating committee will comprise an equal number of brethren from each side. As far
as possible, the larger part of the Unions should be represented on the committee.

C) The Council (Full Committee) will be composed of members of the Executive Committee, the
presidents of the Divisions or Regional Secretaries, and the GC departmental secretaries. There is to be
equal number from each side.

d) First of all the president and vice president will be elected between two candidates, one from
each side. The one with the largest number of votes will be the president; the other one will be the vice-
president.

f) The Executive Committee will be composed of seven brethren as follows: president, two
vice-presidents, secretary, associate secretary, treasurer, associate treasurer. The vice-presidents and the
treasurer should come from that side which does not supply the president; the associate secretary should
come from the side which does not supply the secretary. Thus, the Executive Committee of the GC will
be integrated by three members plus the president from one side, and four members from the other side.

13. We proposed that the Unification Committee be dissolved only after the work of
reunification of all the Unions, State Conferences and Fields has been completed.
