PREAMBLE:

The Members of the Kingdom Mindset GSU Chapter, haven

acknowledged the enthusiasm and loyalty toward the achievement of a

dignified and stable goals and objectives of our beloved association for

our greater good, and the need to set out guidelines that would be

binding on all members of the association, do solemnly swear to abide

by this constitution and to obey and respect laws order set out by the

Coordinator of this association. This document is hereby declared to

be known and referred to as the constitution of Kingdom Mindset GSU

Chapter.

SECTION ONE: NAME AND SUPREMACY

SUB.SEC1:

a) Name of the association: Kingdom Mindset

b) Name of this document: The constitution of the Kingdom Mindset

c) Supremacy of the Constitution: This constitution is supreme in

power and binding on all registered members of the association.

d) Entitlement of the constitution: All members of the Excos,

Patrons, and Advisers are entitle to a copy of this document

immediately after their inauguration.

e) Motto: “Our Citizenship is in Heaven” Phil. 3:20

SUB.SEC 2: AIMS AND OBJECTIVES

 To connect people to God through the Ministry of Reconciliation

given to us by Christ in order to bring men back to Eden (God’s

presence). 2 Corinth. 5:18-20

 To be a ground where men can experientially know the possibilities

hidden in God which was revealed through His Son Jesus Christ.

 To imprint upon the hearts of men the spiritual blessings allocated

to us by God through the finished work of his son on the cross

(Eph. 1:3)

SUB.SEC 2: VISION STATEMENT

To foster the Gospel of the Mystery of Christ as to the Kingdom

lifestyle among students on campus and non-students. To the end of

the earth; making disciples of all nation among youths, in order to

reflect Christ in various mountains of influence as pilgrims on earth

who have obtained Citizenship in Heaven.

SECTION 2: MEMBERSHIP

SUBSEC.1 SCOPE

a) All bonafide and registered members of the Kingdom Mindset

b) Honorary membership shall be awarded to and conferred on

individuals who have contributed immersive to the progress of

the association.

c) Such conferment shall be by the recommendation of the

Executives and most gain a 2:3 majority vote in the meeting shall

be conferred honorary membership.

d) Such member shall not have voting right in a meeting and shall not

hold any executive office.

e) Membership identification cards shall be issued to all students on

payment of membership dues.

SubSec.2: Registration

a) Each member shall pay an annual membership fee to qualify

him/her for full membership of the association.

b) Members are also expected to pay any other dues, Levis, fines or

charges as stated by the association.

Sub Sec. 3 Discipline

a. Code of conduct: To remain member of the Kingdom Mindset,

each member shall be expected to conduct him/herself in a

manner that will boost the image of the association.

b. Any case of misconduct officially reported shall be conferred to

the disciplinary committee set by the coordinator.

c. Any member found guilty of misconduct shall be punished by a

warning or suspension depending on the gravity of the offence.

SECTION THREE: ADMINISTARATION

SUB SEC.1

a) Congress: Congress shall be called at least 2 times in a semester

to discuss issues relating to the association.

b) Power: Congress shall have power to discuss issues brought

before it. It shall also have the final say.

c) Composition: The congress shall compose of all students of the

Kingdom Mindset, and executive members.

d) Voting:

i. Each member shall be entitled to one vote in the decision making.

ii. Decision shall be taken based on simple majority vote.

iii. Voting by proxy is not allowed, if found would be prosecuted.

iv. At lease 2/3 of the members should present to form a quorum.

v. Members shall be informed at least 72 hours before the congress

meeting.

SUB SEC.2: EXECUTIVE COUNCIL (EXCO)

Composition: The EXCO shall compose of all elected officials of the

association.

a) Power: The Exco shall have power to implement all decisions

reached at a congress.

b) It shall meet from time to time to discuss matters that are of

interest to association.

c) It shall be accountable to the congress on all the decisions and

their implementation.

d) It shall have the power to take decision on behalf of the

congress. When it is impossible for the congress to meet in case

of emergency.

SUB SEC.3:

a) Voting: Each member of the Exco shall be entitled to one vote.

b) Decision: Decision shall be taken by simple majority.

c) Quorum: At least 2/3 of the Exco members shall form a quorum

at a meeting.

SECTION FOUR: OFFICES AND THEIR DUTIES

SUB SEC.1: COMPOSITION OF OFFICES

The Exco shall comprises of the following

a. Coordinator
b. Deputy Coordinator
c. Secretary General
d. Financial Secretary
e. Treasurer
f. Academic Secretary
g. Welfare Officer
h. Counselling Officer
i. Choir Director
j. Media Officer I
k. Media Officer II
l. Visitation Officer

SUB SEC.2: DUTIES OF EXCOS

THE COORDINATOR:

a. Shall preside over all meetings except those of committees.

b. Shall report all Exco’s decision to the congress.

c. Shall see to the proper functioning of the association.

d. Shall refer any declarations officer to the disciplinary

committee

e. In case of any disagreement in the interpretation of the

constitution amongst the Exco, the Coordinator shall refer

it to the congress.

f. Shall sign important documents/accounts.

g. Shall convene Exco or congress meeting through the Public

Relation Officers.

h. Shall hold the Title “RESIDENT OVERSEER”

DEPUTY COORDINATOR:

(a) Assist the Coordinator in his duties.

(b) Deputize for the Coordinator in his absence.

(c) Assume office of the Coordinator in an event it becomes

vacant, pending bye-election.

(d) Serve as a liaison between the Exco and committees.

SECRETARY GENERAL:

a) Shall take and present all minutes of a meetings.

b) Shall receive all correspondence and reports, of the Exco and the

association.

c) Shall ensure proper documentation of all the association’s affairs.

d) Shall take instructions from the Coordinator as the occasion’s

demands.

e) Shall be the custodian of the association’s documentations.

FINANCIAL SECRETARY

a) Shall sign the cheque book.

b) To be accountable of all the association’s monies.

c) Shall take instructions from the Coordinator as the occasion

demands.

d) Shall co-signatory, with the Coordinator and the treasurer to the

association’s bank account.

e) Shall handover all monies of the association to the treasurer not

later than 48 hours after collection.

f) Shall accurate records of all the income and expenditure of the

association at all times.

TREASURER

a) Shall take instructions from the Coordinator as the occasion

demands.

b) Shall deposit all the association’s money in the associations bank

account

c) Shall liaise with other signatories to withdraw money from the

bank account.

d) Shall keep in impress of account not less than N3000.

e) Shall be co-signatory with the Coordinator and the financial

secretary to the association’s account.

f) Shall be the custodian of association bank account.

ACADEMIC SECRETARY

a) Shall take instructions from the Coordinator as the occasion

demands.

b) Shall be responsible for organizing all tutorial activities

c) All academic function to be organize by the director of academics

must be sanctioned by Exco.

MEDIA OFFICER I

(a) Shall take instructions from the Coordinator as the occasion

demands.

(b) Shall be the chief maker of the assn.

(c) Shall publicize the association meetings and activities.

(d) Shall prepare a press release of the association’s activity with

the approval of the congress or Exco.

(e) Shall liaises with other relevant officers to invite the press

for public statements regarding seminars, workshops,

symposium etc or any other function organize by the

association.

MEDIA OFFICER II

(a)Shall take instructions from the Coordinator as the occasion

demands.

(b) Shall help the Public Relation in all his/her duties stated above.

VISITATION OFFICER

(a) Shall take instructions from the Coordinator as the occasion

demands.

(b) Shall be responsible for visitations of the assn.

(c) Shall be the chairperson of the visitation committee.

WELFARE DIRECTOR

(a) Shall take instructions from the Coordinator as the occasion

demands.

(b) Shall be the chairperson of the welfare committee.

(c) Shall be in conjunction with all other Exco members for all

matters affecting academic pursuits of members, for instance,

examination problems, examination time table and other

welfare issues e.g. health, accommodation etc.

(d) Shall arrange for all transportation needs in conjunction with

the office of the president, financial secretary and P.R.O.

(e) Shall perform other duties as may be assigned by the Exco.

SECTION FIVE: TENURE OF OFFICE

SUB SEC.1: APPOINTMENT

(a) All members of the Exco shall be elected for one

academic season.

(b) Each officer shall be elected on the basis of simple

majority vote.

(c) With the exception of the President, Secretary General

and Vice President, each officer shall be re-elected for

another academic season if he/she so wishes; provided

that he/she have not been found guilty of any

misconduct.

SUB.SEC.2: RESIGNATION, SUSPENTION AND IMPEACHMENT

(a) No Exco shall be impeached without proper investigation and

adequate chance to defend him/her self.

(b) Any member(s) of the Exco or committee may resign from

his/her office voluntary if he/she so wishes after 2 weeks

notification in writing to the Coordinator and duly observed by

the Patrons.

(c) Any member(s) of the Exco or committee who resigns from

his/her office shall handover all document, monies, and/or

properties of the association in his/her care within 24 hours

of resignation.

(d) Should 2/3 of the Exco are impeached or resign; a five (5)

member committee shall be nominated from the congress to

perform the function of the Exco pending bye-elections with

the recommendation of Patrons and advisers.

(e) Any member of the Exco or committee found dishonest, either

by words or action, mounting verbal attack on the Coordinator

or any other member would be prosecuted.

(f) Any member of the Exco or committee suspected of

implication in financial misappropriation, embezzlement or any

act of gross misconduct shall be suspended for a period of 14

days during which a panel shall be set-up by the Exco to

investigate the allegation and if found guilty he/she shall be

impeached.

(g) Any Exco member(s) who have a CGPA of less than 2.00 shall

be impeach.

SUB SECTION THREE: REPLACEMENT:

(a) In case of resignation or expulsion of any officer, there shall

be a bye-election in the congress to replace such an officer

within one month.

(b) The complaint/defendant shall have the right to a consul

(spokesman) if he/she so wishes.

(c) The chairman of the committee shall be a 400 level student

(d) The decision of the committee shall be final.

(e) All elected officers shall be sworn-in by the chairman of the

Electoral Committee on oath.

SECTION SIX: FINANCE

The association shall primarily be financed from all membership dues

and by any other means of contribution and donation.

SUB SEC.1: FUND RISING

The association shall also derive funds from special levies, special

events, grants, donations etc.

SUB SEC.2: SPONSORSHIP

The association shall seek or give room for sponsorship of some of its

programs by interested person(s), or organization(s) both within and

outside the University.

SUB SEC.3 BANK ACCOUNT

(a) The association shall keep a bank account with a

recognized bank.

(b) Signatories- The signatories to the bank account shall be

the Coordinator, Financial Secretary and the Treasurer.

SECTION SEVEN: CARE-TAKER-COMMITTEE/ELECTORAL

COMMITTEE

A care-taker-committee shall be formed in case of the following:

(a) Dissolution of Excos at the expiration of their tenure.

(b) Mass resignation of the Exco member 2/3.

(c) Dissolution of Exco by the congress.

SUB SECTION 1: FORMATION:

(a) The caretaker committee shall be formed by the congress.

(b) It shall comprise of five (5) appointed persons. it shall be

formed in Section 7: sub section (a), (b), (c), respectively.

(c) The committee shall appoint among themselves a chairman and

a secretary.

(d) The chairman shall be a 400 Level student.

SUB SECTION 2: TENURE.

The tenure of the committee shall start from the day of dissolution,

and shall not last for more than two (2) months or as may be

determined by the congress.

SUB SECTION 3: POWER

(a) The committee shall have the power to perform all Exco

duties.

(b) Shall conduct all elections into the various offices.

(c) It shall be accountable to the congress.

SUB SECTION 4: HANDING OVER

(a) The committee shall collect all association’s materials and

funds from the dissolved Exco within 48 hours from the time

of the dissolution.

(b) The committee shall handover all the association’s materials

and funds to the incoming Exco within 48 hours from the time

the oath of office is administered.

SUB SECTION 5: FUNCTIONS.

(a) They shall be in charge of the day-to-day running of the

association.

(b) They shall oversee the election of new officers.

SECTION 8: ACADEMIC/TUTORIAL COMMITTEE

(a) Shall organize tutorials.

(b) Shall in conjunction with welfare director, conduct orientation

for new students.

SECTION 9: EDITORIAL BOARD/COMMITTEE

a. Shall be headed by the Academic Secretary.

b. Shall be a standing committee, and shall be dissolved along with

the Exco.

c. Shall work with the Academic Secretary for the association’s

publications.

g) Edit all articles for publication.

SECTION 10: DISPLINARY COMMITTEE

(a) Shall handle or settle official disputes between members

(b) Shall handle any case of misconduct officially reported.

(c) Shall handle any matter referred to it by the Congress.

SECTION 11: WELFARE COMMITTEE

(a) Shall ensure that all members are given fair representation in

the attendance of public functions for the association.

(b) Shall ensure that money paid as dues to the association are in

accordance to the provision of KMS Constitution.

(c) Shall act on any matter referred to it by the Congress.

SECTION 12: ELECTION

SUB SECTION 1: ELECTORAL PROCEDURES

(a) All candidates shall pass through a screening procedure.

(b) There shall be manifesto, where all candidates shall

conclude their campaign a day to the election. (i) Violation

of this regulation shall lead to the disqualification of the

candidate(s) involved.

(c) All elections shall be conducted on the same day.

(d) All result shall be counted and declared by the chairman

of the Electoral Committee within 24 hours after the end

of voting.

(e) Election to all officers shall be conducted and concluded

not later than 20 days before the end of the second

semester.

SUB SECTION 2: MODE OF ELECTION

(a) Electoral Committee (ELCOM) shall be set up, with their

chairman appointed by the Coordinator and recommended by

the Patrons.

(b) All election shall be secret open balloting.

(c) All members shall be eligible to cast one vote.

(d) Members shall conduct themselves in an orderly manner.

(e) Each candidate shall have representative present at the venue

of the election, from beginning to the end of the election.

(f) All votes shall be counted in the presence of each

representative.

(g) Each representative must sign the result after count of votes.

Any complain thereafter shall be forwarded to the Electoral

Committee and subsequently to the election tribunal as should

be approved by Patrons/Advisers.

SUB SECTION 3: QUALIFICATION OF ELECTION

(a) The position of Coordinator shall be open to all members from

200 Level to 400 Level with C.G.P.A not less than 2.50.

(b) The offices of Vice Coordinator and Secretary General shall

be opened to all members going to 200 level with C.G.P.A not

less than 3.00.

(c) The office of the Financial Secretary, Treasurer, Welfare

Director, Asst. Secretary General and Organizing Secretary

shall be opened to all members going to 300 level C.G.P.A not

less than 2.00.

(d) The rest of the offices, apart from those specified shall be

opened to all students regardless of level with C.G.P.A not less

than 2.00.

(e) Any member of the association found guilty of any financial

misconduct shall not be eligible to contest.

(f) Any member involved in examination malpractice shall not be

eligible to vote.

SECTION 13: AUDIT

SUB SECTION 1: AUDITING

There shall be the auditing of all association’s account and material at

least once a session before dissolution of the tenure of the Excos.

SECTION 14: CODE OF CONDUCT

SUB SECTION 1: MOTIONS

(a) Shall be by rising of hand and subsequently by the presiding

officer recognition by the presiding officer.

(b) All motions must be seconded and may be subject to

amendment.

(c) A motion shall be allowed to lie after it have been seconded

and shall be passed if there is no counter motion or voted

otherwise.

(d) In the event of a motion being countered; both sponsors shall

be given three (3) minutes within which to defend such

motions.

(e) Motions shall be moved in proper motion language i.e. must be

clear and unambiguous.

(f) In case of inconclusive arguments, discussions and other

matters during deliberations at a meeting; the Coordinator

shall put such matter to vote in the same meeting.

SECTION 15: MOTIVATIONAL PROGRAMMES

SUB SECTION 1:

The association shall embark in principle, on some activities aimed at

awakening the spiritual life of its members for effective participation

in the affairs of the association.

SUB SECTION 2:

Part of the programmes to be embarked upon by each administration

shall include:

(a) Welcome party/picnic for in-coming members.

(b) Mountain Experience

(c) Anniversary

(d) Inauguration of New EXCOS/Thanksgiving Service

(e) Send-forth party for graduating members.

SECTION 17: AMENDMENT:

(a)The constitution can only be amended but can never be

terminated, and the amendment should be after every 2 years.

(b) Any call for amendment must have at least two-third (2/3)

majority votes of the Exco.

SECTION 18: PATRON, PATRONESS AND ADIVSERS

SUB SECTION 1: PATRONS

(a)Patrons must be Lecturers within the University, and must be a

follower of Christ.

(b) Two persons shall be appointed as Patrons for the association.

Patron 1 shall be Male lecturers while Patron 2 shall be a Female

Lecturer.

(c) They shall oversee all the activities of the association

(d) They advise the Central EXCOS on implementation of projects

and running of the Associations.

(e) Patrons should attend any congress meetings called upon by the

Central EXCOS.

(f) They are Responsible to signing impeachment of any EXCO for

misconduct after gaining a 2/3 of the Central Executives vote of

Impeachment and the committee.

(g) The appointment of patrons shall not be tenure based, except if

they choose to resign.

SUB SECTION 2: ADVISERS

(a)The advisers shall be external personalities from the University

who shall also give advice to the association on demand.

(b) They shall be followers of Christ as mentioned in Sub-Section

1(a); who work within the State of the slated association.

(c)Tenure of Office: The advisers shall be appointed for a period of

three (3) years. After which other personalities will be appointed

by the Coordinator, with recommendation of the Patrons.

(d) The advisers shall be three (4) in number.

(e)The Coordinator shall be responsible for the appointment of new

advisers at the expiration of their terms of office.

SECTION 19: OATH OF OFFICE

SUB SECTION 1:

(a) Each member of the Exco shall take an oath of office to be

administered by the chairman of the Electoral-Judicial

Committee.

(b) I……………………….Do earnestly swear that I will be faithful,

honest and bear adherence to Kingdom Mindset, Gombe State

University Chapter. That as the …………………………………. of

Kingdom Mindset, Gombe State University Chapter, I will not

allow my personal concentration to sway my official decision.

That I will discharge my duties resourcefully and always in the

interest, wellbeing and prosperity of the association that I will

strive to uphold, defend and safeguard the constitution of the

Kingdom Mindset, Gombe State University Chapter. So help me

God.

SECTION TWENTY: AMENDMENT AND REVISION

None of the aforementioned Sections in this constitution shall be

altered or amended, nor shall any addition be made to them unless such

alteration or addition and amendment have been carried out according

to the following provisions;

1. The Constitution shall be subjected to review every two (2)

years if deemed necessary.

2. The EXCO shall appoint a committee to amend the constitution

if the need arises.
