A. Busog, Lusog, Talino (BLT) program

Program Mechanics
According to the United Nations World Food
Programme, hunger is a key hindrance to
learning especially among school children. To
help address this adverse reality, Jollibee
Foundation embarked on the Busog, Lusog,
Talino (BLT) School Feeding Program with the
goal of eradicating hunger among Grades 1 and
2 public school pupils.

Since its inception in 2007, the Busog, Lusog, Talino (BLT) School Feeding Program has
endeavored to work with communities towards addressing hunger among Grades 1 and 2 public
school pupils to help them stay in school and learn better. The program is composed of four (4) key
components, namely:

Daily lunch: In each school, the 40 most undernourished pupils in Grades 1 and 2 are
selected and provided with lunch for 136 days, from July to March.
Parent involvement: Parents of BLT pupils take the lead in food preparation and
budgeting so that they can learn and apply these learnings at home.
Stakeholder engagement: The BLT program is designed to involve different members in
the community. In each site, JF implements the program with a Local Implementing Partner
(LIP) that operates like a franchisee in the area. The LIP works with principals, teachers,
PTA members, local government health and nutrition workers, and other volunteers to
make sure that BLT will work.

Employee Volunteering: Monitoring is done with the participation of JFC store volunteers.
This is where the presence of the Foundation is felt as JFC employees serve as its
ambassadors.

Program Implication

Through the years, the BLT Program has demonstrated that it is possible to employ a management
system in doing school feeding that leads to:

Significant results: 80% of pupils gain Normal Body Mass Index (BMI) level after the feeding
cycle and maintain their normal weight beyond the feeding cycle. Results likewise show
improvement in attendance and academic performance among BLT pupils.

Sustainability: BLT becomes a permanent 136-day feeding activity through community
ownership as manifested by the cash and in-kind support from local government units,
individuals and organizations.

Scaling-up: BLTs simple, affordable and measurable model allows for easy replication and
scaling-up in more areas.

The governments logs-to-chair project got a major boost with the Department of Environment and
Natural Resources (DENR) and two other agencies signing a P2-million deal with fast-food giant
Jollibee to produce school chairs out of confiscated logs.

Program Mechanics

This Logs-to-Chair Program is part of the Aquino administration's PNoy Bayanaihan Project in
which the Department of Environment and Natural Resources (DENR) turns over consfiscated
lumber to be made into chairs, desks and other school essentials for distribution to public schools
nationwide.

The project mutually beneficial to all parties as it hits three birds with one stone:
a. It is a corruption-free way to dispose of confiscated logs;
b. It will provides alternative livelihood to manufacturers and;
c. It will address the shortage in physical facilities of our public schools.

Summarized below are the responsibilities of each party:
A. Department of Environment and Natural Resources (DENR)
DENR turns over confiscated lumber to be made into chairs, desks and other school
essentials for distribution to public schools nationwide.
DENR previously confiscated around seven million board feet of logs in CARAGA.

JOLLIBEE GROUP FOUNDATIONG

B. Technical Education Skills Development Authority (TESDA)
The hot logs confiscated by the DENR will be turned over to TESDA, which has the
manpower, training and production facilities to produce armchairs and other classroom
furniture.
TESDA will recruit and train workers to manufacture the logs into armchairs in their training
and production centers.
Also a technical working group will also be created, composed of representatives from each
of the partners with TESDA as chair, to facilitate the implementation of the entire projects.

C. Department of Education (DepEd)
DepEd would provide the designed and specifications for furniture, including the values
formation quotations and savings to be painted at the back of the chairs.
DepEd would also be responsible with the identification of the beneficiary schools

D. Jollibee Group Foundation (JGF)
JGF will Ensure the project's sustainability and guaranteed that the youth which identifies
with the company the most, will become the biggest beneficiary.
JGF would also provide a "seed fund" of P2 million.
They were also committed to oversee the manufacturer of the cairs and coordinate with
the DepEd in identifying school beneficiaries.

This Logs-to-Chair Program hopes to produce around 50,000 armchairs to help ease the shortage
in the CARAGA region and other areas.

Jollibee partners with government to make armchairs for school kids
AS part of its mission to improve access to education, fast-food giant and home-grown brand
Jollibee has partnered with the government to address the pervasive problem of lack of equipment in
public schools. It is donating P2 million, intended to help in the manufacture of armchairs coming from
hot logs.
In order to ensure that quality education is achieved by our students, we must ascertain that every
public school has enough facilities to provide its students, said Grace Tan Caktiong, president of the
Jollibee Group Foundation, during the signing on February 6 of a memorandum of agreement (MOA)
with the Department of Education (DepEd), Department of Environment and Natural Resources
(DENR) and Technical Education and Skills Development Authority (Tesda) at the Bulwagan ng
Karunungan, DepEd main office in Pasig City.
The armchairs will be assembled during the Brigada Eskuwela week in May. The new armchairs
should be ready for the beneficiary schools when classes open in June.
The Jollibee Foundation focuses on education as well. That is one of our major advocacies. We are
very happy that three government agencies worked together for this meaningful effort, Caktiong said.
The agreement is an offshoot of the P-Noy Bayanihan project launched in 2011 by the three
government agencies, together with the Philippine Amusement and Gaming Corp. (Pagcor), to make
good use of illegally cut logs seized by the DENR.
After converting the logs into lumber, the DENR will turn them over to Tesda which will recruit and
train workers to manufacture them into armchairs in their training and production centers.
Tesda will issue training certificates to those who will participate in the training and production
processes. Graduates who will pass the competency assessment will be issued their National
Certificate or Certificate of Competency. The skills they acquire from the training will enable them to
look for jobs in companies or be self-employed.
We are happy to have the Jollibee Group Foundation on board in this initiative of helping ease the
shortage of armchairs and, at the same time, providing training and livelihood to Tesda graduates,
said Tesda Director General Joel Villanueva, adding that this shows that Jollibee strives to give
children more than just the fast-food experience, but an environment that is good for their learning.
The DepEd, with the assistance of Jollibee, will then identify the beneficiary schools of the furniture. A
project management team has been created to oversee the implementation of the project.
Tesda targets to produce around 50,000 armchairs to help ease the shortage in the Caraga region
and other areas. It was in Caraga where around 7 million board feet of hot logs were confiscated by
the DENR.
Villanueva said the novelty and relevance of the project has drawn private companies such as
Jollibee to get involved and commit support.
With this partnership, Jollibee has gone outside the walls of their restaurants to try to make a
difference in the lives of schoolchildren. After all, they know that many children, especially in the rural
areas, are hungry for a conducive learning environment, too, he said.
Villanueva said Tesda has also implemented projects in the past in coordination with the food chain,
such as providing skills training and competency assessment to its work force. He said that many
Jollibee crew members are also graduates of tech-voc courses, such as food and beverage services.

and addresses the shortage in physical facilities of our schools, Environment Secretary Ramon J.P.
Paje said.
We are certainly glad that Jollibee has partnered with us to ensure the projects sustainability and
guarantee that the youth, which identifies with the company the most, will become the biggest
beneficiary, the DENR chief said.
For his part, Education Secretary Bro. Armin Luistro said this convergence project between the
government and the private sector is in response to the call of President Aquino to fill in shortages in
public-school armchairs.
Luistro noted the education department is requiring each of the students to plant native trees as
replacement for the illegal logs.
In exchange to this meaningful endeavor, and also as a sign of our appreciation to the DENR, we will
be requiring all the students to plant more trees. We are also thankful to the Jollibee Food Corp. for
being always supportive, as we fill up the gaps in armchairs, Luistro said.
He clarified that there is no shortage of armchairs this school year.
We dont have an armchair shortage this school year. The 3,000 armchairs from this project will be
used in the coming school year to replace old and damaged ones, the DepEd chief said, adding
these school chairs are to be given away to select public schools in the National Capital Region.

Community Ownership Takes Root
Jollibee Foundations time-bound financing approach to BLT is designed to empower local leaders
and community members to fully commit to the programs sustainability. This has driven stakeholders
to look for ways and means to generate needed resources. For example, in San Jose Nueva Ecija,
the City Government sourced its funding counterpart from the LGU General Fund. RD Foundation, a
local partner in General Santos City, tapped its sister companies to provide in-kind goods to schools.
Davao-based schools launched "Feed-a-Child" fundraising campaign to draw support from
the community.
Public donation continues to pour in to BLT through the Jollibee Foundation coin banks placed in all
JFC stores nationwide. In the US, Jollibee and Red Ribbon stores in the states of California, Nevada,
and New York continued their coinbank collection from customers. This fundraising is in partnership
with the Philippine Development Foundation (formerly Ayala Foundation USA).
