An Eco-friendly Innovation of a Printer to Produce a High Quality Paper out of Trash
Concept Paper

Introduction

Education in the Philippines has undergone several stages of development from the
pre-Spanish times to the present. From the old times where Japanese educational
policies were embodied in Military Order No. 2 in 1942, the Philippine Executive
Commission established the Commission of Education, Health and Public Welfare that
successfully reopened schools in 1942. Up to the latest date in, August 2001, Republic
Act 9155, otherwise called the Governance of Basic Education Act, was passed
transforming the name of the Department of Education, Culture and Sports (DECS) to the
Department of Education (DepEd) and redefining the role of field offices (regional offices,
division offices, district offices and schools). The goal of basic education is to provide the
school-age population and young adults with skills, knowledge, and values to become
caring, self-reliant, productive and patriotic citizens.

The Department of Education (abbreviated as DepEd; Filipino: Kagawaran ng


Edukasyon) is the main agency tasked to promote equity in improving the quality of basic
education. It is responsible for managing and governing the Philippine system to ensure
a quality lifelong service to the policy of both primary and secondary school systems. It
supports activities that ensure and promote student, school and education improvement
that is inclined to the departments’ mission as enumerated below:
 Students learn in a child-friendly, gender-sensitive, safe, and motivating
environment
 Teachers facilitate learning and constantly nurture every learner.
 Administrators and staff, as stewards of the institution, ensure an enabling and
supportive environment for effective learning to happen.
 Family, community and other stakeholders are actively engaged and share
responsibility for developing life-long learners.

The mission of the department is to provide quality basic education that is equitably
accessible to all and lay the foundation for life-long learning and service for the common
good. The department is primarily responsible for the formulation, planning,

implementation, and coordination of the policies, standards, regulations, plans, programs,
and projects in areas of formal and non-formal education. It also supervises all basic
institutions, both public and private, and provides for the establishment and maintenance
of a complete, adequate and integrated system of education relevant to the goals of
national development.

In accordance with this, the proposed concept of Eco-Printing Paper Maker addresses
the mission of the department as stated above. It promotes a motivating environment for
students, teachers, school administrators, and the community by turning the used paper
to a new one. Further, this project entails the innovation of the education system by
promoting eco-friendly paper that could save money and reduce pollutants every school
produces.

Among the measures taken to improve the quality of education in the future, this
innovation could improve not just our education materials but the environment as well.
The hope to establish this project will be impossible without the help of this department
that is known to support this kind of act. All suggestions and corrections that will be
gathered from the department personnel and experts will be incorporated into the tools
before proceeding to the administration and usage of the product.

Rationale

The energy used in heating and lighting school buildings, the trash created in
cafeterias, and chemicals used for cleaning are just some of the pollution control issues
faced by education administrators. To reduce this, the Department of Education launches
a program in which every classroom must count their accumulated waste at the end of
the day. Data gathered are to show whether the agency needs to supply and produce
more garbage cans. The researchers observed that the school contributes a large percent
to the waste pollution, therefore, we propose this innovation.

“Innovation is a great idea, executed brilliantly, and communicated in a way that is


both intuitive and fully celebrates the magic of the initial concept that will either create a
new market or radically change an existing one,” Pete Foley, founder of LinkedIn, defined.

Changing the usual ways of reducing pollution through innovations will surely create
value.

One of the problems in our society is the pollution of waste/garbage, as stated by


Castillo and Otoma (2012), about 35,000 tons of garbage is generated every day in the
Philippines and 50% of the waste is composed of paper; it accounts 25% of the landfill
waste and 33% of municipal waste. Schools, on the other hand, remain one of the places
that contribute to this garbages. Students at school use papers especially when it comes
to activity, assignments, and projects because having mistakes is inevitable. This results
in an abundant amount of paper waste at school. And to avoid using a lot of papers and
to be eco-friendly this project proposes an innovation where an inked paper or a trash
paper will be transformed to create a new product from a machine called “Eco-Paper
Maker”. It will increase paper strength and whiteness at the same time you will be helpful
with your surroundings. The manifestation of this product will prevent students from
throwing their paper if they have any mistakes and have an environmental sense than
dumping waste proper in trash buckets.

This project plans on remodeling a printer to make it more energy-efficient and a tool
to reduce school pollution, specifically, the papers. Building a new facility that uses green
principles can dramatically reduce the energy and water—and money—used in
pollutants. It could also improve school facilities which will be helpful not only to the
students but to the school and faculties itself. This new device isn’t printing paper—it's
making it, from materials you'd otherwise toss in the trash.

The ability to make your paper at a push of a button could be a huge win for schools
looking to save money and reduce pollution. This will contribute to a more economical
and environmental sense than dumping the waste paper in trash buckets. This concept
not only pushes us to create an environmentally friendly product but also allows us to
explore innovations that could potentially reduce pollution.

The significance of this proposal is to reduce the consumption of paper where


students can save their money instead of buying for a new one. A tool that can reduce
school pollution and can be also beneficial to the administration in advocating a safe and

healthy environment. The product also aims to create a new way of recycling which can
be implemented in school premises. With such a great concept, it is such a waste if it will
just remain a mere idea because of the lack of support and financial capabilities.
Government agencies like the Department of Education could be our main funder to make
this innovation comes into reality.

Project Description

This project plan aims to develop an eco-friendly printer wherein the paper that the
students already used can make a paper to form in a new one and use it again so that it
lessens the school pollution and helping all the faculties in school especially those
students who are making their activities in school. It helps all the people in the school also
the working place itself. This concept project is Eco-Printing Paper Maker use to address
the problem in school about the papers that the students had been used. By this
innovation, it makes the students more realistic, idealistic and conservative for all the
things that they have been used to save money and reduce pollutants in school, even in
the faculties of all teachers. Moreover, it improves the quality of education to all students
through this kind of innovation that allows them to explore new things and be eco-friendly
specifically when it comes to papers.

This project presented in school could be in the faculties, guidance, and library where
it can be used by the students and teachers who needed it. It takes a long process to
make this invention because by doing this kind of invention, it needs to make sure that it
will work properly and used it in a long time of period. It needs more materials that will
last and long term to make it more realistic and durable when using it. It needs also the
people who will be involved to create this invention, people who are like to explore new
things that like to invent things and happy when he/she can discover and do new things.
The project activities that will involve here is making new paper just like it is new, it will be
tested in this printer and if it will be perfect to use by the students and faculty teachers in
school.

Plan of Action for 2020 to 2027


Action no.1 Data

Year 1-2, 2020-2022
The collection of funds will take place in the first year. The funds collected were
expected to support the project. Further research on our brand will be done after the
receipt of funds, and the information that will be obtained and significant will be registered
in the process to help the project achieve its goal and objectives. More work will also be
performed on the issues related to how the construction plan will be applied as the
estimated price of the entire infrastructure that will be used as the cornerstone of the
project.
Action no.2 Discussing and conceptualizing of the project using the gathered data
Year 3, 2022-2023
Conceptualization of the main assets of the venture must take place after data
collection. The design, size and facilities of the infrastructure will be discussed. The
innovation of the eco-printing paper maker and how it will be cheaper for many of our
possible costumer can afford it, these will also be discussed. It will also be addressed
how the budget will be allocated to all the functions of this project.
Action no.3 Execution and development of the program
Year 4-5, 2023-2025
The design and creation of the plan will take place after the conceptualization. The
construction of the infrastructure will be undertaken here. Preparation for the project will
also take place, such as the recruiting of staff, necessary experts. The materials to be
used in the eco-printing paper maker are also available. During this time, the budget for
the project is required to be well distributed to the various project departments.
After the completion of the center and the recruitment of the required staff, experts,
the project is supposed to be in operation. The introduction of the software is expected to
begin over this period of time.
Action no.4 Assessment
Year 6, 2025-2027
In this year of evaluation, if the project is deemed to be successful and serves its
purpose in the target business specifically in office, the project will continue to serve and
give the quality eco-printer paper maker.

The benefits of this project Eco-Printing Paper Maker can provide the needs of the
students and teachers. Their trash (paper) can form a new one by using this printer

instead of buying another one, it lessens too expensive and helps them to save their
money. This Eco-Printing Paper Maker helps all students and even the faculty teachers
financially and also it helps the environment as well to make it more lively because there’s
no trash that you will see in the surroundings specifically the papers that throw anywhere
and that because of this printer, it makes all those papers form like a new paper.

The outcomes of this project Eco-Printing Paper Maker will be successful if it will be
implemented in school and if it will be created as an invention because it really helps all
those students in their studies, it provides the needs that will affect in their studies and
have an impact to improve the quality of education system in a school. Especially now,
there’s another year that was implemented, and it was senior high. It increased the grade
level of high school and also increased the paper works that the students did every day.
They need it for their studies so this innovation will be successful and it will be perfect for
them the outcomes that will happen if it will be used in school.

The following amount of the budget expected to be allocated was estimated by the
people behind this project. This serves as a guide to be followed in the context of the

Needs and Cost

Land
Assumed to be the amount to be covered is 2,000 square meters. It's the size of a
regular factory. Workers, personnel and big equipment, would have enough space in this
wide area. Those who would visit the facility would have a big and safe environment to
stay in. The estimated price for a land area of 2,000 square meters is Php 18,000, 000
since the price for a square meter is Php 9,000.
Infrastructures
Infrastructures would include the office center and the main branch store of the
company. It is estimated that the design of the buildings/faculty and the factory will cost
Php. 20,000,000. The building design to be hazard less for the people that may visit and
for the wokers.
Factory Workers and Professionals
It was estimated that 100 technicians and 200 factory workers needed for the
company.. The average salary of a factory worker per month is estimated to be Php
15,000, and thus, the sum of the 200 factory workers’ annual salary is about Php
3,000,000. Furthermore there would be 100 professionals working. These professionals’
annual salary is estimated to be Php 25,000 a month. The sum of their annual salary is
Php 2,500,000. To sum it up, the budget allocated for the hiring and salary of the social
workers and professionals is estimated to be Php 5,500,000.

Eco-Printing Paper Maker and other materials
Our primary goal is to really helps all those students in their studies. The production
cost of a single Eco-Printing Paper Maker is estimated to be Php 25,000. It is expected
that the developmental center would be accommodate 100 pieces of a day . Thus, It is
estimated that the total production cost of all Eco-Printing Paper Maker is Php 3,000,000.
The cost in packaging is also included in that amount.
