I. IDENTIFYING INFORMATION
II. RATIONALE
The proposed project aims to address critical drainage system issues within the six
Puroks of Barangay Cabanbanan. This project is crucial in mitigating flooding, erosion,
and water pollution risks, ensuring the well-being and safety of the local population, and
protecting the environment. By constructing new drainage systems and rehabilitating
existing ones, the project will improve the overall resilience of the area, reduce property
damage, and enhance the quality of life for residents.
Barangay Cabanbanan is one of the smallest barangays in the City of Himamaylan, in the
province of Negros Occidentaal. Its population as determined by the 2020 census was
2,758. This represented 2.37% of the total population of Himamaylan.
One of the primary reasons for this project is to mitigate the recurring flooding problems
in Barangay Cabanbanan and its neighboring Barangays. Adequate drainage systems will
help divert excess rainwater, reducing flood risks and safeguarding residents' properties
and lives.
III. PROJECT OBJECTIVES
This project will involve the construction of new drainage facilities and the rehabilitation
of existing ones. The Project will be implemented through the Local Government of the
City of Himamaylan. This will be funded and maintained by the local government of the
City of Himamaylan.
An approximate length of 2 kilometers of the said drainage will be constructed and the
the remaining 3 kilometers will be renovated.
V. FINANCIAL ASPECTS
The total project cost requested is two million four hundred thousand pesos only
(P2,400,000.00). Right of way and other necessary land acquisition requirements will be
settled by the local government unit of Himamaylan.
The Barangay Council of Barangay Cabanbanan and the Himamaylan City local
government will each monitor the project on a quarterly basis. The Himamaylan city's
local government unit will handle implementation. Throughout the project's lifespan,
the local government will also keep an eye on all project-related activities.
Any moment during project execution, following notification from the local government
unit, via the proponent, or if the project is not moving forward in line with the
authorized program of works or approved breakdown of expenditures. In this scenario,
the program must pay back the entire amount that was previously supplied.
