IX. Estimated Cost of Project

Php 25,000.00 (including transportation fees, printing fees, food expenses and professional fees for the panel and
adviser)

X. Rationale of the Project (brief description of the situation):

   Biñan City is a 1st class city in the province of Laguna, Philippines. According to the 2015 census, it has a
population of 333,028 people. Biñan is located 35 kilometres (22 mi) south of Manila. It comes second in Laguna
coming from Metro Manila next to San Pedro City. It is bounded on the north by San Pedro City on the south by
Santa Rosa City and on the west by Carmona, Cavite.
The proposed project is the development of Performing Arts and Convention Center with Arts and Crafts
Village. The 2-storey Convention Center will consists of theaters, performance halls, movie house, function hall,
convention hall and exhibit hall while the Arts and Crafts Village will showcase the local arts, food and to revive
the local production industry. There will be also covered court, museum, public restrooms, enough space for
parking lots and an open park for people to relax. The estimated capacity will be approximately 26,000 persons
based on its floor area which is roughly 2 hectares. This project will be constructed at Lot 1, Block 5, San
Francisco, Halang/San Francisco, Biñan, Laguna with a lot area of 4.3696 hectares.
Biñan, Laguna has different activities that can be held in this convention center like various role plays that
they do every National Heroes' Day. People from Biñan also perform ballets and ballads every National history
month. They also hold different art exhibits and organize different sporting events. Biñan has also been the center
of commerce in the region. A common sight is the preparations and setting up of the wholesalers and the arrival of
jeepneys and trucks carrying various items such as pancakes that are made from rice which are called "Puto
Biñan", buko pies, pinipig, ampaw and garden plants. They are popular for their woodcarving of Paete, different
kinds of footwears like slippers and shoes, head wears, pandan bags and mats. They have also native hats, wallets
and paper mache.
The construction of Performing Arts and Convention Center with Arts and Crafts Village will be a way to
project the City of Biñan in the arts and culture industry, promote the city's local culture and history, revitalize all
historical local products/foods, cultural heritage sites, tourist sites, historical sites and increase demand for the local
production. Through this project, there will be an increase in employment and an increase, not only in the LGU
revenue, but also in income for handicrafts makers.

XI. Objectives (General and Specific):


A. General Objectives
• To propose a detailed engineering design of The Proposed Development of Arts and Crafts Village and
Convention Center.

B. Specific Objectives
• Provide the following submittals:
a) Plans and Specifications that will comply with the National Structural Code of the Philippines, National
Building Code of the Philippines and Municipal Ordinances and other codes regarding the
environmental, social, economic, ethical and safety standards.
b) To provide a detailed calculations of designs.
c) To present an efficient project management including time frame for working schedule and the
estimated cost of the proposed project.

XII. Description of the Project, Strategies and Methods (Activities / Schedule):

A. Description of the Project


The proposed design of Arts and Crafts Village and Convention Center considered the NSCP and NBCP in
planning and construction of emergency response facilities and theories and concepts in structural design, water
resources engineering, basic electrical engineering and construction project management. Prior to the
implementation of the project, the final design for the improvement are reviewed by professional engineers.

XIII. Sources of Fund

Fund for the completion of this project will be self-rendered.

XIV. Functional Relationships with the Collaborating Agencies (Duties / Tasks of the Cooperating Agencies):

The Municipality of Candelaria, the client and immediate beneficiary of this service will provide BatStateU with
the technical description of the lot and other pertinent documents/supplies needed for the activity.

XV. Monitoring and Evaluation Mechanics / Plan:

The Municipality of Candelaria and the research adviser will allow and assist the students of the BatState-U,
specifically the Civil Engineering students, to conduct data gathering for their researches. These data gathered
will be used under the supervision of the company personnel and the adviser at the dates and time established by
the parties. Moreover, the said project will be evaluated by the Committee on Oral Examination assigned by the
Civil Engineering Department.

The project aims to fulfill a socio-academic purpose of the Department.

XVI. Plans for Ensuring the Sustainability of the Project:

The university recognizes the need to strengthen the services to and network with local and national government
office to make functional its goal of development research and extension services. Thus, the project leader and
coordinators offer partnership with local and national government office such as the Municipality of Candelaria
regarding the project, “Proposed Development Plan of Government Center of Municipality of Candelaria
Located at Barrio Malabanban, Candelaria, Quezon”.

A Certification of Agreement will be prepared as proof that both parties, the University and the Municipality of
Candelaria, have agreed upon the terms and conditions of the extension of the said project.

To ensure sustainability of the project, the outputs of the researches to be conducted will be given to the
Municipality of Candelaria for its possible utilization whether in form of system improvement or product
development.
