2.0 PROGRAM/DESCRIPTION/JUSTIFICATION

The Philippines, by reason of its geographic, geologic and tectonic setting, is prone to several geologic and
natural hazards. The recognition of such hazards however, is often overlooked by land developers/planners, project
proponents and the general public except when a dramatic and devastating incident occurs, such as a strong earthquake,
massive landslide or heavy flooding event that causes great loss of life and destruction to property.
To therefore adequately and comprehensively address and mitigate the possible effects/impacts of geologic
hazards, it is hereby required that, in addition to the requirement for the issuance of an Environment Compliance
Certificate (ECC) as provided for under Presidential Decree No. 1586, Presidential Proclamation No. 2146 and its
implementing rules and regulations, all proponents of subdivision development projects, housing projects and other land
development and infrastructure projects, private or public, shall undertake an Engineering Geological and Geohazard
Assessment Report (EGGAR). (DENR-MGB, 2000).
Considering the need to construct Tagum’s Sanitary Landfill Facility (SLF) located in Barangay Nueva Fuerza is
very imperative since open dump or controlled dump site shall not be allowed as final disposal site as provided by law,
and as the closure or eventual phase out of Controlled Dump Site located in Brgy. San Agustin draws near, as specified
and mandated under the SWM Plan of the city and pursuant to the provisions under Sec. 37 of RA 9003.
Thus, the City ENRO signifies interest to embark on conducting EGGAR prior to the development and
construction of Sanitary Landfill Site as requirement for the issuance of the ECC which will be done through the help of
expert Geologists from private institution and/or from DENR-Mines and Geosciences Bureau (MGB) Region XI.

3.0 OBJECTIVE

3.1 To construct a Sanitary Landfill that is designed, constructed, operated and maintained in a manner that
exerts low-cost environmentally-engineered control over significant potential environmental impacts arising
from the development and operation of the facility;
3.2 To deter environmental degradation by safeguarding the solid waste generation of the city through the
establishment of the sanitary landfill as the final containment site.
3.3 To address and mitigate the possible effects/impacts of geologic hazards identified in the Tagum’s Sanitary
Landfill Site with the help of EGGAR.
3.4 To ensure the suitability and safety of a project site proposed for development for Sanitary Landfill Site.

4.0 IMPLEMENTING METHODOLOGY

4.1. Coordinate with Certified Consultants from different contractors/stakeholders, technical personnel from the
DENR-Region XI and from the National Solid Waste Commission for the appropriate design and operational
procedures of the Sanitary Landfill.
4.2 Coordinate with the City Mayor’s Office and National Line Agencies and Budget Office for the approval and
budget allocation.
4.3 Coordinate with concerned City Departments for the planning and road network development of the sanitary
landfill.
4.4 To coordinate with experts Geologists from private institutions and/or from DENR-Mines and Geosciences
Bureau (MGB) Region XI for the conduct of EGGAR at Tagum’s Sanitary Landfill Site in Barangay Nueva Fuerza.

5.0 BUDGETARY REQUIREMENTS: Php 280,000,000.00
