TERMS OF REFERENCE FOR A SHORT TERM WATER AND SANITATION
CONSULTANT
1. Background
ACF is currently in the process of receiving funding from AECID through a CONVENIO
agreement. Under this agreement, ACF is planning to utilize part of the fund for implementing a
development program in the southern West Bank, in line with identified priorities.
The ACF PT mission, and especially the Hebron Base, is seeking to grow from a uniquely short
cycle, emergency project driven programming strategy towards a balanced, longer cycle integrated
WASH / Food Security and Livelihoods programming approach.
ACF Water and Sanitation interventions have largely focused on extending and improving water
infrastructure, but have recently also looked at household shelter and sanitation issues. A further
detailed technical assessment is required to have an updated and clearer analysis of the current
situation in the water and sanitation sector, and to recommend program activities for identified
development needs.

In the frame of these specific objectives of the Agreement with AECID, the consultant will conduct
specific research and write a component of an integrated proposal in line with ACF objectives and
standards. Working with the donor, local partners and the ACF team, the consultant should submit a
final proposal as the end-product no later than the 10th March, 2010. The consultant should have
considerable experience and knowledge in conducting research and writing proposals in the local
context and according to AECID and ACF standards and guidelines.
Objective of the consultancy and scope of work
The objective of the consultancy is to:
Review relevant and existing documents and secondary information on the water and sanitation
sector in the Hebron Governorate.
Conduct key informant interviews, participatory group discussions, and stakeholder analyses in order
to collect primary data in the water and sanitation sector and identify sectors and cross-cutting issues
to support the programme definition.
Contact relevant donor, ministries and government agencies and identify suitable partners for project
implementation.
Coordinate and consult with relevant agencies and (I)NGOs (involved in water and sanitation) and
analyze best practices and lessons to include in the programme.
Identify potential local partners (e.g. local government, local NGOs and effectively functioning
cooperatives).
Analyze all the data collected to justify and support the project.
Write an assessment report.
Present the assessment findings to stakeholders.
Design a component of the integrated program proposal in English based on the data collected in
line with AECID (formats and guideline and CONVENIO agreement), ACF country objectives and
Palestinian Authority objectives in the sector. The proposal should be written in partnership with
local partners, if possible. The component should include the following:
Narrative outlining: justification, implementation strategy and methodology, target beneficiaries and
partners and their contribution, role and responsibility and sustainable strategy.
Analysis of economic, environmental and social impact of the proposed action
Logical framework

Budget for the operation
Work plan
Present the report to partners (the main stakeholders and partner organizations targeted for
implementation)
Finalize this component of the overall programme proposal
Compile other sector proposal components into one comprehensive proposal format.
These objectives should be implemented in close coordination with the consultant conducting the
Food Security and Livelihoods component.
Outputs
Human Resources
• An ACF national staff member will work with the consultant to collect data.
Transport
• The consultant will have access to an ACF vehicle for transportation in the Hebron Governorate
during working hours (08h00 – 16h00). The ACF staff member supporting the consultant in data
collection will also act as a driver during working hours.
• The consultant will be responsible for all other transport costs during the consultancy period.
Accommodation

• The consultant will be responsible for all costs related to accommodation during the consultancy
period. ACF will provide support in finding appropriate accommodation.
Security
• The consultant will be provided with a security briefing upon commencement of the consultancy
and must follow the ACF Palestinian Territory security guidelines during working hours.
All other logistical, administrative and human resource costs are to be borne by the consultant.
