The JIP programme The programme has continued with main strands of work - In depth support to 35 areas - Seminars, workshops or other regional support mechanisms including Learning sets for practitioners & Regional housing workshops - Improving Lives Team reviews reviews with people who lived at Winterbourne View & other people of concern - Commissioning Together programme in partnership with ADASS Since the resignation of Bill Mumford as Director in July the future leadership & governance has been reviewed by DH & partners. Announcements on the plan should be made in September. We understand there will be a Transforming Care Quality Assurance Board to oversee all the concordat delivery that will be Co-Chair by the Minister, Norman Lamb & a self-advocate, Gavin Harding. National Audit Office The NAO are conducting a review to ascertain if - key Winterbourne Concordat commitments are being achieved - stakeholders are working effectively to build community based care, and - Examine arrangements for monitoring the quality of care for adults with learning disabilities. It is scheduled to report early 2015 NHS England NHS England has developed an implementation plan including: operational delivery to support Clinical Commissioning Groups and Area Teams to ensure we get the basis right Care and treatment reviews so all inpatients get a person-centred, externally led review of their care at an agreed point in time. data and information so we can demonstrate progress and highlight areas of concern planning and contracts to ensure NHS England systems support this work new funding models, using the skills of the community and voluntary sector to lever in new resources new care pathways, developing a new commissioning framework stakeholder engagement There is a regional (northern) NHS England Learning Disabilities Board that is mostly attended by Directors or deputy Directors of Nursing. We are planning for social care / ADASS reps to meet with them in November. NHS England have asked Stephen Bubb (CEO of ACEVO) to chair a steering group to develop recommendations for the development of a national framework for local commissioning of community based support for people with learning disabilities. The programme scope includes four medication groups: antipsychotics, antidepressants, mood stabilisers and benzodiazepines and will be in the following areas: Hospital At home Supported housing Treatment centres Secure settings Private care homes Prisons Custody Schools

The Self-Assessment process & measures have been reviewed on behalf of NHS England & ADASS based on feedback received nationally. The format for the questions are largely unchanged but tightened up & clarified for several measures. There will be fewer questions for Partnership Boards to answer as PHE have arranged to source much of the data from national sources. The reviewed measures, guidance & governance framework are expected to be published in early September requesting submissions be returned by end January 2015. NHS England & ADASS are collaborating in designing the Yorkshire & Humber governance process.

Yorkshire and Humber Leadership Group The last meeting focused on employment including sharing information & learning on co working, supported employment, families guide to employment & helping a family member get a job & social enterprise employing disabled people. DWP Employing disabled people The Department for Work and Pensions (DWP) have updated their guidance for employers on employing disabled people.
As part of the Disability Confident campaign, DWP has launched a portal to help employers and employees on their way to being Disability Confident. The Employers' Portal improves access to information for employers on the benefits of employing disabled people.
