Board Agenda Items
Longfellow Building Historical Status: During the course of the district's property management use matrix update process,
comments were made to directors regarding the historical status of the Longfellow building. Last week district staff presented
to the Everett Historical Commission information about the district's ongoing property management process and timeline,
information about the age of the Longfellow building and how it has been used over time, information about the physical
condition of the building, and about the renovation costs necessary to allow it to be used over time. This presentation included
a description of the options the district is considering to either sell or lease, or retain ownership and demolish the building. The
Longfellow building is over 100 years old. It is not listed on the National, State, or Everett Registers of Historic Places.
However, it is listed in the Everett Historic Resource Survey, a survey of historically significant properties within the city. This
survey contains approximately 185 properties and is attached for directors' information. Inclusion on this survey means the
city looks at any proposed development or changes to the property to ensure conformance with all local, state, and federal
regulations. It does not preclude disposition of the property via the options being considered by the district. If the board does
decide to demolish this building, the following steps will be necessary to comply with applicable regulations:
Documentation of the historic character of the facility (pictures, drawings, history, etc.)
Review of the probable adverse environmental impacts of the decision (per the State Environmental Protection Act)
Survey of hazardous materials and remediation of those materials as required
Obtain a demolition permit from the city of Everett
Everett Public Schools has participated in historic preservation projects in the past, including most notably the Everett High
School Main Building, Sequoia High School, and Everett High School Little Theater. District staff will present additional
information and be available to answer questions on the property at the December 9 board meeting, when the property
management update recommendations will be presented for board consideration and approval.

Board Meeting Follow-Up
Jackson High School Cross-Country Participation in National Event: On November 18, the board approved Jackson High
School's cross-country participation in a national event, the Nike Border Clash in Beaverton, Oregon. A request for a waiver to
allow individual sports participants and team sports to compete in national events representing their school during the out-ofseason time period was sent to WIAA and approval was received this week.

General correspondence: Three items of correspondence are provided for director background with this edition of the Friday
Report. The first is a congratulatory note from Washington Student Achievement Council Executive Director Gene Sharratt to

the board regarding the Board of the Year award. The second is a letter from the Everett Historical Society urging the board to
preserve the Longfellow building. The third is a patron email regarding math clubs, and the response, including identification
of a single point of contact for further emails to district staff.

Mill Creek DARE Program: Mill Creek Elementary's principal has been working with fifth grade teachers on alternative solutions
to accommodate the Mill Creek Police Department's DARE program. Historically, this program for fifth grade students has
commenced in January at Mill Creek Elementary. It lasts at least 10 weeks, with up to hour-long lessons each week focusing on
students making safe and healthy choices. Mill Creek Elementary's school counselor discusses many of the same topics with
students of all grades on a weekly basis throughout the school year. Fifth grade teachers address decision making skills
concerning drug use in the spring as part of their curriculum. No other district school, served by other law enforcement
jurisdictions, currently hosts a DARE program. DARE has not been offered anywhere else in the district for many years. The
principal and grade level team recognize and appreciate the investment of resources by the Mill Creek Police Department
(approximately $2,000 per year). However, the Mill Creek Elementary staff decided to discontinue hosting the DARE program
at the time it has been provided over the past several years due to the significant impact on instructional time. This is due to
implementation of the new, more rigorous Common Core State Standards and the new Smarter Balanced assessment system.
The principal discussed alternate dates later in the school year (when it would be less impactful to Mill Creek's fifth grade
instructional program) for the police department to deliver DARE lessons. The officer assigned to DARE indicated she has very
specific dates and times that she is available, and that moving DARE lessons to late spring will not work for her due to her
vacation and work schedule. The officer has also described to Mill Creek Elementary leadership that the DARE program needs
to be taught in its entirety as outlined by the program's guidelines, making modification to the program impossible. The
attached PDF file includes a letter outlining the principal's desire to continue to engage with the Mill Creek Police Department
and recognizing the significant value in having uniformed officers be a part of the Mill Creek learning community. It also
contains an email from the chief of police, a letter to Mill Creek Elementary parents explaining the likelihood of program
change, and a memo from fifth grade teachers to their union president and area assistant superintendent asking for help
moving the program to a different time of year.

Advanced Placement Capstone Program (Strategic Targets: 1.1.a, 1.3.a)
Advanced Placement (AP) Seminar is the first of two courses in the AP Capstone program. AP Research is the second course. If
students earn a score of three or higher in AP Seminar and AP Research, and on four additional AP exams, they are eligible to
receive the AP Capstone Diploma. This signifies outstanding academic achievement and attainment of college-level academic
and research skills. Alternatively, if students earn scores of three or higher in AP Seminar and AP Research only, they are
eligible to receive the AP Seminar and Research Certificate. Jackson High School applied to the College Board to take part in
the AP Capstone pilot beginning with the AP Seminar course in 2015-16. Cascade, Everett, and Sequoia High Schools have
applied to be included in the AP Capstone program beginning in 2016-17.
Cascade High School College Application Party Day (Strategic Target: 1.1.b)
Cascade High School's career specialist and school counselors held a College Application Party Day as part of a twelve-year
campaign to increase the number of first generation and low-income students pursuing a college degree or other
post-secondary credential. Two hundred and fifty seniors were invited to attend in the Cascade library throughout the day.
Eight admissions representatives from seven different universities, along with school counselors and the career specialist,
assisted students to complete over 200 college applications. One quarter of the senior class participated. Everett Public Schools
Foundation provided funds for snacks and lunch.
JHS FIRST Robotics Team heads to Olympia (Strategic Targets: 1.1.d, 1.2.b, 5.4.a)
On December 5, a contingent of Jackson High School Robotics students representing "Jack in the Bot" 2910 will be attending
Washingtons For Inspiration and Recognition of Science and Technology (FIRST) Robotics at the state capital in Olympia.
There will also be two alumni who were former members of the robotics team joining them Friday. Ashlyn Funke (Class of
2012) is currently a junior at the University of Washington's Mechanical Engineering program. Ashlyn's involvement with the
robotics team enabled her to receive an internship at D3 Technologies during the summers of 2012 and 2013, and then with
Boeing during 2014. Kartik Rishi (Class of 2010) is now a UW graduate working at Boeing as a project manager. He received a
$16,000 engineering grant based on what he did in FIRST while attending JHS.
SpringBoard Implementation (Strategic Targets: 1.2.b, 1.2.c)
In November, secondary building administrators, district administrators, and district facilitators visited 28 classrooms across
the district in the SpringBoard Learning Walk process to assess progress with regard to SpringBoard implementation. The
SpringBoard consultant highlighted promising practices observed, including students interacting with SpringBoard activities in
every classroom visited, noted teachers providing supportive learning environments for students, and complemented the
district overall as close to proficient in several areas. In addition, there were strong examples of implementation in several

classrooms where students were collaborating with each other to facilitate and extend learning and many of the critical
elements of SpringBoard implementation were in evidence. Key focus areas for improvement include increasing the number of
students using strategies to meet the learning targets and ensuring that students understand the daily learning target and its
connection to the upcoming embedded assessment.
Curriculum Alignment and Gap Analysis (Strategic Target: 1.2.b)
Elementary teachers who serve as teacher leaders with the English Language Arts (ELA) cadre are working to complete the
alignment of Common Core State Standards to our core reading curriculum. Last year, teachers identified which standards
were prominent in our Good Habits, Great Readers (GHGR) curriculum as well as the gaps. GHGR has served students well in
providing a solid foundation for teaching reading, and there are areas that need enhancement. ELA cadre members are
examining online resources and existing supplementary texts and other materials in support of the standards. This week, a K-2
team met and developed ideas and tasks for enriching the curriculum (e.g., compare/contrast stories or information,
independent practice with reading poetry). These additional tasks will then be shared with fellow teachers across the district.
American Mathematics Competition (Strategic Target: 1.2.b)
On November 18, 15 eighth grade math students at Heatherwood Middle School, participated in the eighth grade American
Mathematics Competition (AMC 8). The AMC 8 is a 25-question, 40-minute, multiple choice examination in middle school
mathematics designed to promote the development and enhancement of problem-solving skills. At the same time, 27 students
at Eisenhower Middle, 29 students at Cedar Wood Elementary, and 16 students at Mill Creek Elementary were also taking the
test. The examination provides an opportunity to apply the concepts taught at the junior high level to problems which not only
range from easy to difficult but also cover a wide range of applications. Students who participate will receive copies of their test
questions on which they may continue to work throughout the year. Additionally, the AMC 8 is designed to promote
excitement, enthusiasm, and positive attitudes toward mathematics and stimulate interest in continuing the study of
mathematics far beyond the minimum required for high school graduation. This competition is part of the school mathematics
competitions from the Mathematics Association of America.
PreK-K Connections Events Focus on Math (Strategic Targets 1.2.c, 5.3.a)
On December 2, over 60 Everett Public Schools and community preschool educators participated in the first of three PreK-K
Connection events. This year the events will focus on "Strategies for Increasing Math Learning in Young Children." University of
Washington staff shared how math develops in young children from birth to kindergarten. Participants viewed videos of PreK,
K, and first grade teachers and children "doing and talking" math. They discussed the concepts learned across the levels and
how questioning helps to further students thinking about math. Each participant received cards with "Questions to Nurture
Mathematical Thinking." They were encouraged to use these in their interactions with children before the next event on
February 3 and come back prepared to share their experiences.
English Language Learner December Matrices (Strategic Target: 1.5.a)
The number of English Language Learners (ELL) in Everett Public Schools as of December 2, 2014 is 2,241. This is an increase
of 43 from November 2014 and an increase of 228 from December 2013. The number of Level 4 students increased by six to
550 compared November 2014. There are now 84 different languages spoken by students in Levels 1 4, an increase from 73
in December, 2013. The new languages are Dari (3 students; spoken in Afghanistan), Dutch (1), Old Icelandic (2), Italian (2),
Malay (2 - Indonesia and Malaysia), Malayalam (1 - India), Mixteco (2 - Mexico), Oriya (1 - India), Romansch (1 Switzerland), Swedish (1), and Visayan (1 - Philippines).

Procedure Updates
Procedure 2412P, Grading and Progress Reports: Revisions to Procedure 2412P, Grading and Progress Reports, have been
reviewed by superintendent's cabinet to remove references to report cards and to correct the number of progress reports
issued each year. Revisions are provided for directors' information.

Public Records Request Updates
Cabling and Technology Services: Cabling and Technology Services (CTS) is the vendor currently constructing and installing the
new district-wide video security system. Following a public records request for CTS' proposal (RFP) response from competitor
Ednetics, CTS placed a request for copies of proposals from each respondent to the RFP. The affected third parties have been
notified and we expect to be responsive to this request prior to the holiday break. It is further expected that this request will
result in additional activity among RFP respondents to obtain copies of their competitors' proposals.
Cogdill Nichols Rein Wartelle Andrews Vail: A second installment of records has been provided to attorney Doug Wartelle for his
previously reported request for various records related to the Moss Adams assessment of the Information Systems and
Technology Department. Additional records are under review and will be provided to Mr. Wartelle by the response date of

Derek Ogle: In a series of requests, Mr. Ogle requested and received the educational specifications, enrollment, variance, and
Running Start records for Jackson High School. An additional request, for "documents relating to the design, placement, and
specifications of the new camera system being installed at Cascade high school" is currently being reviewed for responsive
documents with an anticipated response date of December 12.
Ednetics: As referenced above, this competitor in the RFP process for the district-wide video security system requested and
received a copy of the proposal submitted by successful bidder Cabling and Technology Services.
Julie Berg: Ms. Berg of KCPQ has received an installment of records regarding her previously reported request for military
recruiting records. An additional installment, primarily for email, will be provided to Ms. Berg shortly.
Pacific Justice Institute: This firm, representing student Michael Leal, submitted a request for various records regarding their
client. The request pre-dates the filing of the lawsuit from Mr. Leal. Responsive records have been collected and provided to
district counsel for review.
