Section 1: Miscellaneous
Section 1.1: Service Area
The facility will normally serve Las Vegas but has the capabilities to serve North Las Vegas and Henderson as well.
Section 1.2: Signs
The Plot Plan in Tab 8 shows the location of the following signs which will be posted at the facility:
1. Informational signs that indicate (a) the name of the facility (see Section 1.1 of the Operating Plan) and (b)
the name and emergency phone number of the facility operator (see Section 1.1 of the Operating Plan).
2. Directional signs.
Section 1.3: Waste Management Areas
The Plot Plan in Tab 8 shows the location of unprocessed and processed material storage areas. The storage
piles in these areas will not have heights over 50 feet.
The Plot Plan also shows that the storage piles will not have a base area exceeding 40,000 square feet.
The facility will occupy APN 191-19-301-005 and -006. The Plot Plan shows the boundaries of the facility.
The area of the entire facility will be approximately 170,000 square feet.

Section 2: Dust Control

The facility will have the following provisions for controlling dust to prevent a public nuisance:
1. Paved access roads inside and around the facility.
2. Water sprays will be operated at all times when material processing equipment is in operation.
3. Water truck will maintain dust compliance on haul roads and disturbed surface areas.
4. Post speed limit sign (5 MPH) to ensure control of fugitive dust emissions from paved haul roads.

Tab 3 contains documentation of dust control approval from the Clark County Department of Air Quality (DAQ).

Section 3: Emergency Control
Section 3.1: Fire Control
The facility will have the following provisions for preventing and controlling fires:
1. Fire extinguishers at the locations shown on the Plot Plan and the Emergency Escape Plan located in Tab
8.
2. Nearby fire station. Fire Station 65 is 3.22 miles away at 3825 W Starr Ave, Clark County, NV
89141. This is a Clark County fire station.
3. Fire lanes. The Plot Plan shows 40-foot fire lanes around the perimeter of the unprocessed and
processed stockpiles in areas 2, 3 and 4.
Tab 3 contains documentation of fire control approval from the local fire department.
Section 3.2: Pollution Control
The processing of the concrete, cement, soil, asphalt and aggregate materials will produce fugitive dust emissions.
Those emissions will be controlled by maintaining moisture in the minus materials as required by the Department
of Air Quality (DAQ) operating permit.
Section 3.3: Other Provisions
The facility will have the following other provisions for preventing and controlling emergencies:
1. Cellular telephones.
2. Emergency shut-off switch for the processing line near the crushing and screening equipment which is
shown as area 1 on the Plot Plan.
The Emergency Escape Plan in Tab 8 shows routes of ingress and egress for the facility, a safe evacuation route in
the event of an emergency and a gathering place where everyone re-groups after evacuation. The employees will
meet at the following gathering place:

Tab 3 contains maps showing that the facility location is not in a 100-year flood zone.

Non-Mobile Portable Minor Source Permit for a Nonmajor, Nonmetallic Mineral Processing
Operation Permit ID# 17380. The equipment is located in area 1 as shown on the Plot Plan in Tab 8.

Section 6: Facility Access

Section 6.1: Access Control
The facility will have the following provisions for controlling access to the facility as to time of use and as to
those authorized to use the site in order to prevent unauthorized vehicular traffic and illegal dumping:
1. The entire facility is fenced off with two (2) gated entrances.
walls and berms creating a barrier for illegal dumping.

Section 6.2: Access Roads

The Plot Plan in Tab 8 shows access roads inside and around the facility. The access roads inside and around
the facility will be properly graded and drained and paved to provide easy access in all kinds of weather to all
vehicles expected to use them.

Section 8: Litter Control

The facility will have the following provisions for controlling litter (i.e., collecting scattered lightweight debris and
cleaning the facility):
1. Waste storage containers constructed of durable, watertight materials.
2. Containment walls around the outdoor storage areas.
3. Employees will be responsible for their own litter and dispose of it properly.

Wastes managed by the facility will not have any odor that causes a public nuisance.

The facility will have the following provisions for screening the facility from the view of members of the public:
1. Containment walls around the storage areas.
Section 10.3: Zoning
The facility will be located in zone M-1 (Light Industrial) in unincorporated Clark County.
Tab 10 contains a zoning map that shows zoning within 1 mile of the facility.

Section 11: Traffic Control

The facility will have the following provisions for controlling vehicular traffic:
1. Directional signs at the locations shown on the Plot Plan in Tab 8.
2. Speed limit sign of 5 MPH will control traffic speed on the site.
The Plot Plan shows traffic routing inside and around the facility.

Section 12: Vector Control

Wastes managed by the facility will not include any putrescible waste.
The facility will have the following provisions for controlling standing water:
1. The site will be graded in such away to ensure that standing water will not occur.

The provisions for determining the reportable quantities for each calendar quarter and year are presented in the

Section 14.3: Process Flow
The following steps and corresponding numbers on the Plot Plan in Tab 8 indicate the location and flow
through the facility of managed wastes, waste management equipment, and waste management activities:
1. (2/3) Unprocessed materials will be inspected per Section 1.3 of the Operating Plan. Unprocessed
materials with reportable quantities will be measured per Section 13 of the Operating Plan. Unprocessed
materials will be stored in a stockpile area.
2. (5) Ferrous metals will be separated from other materials using another cross belt magnet. Ferrous metals
will be collected into a roll-off container.
3. (4) Processed materials with reportable quantities will be measured per Section 13 of the Operating Plan.
Processed materials will be removed from the facility per Section 1.5 of the Operating Plan.

Section 15: Water Protection

Section 15.1: Industrial Waste Drainage Control
The facility will not drain industrial waste through a sanitary sewer system to a municipal wastewater treatment plant
(POTW).
