Encroachments removed to widen sector road

team chief estate officer-cum-additional judicial magistrate Talo Potom with the support of couoncillors and police personnel.
Semi-permanent structures along the ESS sector to Raj Bhawan Bhawn road via Doordarshan Kendra would be cleared
immediately to widen the road to serve as a bypass to ease traffic congestion.

How to unleash Arunachal's enormous potential?

It was very pertinent of the occasion at the inauguration of the international symposium on ~Aspects of mechanical
engineering and technology for industry (AMETI-2014)(TM) to have come up with the issue of facilitating growth and
progress in the hill state of Arunachal Pradesh, especially industrial development.
A state rich with flora and fauna and forest cover, as common to all Himalayan states, must engage research and high
academic institutions in the development of its developmental fundamentals. The vast resources on account of forest
produce, plant produce, agricultural and horticultural produce, nature(TM)s bounty (like water, scenic beauty etc.) and in
fact the entire biodiversity must be judicially utilized towards sustainability and progress of its population.
Human resource is probably at the centre of it all and here comes the role of institutions of higher learning. All research and
developmental institutions in the state must have a focus on the problems and issues confronting state besides their normal
research focus. The research theme may be based on their broad research mandate and specialization. This is exactly like
taking cue from the GoI(TM)s proposed Unnat Bharat Abhiyan, which is taking shape with the involvement of institutes
of national importance like National Institutes of Technology and of course elite Indian Institutes of Technology and several
others. AMET-2014 is being held at the NERIST, Nirjuli. A mission to undertake research on the issues concerning Arunachal
can be coordinated by, may be a lead institute of the stature of NERIST itself.
Conventional industry may not be drawing the immediate thrust. The state may not have the industrial ecosystem befitting
that. Unconventional industries if taken up to begin with, however, may trigger them sometimes later. Forest and agro based
industries perfectly suit the bill at the moment. The Horticulture Technology Mission for the hilly and North Eastern states of
the GoI must be utilized to the fullest extent to set a large base of related industrial activities. In today(TM)s era of
markets and brandings, selling a farm produce is not in the best interest of the economy. Value addition is the key and this is
just another word for processing, packing and branding.
Though there are many drawbacks of promoting such products for the sustainability and environmental concerns but this is
how economic growth is currently happening in the so called developed living and best to leave it to researchers till a broad
based understanding is developed the world over. In India the percentage of value addition of horticulture produce is barely
about 5% in comparison to a massive over 40% in the industrialized countries. India has a fair amount of activity to catch up
here. Arunachal as other mountain states of India and blessed with ideal conditions for growth in the cultivation of
horticultural activities and thereby can add value to the growth ladder of the state and hence of the country.
In agriculture the state should focus on the unconventional low volume high value products rather than the usual traditional
cultivation. This means sway away from traditions in agricultural cultivation wherever needed for maximizing returns to the
farmer. Gone are the traditional times when farm produce being same for the entire farming community. But then there a
need has arise where a public body is required to monitor the acreage under a particular crop type and help the government
guide the farmers plan the area under cultivation for a particular crop. The key lies in not sending the produce to market as
such but do that only after value addition wherever possible.

Natural resource is an asset with Arunachal in terms of its biodiversity too. The state is home to large number of plant
species which could spell riches to the state. Take the possibility of the benefits from cultivation of medicinal and aromatic
plants for which Arunachal has been an ideal place. The processed extracts of these can fetch economic well being and
employment to the state population. Here again value addition determines the course to growth.
After dwelling upon opportunities, the right approach matters a lot. A right trigger means a lot and it has to be provided by
the societal drivers such as governmental bodies and policies. We need policies in place that promote the spirit of
entrepreneurship in youths. This can be easily done along with the educational process. Inculcate the habit of taking
initiatives right from the school days. The institutes of technical and higher learning can do that. Such institutions should also
not only establish entrepreneurship cells but the incubation units as well where faculty and the students together incubate
new enterprises and help them grow before graduating for the open market. They can derive numerous benefits of expertise
and guidance from the campus residency.
The GoI and state governments have several schemes for promotion of entrepreneurship but the component of hand holding
has not worked effectively so far. The physical and soft infrastructure such as experts, guides, enabling policy matter the
most. Many universities in the west have created excellent examples on this front and that scale of effectiveness has hardly
been emulated in our country. Better be late than never.
Some non-governmental organizations have been attempting this example but at a scale which so far has benefitted
enterprises of very small scale. Nevertheless their efforts are praiseworthy. The governments have put in place numerous
skill development initiatives in the country and the blending of the ingredients of entrepreneurship and incubation should be
integrated to the programme. So far the amount of thrust required for promoting entrepreneurship have not been adequate.
Incubators are need of the hour across the country. If community based that is the next best.
Tourism needs a lot of brain storming to be able to benefit greater population. The take should be involving the community.
The necessary framework encompassing policies, rules etc. should be undertaken by the government.
Some conventional industries like electronics, software and business process outsourcing present a good scope for growth,
but for that suitable hardware infrastructure of communication, high speed internet, access and approach needs to be
thoughtfully developed across the state. There are examples where business processes has been outsourced to units in state
of Uttarakhand. But it must be attributed more to the dedicated socially oriented enlightened entrepreneurs than the
government efforts, though the government(TM)s role cannot be trivialized for extending the necessary hardware
facilities in the interiors of the state. Industries demanding air conditioned space may save on account of bare minimum
needs for air conditioning.
The discussion so far has missed on the art and craft of the state. Arunachal is vastly rich in traditional arts and crafts. This
trade to thrive depends a lot on the state of tourism. Both are mutually inter dependent.
The very basis of industrial and economic development is pinned upon power availability and Arunachal has to put immense
efforts on power scenario. The potential undoubtedly is huge. The possibilities with small and micro hydro cannot be over
emphasized. Power is the backbone of any modern day industrial activity. Arunachal currently is a power deficit state and
situation demands for urgent correction. The hydropower potential alone is estimated to be at over 50, 000 MW. Several
projects are languishing for want of funds.
Biomass is huge a natural resource underutilized in all the Himalayan states. Biomass if unutilized is cause of releasing
methane upon degradation. Energy generation from biomass is carbon neutral. For these similarities to be realized and
benefit Himalayan region, all the hill states are required to form a consortium for the development and addressal of common
issues plaguing them.
The potential is undoubtedly huge in Arunachal and academia, industry, government and civic society together must take
lead immediately.

RSHVWA refuses land for proposed Arun Medi City


NAHARLAGUN | DEC 06 |, DEC 06, 2014: The Rakap Sanglum Happa Village Welfare Association (RSHVWA) and land
owners of the Rakap Sanglum Happa village have unanimously objected to the setting up of Arun Medi City in their land and
asked the GoAP to look for other alternatives.
The association, in a memorandum to health & family welfare minister, said that they have no interest in giving the land for
any project as it has been more than a decade since the GoAP planned to establish the 500-bedded hospital without any

SRCC win 6th Lt. Onyok Moyong Memorial Cricket tourney
FROM OUR CORRESPONDENT , PASIGHAT| DEC 06 | , DEC 06, 2014: Siang Rider Cricket Club (SRCC) emerged winners of
the All Bogong Students(TM) Union (ABSU) organized 6th Lt. Onyok Moyong Memorial Cricket tourney by defeating
Mirku Cricket Club (MCC) by 48 runs in the final match being played at the Higher Secondary School here on Friday.
The SRCC had won the toss and decided to bat first and scored 114 runs in 20 overs by losing 9 wickets while, unable to
chase the target, the MCC was all for 66 runs in just 17 overs.
