1. Pre-Implementation Survey and Notifications


1.1 Prior to commencement of work at any location, the Sub
Contractor shall conduct a survey to plan the implementation and
identify and resolve issues that may affect the implementation.

work is about to commence at this location, including the local
office of the Ministry of Works, conduct joint surveys with
stakeholders, obtain necessary approvals, identify issues or areas

proposed trench taking into consideration the offset from the road,
the detailed design, the local topography, and any other

2 Health, Safety and Environment


All Contractors and Sub Contractors entering the worksite are
required to comply with MTNNs General SHE Specifications,
and Huaweis Sub Contractor Health, Safety and Environmental
Policies and Procedures. In general, the following precautions
shall apply:
2.1 Before commencing any activities, and for the entire duration
of the work activities, ensure that the work site does not present a
hazard to the health or safety of workers, traffic, pedestrians, or
the general public

Before
commencing any activities for the road crossing site, the sub
contractor shall ensure that adequate traffic safety control
measures are in place, and any approvals and coordination
required from relevant authorities is obtained

3. Marking the Trench Line


3.1 The Sub Contractor shall clear any vegetation that may
obstruct the setting of the string line and marking of the chalk
line.
3.2 The Sub Contractor shall set out the line of the trench using a
string line, and shall then mark the line of the trench with a chalk
line, or marking with paint on the sealed surface, or else mark the
line of the trench by a suitable method, for the guidance of the
implementation team.

3.3 Any proposal to deviate from the approved ROW alignment


shall require prior approval from MTNN before commencement
of any excavation.

4. Trenching
4.1 Before starting any excavation, the Site Supervisor shall
ensure that the line of the trench is clearly marked

4.2 Where the surface of the trench is paved, cut and remove the
paving to at least the required width of the trench.

4.3 Where the surface of the trench is not paved, remove any
vegetation and excavate and remove topsoil to a depth of
approximately 200 mm and set the topsoil aside.

4.4 Trenching may be done by digging with hand tools or by


machine digging. The method of excavation shall be appropriate
to the location and soil conditions. The method of trenching shall
be recorded here:

4.5 Trench width shall depend on the method of excavation, but
where excavation is by hand digging, the minimum trench width
shall permit safe working in the trench.

4.6 The sides of the trench shall be vertical.


4.7 Continue to excavate the trench to a total depth of 1.2metres
for PVC ducts and 1.02metres for HDPE ducts, placing the
excavated material separate from any topsoil. The actual trench
depth shall be recorded here:

depth of cover to the uppermost duct, which shall be 90 cm as per
the MTNN Specification.

5. Installing the Manholes1


5.1 Excavate a pit for the manhole allowing for the size of the
manhole plus bedding and backfill material. Typically the size of
the excavation shall be at least 1.3metres deep by 1.7metres long
by 1.0metres wide for buried manholes and 1.3metres deep by
1.7metres long by 1.1metres wide for urban areas.

5.2 All manholes not located under streets or footways will be


buried. The depth of cover to these manholes shall be 200 mm to
400 mm from the top of the roof slab to ground level.
5.3 Ensure that the bed of the pit is level and smooth
5.4 Place and compact at least 50 mm of a soft soil free of stones
or any other hard materials in the bed of the pit, and ensure that
the placement of the trench shall be such that the finished
manhole will be at a level consistent with the ducts which should
enter the manhole 50mm clear of the manhole floor. Consideration
shall also be given to prevent runoff groundwater from entering
the manhole.
5.5 Before placing the manhole in the pit, the Supervisor must
verify that the manhole has passed the workshop quality
inspection which will be indicated by a marker stenciled on the
surface of the manhole, and that the manhole has been cured for at
least 10 days before being transported to site.

5.6 Spray the internal and external surfaces of each manhole with
water. Place the manhole level and vertical in the pit. After
placing the manhole, backfill and compact a suitable material in
the spaces around the sides of the manhole using hand tools to
ensure that the risk of movement of the manhole or future
subsidence of the surrounding soil is minimized.
5.7 For buried manholes, permanently fix the electronic marker
to the upper face of the concrete cover, as per the specification
drawing. Spray the concrete covers with water and put them in
place over the manhole, and cover the manhole with a plastic film
and leave to cure for an additional 7 days.

Installation of manholes is independent of the Trenching / Duct Installation / Backfilling process and will not be part of the
sequence of steps in that process. Normally the manholes will be installed first, and the ducts will then be installed between the
manholes. Alternatively, the ducts may be installed first, and then the manholes installed later.

5.8 For the street manholes, install the cover and frame, cover the
manhole with plastic film, and leave to cure for an additional 7
days.
5.9 In each case, the GPS coordinates of the final location of each
manhole shall be recorded on the Red Line Drawing.

6. Preparing the Trench for Duct Laying


6.1 Before laying ducts in the trench, ensure that the bed of the
trench is level and smooth and the trench is free of water.

7. Installation of Ducts
7.1 Installation of HDPE Ducts for R1 & PVC Ducts for S1
7.1.1
Place a soft, non-cohesive soil free of stones or any other
hard materials to a minimum depth of 50mm in the bed of the
trench to provide a level bed to support the ducts.

7.1.2 For the configuration of R1&S1 the depth of the trench is


as per the specification. The HDPE ducts shall be placed in the
trench and bound together with plastic rings every 6.0metres. The
PVC ducts shall be supported and separated by spacers every
3.0metres.
7.1.3

The ducts shall be straight and free of any kinks or sharp

the trench shall be backfilled with a soft soil 2 free of stones or any
other hard materials to a depth of 50mm to 100mm above the top
of the uppermost duct/s. The soft soil shall be placed above and
around the ducts to ensure that the ducts are fully covered and
protected, and that no voids remain around the ducts.

7.1.5 As circumstances may require, and with prior approval


from MTNN, the HDPE ducts are to be installed in inside
galvanized steel pipe to provide additional protection to the HDPE
ducts, i.e. along busy roads and unsealed roads

7.1.6 The steel pipes need to be connected using an approved


steel coupler or connector and fixed securely. The HDPE ducts
shall be installed inside the steel pipe.
7.1.7 The excavated material shall be replaced in the reverse
order of excavation, that is, the last material to be excavated from
the bed of the trench shall be the first material to be returned to
the trench. The final layer of material to be replaced at the top of
the trench shall be the topsoil set aside for this purpose.
1.7.8 The backfill material shall be placed in the trench in
layers of approximately 300 mm. The first layer of backfill shall
be free of stones and shall be compacted by an approved method
using hand tools or mechanical compactors before placing the
next layer of soil. Each subsequent layer shall be compacted by an
approved method using mechanical compactors before placing the
next layer of soil. For compaction of layers up to but not including
the final layer, an approved method using mechanical compaction
shall be applied, and for the final layer of backfill, the backfill
material shall be placed up to ground level, with a surcharge rising
above ground level, before being mechanically compacted. Where
mechanical compaction is used, the mechanical compactors shall
make 2 passes of the entire length of trench section being
backfilled and compacted. The surcharge should not interfere with
the desired drainage path of runoff water.
7.1.9
During backfilling, the warning tape shall be laid along
the whole length of the trench approximately 40 cm below the
ground level.

7.1.10 Verification of compaction shall be performed using the


Dynamic Cone Penetrometer and a relevant standard test method.
Where Penetrometer testing is used, the measure of the
compaction shall be that the compacted material shall return
results similar to the adjacent undisturbed soil. The test shall be
performed at the request of the Project Owner, MTNN.
7.1.11 Failure of the compacted backfill to satisfy the test
criteria shall result in rework by the Sub Contractor

7.1.12 A blocking concrete, 15MPa, shall be installed to encase


the ducts entering the manhole for at least 1.0metre away from the
chamber wall at both duct entries. The concrete shall provide
75mm to 100mm of cover around the ducts, including the top and
bottom.

7.1.13 The ducts shall be laid the full length of the trench
between the manholes, and HDPE ducts shall continue into the
manhole for a length of at least half the length of the manhole in
order to make easier the installation of the cable. PVC ducts shall
be finished flush with the wall of the chamber. The ends of all
vacant ducts entering the manholes shall be sealed with end caps
or duct plugs.
7.1.14 The HDPE ducts between manholes should be
continuous and without any joins. However, should it be
necessary for any reason to join the ducts between manholes, then
they shall be joined by the approved method, and the number of
joins shall be kept to a minimum.
7.2 Installation of HDPE ducts for R2 & PVC ducts for S2
7.2.1
For the configuration of R2&S2 the depth of the trench
is as per the specification. The HDPE ducts shall be placed in the
trench and bound together with plastic rings every 6.0metres. .
The PVC ducts shall be supported and separated by spacers every
3.0metres.
7.2.2 For the R2 configuration, if the depth of cover is less
than 90cm, then a concrete layer shall be included in the backfill
to protect the HDPE Ducts. The thickness of concrete layer shall
be (90-C)/2 cm, where C is the cover from the top of the
uppermost duct to ground level, as per the specifications.
For the S2 configuration, if the depth of cover is between 50cm to
90cm, then a concrete layer shall be included in the backfill to
protect the PVC Ducts. The thickness of concrete layer shall be
(90-C)/2 cm, where C is the cover from the top of the
uppermost duct to ground level, as per the specifications.

7.2.3 Where a concrete layer is used to protect the ducts, the


minimum strength of the concrete shall be 15MPa.

7.2.4 The concrete may be mixed by hand or by machine.


Hand mixing shall be acceptable for trench lengths up to
20metres. Machine mixing shall be used for trench lengths greater
than 20metres.

7.3 Installation of HDPE Ducts for R3 & PVC Ducts for S3


7.3.1 When circumstances demand, and with prior MTNN
approval, R3 configuration may be used to provide additional
physical protection to the HDPE ducts. A minimum blinding
layer of 5cm of concrete shall be placed in the trench to support
the HDPE ducts. The ducts shall be fully concrete encased with a
minimum of 10cm of concrete above the top of the uppermost
duct.
7.3.2 For the S3 configuration, to be used when the depth of
the trench is from 30cm to 50cm, the trench will be completely
backfilled with concrete as per MTNN specification. Spacers shall
be used to provide support and separation of the PVC ducts, and
to allow the concrete to fully encase the ducts.
7.3.3 Where concrete is used either to encase the ducts, or as a
protective layer to prevent the ducts, or as complete backfill, then
the minimum strength of the concrete shall be 15MPa.
7.3.4 For the R3 configuration, the excavated material shall be
replaced in the reverse order of excavation, that is, the last
material to be excavated from the bed of the trench shall be the
first material to be returned to the trench. The final layer of
material to be replaced at the top of the trench shall be the topsoil
set aside for this purpose.
7.3.5 For the R3 configuration, the backfill material shall be
placed in the trench in layers of approximately 300 mm. The first
layer of backfill shall be free of stones and shall be compacted by
an approved method using hand tools or mechanical compactors
before placing the next layer of soil. Each subsequent layer shall
be compacted by an approved method using mechanical
compactors before placing the next layer of soil. For compaction

7.3.6 For the R3 and S3 configuration during backfilling, the


warning tape shall be laid along the whole length of the trench at
nominally 40 cm below ground level.
7.3.7 For the R3 configuration, verification of compaction
shall be performed at the request of the Project Owner, and shall
be performed using standard test methods such as Dynamic Cone
Penetrometer testing. Where Penetrometer testing is used, the
measure of the compaction shall be that the compacted material
shall return results similar to the adjacent undisturbed soil.
7.3.8 Failure of the compacted backfill to satisfy the test
criteria shall result in rework by the Sub Contractor

8. Backfilling the Trench for Road Crossings


Specifications for backfilling shall follow the specifications of the
Road Authority

manufactured and installed as per the approved specifications.

10. Reinstatement
10.1 As required, reinstatement shall be completed as per the
requirements of, and to the satisfaction of the governing body, that
is, Federal Government, State Government, or Local Government
Authority
