SUMMARY
The post holder will have a key role developing value chain work within Cuso Internationals program in Peru as
well as providing support developing value chain work in Bolivia, Colombia, Honduras, Nicaragua and Peru in
collaboration with program staff. The post holder will also focus strengthening value chain networks and designing
new projects so Cuso International can further grow their work in the region.
KEY RESPONSIBILITIES AND DELIVERABLES:
Program Development & Delivery
Deliverable:
Manage and expand existing value chain programs in Peru, including developing new value chain programs,
partnerships and placements. Support program staff in Bolivia, Colombia, Honduras and Nicaragua to develop and
expand their value chain work.
Specific responsibilities:
Analyze and maintain an in-depth understanding of the development context and key stakeholders in Peru
and build knowledge about Bolivia, Colombia, Honduras and Nicaragua.
Develop and deliver value chain training for Cuso International staff in the region and support staff in rolling
out training to volunteers.
Working in collaboration and in consultation with Cuso Internationals local partners, volunteers and other
stakeholders, identify relevant development interventions (e.g. International, South-South, Diaspora, and
National volunteering, advocacy, partnerships, etc.) to deliver established strategic and operational plans.
Wherever relevant, ensure cross-cutting themes such as Gender and Social Inclusion and/or Climate Change,
are mainstreamed in programming initiatives.
Ensure the smooth-functioning of placement development and volunteer management systems and
processes, within the Peru Country Program Office for value chain volunteers and other Cuso International
employees and teams outside of Peru.

In collaboration with program staff, support the design and delivery of appropriate monitoring and evaluation
mechanisms for value chain work, and support staff to understand and implement.
Ensure the impact of Cuso Internationals value chain work and issues arising are captured and duly integrated
into relevant practice and policy debates.
In collaboration with Country Program Office employees, local partners, volunteers and other stakeholders,
foster and promote a culture of ongoing learning.

Program Funding and Partnership Development


Deliverable:
Program and/or project funding, as well as relevant and productive partnerships, are identified and developed and
enable Cuso International to grow their value chain work.
Specific responsibilities:
Seek out and actively participate in Peruvian and wider regional networks, coalitions, alliances, meetings,
forums, debates or any other events pertaining to the value chain work of Cuso International in Peru and the
region and where it is possible to champion/represent Cuso Internationals programs and projects with
donors, other agencies, relevant government officials, partners, etc.
Working in close collaboration with country program staff and HoP for LAC, as well as other Cuso International
colleagues in the region or Canada, identify funding and/or partnership opportunities.
In collaboration with program staff, develop and support a value chain funding strategy for the region.
Provide support and/or input, when necessary on concept notes and proposals.
Volunteer and Placement Management
Deliverable:
Cuso Internationals value chain volunteers working in Peru are adequately supported in their placements and
working effectively with their local partner organizations. Volunteers are engaged in all aspects of Program
Development, including helping to set priorities, supporting funding and/or partnership opportunities, etc.
Specific responsibilities:
Work closely with the Country Program Office team to plan and develop relevant and coherent volunteer
placement documentation.
Ensure relationships and communication between Country Program employees and volunteers are
cooperative and professional.
Ensure excellent communication channels between Country Program employees and other Cuso International
employees in Canada and the region, so that placement and program information is flowing between all
parties and deadlines are being met by all stakeholders.
Working closely with the Program Support Officer, participate in the development of volunteer in-country
orientations upon arrival, facilitating some of the learning and orientation events as appropriate.
Keep abreast of volunteers progress and/or challenges in their placements and support any learning or
professional development they may require to achieve their objectives.

Engage volunteers in Program Planning, Development and Resource Diversification, as appropriate. Assist the
Program Support Officer in handling any volunteer or partner complaints, conducting investigations where
necessary; participate in discussions where policies and procedures do not offer a proper resolution to a
volunteers concern or situation.
Fully accountable for ensuring an emergency and risk-management plan is developed at the country-level, is
well-communicated, implemented and reviewed on a regular basis, covering the safety and security of
volunteers and Country Program Office staff.
Keep the HoP for LAC region and Country Representative for Peru informed of any potential security threat,
whether low, medium or high, at all times.

Other duties
Participate in Cuso International, regional staff meetings, as appropriate.
As and when required manager supervise and coach staff.
Provide feedback to other Cuso International colleagues, when systems and processes could be enhanced to
be more effective and user-friendly.
Ensure Country Program Office compliance with proper record-keeping guidelines and filing of sensitive
employee, volunteer, partner, and donor information.
Fulfill any other responsibilities as may be assigned from time to time by the HoP for LAC, Country
Representative for Peru or other Senior Managers.
Provide cover for other colleagues, as necessary.
POSITION QUALIFICATIONS
Essential
A University degree in a field relevant to the duties of this position, and/or a relevant combination of studies
and experience.
Fluency in Spanish and English, written and spoken is essential for this position.
An excellent understanding of value chains and how they can be developed to enable pro poor growth.
Good understanding and support for the role and impact of volunteering as a contribution to International
Development.
Knowledge and experience related to Cuso Internationals value chain programming in Peru and some
knowledge of value chain programming in at least 1 of Cuso Internationals other countries in the region, as
well as experience working in Peru.
At least three (3) years experience working with development programs, at the community level.
Excellent understanding of the Project Cycle, its tools and phases and at least three (3) years experience
planning, resourcing, monitoring and implementing development projects.
A proven track record successfully securing external funding for development programs and projects.
The ability to write coherent and strong proposals and concept notes.
Experience developing and managing budgets and creating financial reports.
Proven commitment to mainstreaming gender and social inclusion (GESI) within work and ability to coach and
mentor staff in this aspect of performance.
Excellent communication skills, both written and verbal and the ability to use different communication media
effectively, including email, telephone, SKYPE, and written correspondence.

Computer and Internet proficiency (all Microsoft Office tools, databases, web research, web-based tools and
transactions, etc.).
Willingness and ability to travel both within Peru and across Latin America and Internationally.
Willingness to work irregular hours of work and overtime, in order to successfully meet deliverables.

Desirable
Fluency in French.
Experience living and working as an International Volunteer or experience hosting an International Volunteer.
Volunteer Management experience.
Knowledge of the Development and Socio-Political context of the Latin American countries where Cuso
International works.
Valid drivers license and clear driving record.
