Background
The present Atlas of Special Province of Yogyakarta is part of a set of three practical instruments
to mobilize and coordinate stakeholder participation in the preparation and realization of the long-,
medium- and short-term development plans of government. The functions of these three instruments
complement each other:
The Atlas of Special Province of Yogyakartais a public document that is available as hardcopy and
cd-rom. Its practical applications are as follows:
Atlas presents relevant information on the existing conditions and trends, and of the
development potential of Special Province of Yogyakarta;
Agenda, based on the information provided in the Atlas, translates strategic development
plans into concrete investment priorities of the stakeholders;
Aturan-main (Rules-of-the-game) present guidelines for the effective use of the Atlas and
Agenda in mobilizing and coordinating stakeholder investment.
The preparation and updating of the Atlas, Agenda and Aturan-main of of Special Province of
Yogyakarta, also referred to as Triple-A, was conducted through multi-stakeholder task forces, and
was supported by funding from the Swiss Agency for Development and Cooperation (SDC), the Cities
Alliance and the World Bank. The preparation of the Triple-A of Special Province of Yogyakarta was
coordinated with the simultaneous preparation of similar instruments by the each of the five
municipalities of the province of Daerah Istimewa Yogyakarta (DIY) as well as by DIY itself. Besides,
a regional Triple-A has been prepared which focuses on regional economic growth and poverty
reduction through urban-rural linkages, inter-municipal relationships, and inter-provincial synergies.
1.2
Purpose
The Atlas of Special Province of Yogyakarta is a public document that provides transparency and
openness of relevant information for the stakeholders. Access to information is essential for rational
decision-making by government in development planning, public investment and service delivery, for
assessment by private businesses of investment opportunities and risks, and for awareness by
community members of their living and working environment including public services and facilities. By
giving all stakeholders access to the same information, they can develop a common perception, which
is a prerequisite for effective stakeholder participation and consensus-building. Most information exists
somewhere, but is not easily accessible. For that reason, readily available data from the respective
stakeholders have been combined into one Atlas document and presented in a logic format to facilitate
access to information and comparison of data:

Reference for preparing and updating comprehensive development planning documents of

RPJPD (provincial/local long-term planning), RPJMD (provincial/local medium-term
investment programs and RKPD (provincial/local annual work plans, as well as sectoral
planning documents of Renstra SKPD (strategic medium-term sectoral programs) and
Renja SKPD (strategic annual work plans);
Database for preparing multi-stakeholder development Agenda, which translates the above
formal planning documents of government into a concrete investment priorities of the
stakeholders;
Benchmark for monitoring and evaluation by the legislative branch (DPRD) and the public
media of the implementation of the development Agenda and the realization of government
development objectives;
Building awareness among the development stakeholders of existing conditions, to
develop a sense of pride and ownership towards the place where they live and work and to
empower them to participate effectively in planning processes;
Marketing development potential of Special Province of Yogyakartato national
government level, to interested foreign and domestic investors, and to international donor
and lending agencies.
The Geographic Position of Special Province of Yogyakarta
The Special Province of Yogyakarta is one of the 32 Provinces in Indonesia. The Special province
of Yogyakarta borders the Indian Ocean on the south and is surrounded by the Province of Central
Java. It is located between 70 3380 12 Latitude and 1100 00 1100 5 Longitude. The capital of
Special Province of Yogyakarta is the Yogyakarta Municipality, which is located on the center of the
Special province of Yogyakarta.

Organization charts of government agencies responsible for development planning,
implementation, operation and maintenance and service delivery;
Reference list of the original sources of data to facilitate further inquiries by the user of the
Atlas, as well as future updating of the information.

Special Province of Yogyakarta is one of the 29 provinces of Indonesia. It is located in
center of Java Island. Special Province of Yogyakarta borders with :
Indian Ocean, in the south
Province of Central Java, in the north, in the west and in the east
In view of its geographical location this province is located on 733-815 South
Latitude and 1105-11050 East Longitude. The Special Province of Yogyakarta has
a total area 3.185,81 km2 or 0,17% of Indonesian total area. DIY is divided into 4
Regencies and 1 Municipality, 75 Sub-districts, 438 Villages and 5122 Hamlets.

Topography
The topographic condition of DIY is very complicated. The slope ranges from 0% to more than 40%, and
the elevation from 0 m to 2.900 m above the sea level. In general, it can be classified into three zones:
The west part of DIY is dominated by Menoreh hill range with an elevation of between 500 and 1,000 m
above the sea level, Sentolo hills range with an elevation of between 100 and 200 m above the
sealevel, another part is the relatively flat coastal area in the south.
The middle part of DIY includes the area of Merapi Mountain, the slope of Merapi and Bantul Basin,
with an elevation of between 0 m on the shore and 2,968 m on the top of Merapi Mountain.
The east part of DIY consists of three sub-zones, namely Baturagung mountain range with an elevation
of between 200 and 1,000 m above the sea level, Wonosari Plateau (Ledok Wonosari) with an elevation
of between 100 and 200 m above the sea level and Seribu karst Mountain Range with an elevation of
between 0 and 600 m above the sea level.

Geology
The geological structures comprises folds and fractures. The folds consist of anticlinal and sinclinal structure, especially on Semilir and Kepek formation,
while fractures of declining folds with antithetic fold block pattern are found for example in Bantul Basin (Graben Bantul).
The geological formation is dominated by Kepek formation in Gunungkidul, the Young Sedimentation Formation of Merapi in Sleman, Yogyakarta
and Bantul area, and Sentolo Formation and Aluvium in Kulon Progo.
Physiographically, DIY consists of Marin and Aeolin area along the shore; Fluvial in the lower plains of Bantul and Kulon Progo; denudational
structure in the hilly area in the west of Kulon Progo and the north of Gunungkidul; Solutional in the flat area till the hill range in Gunungkidul karst
Mountain Range and Kulon Progo; and Volcanic area in Merapi Mountain to its foot area .
The soil structure consists of Regosol and Kambisol in the middle of DIY; Latosol, Rendsina, Grumusol and Mediterania in the east part of DIY; and
Latosol, Grumusol and Aluvial in the west part of DIY. The soil structure of Regosol, Kambisol and Alluvial is the most fertile.

The hydrological condition varies, in terms of the potentials of surface water and groundwater
which depend on the river catchment areas(DAS) or the geological condition of the area.
There are five big river catchment areas (DAS) namely: Serang river catchment area,
(part of ) Progo, Opak, Oyo, Seribu Mountain Range (underground rivers). In Progo and
Opak river catchment areas, the potential of the surface water and ground water is quite
high because the rainfall and the porously of the soil is also quite high. In addition, there is
an ricefield irrigation system that also become a potential field for water inflitration. In
Progo and Opak river catchment areas (DAS) here are also aquifer ground water.
The water quality, both the groundwater and surface water, except in the middle down
stream area, has been contaminated by the urban activities.
DIY has a tropical climate, with the rainy season between October and March, and the dry
season from April to September. The rainfall varies from 1,500 mm/year to 4000
mm/year.

Ecology
Almost half of the total area of DIY (147,560 ha or 46%) has the status of conserved area, which include :
The conserved areas that will protect the downstream areas (14.75% of the total area of DIY). They are mostly forest and water
catchment areas.
Certain conserved areas of riverbanks, coastal line, and the surroundings dams and water springs .
The natural and cultural conservation areas karst ecosystem in Gunungkidul (21% of the total area of DIY), Forest Park (Taman Hutan
Raya) in Sleman and the other cultural conservation areas spread over the province.
The hazardous area (volcanic hazard, landslide, floods and tsunamsi (along the coastal line) and the areas suffering from drought.
The wet agricultural areas on the foot-slope of Merapi, the alluvial plains and coastal lines; and the dry agricultural area on the slope of
the mountain range (Menoreh, Merapi) and the karst areas (Wonosari Plateau, Sentolo Hill Range).

Like what happened in 2001, the service sector was still the largest contributor to the GDP, which was
20.3% in 2002. Yet, it should be noted that the large amount of contribution of that sector is due to the
government expenditures. From the 10.2% growth in 2000, the agriculture sector got a decline of 1.6%
in 2001 and 5.75 % in 2002. Thus, the contribution of that sector to the total GDP also declined to
15.6% from 18% in 2000. The decline in the agriculture sector can be replaced by the significant
increase in the sector of finance and the construction sector of respectively 10.3% and 10.4%. The
contribution of those two sectors to the total provincial GDP has increased to 13% and 8.5% from
10.1% and 7.7% in 2001.
Sleman Regency was still the highest contributor to the GDP, amounting to 29.7% of the provincial
GDP in 2001 and increased to 29.8% in 2002. Its economic growth was also the most rapid, which was
3.8% in 2002. While the economic growth of other regencies/city was below the average provincial
level. Actually, Sleman Regency is the only regency in DIY that has been able to sustain during the
economic crisis in 1998, with the GDP of 2001 exceeding the GDP of 1997. Yogyakarta Municipality
was still in the second position with its contribution of 27.6%, and Gunungkidul Regency was in the third
position with the contribution of 18.4%, a slight decline from 18.7% in 2001.

The economy of DIY continues to develop. In 2002, the economic growth rate was 3.4%, almost the
same as that of the previous year of 3,3%. The GDP based on the constant price of 1993 was Rp 5,358
billion, more or less the same as that generated in 1997 which was 99.6%, or Rp 5,378 billion. This
shows that the economy of DIY almost returns to the level prior to the economic crisis, the peak of
which took place in 1998. The GDP per capita in 2002, due to the annual population growth, was only
95,4% of the figure recorded in 1997.

Mining
The largest mining opportunity in DIY is the mining material of Class-C in Gunungkidul Regency.
Many kinds of minerals (mining material of Class-C) can be found in Gunungkidul. So far, the
amount of its deposit has not been known. The constraints of mining are as follows:
1. The mining business is still on the micro scale and gives high environmental impacts.
2. The knowledge and management are limited.
3. The minerals have low added value.
The Opportunities of Mining:
1. The mineral deposit is still high.
2. There is a captive market.
The value of minerals exploited in Gunungkidul is economically low, considering most of it is
processed to become half finished/finished-goods for industries outside DIY (especially sent to East
Java).

Industry
In 2001, there were a total of 394 large and medium-size industries. It slightly
declined compared to the previous year in which there was a total of 397 units.
Most of them were wood, bamboo, and rattan industries amounting to 102
business units and textile industries amounting to 97 business units. Meanwhile,
in 2002 there were a total of 18,660 small-size industries.

working for for food processing industries amounted to 24,751 workers, and
23,305 workers in chemical and building material industries. The contribution to
the GDP in 2002 was 13,2%, increasing compared to the previous year, which
was 12.7%.

Export Development
During the period between 1993 and 2001, the export value of DIY averagely increased by
10,65% per year, amounting to $ 48,5 million in 1993 and became $ 110 million in 2002, or it
had increased by 2.3 times. This increase is followed by the increase in export volumes in
the same period, averagely increasing by 15.6% per year. Then, since 1998 the export rate
showed a decline as a result of the economic crisis yaking place since the middle of 1997.
United States became the main country for DIYs export destination in 2002. It conducted
export transactions pf US $43.39 million or approximately 39.5% of the total export rate in
2002. Following the United States are Japan, Italy and France with the percentage each of
6% to 7% from the total export rate. Other export destination countries are The Netherlands,
Australia, England, Spain, Germany and Hongkong.
Import Realization
The imports of DIY, in terms of its volume and value during the period of 1993-2002,
fluctuated every year. The highest import value took place in 2002, amounting to US $ 11.3
million. Compared to the import value of 2000 which amounted to US $ 4.7million, it
experienced an increase of almost 2.5 times of the year 2000. If compared to the volume
increase in the same year, which was only two times larger, the increase of the import value
was caused by the increase in import prices.

Trade
By countries, the largest import value was from the United States amounting to US $ 2,02
million (17.8%) of the total import value. It was then followed by Australia with the import
value of $1.99 million (17.6%). The other countries with the import values of between 15%
and 10% were Japan, Korea and Singapore. While countries with the import value of
between 10% and 5% were China, Taiwan, Malaysia and Italy.
Between 1993 and 2002, the GDP of DIY from the sector of trade, hotel, and restaurant
showed a growing trend. In 1993 it amounted to Rp 623.5 billion and became Rp 863.1
billion in 2002. However, during the period of 1998 1999, it declined compared to that
of 1997, prior to the economic crisis. In 2000 it began to increase. The total
contribution, to the GDP was Rp 761.0 billion. In 1993, it contributed 15.1% to the GDP
and it increased at 16.1% in 2002.
Export Commodities
The largest commodities were wooden furniture and finished textile garments respectively
amounting to 28.7% and 17.2% of the total export. The other commodities were tanned
leather (8.3%), finished product of leather-textile combination (7.3%), textile products
(7.1%), leather or synthetic gloves (7.7%), handicrafts (7.5%), canned mushrooms (2.4%),
and atsiri and vanilla leaves respectively amounting to 1.8% and 3.8%.

The proportion of foreign is still too small, approximately 5% of the total tourists visiting DIY. With the small percentage
of foreign tourists, it means that DIY is still not attractive for them. While in Bali, more than 50% are foreign tourists. In
2000, 76.6% of tourists visited tourism objects; 19.15% came to museums, and the remainder of only 4.15% visited
recreational and entertainment places.

Several tourism locations in DIY that are quite well known are Kraton Yogyakarta (Sultan Palace), Tamansari (Water
Castle), Gembiraloka Zoo, Prambanan Temple, Kaliurang, Baron Beach, Prangtritis Beach, Glagah Beach, Kiskendo
Cave, etc. In addition, DIY also has other popular places which are frequently visited by domestic and foreign visitors,
such as:
Museums: there are currently 21 museums distributed in several sub-districts;
Countryside tourism; besides Kasongan, there are other unique sites that could be marketed.
Colleges; besides being the formal education institution, Gadjah Mada University might be educational tourism.

Demography
The population growth rate of DIY is relatively lower compared to that of the other provinces
in Indonesia. Between 1990 and 2000, the annual population growth rate was 0.69 %. It
increased compared to that of the previous period, between 1980 and 2000 which was only
0.58%. Aside from the low natural population growth, the high number of out-migration of
the province is a main factor affecting the low population growth.
Meanwhile, the composition of the urban population got an increase from 44% in 1990, to
58% in 2000. The factors of reclassification and the change of rural to urban status has
become the main element in the increase of urban population growth.

Social Welfare
The proportion of poor households in the Province of DIY is relatively high. In 2001, it
amounted to 40% (2001) and approximately 32% lived in the urban area. This has resulted
in the increase of unemployment and school dropouts and the decrease of the health
index.

agriculture is still the key sector for manpower. Based on the data of 2002, the agriculture
sector absorbed the most labors, of approximately 46% of the entire labors in the

Education
In general, the educational facilities for elementary and junior high schools have been evenly
distributed in all the sub-districts, but their quality is different. The low quality of education is caused
by internal factors, such as limited educational infrastructure and facilities, low quality of teachers,
weak educational system, as well as by the external factors of minimum roles of the community,
parents, and the government. There still a discrepancy between the educational facilities in the
Urban Agglomeration of Yogyakarta (UAY) and those of outside the UAY. Besides, the educational
management system is weak, meaning that there is less coordination among the institutions
concerned. The Urban Agglomeration of Yogyakarta itself becomes the center of universities where
the students come from all over Indonesia.

Health
The health condition in the province is relatively good. It can be seen from such indicators as
community health condition, environmental health, community health behavior, as well as from
the efforts to increase health services through the improvement of health facilities. Based on the
existing data, the health status of DIY is relatively good. It can be seen from the infant and
maternal mortality rate that is still lower than the national one. While the mortality rate is higher
the national rate. To improve the health condition, it is necessary to have adequate health
facilities and qualified paramedical resources. Currently, health facilities have been distributed
evenly, but the qualified health services are focused on the urban centers in the Province of
DIY. As a comparation, the Yogyakarta Municipality has 1,543 hospital beds, or almost 85%
from the total hospital beds in DIY.

increasing trend, especially for Islam and Christian. From the map, we can also see that the
facilities have been evenly distributed over the entire DIY.

| Physical C ultural Heritage
The culture, as the main asset of DIY, needs to be conserved and developed as it can be
regarded as a recourse in a resources-based development. The culture itself is also
significant for the past, present, and for the future. Realizing the threat towards the visual,
functional, and environmental characters of the cultural asset, the activities for cultural
conservation, utilization, and development are considered important. These activities are
also necessary to anticipate the influences of urbanization, commercialization, and
globalization that may reduce the significance and value of the culture itself. Based on the
existing data, there are 12 cultural conserved areas. In addition, the Province of DIY has
potential tangible and intangible cultural assets. At least there are 357 tangible cultural
assets in the form of building complexes, and single-detached building or building
compounds. At least there are also 70 intangible cultural assets in the form of traditional
arts, custom ceremonies, traditional rituals, toponyms and handicrafts (Source; Studi and

Cultural Preservation Village
The actions to conserve, utilize and develop the cultural assets have been conducted, but
they do not give optimal results. Based on the existing data, there are only 200 cultural
assets that have been conserved, and about 54 have not. In view of the development of
cultural assets, about 100 assets have been developed optimally, and only 35 have not. The
cultural assets which have not been optimally conserved, they may be damaged, decayed or
torn down. One of the efforts to conserve the intangible cultural assets is to hold traditional
arts performances regularly or occasionally, cultural and ritual ceremonies, placing
toponyms for roads, and making handicrafts for souvenirs. However, these conserving
activities are not yet optimal due to limited number of attractive cultural facilities (handicrafts
museums, galleries and performance buildings). Currently, in DIY there are about 400
cultural assets, in the form of museums, galleries, traditional arts performance buildings, and
mixed function of buildings as souvenir store, batik, and antique furniture.

Housing
Till the end of 2002, there was a total housing stock of 701,741 units. Based on
the data of 2002, there are three different types of housing: 426,396 permanent
houses / Type-A, 173,905 semi-permanent houses / Type-B and 100,741
unsuitable/temporary houses / Type-C. Until the end of 2002 there was still a
shortage of housing stock amounting to 125,918 units. Sleman Regency has the
highest housing shortage, but Bantul Regency has the lowest. By quality, the
regencies of Gunungkidul and Kulon Progo have the highest number of unsuitable
houses. Here is a big number of houses provided by private developers. They are
not less than 350 housing locations with approximately 50 thousand housing
units.
In the urban centers, the housing construction tends to be developed

in a vertical way, while the mass housing development is oriented to
the housing settlement areas. The housing development areas are
oriented to the east part, such as in the sub-districts of Piyungan and
Patuk, to the west part such as the sub-districts of Gamping and
Sedayu, and to the southwest area such as the sub-districts of
Pajangan and Sentolo.

Ringroad
Transportation Infrastructure
In line with the role of infrastructure facilities in supporting the local
development, the Province of DIY has made infrastructure improvements,
especially for the land transportation facilities. The development of road
networks has opened the communication with isolated areas. The road
networks have been provided in all parts of the province, but not all the roads
are in good condition. The Province of DIY is also passed by the primary
arterial roads and strategic road networks as an alternative for tourist route.
Both of these roads have very vital roles for traffic movement from and
to the province. The province of DIY has a total length of road networks
of 4,919.323 km, classified into three types: National Roads (158.33
km), and provincial roads (720.25 km), and local roads (4,040.743
km). The provincial roads are classified into four: tarmac roads (59.90
%), macadam roads (18.04%), and earth roads (22.06%). With
regards to the road condition, approximately 36.91% are in good
conditions, 20.92% are adequately maintained and approximately
42.17% are poorly maintained, mostly the local roads.

Transportation Facilities
In 2001, there was a total of 635,471 motorized vehicles, classified into
private cars (10.59%), freight trucks (3.48%), buses (104%) and motor
cycles (84.89% or 539,477 units). At the end of the year, the number of
motor-cycles increased at 85.62%. The smallest percentage is for
passenger transport so the roads are dominated by private cars, and such
condition may cause traffic jams. The increase of public transport routes,
from 17 to 23, has not given positive impacts, or the private car users have
not used the public transport.
Another public transport that has an important role in

Yogyakarta is the railway transport. This mass public transport
is cheap. In 2001, there was a total of 4,197,668 passengers
and 874,553 ton of freight With regards to the air transport, in
2001, there was a total of 5,754 arrival flights, and 5,749
departure flights. In line with the increase of flights, the number
of arrival passengers also increased from 286,277 to 363,932
passengers in 2001.

Drainage
The province of DIY is crossed by four rivers, namely Serang river in Kulon Progo Regency, Progo
river in the frontier area between Sleman/Bantul Regency and Kulon Progo Regency, Opak river in
the frontier area between Sleman and Bantul Regencies, and Oya river in Gunungkidul Regency.
The drainage system of DIY relies on rivers that flow into the four rivers. The rivers that flow into
Progo river are Krasak, Putih, Jetis, Konteng and Bedog rivers; into Opak river are Denggung,
Winongo, Code, Gajahwong, Tambakbayan, Kuning, Tepus and Oya rivers.All the rivers mentioned
above are year-round rivers, except Progo river whose the water debit decreases at the end of dry
season. The rivers are primarily used for irrigation. Many drainage channels are located in the urban
centers and sub-district capitals.

The coverage of piped water supply was 10% of total population

of DIY. The rest depend on non-piped water. The supplied water
quantity and quality in general are below standard because the
condition of water pipes in several areas is beyond their average
lifetime. The operation and maintenance of piped water facilities
remains insufficient. This leads to minimal function of various
assets and the high rate of unaccounted-for-water (more than
20% of all water supply). Furthermore, the quality of non-piped
water supply, particularly in urban areas, gradually decreases as
a result of the increasing population growth and close distance
between septic tanks and wells.

Even the industries that have treatment plants do not often operate
them optimally. The desludging activity is served by both the local
government and private sectors. The septic tank is usually
desludged when it is full or stuck. The sludge can be treated in STP,
but it is usually disposed into an open area nearby.

Sanitation
Less than 2% of total population of DIY are served by off-site
sewerage system that is situated in the Urban Agglomeration of
Yogyakarta (UAY). The system consists of lateral networks and
flushing systems (built since 1926); and the main network of Sewage
Treatment Plant (STP) constructed in 1995. Approximately 65% of
communitys sanitation needs have been served by on-site facilities or
communal system, and the rest (33%) dispose their waste directly into
the river. Industrial liquid waste (both large-scale and medium-scale
industries) is still disposed directly into off-site sewerage systems or
the surrounding areas without any treatment process.

Solid Wastes Management

In general, the whole urban areas in the Province of DIY have been served
by the solid wastes final disposal sites. Currently there are three disposal
sites (TPA), namely TPA Piyungan in Bantul that is used by the City of
Yogyakarta, Bantul Regency and Sleman Regency; TPA Ringinhardi in
Kulon Progo; and TPA Wukirsari in Wonosari. The solid waste final
disposal systems have been able to serve 35% of the total urban
population (2,153,757 people).
With the transport facilities provided by related institutions, the solid waste
disposal systems can transport solid wastes of 2,020 m3/day. In the province
of DIY, we can find several solid waste sources of hazardous wastes, as
presented in this map. Besides, there are also recycling and composting
activities in the final disposal sites.
