GENERAL
a. Purpose.
The aim of this SOP is to regulate the communication flow between the MLF HQ
and its subordinate Units during the execution of the assigned mission.
b. Standards.
All reports flowing from MLF HQ to its subordinate Units and vice versa are to be
drafted in accordance with standardized templates to avoid any ambiguities or
misunderstandings.
c. Categories.
The MLF joint reports and returns can be categorized as follows:
1) Immediate reports that meet the Significant Activity (SIGACT) requirements
and are to be submitted immediately or in accordance with established
timings;

REPORTING PROCEDURES
a.
MLF Sub Units Tactical Operations Centers (TOCs) are to monitor constantly
the J3 JOC main chat window (24/7) in order to gain and provide situational
awareness; if the system is unavailable, then communications must be
established by other means (classified phone, radio or even insecure voice as
last option). The Liaison Officers (LNOs) are to update the MLF HQ JOC about
any changes to their own Units connectivity; on the other hand they will be
informed of any changes concerning the MLF HQ communication capabilities.

Time sensitive reports from the MLF HQ to the higher Command can be
delivered employing the tools available in the mission network (e.g. JOCWATCH,
J-CHAT, e-mail) or by secure voice.

Routine reports are posted on the Wise Web in order to improve the Situational
Awareness (SA).
IMMEDIATE REPORTING
The events included in the SIGACT LIST (as of Annex A) are to be reported
immediately along the chain of Command in order to assure a comprehensive
management by the proper assets and Branches within the MLF HQ.
With the purpose to speed up the communication flow between the MLF HQ and its
depending Units, the most recurrent time sensitive reports are summarized below
considering their respective Functional Area or Branch:
