Preface
QCVN 22: 2009/BTNMT is compiled by National Technical Regulation on Air Quality
Complying Committee, submitted by General Department of Environment, Department
of Science and Technology, Department of Legislation and issued under MONREs
Circular No. 25/2009/TT-BTNMT dated 16th November 2009.
National Technical Regulation on Emission of Thermal Power Industry
1. General regulation
1.1. Adjustment range
This regulation shall prescribe a maximum allowed concentration of pollution
parameters in emission of thermal power industry into air environment.
1.2.

Subject of application

This regulation shall be applied to organizations, individuals related to emission of


thermal power industry into air environment.
1.3.

Explanation of Terms

Regarding this regulation, the following terms shall be understood as follows:


1.3.1. Emission of thermal power industry is mixture of material components
emitted into air environment by chimneys, emission pipes of TPPs.
1.3.2. TPP referred in this technical regulation is plant using technology of
burning fossil fuels (coal, oil, gas) to generate electricity.

1.3.3. Kp is capacity factor corresponding with total capacity under the design
of TPP.
1.3.4. Kv is zone, regional factor corresponding with places of locating TPPs.
1.3.5. P is total capacity under design of TPP, including one unit or many
units.
1.3.6. Standard emission cubic meter (Nm3) is cubic meter of emission at 25 0C
and absolute pressure at 760mm of mercury.
2. Technical regulation
2.1. The maximum allowed concentration of pollution parameters in emission of
thermal power industry is calculated as follows:
Cmax = C x Kp x Kv
In which:
- Cmax is the maximum allowed concentration of pollution parameters in

emission of thermal power industry, calculated in mg/Nm3 ;


C is concentration of pollution parameters in emission of thermal power

industry as specified in Section 2.2;


- Kp is capacity factor as specified in Section 2.3;
- Kv is zone, regional factor as specified in Section 2.4.
2.2. C concentration of pollution parameters is basis of calculating maximum
allowed concentration of pollution parameters in emission of thermal power
industry as prescribed in table 1 below:

Note: Depending on the type of fuel used, the maximum allowed concentration of

pollution components NOx, SO2 and particulate in emission of TPP is prescribed


in Table 3. These concentrations are calculated in standard condition. For TPP
which uses coal, surplus concentration of O2 is 6%, for gas turbine , surplus
concentration of O2 is 15%.
In which:

Column A provides the concentration C as basis for calculating maximum


allowed concentration of pollution parameters on emission of thermal power
industry with units being operated before 17 October 2005 with the application

period until 31 December 2014.


Column B provides the concentration C as basis for calculating maximum
allowed concentration of pollution parameters in emission of thermal power

industry, applying to:


+ Units of TPP put into operation from 17th October 2005 on.
+ All units of TPP with applying time since 01st January 2015.
Except for 03 parameters as specified in Table 1, depending on requirement
and purpose of controlling pollution, concentration of other pollution
parameters shall be prescribed in Column A and Column B in Table 1 of
QCVN19: 2009/BTNMT- National technical regulation on industrial emission

for dust and inorganic substances.


2.3. Kp is capacity factor of TPP as specified in Table 2 below:

(1) Metropolitan is defined under Regulation of Governments Decree No.


42/2009/ND-CP dated 7th May 2009 on classifying metropolitans;
(2) Special-use forest is referred under Law on Forest Protection and
Development dated 14th December 2004 including: National Park, Natural
Reservation Zone, Landscape Protection Zone, forest for research and
scientific field study.
(3) Natural heritages, cultural -historical monuments are ranked and approved
by UNESCO, Prime Minister, authorized ministries.
(4) In case emission sources have distance to 02 zones <= 02km, shall be
applied to zone and regional rates Kv with zone having lowest rate;
(5) The distance is regulated in Table 3 shall be measured from emission
source.
3. Methods of determination
3.1. Methods of determining the concentration of pollution parameters in
emission

of thermal power industry is implemented under national

standards as follows:
TCVN 5977:2005 The emission of stable sources Determining the

concentration and output of dust in air tubes handmade volume method;


TCVN 6750:2005 The emission of stable sources Determining the
concentration volume of SO2- Ion chromatography method.

3.2. In case of absence of any national standards to determine the concentration
of pollution parameters in emission of thermal power industry as prescribed
in this Regulation, it shall apply international standards which are
equivalent or more accurate than national standards.
4. Organizations of implementation
4.1. This regulation substitutes the application of TCVN 7440:2005 the
standard of emission on TP industry is issued and attached to MONRE
Decision No. 07/2005/QD-BTNMT dated 20th September 2005 in respect of
mandatory application for TCVN 7440:2005 Regulation of emission on

In case the national regulations for methods of determination are referred
in Section 3.1 of this Regulation amended, modified or substituted, shall
apply new standards.
